CTV News: Reports Strange Sounds Recorded Around The World
There's been a lot of buzz over the last few weeks about strange sounds
being heard in the atmosphere. People around the world have reported
hearing some bizarre noises. The latest were recorded in Saskatchewan last
weekend. John Baglieri reports.
Ian Hamilton, North Battleford's mayor, says he can't explain it. "What I
experienced was a scraping sound, like a snowplow."
Mike Halstead, a North Battleford resident, was lying in bed when his phone
rang. Calls and text messages came in from his friends, each reporting
strange noises. "That's when the goose bumps got me and I thought 'that's
awfully strange'.

center in Montreal.

Howl! arts collective releases this track now because today in Canada similar
anti-poor, anti-worker, anti-people austerity economics are being forced on the
people of Canada, by many of the same Conservative political players that took
aim at social programs and the poor in Ontario a decade ago.

Kaie Kellough is a Montréal word-sound systemizer. He is the author of
Lettricity (Cumulus, 2004), and Maple Leaf Rag (Arbeiter Ring, 2010), which was
nominated for the Manuela Dias design award. Kaie is the voice of one sound
recording, Vox:Versus, a suite of conversations between voice and instrument.

11. Benin Integrated Family Health Project - Benin
Working since 2006 in the department of Zou-Collines, the Integrated Family
Health Project, also known by its French acronym PISAF, focuses on maternal
and neonatal health, child health, malaria, family planning, and HIV/AIDS.
PISAF's three main objectives are to create a supportive implementation
environment, increase access to quality services and products, and increase

Declaration for the International Day of the World's Indigenous People

Since 1994, on August 9th the International Day of the World's Indigenous People is celebrated around the world. The United Nations General Assembly marks this particular day to raise awareness on the serious situation in which are living more than 500 millions of natives all over the world.Several indigenous communities are claiming their land right and are persecuted because of their claims, just as their right to use their own language is prohibited, just as their right to access in equitable conditions to a community radio station, and they are not heard. Indigenous peoples constitute the poorest and powerless parts of the world population in this globalized era.

In the world we are living in, the claim to culture as part of the identity requires deliberative spaces and media that permit the survival of the values that characterize each community and culture. It is the same for the effective recognition of the condition of the peoples and the right to self-determination, which make possible the true exercise of citizenship for indigenous peoples.

We demand the respect without restriction of the integrity and life of the native peoples that fight for their land right, a fundamental right for those cultures that represent values and development forms integrated and interconnected with the land.

It is for those reasons that the World Association of Community Radio Broadcasters (AMARC) considers of its duty to express the fact that no recognition of the dignity of indigenous peoples in any part of the world will be complete, if it is not accompanied with the full exercise of cultural sovereignty that gives the full rights to participate in the public space.

This makes indispensable to count on community media as participative spaces for those who, because of their ethnicity, are frequently marginalized and denigrated. They have an urgent need of communication spaces that permit the defense of the identity and promote ways of living specific to ancestral communities historically marginalized.

It is in this context that AMARC asks governments to include indigenous peoples as social actors in the media systems, recognizing their autonomy and their fights for the defense of their rights that are spreading in every region of the world. AMARC praises also the thousands of radio stations that, on every continent, emphasize a communication that give place to the expression of the cultural diversity that they represent.

We also praise community radio broadcasters that are part of the everyday life of indigenous peoples and communities and work for their complete recognition.

AMARC emphasized the World Food Day 2011 under the theme "Food prices – from crisis to stability"

The worldwide community radio network of the World Association of Community Radio Broadcasters (AMARC) covered the World Food Day, on October 16th, with a 24-hour Worldwide Webcast. "Food prices – from crisis to stability" has been chosen as this year's World Food Day theme to shed some light on this trend and what can be done to mitigate its impact on the most vulnerable.

Price swings, upswings in particular, represent a major threat to food security in developing countries. Hardest-hit are the poor. According to the World Bank, in 2010-2011 rising food costs pushed nearly 70 million people into extreme poverty.

Again this year, AMARC community radios network, in partnership with the Food and Agriculture Organization (FAO) produced and broadcasted programs to their communities on October 16th on this campaign against hunger. The World Food Day broadcast campaign unites community radios from all continents on the common struggle against hunger at all levels, local, national and international.

The World Food Day programs have been broadcasted in English, French, Spanish, Nepali, Portuguese, Bahasa and other languages. The programs are available in our website. The 16 Days Campaign against Violence on Women: Putting an End to State Violence

From November 25th to December 10th 2011, the Women's International Network of the World Association of Community Radio Broadcasters (AMARC-WIN) will actively participate in the 16 days of activism against gender violence with an Internet campaign to denounce gender violence comprising radio shows from around the world. The 2011 international theme of the campaign is « Putting an End to State Violence ». The campaign will denounce the impunity of gender violence committed by state agents by covering three dimensions: (a) sexual violence in and after conflict; (b) sexual and gender-based violence committed by state agents, particularly the police or military; and (c) political violence against women.

The 16 days campaign starts on November 25th with the International Day for the Elimination of Violence Against Women; it continues on November 29th with the International Women's Human Rights Defenders Day; followed by December 1st: World AIDS Day; December 6th: Commemoration day of the Montreal (Canada) Massacre in 1989 and ended with the commemoration of sixty years of the Universal Declaration of Human Rights on December 10th for the International Human rights Day.

Community radio producers from Asia-Pacific, Middle East, Africa, Europe, North America and Latin America and the Caribbean will dedicate these 16 days campaign to highlight the effort of women and men working to put an end to gender violence. The programs featured will include documentaries, interviews, debates, poetry, music and much more. This multilingual broadcast campaign mobilizes community radios around a global issue and encourages them to use new communication technologies such as the Internet to extend the reach of their voices.

AMARC applauds the confirmation of February 13 as the World Radio Day

The World Association of Community Radio Broadcasters (AMARC) applauds the UNESCO's decision to celebrate the World Radio Day on February 13th. See the resolution in point 13 of the agenda at http://www.unesco.org/new/en/executive-board/187th-session/main-series/

Let's recall that AMARC supported the Spanish Radio Academy's proposal to UNESCO to establish a "World Radio Day" as part of the UN calendar last June. Since its creation, radio has proven itself to be not only useful, but also the most universal media, free and accessible to the majority of the world's population.

AMARC also participated last July into a consultation process among all stakeholders to assess the feasibility of this project, process carried out by independent experts Bruce Girard and Seán Ó Siochrú, who were hired by UNESCO to manage this consultation.

The main objectives of the World Radio Day are notably to raise the understanding among the public and the media of the value of radio, including in the context of new media, and the value of actively supporting radio; to encourage decision-makers to support, establish and provide access to radio and to provide a networking focus for radio proponents and practitioners worldwide, to exchange ideas, experiences and resources.

AMARC at the United Nations Inter-Agency Meeting on the Safety of Journalists and the Issue of Impunity

Emmanuel Boutterin, Vice-President of the World Association of Community Radio Broadcasters (AMARC) participated in United Nations Inter-Agency Meeting on the Safety of Journalists and the Issue of Impunity, which took place at the headquarters of UNESCO in Paris from September 12th to 14th, 2011.

AMARC at the FAO experts consultation meeting on Communication for development

The World Association of Community Radio Broadcasters (AMARC) Secretary General Marcelo Solervicens took part to the FAO experts consultation meeting on "Communication for Development: Meeting Today's Agriculture and Rural Development.

Challenges" that was held from September 14th to 16th, 2011 at the FAO headquarters located in Rome.

This meeting brought together development agencies and institutions, donors, NGOs and the academia. The consultation aimed to assess the role of ComDev in relation to emerging challenges and to identify priorities, strategic initiatives and partnerships to position ComDev and maximize its contribution to agriculture and sustainable rural development.

AMARC Asia Pacific Community Radio Training Forum to be held from 11-13 December 2011, in Bangkok, Thailand

The World Association of Community Radio Broadcasters, AMARC Asia Pacific, is organising the 1st Community Radio Training Forum in the region. The AMARC Asia Pacific Community Radio Training Forum for Enhancing Impact of Community Broadcasting, originally scheduled to be held from 17-19 November 2011, will finally take place from 11-13 December 2011 at the Ambassador, Sukhumvit, Bangkok, (http:/www.amtel.co.th). This decision has been made in consultation with stakeholders in Thailand and in view of the devastating floods affecting Bangkok in recent weeks.

Ashish Sen, President of AMARC Asia-Pacific has said that the recent environmental upheavals in Thailand as well as in the entire sub-region has increased the urgency for promoting roles of community radios in disaster risk reduction and relief work. "AMARC will work closely with community broadcasters in Thailand for sharing expertise and will address the issue of disaster management through community radio as a primary concern during the Training Forum," he said.

The 'training of trainers' event is hosted by the National Broadcasting and Telecommunication Commission of Thailand (NBTC) and is supported by AusAid, Commonwealth of Learning (COL), Food and Agriculture Organisation (FAO), UNESCO, UNICEF, EED, Oxfam-Novib, and South East Asia Press Alliance (SEAPA). Regional and national partners such as the Australian Indigenous Communications Association (AICA), Association of Community Radio Broadcasters of Nepal (ACORAB), Media Monitor Thailand, FMYY-Japan, National Federation of Community Radios (NFCR) of Thailand, and the Blue Diamond Society, Nepal will be leading various training workshops in the Community Radio Training Forum.

The capacity building event will offer opportunity to more than 150 community radio broadcasters of Asia Pacific region to systematize their experiences, to network with and learn from international trainers and experts and to define strategies to increase the effectiveness of their interventions. Participants will review strategies for setting up community radio stations, promoting community participation, program production, production technology, and advocacy strategies for improving conditions for the development of community broadcasting. Utilizing training workshops and hands on demonstrations the Training Forum will promote gender sensitivity, strengthen community broadcasting for poverty reduction, and enhance the capacity of community radio stations to address climate change and disaster management. In addition to explaining concepts and principles, the Training Forum will include practical subjects such as research techniques, script writing, interviewing, editing, and using digital recording and computer based editing.

Sharing of ideas and learning of skills will be based on specific thematic streams of workshops so that broadcasters can directly apply their learning to address the concerns of the communities in the Asia-Pacific region such as food security, good governance, empowering women, improving literacy, generating employment opportunities, improving local governance, and promoting the rights of the marginalised. Radio Victoria is denouncing again threat in El Salvador

Radio Victoria from El Salvador denounced on July 29th threats received by their members. The community radio station conserves a critical position in front of the mine project of Pacific Rim, a private company.

Oscar Beltrán, a member of the radio, is assertive that the radio workforce has received different types of threats. The communicator indicated that there has been an attack against the transmission towers as well as attacks on the electric system. Furthermore, he indicated that Victoria's people protected the radio when they received treats to burn down the radio.

Mr. Beltrán reported also that the threats are linked with the position of the radio in front of the mining project in the central department of Cabañas, in El Salvador. Radio Victoria has informed his auditors on the possible environmental impacts of the mining project of Pacific Rim in this region.

AMARC Uruguay denounces the announcement of Gomez's destitution at the head of Dinatel

In front of the destitution of the Telecommunications Director in Uruguay, AMARC Uruguay has expressed its surprise and discontent of the decision that has been adopted by the Industry, Energy and Mines Minister, Ing.Roberto Kreimerman.

At the head of Dinatel, Mr. Gomez, putted in place and created several spaces and instances for dialogue, participation and promotion that AMARC.uy doesn't want to disappear because of political disagreements. AMARC.uy exhorts the government to cancel this decision as soon as possible, also because the decision signifies a weakening of Dinatel efforts (and especially of its director) to support and improve the community broadcasting sector.

AMARC.uy understands that the National Direction of Telecommunications cannot be a space of improvisation and political arrangements, but should be a space of regulation and promotion of the use of the radio space aiming to democratize communications.

The Zimbabwe Association of Community Radio Stations welcomes government's procurement of community radio broadcasting equipment

According to the Chronicle of 3 September 2011, Transmedia Corporation Chief Executive Officer, Mrs Florence Sigudu-Matambo, indicated that the equipment which comprises of transmitters, antennae and general hardware has been delivered.

However, the Zimbabwe Association of Community Radio Stations (ZACRAS) is baffled by the Transmedia Corporation CEOs statement that installation of the transmitters and antennae will commence after the Broadcasting Authority of Zimbabwe (BAZ), is finished with the licensing process.

Installation of community radio equipment should not be dependent upon BAZ's licensing of community radios. Transmedia and BAZ are two separate entities, with the former being mandated with making certain that requisite broadcasting infrastructure is available, and the latter ensuring that interested broadcasting players are licensed.

In the past, the Permanent Secretary in the Ministry of Media, Information and Publicity, George Charamba has indicated that the broadcasting infrastructure in the country creates no room for new broadcasting entries. Therefore, it is ZACRAS' conviction that the acquisition of broadcasting equipment will put to rest the excuse of poor infrastructure as the reason for the non-licensing of alternative broadcasting players.

Since 2003, ZACRAS has been representing the interests of community radio initiatives in Zimbabwe. Presently, the Association has a membership of eleven community radio stations which have proper structures and the support of the communities where they are based. Two of the Association's members, Radio Dialogue in Bulawayo and CORAH in Harare, are equipped with broadcasting equipment which will enable them to start broadcasting once they are granted licenses.

ZACRAS therefore urges his Excellency the President of Zimbabwe ,Robert Mugabe, the Prime Minister of Zimbabwe, Morgan Tsvangirayi, the Minister of Media, Information and Publicity, Webster Shamhu , and the Committee on Standing Rules and Orders to expedite the process of appointing a properly constituted BAZ. This will result in the calling for applications and subsequent licensing of community radio stations in a credible and transparent manner.

The regulatory authority should ensure that real community radios with a clear mandate of advancing community developmental issues are licensed. The ZACRAS Harare Declaration of 2011 defines community radio as being "for, by and about the community, whose ownership and management is representative of the community, and pursues a social development agenda, and is non-profit making".

Therefore, community radios must not be hijacked as propaganda machinery for self-serving individuals and organisations at the expense of communities' need to articulate their issues. To this end it is ZACRAS' view that, the decentralization of the state controlled Zimbabwe Broadcasting Corporation (ZBC) radio stations which churn out party propaganda at the exclusion of alternative voices should not be mistaken for community radios.

The Association maintains its position that the licensing of community radios is consistent with the democratization and development of Zimbabwe. It is ZACRAS' firm conviction that it is only when communities have access to information and can freely express themselves that they are able to participate in governance issues from an informed point.

IMS-AMARC to Support Setting up of Community Radios and Production Groups in Tunisia

The World Association of Community Radio Broadcasters (AMARC) and International Media Support (IMS) hold from September 24th to October 5th, 2011, a new mission to Tunisia to support the several community media initiatives such as Radio 6, Radio Chambi FM, Community TV (both based in Kasserine), Radio Sawt El Manajem (Gafsa), Radio Ibaksour (Al Dhamani near Le Kef) and, Jendouba Media Association (Internet radio). The mission aimed specifically to encourage sustainable organisational structures, guidelines and codes of conduct, financial plans and plans of action towards the establishment and launching of the radio stations. The activities included workshops to improve capacities of Radio 6 volunteer broadcasters and production groups from Jendouba and Tunis. AMARC and IMS aimed to encourage women's participation in all the activities and encouraged women's organizations to actively participate in the establishment of the community radio stations.

The mission built on the joint community media assessment mission by AMARC and IMS last July, and included, first of all, a radio production training on September 26th and 27th at Radio 6 in Tunis including the basics of radio production for community radio, such as programme format, planning and standardization of a radio programme, writing for radio and interview techniques. The training was attended by 10 to 12 participants from Radio 6, the production group in Jendouba and ALT-MST-Sida in Tunis. Three features resulting of the workshop has been broadcasted by Radio 6.

Secondly, the mission included a planning workshop on setting-up community radios from September 30th to October 2nd in Kasserine (Central Tunisia). This workshop included drafts for community radio structures, guidelines and plans of action with clear steps, responsibilities and deadlines. The workshop was attended by 30 to 35 participants from the above mentioned community radio projects. Finally, the trainings also included guidelines for coverage of the October 23rd elections and further collaboration, such as technical and training needs assessment.

Radio Sawt El Managem shortly on air in Gafsa

The World Association of Community Radio Broadcasters (AMARC), International Media Support (IMS) and the Syndicat des radios libres de la Tunisie (STRL) has confirmed that radio Sawt el Managem, located in Gafsa, will broadcast within due date established by the regulatory authority of Tunisia.

As part of the mission that AMARC and IMS took upon in collaboration with the STRL in order to develop the radio broadcasting landscape in Tunisia, a delegation composed of representatives from AMARC and STRL went to Gafsa on Tuesday October 25th

They evaluated the situation of community radio stations in the region and noted the progress of the preparatory work in order to launch Radio Sawt el Managem within the due date appointed by the Instance Nationale de Régulation de l'Information et de la Communication (INRIC).

For this purpose, a high-fidelity material permitting the covering of the whole region was given to the station officials as a donation, with the commitment of the beneficiaries that it will be use strictly for non-profit purposes.

The airing of radio Sawt el Managem accompanies the setting up of the associative communication sector as a result of the opening of the radio broadcasting spectrum within the framework of the Tunisian revolution.

The Suitcase Radio has arrived in Tonga

A team of seven young women in Nuku'alofa are now paving the way for more youth involvement in Pacific media content development, production and broadcast as a new "suitcase" community radio station is installed in Tonga's capital at the middle of last September.

This is the second community radio station to be established within the Regional Women's Media and Policy Network coordinated by FemLINKPACIFIC and the "Generation Next" project has been a successful model of involving young women to pick up a tape recorder, produce programmes from local communities and take to the airwaves:

In the coming week listeners across Tongatapu will be able to tune in to the demonstration broadcast of Tonga's first women-led community radio station Le'o 'o e Kakai 98FM dedicated to promoting UN Security Council Resolution 1325 (Women, Peace and Security), Peacebuilding and Dialogue using the suitcase radio technology.

Fourth seminar on communication rights and legislation of AMARC Brazil : the community radio concept must be broadened

The new regulatory frame must include another vision of what community means. This was the conclusion fleshed out by the participants in the fourth seminar on legislation and communication rights organized by AMARC Brazil which was held in Rio de Janeiro on the 11th of this past august.

Adilson Cabral, professor of social communication at the Universidad Federal Fluminense (UFF), emphasizes that geographical limits are placed at the forefront of legislation concerning community radios. For him, a community is an interest group.

Dioclécio Luz, from the Universidad de Brasilia, explained that restrictions applied to community radios find their roots in the legislative formulation of the Ley de radiodifusion communitaria of 1998.

The opening roundtable included Maria Pia Matta, AMARC president, who presented AMARC's vision towards community radio broadcasting regulation, Santiago Marino, consultant for AMAURC Argentina's legislation program, who shared his legal experience in Argentina with the new communication law of 2009, and the director of services execution of the communication department who was supposed to share the department's propositions for community radios, Demerval da Silva Junior.

The people present at the seminar criticized Mr. Da Silva, who did not bring forth the government's official position. Representatives of radios and other organizations where hoping for a clear position from the federal government on the formulation of the new law.

AMARC Brasil 9th Assembly

AMARC Brasil invited its members for the 9th AMARC Brasil assembly, which took place from the 12th to the 14th this past august in Rio de Janeiro.

On the first day, new members were approved, an analysis of political juncture at the international, regional and national levels as well as a summary of the managerial actions and guidelines decided upon in the last assembly were presented

On the 13^th of august, a presentation of the legislative programs and a training seminar form news agency Pulsar were followed by a discussion on the programs set to be put forth in the following years. There was also discussion on AMARC Brasil's legal status. In the afternoon, the presentation of candidatures for the council of the women's network and the subsequent elections took place.

AMARC Brasil into the executive coordination of Fale Rio

Fale Rio (Frente Ampla pela Liberdade de Expressão e Direito à Comunicação) elected its coordination during the plenary session of the movement that took place on August 15th, in Brazil. AMARC Brasil, in the person of Arthur William, integrated the coordination, wihich includes 13 entities.

AMARC participates actively to the International Forum of Social and Solidarity Economy 2011

The World Association of Community Radio Broadcasters (AMARC) participated to the International Forum of Social and Solidarity Economy (FIESS), which took place from October 17th to 20th, 2011, in Montreal. As the official radio broadcasters of the FIESS, besides the Québec Association of Community Radio Broadcasters (ARCQ), AMARC actively contributed to the exposure of this event. AMARC Secretary-General, Marcelo Solervicens, emphasizes that « this forum represented an opportunity to reinforce the relationships between community radio broadcasters and organizations of the social economy both here and abroad and to request public policies from States that ensure the sustainability of this promising economic sector ».

AMARC and ARCQ organized as well a seminar on community radio sustainability challenges and public policies on October 17^th, at the very beginning of the FIESS, during which several members of AMARC took the floor, among which the president Maria Pia Matta and the Secretary general Marcelo Solervicens, representatives of radios from around the globe as well as delegates from governmental bodies, such as Christine Saint-Pierre, Quebec's Minister of Culture, Communications and the Status of Women.

This series of workshops permitted to put together the visions of the various actors involved in this sector to discuss the various financing and functioning models of community radios and the public politics in this realm. This seminar also permitted to agree on a declaration whose aim was to suggest recommendations to public bodies of Canada and elsewhere in order to favor the sustainability of community radio.

This Community Radio Day ended up with the launch of the World House of Community Radio.

Launch of the World House of Community Radio

CIBL 101,5 Radio-Montréal, the World Association of Community Radio Broadcasters (AMARC) and the Quebec Association of Community Radio Broadcasters (ARCQ) launched of the World House of Community Radio, on October 17th 2011, in Montreal, Canada. This launch ended the Community Radio Day. This event was linked to the International Forum on the Social and Solidarity Economy (FIESS), that was unfolded from October 17th to 20th 2011.

The creation of the World House of Community Radio mainly aims at emphasizing at the international level, the expertise in community radio broadcasting that has been developed in Montréal over the last decades. This centre of development, promotion and production will make possible a synergy between those organizations with international and local dimensions.

The emphasis will be on community radio as a third sector of communications and as a fully-fledged actor of the social economy. The setting up of AMARC's international secretariat, ARCQ's office and CIBL 101,5 Radio-Montréal's administrative office and studios in neighbouring spaces will facilitate the development of innovative projects in the field of community radio broadcasting. Louise Beaudoin, Michel Arpin and John Parisella have kindly accepted to be the ambassadors of the World House. This launch was a great success and several big names made speeches, such as Ms. Louise Beaudoin, who's an ambassador of the World House.

Declaration of Montreal on Community Radios and the Social and Solidarity Economy

The World Association of Community Radio Broadcasters (AMARC) and the Québec Association of Community Radio Broadcasters (ARCQ) are happy to share the declaration on community radios and the social and solidarity economy, adopted during the seminar on community radio sustainability challenges and public policies which took place on October 17th during the International Forum of Social and Solidarity Economy (FIESS), from October 17th to 20th, 2011, in Montreal. This declaration, whose aim was to suggest recommendations to public bodies of Canada and elsewhere in order to favor the sustainability of community radio, was read by AMARC's president, Maria Pia Matta, during the plenary session of the FIESS on International organization and institutions on October 19th. Declaration: Community Radios and the Social and Solidarity Economy

We, representatives and allies of community radios of Quebec, Canada and all over the world, gathered in Montreal on October 17th, 2011 for the International Forum of the Social and Solidarity Economy (IFSSE), declare that:

1. Community radios are party of the social and solidarity economy (SSE). They belong to this other model of economic development based on citizen participation, a non-for-profit service and a purpose centered on common good, not on the interest of investors. As a result of their collective property and local nature, they guarantee local radio service, cultural diversity and freedom of expression for the communities they served. They constitute a rampart against media concentration that diminishes the diversity of voices and opinions as well as centralizes information in few media outlets.

2. The SSE is recognized by various states and international organizations, among which International Labour Organization (ILO) for its role in job creation and economic development.

3. During the last forty years, community radios have become a worldwide movement of the third sector of communications in over 130 countries, besides public and commercial media. In this regard, they represent a reality of the social and solidarity economy in the communications sector.

4. Community broadcasting has been recognized by several international organizations, including UNESCO and FAO for its role in fighting poverty, exclusion and marginalisation, particularly of women, and in achieving the Millennium Development Goals (MDG). The Freedom of Expression Rapporteurs of the UN recognize that access to community radios is an essential component of freedom of expression and the right to communicate.

5. States can play a vital role by adopting regulations and policies that enable the establishment and sustainability of community radios. By supporting the independence of their governance structures, of their contents' choices and of their financing mechanisms, states can allow them to reach their full potential in the democratization of the societies, on sustainable human development and cultural diversity promotion.

6. Some states have already adopted public policies and regulations that contribute to the sustainability of the community radio sector. Canada, France, South Africa, Uruguay, Argentina and Australia have implemented policies and regulations that are models that may serve as a starting point.

7. The International Forum of the Social and Solidarity Economy (IFSSE) is a unique space that gathers various SSE actors in a spirit of openness and sharing that goes beyond particular interests, thus allowing an extensive reflection on the strengthening the SSE sector and the definition of local and international strategies in order to transform the social and solidarity economy enterprises and organisations as essential actors of democratic societies.

We recommend to the FIESS to include in its recommendations to:

• Demand that authorities consider community radios as being part of to social and solidarity economy

• Demand that public authorities adopt politics well adapted to the specificities and needs of community radios

• Call upon enterprises and organizations from the SSE to give priority to community radios in their communications strategies

• Call upon community radios to contribute to the development of the social and solidarity networks, by giving them visibility and promoting this promising economic sector

• Reinforce the International Forum for the Social and Solidarity Economy as an arena to bring together approaches, strategies and mechanisms of promotion of the social and solidarity economy recognized by governments and international institutions

• Demand that authorities in Québec, Canada and worldwide develop, maintain and reinforce policies and regulations that enable community radios as Social and solidarity economy enterprises and organizations to promote communication rights and combat poverty, exclusion and to promote social justice and sustainable and participatory human development.

• To request the UN Economic and Social Council to recognize the economic sector represented by the social and solidarity economy.

AMARC will change address on November 19th

The date of the relocation is more and more nearer for the World Association of Community Radio Broadcasters (AMARC) International Secretariat, which will move at the corner of Sainte-Catherine and Saint Laurent Streets, just on the cultural square of Montréal and near to Montréal downtown. AMARC will joint with CIBL community radio and ARCQ (Association des radiodiffuseurs communautaires du Québec) in a new building, the World House of Community Radio. The building will be LEED certified, which means that it will be environmentally friendly. With this relocation, AMARC will have more visibility.

US Weather Bureau contract and the first audio radio transmission

In 1900 Fessenden left the University of Pittsburgh to work for the United
States Weather Bureau<http://en.wikipedia.org/wiki/United_States_Weather_Bureau>,
with the objective of proving the practicality of using a network of
coastal radio stations to transmit weather information, thus avoiding the
need to use the existing telegraph lines. The contract gave the Weather
Bureau access to any devices Fessenden invented, but he would retain
ownership of his inventions. Fessenden quickly made major advances,
especially in receiver design, as he worked to develop audio reception of
signals. His initial success came from a barretter
detector<http://en.wikipedia.org/wiki/Barretter_detector>,
which was followed by the electrolytic
detector<http://en.wikipedia.org/wiki/Electrolytic_detector>that
consisted of a fine wire dipped in nitric acid, and for the next few
years this later device would set the standard for sensitivity in radio
reception. As his work progressed, Fessenden also evolved the heterodyne
principle <http://en.wikipedia.org/wiki/Heterodyne_principle>, which
combined two signals to produce a third audible tone. However, heterodyne
reception was not fully practical for a decade after it was invented, since
it required a means for producing a stable local signal, which awaited the
development of the oscillating vacuum-tube.

The initial work took place at Cobb Island,
Maryland<http://en.wikipedia.org/wiki/Cobb_Island,_Maryland>,
located about 80 kilometers (50 mi) downstream from Washington,
DC<http://en.wikipedia.org/wiki/Washington,_DC>.
While there, Fessenden, experimenting with a high-frequency spark
transmitter, successfully transmitted speech on December 23, 1900 over a
distance of about 1.6 kilometers (one mile), which appears to have been the
first audio radio transmission. At this time the sound quality was too
distorted to be commercially practical, but as a test this did show that
with further technical refinements it would become possible to transmit
audio using radio signals.

As the experimentation expanded, additional stations were built along the
Atlantic Coast in both North Carolina and Virginia. However, in the midst
of promising advances, Fessenden became embroiled in disputes with his
sponsor. In particular, he charged that Bureau Chief Willis
Moore<http://en.wikipedia.org/wiki/Willis_Moore>had attempted to gain
a half-share of the patents — Fessenden refused to
sign over the rights, and his work for the Weather
Bureau<http://en.wikipedia.org/wiki/Weather_Bureau>ended in August,
1902. (This incident recalled F. O. J. Smith, a member of
the House of Representatives from Maine, who had managed to gain a
one-quarter interest in the Morse telegraph.)

What is prisoners' radio? Who is involved in «creating» these types of programs and what influence do they have on discourses of law and order? Executive Summary
*
1. Independent FM radio is fairly recent in Nepal. The first few radios
were established in
the mid-1990s. Most of them were licensed and established after 2006. Until
late August 2011, the government had issued 393 licenses. The licensees
include nongovernment
organizations (NGOs), cooperatives, local government bodies,
commercial entities and the state-run broadcaster. Nepal still lacks a
comprehensive law
on broadcasting, despite specific guarantees for broadcasting in the Interim
Constitution 2007.

2. This document reports on the pilot assessment of 15 community radio
stations -- or of
radios that claim to be community radios -- based on the Community Radio
Performance
Assessment System (CR-PAS) developed by the Community Radio Support
Centre (CRSC)/ Nepal Forum of Environmental Journalists (NEFEJ). The CR-PAS
seeks to assess community radio stations in seven performance areas:
participation and
ownership, governance, programs, resource structure and management,
station management,
financial management and networking. It uses a set of 60 indicators and is
intended to be a practical tool that the stations could eventually adopt
for continuous
self-assessment.

3. Following a brief overview of radio in Nepal, this report provides an
overview of the
CR-PAS and the assessment process. Thereafter, it reports on the
findings and analysis
both of all the radios that were assessed and also of individual
stations, leading to
conclusions and recommendations.

4. The CR-PAS provides a basis for rating stations -- based on their
performance scores,
from A to E. A being model radios and others between those endeavoring
to become
community radios to those that are close to becoming model radios. None
of the
assessed stations scored enough points to come under category A. Eight
of the assessed
stations came under category E, three under D, two under C, and two
under category B.
Though some of the stations under category E had obtained the minimum points
required by the CR-PAS, they did not meet the minimum requirements in
one or more
of the seven composites or performance areas. Further, one station that
obtained the
highest aggregate score did not obtain the minimum points required under
one set of
indicators.

5. Among the findings, there were stations that did not produce their
own newscasts,
those that had political and/or business interests in their boards, and
also those that did
not have separate bank accounts. There also were stations that had
produced much of
their own content, had independent representatives in their executive
boards and had
begun establishing financial systems and procedures. Only three stations
had scores that
was above the minimum required by the CR-PAS as well as the prescribed
minimum for all seven composites. There are also variations in the
performance of the
stations across indicators. Overall, the findings provide a snapshot of
the state of community
radio, including both the positive aspects as well as those areas that
need to be
rectified.

6. Generally, the stations that scored well on the CR-PAS had good
programming and
good governance systems. Radio program was a weak point for some
stations, for
other it was resource mobilization and financial management. Though
there were weaknesses
in terms of participation and ownership, it was attributable to lack of
law and
policy to some extent, and not necessarily something entirely under the
control of the
stations.

7. Even though the CR-PAS was not intended to be a rating system, the
pilot assessment
suggests that it can be developed into one that could be of use to
regulators and also for
stakeholders supporting the independent radio movement in Nepal.
Further, an assessment
tool like the CR-PAS has to be a living document, one that can accommodate
improvements as radio stations also improve. Its major strength is its
acceptance by community radios. Therefore the study recommends
continuously revisiting
the CR-PAS and refining and simplifying its indicators to prepare tools
that can be
used to assess the performance of community radios as well as other
broadcasters --
after fine-tuning the indicators for measuring specific issues say in
commercial radio or
television. This assessment has provided some feedback for revising and
updating the
indicators.

8. The findings suggest that stations that have been in operation for a
longer period or
have narrowly defined audience groups they want to serve cannot
necessarily perform
better unless they address to other performance areas. Further, despite
everything that
has been said about local radio in Nepal, there was a major gap in the
efforts of community

9. The assessment report has 14 specific recommendations relating to law
and policy,
those addressed to donors, individual stations and CRSC/NEFEJ.

GUWAHATI, Dec 8 – A new radio station – Brahmaputra Community Radio Station
(BCRS), on the banks of the Brahmaputra - is being set up by the Centre for
North East Studies and Policy Research (C-NES) in collaboration with
UNICEF, Assam at Maijan ghat, Dibrugarh. It is part of an effort to
democratise mass media, with reporters and writers from communities of the
area. Community radio across the world is popularly defined as a "radio for
the people, of the people and by the people".

A BCRS stakeholders' meeting was organised on November 30 at the BSRS
office, Dibrugarh. The meeting which was originally planned to
mark inauguration of BCRS and its introduction to scholars, intelligentsia,
professionals, business sector, media and government circles of Dibrugarh
was quickly converted into a moving memorial meeting and stakeholders
discussion, to remember the brilliant contributions of cultural genius and
icon Dr Bhupen Hazarika and writer-thinker Jyanpith awardee Dr Indira
Goswami, popularly known as Mamoni Raisom, who had expired only the
previous day, attended by Unicef Chief Field Office, Assam, Jeroo Master,
eminent writer- columnist Sanjoy Hazarika, the Managing Trustee of C-NES,
academics, members from the local community and BCRS management committee
members.

By the banks of the river, the hall of the CRS at Maijan Ghat reverberated
to the beat of Dr Bhupen Hazarika's immortal 'Sagor Songomot' sung by a
local talented group after Meena Teli, President Zila Parishad ,Sanjoy
Hazarika, Jeroo Master, prominent local entrepreneur Ratan Saikia lighted
lamps and all stood in silent prayer to honour the great figures of Assam.

The radio station will benefit the communities of the river islands as well
as the tea tribe communities inhabiting the river banks and will function
as extended arms of dissemination of national flagship programmes such as
NRHM, Sarba Shiksha Abhiyan and Total Sanitation campaign. The local
communities would be involved in reporting on issues like education,
health, culture, sports and entertainment and other issues ofinterest to
them, reflecting the lives of those it reaches. The station will reach out
to over 2 lakh people within a 15-20 km radius and will be broadcasting in
five languages- Assamese, Bhojpuri, Bodo, Mising and Shadri (tea tribe
dialect). There are 15 young radioreporters recruited from these five
communities and a network of 150 volunteers spread across islands, tea
gardens and urban areas.

"This is the first such radio station where programmes will be broadcast in
five languages. The reporters have been shaping extremely well- an
amazingly talented group, they are good singers, have sharp responses and
are energetic and positive," said BCRS programme coordinator, Bhaskar Jyoti
Bhuyan The station will be launched as full broadcast service sometime in
latter half of 2012. Right now they are doing 'narrow casting', gathering
programme feedback from the community listeners.

C-NES, which was established in 2000, works on a range of issues at both
field and policy levels relating to health education and other areas of
governance. These include participative planning and rights, water
resources, environment, rural livelihoods, peace building and building
better understanding among communities. The organization designs and
develops innovative ideas for implementation to reach the poor and
marginalised groups specifically in areas of health, education, energy and
environment, conducts workshops and training programmes, reviews government
policies and projects. C-NES believes that both at grassroot and policy
making levels, individuals and communities can make a difference if they
develop a stake in their own governance and the communityradio station is
expected to be a significant milestone in that direction, an e-mail

AMARC Asia Pacific Community Training Forum Inaugurated

December 11, 2011, Bangkok. First AMARC Asia Pacific Community Radio
Training Forum for Enhancing Capacities of Community Broadcasters for
Tackling Climate Change, Fighting Poverty, Promoting Human Rights, and
Supporting Sustainable Development was inaugurated today. Supinya
Klagnarong, Commissioner of the National Broadcasting and
Telecommunications Commission of Thailand (NBTC) declared the Forum open
amidst a gathering of regulators, trainers and broadcasters from 25
countries of Asia Pacific and other parts of the world. The Forum is being
organized by the World Association of Community Radio Broadcasters, AMARC
Asia Pacific and hosted by the NBTC, from 11-13 December 2011 in Bangkok,
Thailand.

In her inaugural address, Ms. Klagnarong expressed delight for being able
to host the 1st AMARC Asia Pacific Community Radio Training Forum in
Thailand. She spoke of the recent initiatives underway in Thailand for
regularising the media sector as a whole and for promoting an enabling and
encouraging atmosphere for the community radio sector in that country.
Earlier, in his remarks the AMARC Asia Pacific President Ashish Sen spoke
about the value of the training forum for enhancing the capacities of
community radios in tacking burning issues of climate change, food
security, and natural disaster risk mitigation, that are challenging lives
of people across the region in way never experienced before. While
thanking the NBTC for hosting the event, he mentioned that capacity
building activities would be regularised to help community broadcasters
deal with emerging issues and technologies in a way that best serve the
needs of the communities they work for.

Delivering a message of solidarity from the International President and
Board of AMARC, Marcelo Solervicens, Secretary General of AMARC Asia
Pacific pointed to the challenges being confronted locally as well as
regionally and globally in terms of climate, economy, and governance, and
the contributions that community broadcasters offer in mitigating the
negative impacts at all levels of the society by working directly with
ordinary citizens, the marginalised, and those at the grassroots. Earlier
during the inauguration, Prasert Aphiphunya, Deputy Secretary General of
the office of the NBTC presented a report from the Forum.

The 1st AMARC Asia Pacific Community Radio Training Forum for Enhancing
Capacities of Community Broadcasters is being participated by over 130
participants from the Asia Pacific region. It is supported by AusAid,
Commonwealth of Learning (COL), Food and Agriculture Organisation (FAO),
UNESCO, UNICEF, UNEP, UNWOMEN, CTA, EED, Oxfam-Novib, and several regional
and national partners. The capacity building event will offer opportunity
to community radio broadcasters of Asia Pacific region to systematize
their experiences, to network with and learn from international trainers
and experts and to define strategies to increase the effectiveness of
their interventions. Participants will review strategies for setting up
community radio stations, promoting community participation, program
production, production technology, and advocacy strategies for improving
conditions for the development of community broadcasting. Utilizing
training workshops and hands on demonstrations the Training Forum will
promote gender sensitivity, strengthen community broadcasting for poverty
reduction, and enhance the capacity of community radio stations to address
climate change and disaster management. In addition to explaining concepts
and principles, the Training Forum will include practical subjects such as
research techniques, script writing, interviewing, editing, and using
digital recording and computer based editing.

Sharing of ideas and learning are being carried out on specific thematic
streams of workshops so that broadcasters can directly apply their
learning to address the concerns of the communities in the Asia-Pacific
region such as food security, good governance, empowering women, improving
literacy, generating employment opportunities, improving local governance,

thank you for sending through the executive summary.

I am currently on vacation so dont have ready access to Australian figures but I would like to make some general observations based on the material you sent through.

1.5 The legislation also requires that Ofcom sets licence conditions limiting the amount of income that individual stations can generate from on-air advertising and sponsorship. For the majority of stations this limit is 50%. However, two stations have lower limits (25% and 10%) and a further 18 stations cannot take income from on-air advertising and sponsorship at all. These additional restrictions have been put in place to protect existing small commercial services whose coverage areas overlap with the community services.

This is the most disturbing point in the report. Not for profit organisations (as the report classes CRs as) should never be seen as a 'threat' that the commercial operators need "protection" from. If this logic was carried over to other not for profits then hospitals, schools, recycled clothing stores and many other communicty services run by not for profit foundations or organisations would have to cease income generating operations as many of them perform services along side commercial operators.

I do hope the various CR organistions are making lots of noise about this restriction.

Furthermore, this seems to contradict not only the OFCOM's stated recognition of CR as not for profit but to also limit the ability of these stations to "deliver community benefits, known as 'social gain'" to the communities they serve. Could this be a 'restriction on trade' as its known here in Australia and therefore be challengable in the courts?

1.15 Public sources of funding accounted for 25% of the total sector income. Local authorities accounted for around 13% of the sector's total income. 8% of income came from other public bodies such as the Arts Council, health providers, educational establishments and various national lottery award schemes.

In Australia CR's income is roughly 30%, 30%, 30% - 30% self funded (memberships, fundraising drives and so on), 30% from funding sources such as government grants and about 30% sponsorship.

Some stations are more skewed to one of these sources than the other but across the whole sector this has been the trend for many years. Meltropolitan stations tend to rely less on grants (overall) and more on fund raising and sponsorship and memberships while regional / rural stations tend to have less (if any paid staff) and have a higher reliance on grants. As I said, these are general comments and there are (as always) exceptions to this.

1.16 The Community Radio Fund, which is administered by Ofcom on behalf of the Department for Culture, Media and Sport, accounted for £321,500 (around 3% of the sector's total reported income). The Community Radio Fund continues to be the largest single source of income for the sector.

In Australia the Community Broadcasting Foundation (CBF) administers federal funding grants. The bulk of these are for indigenous and ethnic language services.

Over the last few years there has been funding for metropolitan wide stations to go digital. Sub metro (in other words low power) and regional / rural stations cannot access these grants.

The CBF administers small grants which can be for training, equipment upgrades, administration costs and sundry expenses that may be 'out of the ordinary'. They do not seek funds from philanthropic bodies.

1.21 Community radio stations broadcast live for around 82 hours per week on average, and, in general, broadcast a further 12 hours per week of original pre-recorded material. On average around 32% of daytime output is speech which can feature a wide range of local organisations and community initiatives.

This equates to about 12 hours a day of 'live to air' programming which is on par with our sector. I am not sure what the "12 hours per week of original pre-recorded material" refers to so I cant compare that.

The 32% of spoken word content is interesting. Does this take into account all spoken word (ie news, sponsorship scripts, sports commentary and so on) or is it material that could be classed as 'editorial'. In other words, is it substantial commentary on social, political and other civil society concerns?

If it is the latter, then I and very impressed. I dont think we have any stats in Australia that would reveal 'spoken word content'.

1.23 The average station reports the involvement of around 78 volunteers annually, although there is a wide variation. Together these volunteers give on average of around 295 hours a week of their time in total. Time given by volunteers can vary considerably from an hour or two to over 1,000 hours per week.

This is a very impressive stat. I would be interested to know what the demographic breakdown is (M / F, age, income, roles etc).

*Executive summary*

1.1 Community radio stations are not-for-profit radio services designed
to operate on a small scale and to deliver community benefits, known as
'social gain'. The legislation enabling community radio services to be
licensed was introduced in 2004 and amended in January 2010. The first
community radio station launched in November 2005. This is Ofcom's
fourth annual report on the community radio sector.

1.2 Ofcom has to date licensed 231 stations over three rounds of
licensing. 196 of these are broadcasting and a further 23 have either
decided not to launch or have handed their licence back, largely due to
funding problems. The remainder are preparing to start broadcasting. The
second round of licensing concluded in August 2010 and a third round of
community radio licensing commenced in April 2011.

1.3 Community radio serves a diverse range of communities. The majority
of stations serve a general audience in either an urban/suburban area
(16%) or a town/rural area (43%). Many services, however, serve smaller
communities of interest. This includes, for example, those aimed at
minority ethnic groups (13%), a youth audience (11%) and those with a
religious focus (6%). Of the licences awarded, 187 are in England, 14 in
Northern Ireland, 20 in Scotland and 10 in Wales.

1.4 The legislation governing community radio sets out the
characteristics of community radio services and defines social gain.
Each station has a set of 'key commitments', which forms part of its
licence and sets out how it will meet these characteristics and deliver
social gain. The key commitments includes how a station will make itself
accountable to its target community and ensure access, its programming
aims and its commitments with regard to training and other social gain
objectives.

1.5 The legislation also requires that Ofcom sets licence conditions
limiting the amount of income that individual stations can generate from
on-air advertising and sponsorship. For the majority of stations this
limit is 50%. However, two stations have lower limits (25% and 10%) and
a further 18 stations cannot take income from on-air advertising and
sponsorship at all. These additional restrictions have been put in place
to protect existing small commercial services whose coverage areas
overlap with the community services.

1.6 Each station that has been broadcasting for more than a year is
required to complete an annual report. The reports detail how each
station has performed against its key commitments and identifies its
sources of income and expenditure. The financial aspect of the reporting
enables Ofcom to check whether the station has stayed within the
legislative restrictions on funding.

1.7 For the period April 2010 to March 2011 Ofcom received key
commitments annual reports from 163 stations and financial annual
reports from 161 stations. One station was excused from providing a
financial report and one station did not provide its financial report in
time to be included in this report. Another station did not submit
either its key commitments or financial reports.

1.8 Annual reports were not required from stations that launched during
this period or subsequently and are therefore not included in this report.

1.9 In 2010/11 the average (mean) station's income was around £63,000.
The median figure, the mid-point in the distribution of stations'
income, was considerably lower at £42,000. This is because a small
number of stations are earning significantly more than the majority.

1.10 The total reported income of the four highest earning stations,
each reporting over £250,000 income for the relevant period and earning
a total of just over £1.5m, equates roughly to the total income of the
74 lowest income stations. If we exclude the four highest earning
stations' income then the average income drops to £54,500. The median
figure remains relatively similar at £41,000.

1.11 Stations targeting a community of interest (rather than a
geographic community) reported a higher income than the sector average.
Stations serving a general audience in an urban area reported a higher
average income than town/rural stations (£89,500 as opposed to £45,000).

1.12 The average (mean) sector income is down by around 19% on the
previous year's reported figure. In the 2009/10 period income had
dropped by around 6% compared to the period prior to this. The median
income for the current reporting period has dropped by 7% compared to
the 2009/10 period.

1.13 Trend analysis undertaken on the stations which have reported in
each of the last two years (i.e. 2009/10 and 2010/11) indicates that the
average (mean) income for these stations has dropped by only 0.05%
(£70,500 in 2010/11 compared to £74,500 in 2009/10 for the same group of
stations). This may indicate that the financial situation for those
stations that have submitted annual reports for the last two financial
periods has remained relatively stable.

1.14 When compared to previous years, the proportion of income from
specified sources appears relatively similar. The most significant type
of income for the sector is grant funding, which accounts for 37% of the
total. Income from on-air advertising or sponsorship accounted for
around 21% of total income across the sector. 23% of stations submitting
financial returns did not take income from advertising and sponsorship
in this reporting period. Of these 37 stations, 25 chose not to take
this type of income as a matter of choice or policy. The remaining 12
stations were prohibited under their licence from doing so.

1.15 Public sources of funding accounted for 25% of the total sector
income. Local authorities accounted for around 13% of the sector's total
income. 8% of income came from other public bodies such as the Arts
Council, health providers, educational establishments and various
national lottery award schemes.

1.16 The Community Radio Fund, which is administered by Ofcom on behalf
of the Department for Culture, Media and Sport, accounted for £321,500
(around 3% of the sector's total reported income). The Community Radio
Fund continues to be the largest single source of income for the sector.

1.17 Community radio stations, on average, are spending slightly more
than their income. Stations cost, on average, around £64,500 to run.
This has declined by 13% compared to the previous reporting period. The
median expenditure for this reporting period has dropped to £40,000
compared to £52,000 the 2009/10 period.

1.18 Trend analysis undertaken on the stations which have reported in
each of the last two years (i.e. 2009/10 and 2010/11) indicates that the
average (mean) expenditure for these stations has dropped by only 0.03%
(£72,000 in 2010/11 compared to £74,500 in 2009/10 for the same group of
stations). This analysis gives some insight into how those stations
reporting for two full financial periods have fared year-on-year.

1.19 The highest cost for community radio stations remains staff
expenditure, which accounted for around 50% of stations' costs. Premises
and technical costs, as in previous years, accounted for the next most
significant outlay.

1.20 Around 44% of stations that returned a financial annual report were
in deficit. Of these 71 stations in deficit, 24% (39 stations) reported
this to be in excess of £10,000 (the highest was £90,000). At the other
end of the scale, one station had a surplus of £75,000. In most cases,
large deficits are being funded by parent organisations; any surpluses
are typically invested in the operation of the service.

1.21 Community radio stations broadcast live for around 82 hours per
week on average, and, in general, broadcast a further 12 hours per week
of original pre-recorded material. On average around 32% of daytime
output is speech which can feature a wide range of local organisations
and community initiatives.

1.22 Some stations focus on particular genres of music, while those
serving a geographic audience generally broadcast more mainstream music
during daytime programming, moving to specialist output in the evening.

1.23 The average station reports the involvement of around 78 volunteers
annually, although there is a wide variation. Together these volunteers
give on average of around 295 hours a week of their time in total. Time
given by volunteers can vary considerably from an hour or two to over
1,000 hours per week.

1.24 At a cost of just over £10 million pounds, based on the reports
received from stations in this reporting period, community radio in the
UK delivered:
A total of more than 12,500 volunteering opportunities
Over 45,000 volunteer hours each week
Over 15,000 hours of original radio output each week
Output broadcast in a wide range of community languages

1.25 There are now over 190 stations broadcasting and Ofcom estimates
that volunteers contribute close to 250,000 hours a month to community
radio.

1.26 Given that the community radio sector is now relatively mature,
Ofcom does not intend to publish an annual report of this type for
2011/12. However, all relevant stations will still be required to submit
an annual report as part of their demonstration of compliance with
licence and other statutory requirements.

Nigerian Embassy deportation hearing in Köln Less than 10 refugees
participated

About 20 Activists assembled on Tuesday 22.11.11 at 8am to protest the
Nigerian Embassy deportation hearing taking place at the Central
Foreigners Office, Am Blaubach 13, Köln.

The Central Foreigners Office (Z.A.B) Köln is one amongst notable
institutions that facilitate the traumatisation of refugees through abuses
in the likes of country embassy identification of the Victims for
deportation.

This protest is in line with "The VOICE Refugee Forum" commitment to
expose the deportations and the corrupt collaboration of refugee countries
with the German deportation authorities where the Nigerian embassy is
playing the leading role.

With active support from Activists of "Autonomy Zentrum" and other persons
and groups in Köln, an intention to begin with a community breakfast was
interrupted as the Police in suspicion approached the gathering to
question our agenda.
The police tried their usual threat of penalty and telephone parade but
the Activists expressed their determination of of no fear as they
themselves were informed of the legal basis of such actions.

In a bid to avoid unnecessary distraction as the Police would like it, the
activists unanimously agreed on a spontaneous registration but the
responsible Officials still went further to petition the availability of
Banner at the Venue.

Amongst 22 refugees invited for that day, less than 10 refugees within
Bayern and Rheinland Pfalz appeared for the exercise.

Participating refugees were informed on the basis of the invitation to the
hearing and advised on possibilities to save themselves from deportation.

We hereby call on Refugees and Activists to support the planned protest
action at the Nigerian Embassy premises for its leading role in country
embassy deportation collaboration.

The Nigerian Embassy is known for its monthly mobile deportation hearing
in different German Cities and we are committed to protest their presence
at any possible hearing.

The preparatory meeting for the Berlin Action is expected to take place in
Stuttgart on a date that is yet to be decided.

Refugee support groups should endeavour to mobilise refugees in their
region for this action as the fight against one deportation affects all.

The civil society Portal Maghreb‐Machrek *e-joussour*, a Forum des
Alternatives Maroc (*FMAS) *program*,* organizes in collaboration with the
World Association of Community Radio Broadcasters (*AMARC)* and the support
of International Media Support *(IMS)*, the International meeting *«
Community Radios: For a Citizen Information *» on* *5, 6, 7 and 8 December,
in Marrakech.****

This meeting is in line with the project "Community media, for a citizen
information", initiated by** e-joussour/FMAS and co-sponsored by the
European Union. **

The objective of these four days of seminar, supervised by international
experts, is double: ****

- On one side, to establish an advocacy strategy in the light of the
precisions that will bring the international experts;****
- On the other side, to provide a technical support for the setting up,
the management and the animation of the community radios by Moroccan civil
society actors. ****** **

Also, it will be the occasion to: ****

- Present the synthesis of the six regional meetings of « Dialogue for
the setting up of community media in Morocco » that was organized to the
benefice of the civil society in all regions of Morocco; ****
- Present the result of the study « Diagnostic of the legislative
framework regulating the Moroccan media landscape », the memorandum, the
bill and the specifications booklet model for the setting up of community
radios, realized by the international expert Said Essoulami ;****
- Expose the concept of webradio « Joussour » which intends to be
participative, the mouthpiece of the Moroccan civil society, and that will
support the advocacy campaign. ****** **

The closing of this meeting will be the occasion of the official launching
of « Joussour » webradio, the diffusion of the study as well as the
launching of the advocacy campaign for the adoption of a legislative
framework insuring the existence of community radios in Morocco.
