[creative-radio] Rural Women Reporting

Rural Women Reporting
According to this report, rural women are rarely heard in the media; even
more
rarely do they actually have the opportunity to create media. The Rural Women
Reporting project was developed to both produce programmes that speak to
the issues
rural women face, and to empower those who participated through skills and
confidence-building to support ways to make their voices heard. For instance,
participants (7 women, 1 man) in South Africa decided to create individual
features
following workshops that covered not only how to make audio programmes,
but also how
to interview and conduct research. In addition, a reporter from a national
newspaper
came to speak with the participants about rural women's issues. This process
resulted in 8 programmes of varying lengths in both English and isiZulu
covering
topics such as young women and employment, teenage pregnancy, child-headed
households, women and inheritance rights, polygamy, grandmother and
grandchildren,
forced/arranged marriages!
, and evictions from the marital home. The programmes were made available
to local
radio stations and places where people gather, and were distributed over the
internet as podcasts.

The Bangladesh NGOs Network for Radio and Communication (BNNRC) organised
a daylong
training workshop on "Community Radio: How to Get Started and Keep Going in
Bangladesh" on August 27 2008. The fourth working session focused on a
paper on
"Gender Relations and Development in Community Radio Operation". Participants
discussed the paper's proposed gender policy in community radio, which
centres
around women's access to the airwaves, women's representation on air,
special needs
of minority women, women's representation at all levels of station
management, use
of appropriate technology and funding, and capacity building for women's
radio.
Among the recommendations of the policy: training for women, use of free
and open
source software, a quota of at least 30% for women's leadership and
representation,
and special radio programmes for women. The policy also suggested more
practical
measures such as space allotment for childcare, flexible working hours,
women-friendly equipment s!
et-up and broadcast schedules, adequate lighting and security at the
station, and
transportation arrangements for women who live in remote areas.

The purpose of the Seminar which lasted from Thursday, October 30 to
Friday, October 31, 2008, was to assess the national communication policy
formulation process, especially the radio component. It concluded by
defining the way forward with concrete action plans.

A two-day National Media Policy Seminar on the Legal Framework of Radio
Broadcasting and the National Media Policy Formulation Process in Sierra
Leone has been successfully concluded by the Sierra Leone Association of
Journalists (SLAJ), in partnership with Panos Institute West Africa (PIWA)
and the European Commission (EC) at the Archbishop Brosnahan Memorial
Hall, Santano House, Howe Street, Freetown.

The purpose of the Seminar which lasted from Thursday, October 30 to
Friday, October 31, 2008, was to assess the national communication policy
formulation process, especially the radio component.

It concluded by defining the way forward with concrete action plans. It
brought together about 30 participants from across the country as well as
representatives from PIWA, comprising civil society organizations, public
servants and decision makers in charge of national communication policies,
managers of radio stations, leaders of media and media advocacy
institutions/organizations and coordinators of regulatory and
self-regulatory bodies.

According to the Assistant Secretary General of SLAJ, Mustapha Sesay who
coordinated the process, the two-day activities of the seminar implemented
by SLAJ, form part of a PIWA project funded by the European Commission,
entitled "Support to Community Radio Broadcasting in West Africa:
Legislative and Capacity-Building".

Radio Stations represented at the Seminar included Radio Moa (Kailahun),
Radio Gbafth (Tonkolili), Galaxy Radio (Port Loko), Radio Maria
(Bombali), Radio Mount Aureole (Freetown), Radio Democracy
(Freetown),Voice of Islam -VOI (Freetown), Sierra Leone Broadcasting
Service –SLBS (Freetown), KISS 104 FM (Bo), West Africa Democracy Radio
–WADR and UN Radio. Other media or media related institutions that
participated in the Seminar included the Independent Media Commission
(IMC), Ministry of Information & Communication (MIC), Sierra Leone
Reporters Union (SLRU), Women in the Media Sierra Leone (WIMSAL), Talking
Drum Studio (Search for Common Grounds), Society for Democratic
Initiatives (SDI), Community Radio Network (CORNET) and Initiative For
Mobile Training Of Community Radio (INFORMOTRAC).

Radio 1812 is Back!

This year, Radio1812 does not wait until International Migrants Day to get
started. We just launched our new site where you will find exciting content
which you can use in your programming.

A team from December 18 is in Manila where the second edition of the Global
Forum on Migration and Development is taking place. Two journalists from
Germany and Italy will prepare interviews and reports from this
international event. These audio reports are available from the new Radio

Community Radio Needs Legal Support

If there's a model of hope for the world's indigenous peoples, it is
the town of Todos Santos Cuchumatán in northwestern Guatemala. The
Mayans who live here still wear their traditional clothing with pride
and practice their traditional ceremonies and customs, and 95 percent
of the population still speaks Mam. At the same time, the people of
Todos Santos also participate vigorously in the larger society and
have a thriving economy.

The key to this indigenous success story is Radio Qman Txun, the
town's community radio station.The station's programs reinforce the
local language and the culture while also bringing news from the
nation and the world into the town. The station is all the more
important because the whole country of Guatemala is flooded with
Western music, information, and cultural standards, and without Radio
Qman Txun, those influences would quickly overwhelm the town.

But Radio Qman Txun, along with all the other community radio
stations in Guatemala, is at extreme risk. Elements in the government
do not want these stations to succeed. In past few weeks police have
raided four radio stations near Todos Santos and confiscated all the
equipment. The country's constitution guarantees the right to
community radio, but the telecommunications law does not, and
government forces are using the pretext of this law to shut down the
stations and cut off this vital cultural lifeline.

This assault on Mayan culture has to stop, and right now we have a
unique chance to do it: a new telecommunications bill has been
introduced in the Guatemalan Congress, and recent elections resulted
in 94 of the 158 members of Congress being new. We have a very short
window of time to reach these new legislators before they are swamped
with conflicting agendas. And the math is all too simple: for the new
bill to pass, 80 legislators must vote for the bill. Currently, we
have the support of 24; we need 56 more.

The only way to persuade the rest of the politicians isfor hundreds
of people from the countryside to go to Guatemala City to meet with
their congressional representatives and explain just how important
these stations are to their cultural survival. This needs to happen
right away, and it is a massive undertaking, requiring funds to pay
for bus trips, phone cards, lodging, and food. We have volunteers
willing to take the seven-hour bus ride to the capital to protect
their freedom of speech, but we need your help to get them there.
Your contribution will be leveraged into a new democracy and a chance
for Mayan culture to thrive.

[creative-radio] Community Broadcasting in a Digital Nigeria

Africast 2008, a biannual conference on African broadcasting, took place
in Abuja, Nigeria 21-23 October, 2008. This year's them was
"Digitisation and the Challenges of Broadcasting".

During a special session on community broadcasting, Jummai Umar,
Citizenship Program Manager for Microsoft Nigeria and Anglophone West
Africa, presented a paper Amplifying the People's Voices: Community
Broadcasting in a Digital Era. Jummai has kindly allowed us to publish

[creative-radio] FCC awards free103point9 a 3,300-watt FM station in upstate New York

NEW COMMUNITY RADIO STATION COMING TO GREENE AND COLUMBIA COUNTIES

The Federal Communications Commission awarded non-profit arts group free103point9 a
license for a 3,300-watt non-commercial FM radio station on 90.7-FM last week.

The new station, with studios envisioned in Cairo, Catskill, and Hudson, will broadcast
local musicians and artists, as well as community news, and programs about local schools,
history, agriculture, the environment, and more. An online version of the station will
launch early next year and provide community members an opportunity to get involved
while the FM station is in progress. The online radio broadcast will also feature local town
meetings, high school sports championships, as well as local performances, lectures,
workshops, and a broad spectrum of creative radio or radio art programs. Many local
events will also be broadcast live on the FM station.

"Community radio is a unique volunteer-based media format," said Catskill resident and
media educator Aliza Dichter, "This station will be a way for us to both boost our local
economy and celebrate the diverse cultures in our area. We can deal with serious issues,
have fun, and build bridges across our towns and across the two counties."

"We want to give members of the community a chance to take the microphone, go on the
air, and talk about what is going on in Greene and Columbia counties," says free103point9
Program Director Tom Roe. "This is a special opportunity for this area, and all the talented
artists, hard-working activists, and unique personalities here to become the local media."

During the day the station will feature weekly and monthly programs on topics such as
gardening, hunting, schools, arts, music, politics, and other issues important to the
community. There will be programs by youth and for children. Evenings will feature DJs
and live broadcasts from events all over the two counties. Late nights and Saturdays will
be filled with international radio art, experimental music, and special local broadcasts.
"The week before elections we want to give every local candidate the chance to go on the
air and give listeners specific reasons to vote for them," Roe says.

Critical support from this project began in 2007 with interest from local agencies and
community leaders; small donations from individuals and families across the region made
it possible to conduct the initial legal and engineering work for the application. Planning
for the radio station is now underway with leadership from a Community Council that
includes Haines Fall's Dharma Dailey (Ethos Wireless); Hudson artist Max Goldfarb;
Hosneara Kader (Hudson Family Literacy); Debra Kamecke (Cairo Public Library);
free103point9's Tom Roe; Alan Skerrett (Columbia County NAACP); Hudson Talbot (Catskill
Community Center); and Andy Turner (Cornell Cooperative Extension Agroforestry
Resource Center). Aliza Dichter (Catskill Community Center), Galen Joseph-Hunter
(free103point9) and Kaya Weidmann (Germantown Community Farm) have also provided
crucial efforts and support for the station project.

Based in an area between the huge New York City media market to the south and the
Capitol District to the North, the villages and rural communities of Greene and Columbia
Counties have little in the way of local broadcast media, with only occasional coverage in
regional news. As a valuable complement to our various daily/weekly town papers, this
Greene Columbia community radio station will be a unique forum for discussions, news,
culture, and emergency information across our two Counties.

Artists and activists lack a central network here for letting people know about their work.
Live performances from local venues will sometimes be featured in the evenings on the
online web streams and the FM radio station. "We are looking forward to collaborating with
the many extraordinary organizations in our area, and providing an opportunity for their
programs to be on the air," says free103point9 Executive Director, Galen Joseph-Hunter.

"We've spent the year since we applied for the station building relationships with cultural,
civic, and economic groups across the listening area. Partnering with groups that are
already providing important services to our community is a key part of our strategy for
getting the most value to the community out of having a new radio station," says Dharma
Dailey. "The station will support media literacy and media production for groups like the
Catskill Community Center and the Agroforestry Center, as well as schools, libraries, and
local businesses. We are also interested in working with other broadcasters and news
outlets to improve news coverage throughout Columbia and Greene counties."

free103point9 is a non-profit arts organization focused on establishing and cultivating
the genre Transmission Arts. free103point9 activities support and promote artists
exploring the many forms of "radio art" including works about the idea of transmission or
using the physical properties of the electromagnetic spectrum. free103point9's programs
include public performances and exhibitions, an online radio station, the free103point9
Transmission Artists, an artist residency program, grant opportunities, a distribution label,
a sculpture garden, and an education initiative including a study center and online archive.
This FM station will be the first radio station in the U.S. to focus on radio art (many
stations in Europe and Canada do).

free103point9 will webcast a performance by avant folk musicians MV & EE with the
Golden Road and local musician Jeremy Kelly at 9 p.m. Fri. Nov. 7 at The Spotty Dog Books
& Ale at 440 Warren St. in Hudson, NY, and will be giving out more information about the
new FM station at the performance. Admission is $5.

Initial fundraising and planning for the station, which should be on the air in 2010, will
begin this winter. A series of workshops to train citizen journalists and reporters are
planned next year at the Cairo Public Library, Catskill Community Center, Germantown
