Community Radio Act

Washington DC -- In the first Congressional oversight hearing since the
three new FCC Commissioners took office, all five Commissioners endorsed the
Local Community Radio Act HR 1147/ S592, unanimously reaffirming the FCC's
continued support for the bill.

FCC Chairman Genachowski and Commissioners Baker and Clyburn expressed
support for the Local Community Radio Act in a hearing of the House
Subcommittee on Communications, Technology, and the Internet. Introduced by
Rep. Mike Doyle (PA-14) and Rep. Lee Terry (NE-2) in February, the bill
would repeal a 2000 law that restricts Low Power FM radio (LPFM) radio to
rural areas.

"We are very pleased that the Commission has again voiced their support for
this important bill, which would allow community radio to expand into
thousands of towns, cities and neighborhoods throughout the US," stated Cory
Fischer-Hoffman, Campaign Director at the Prometheus Radio Project.

This is the third time that the Commission has unanimously requested that
Congress return authority to the FCC to manage "third adjacent channel
restrictions" on Low Power FM radio (LPFM). These restrictions, imposed by
Congress in 2000 in response to concerns that LPFMs could cause interference
to full power stations – limited low power radio to rural areas. Since a
2003 congressionally-mandated engineering study showed that LPFMs do not
harm full power stations, the FCC has told Congress they are ready to move
forward with community radio. The bill now awaits a mark-up in the House
Subcommittee on Telecommunications, Technology and the Internet.

LPFM stations are licensed to government, churches, emergency responders,
and other noncommercial organizations. They have a three-to-five mile range
and a maximum 100 watts of power. Today, over 800 local organizations
operate LPFM stations around the country.

OTTAWA – Astral Media Radio has offered to donate $750,000 to make up for
a 2008 Canadian content development (CCD) contribution shortfall impacting
65 of its commercial radio stations.

According to Astral's application to the CRTC on Monday,

the shortfall for the 2008 broadcast year amounted to $659,752, and was
due to "a misunderstanding of its transitional CCD conditions of licence".

Astral has proposed directing $450,000 or 60% to MUSICACTION and $300,000
to the Community Radio Fund of Canada to be paid out over the next seven
years.

The deadline for the submission of comments and/or interventions is
October 13, 2009.

Community radio training manual for Liberia

A training manual is being written to help community radio broadcasters in
Liberia run their media outlets long after the trainers have left.

The region has suffered from the movement of newly qualified staff. The
aim of the manual is to build local capacity so that the skills that are
needed are retained and not lost with staff move on.

decided to develop the comprehensive training manual designed to assist
those setting up and working for community radio in the West African
country.

The head of the project, Blamo Robinson, said the training manual is
needed because whenever someone leaves a particular community radio
station the training and knowledge they gained is lost and the station
suffers.

The manual will also be part of the exit strategy for International Alert
as it aims to pull out of the country and leave behind media personnel
with the necessary skills to continue to broadcast.

Robinson said that a round table conference held in the Liberian capital
Monrovia in June came up with a draft for the manual. Radio managers from
25 community radio stations across seven of the 15 counties of Liberia
were involved.

The Liberia Media Project will offer the final version of the training
manual to all who attended so that they can distribute it throughout their
regions.

The manual covers issues such as interviewing techniques, news reporting
skills, news writing tips, programme production, traditional programming,
talk show presentation, the use of equipment and studio maintenance.

The Liberia Media Project, with support from international Alert, has set
up eight community stations in 2006 and seven in 2007 serving communities
across the bordering countries of Sierra Leone, Guinea and Cote de'ivoire
.

The project is intended to enhance regional peace and security in the
region as well as fostering the integrations of the various border
groups.

How do you sell your non-profit it 30 seconds?

It's a lot tougher than it sounds. I find myself constantly changing my
pitch based on who I'm talking to, what my specific ask is, how long I have
to talk and, to be honest, my mood.

But there are a number of constants that I try to remember, including:

1) Use simple language. The number one mistake people make is to explain
their work in complicated industry terms. Don't. Use simple, easy to
understand language. You never want someone to walk away thinking "what the
hell was that person saying?" You don't come off as smart if you confuse
people with industry terms, etc. Studies show that, on average, people
perceive others as smarter when they use less and more simple words to get
their point across.

2) It's about the end product. Talk concisely about the end result you hope
to have. How many kids you will save. How many people you will feed. Avoid
the temptation to ramble on about you. Don't talk about how you are starting
this great organization because of some experience you had last year. blah,
blah, blah. Get to the point!

3) Be pithy. You only have a few moments to sell your wares. Tell them how
you are going to address a significant problem in as few and finely
constructed words as possible. The Gettysburg Address was only two minutes
long.

4) Know exactly what you want from the person you're talking to. Do you want
them to donate? Sign up for your newsletter? Volunteer? You've worked hard
at getting someone excited about your work…don't leave them high and
dry–give them something they can do to help!

5) Practice. Practice. Practice. Write down your 10 second, 30 second and 2
minute pitches. Think them through. Test them with friends and family that
will give honest and constructive advice. Use them. See what works and
doesn't work. Constantly improve.

The ask, or the pitch, is perhaps the single most important element for
success. It will determine if people follow you or make fun of you. It will
determine if people donate or not. It will determine how people perceive you
as a leader of your organization. Work on it. Perfect it.
