Welcome to Sudan


So yes, I've taken a job with a non-profit organization called
Internews in Sudan doing community radio. My official title is
Community Radio Technical Manager. I'm taking care of 4 FM community
radio stations in Southern Sudan, and likely building 2 more in the
coming year. The Internews office is in Rumbek, which is my base of
operations....

A philanthropic donation of some 50 kg of high quality antenna cable (RG58) is lying ready for use, in Hamburg. Here's a youth media challenge: create participatory youth radio in a
country where the government controls the media and cultural norms
discourage youth self-expression.

Most youth media projects we've been involved with include a cast of
characters---media educators, organizational partners, community media
outlets---who all fundamentally support the idea of young people using
media as a tool to explore, analyze, and create change in their worlds.
This wasn't the case on our last project, where UNICEF Ethiopia asked us
to create a participatory radio project which brought Youth Dialogue
groups and professional radio producers together to create compelling
youth-oriented radio programming dealing with sensitive social issues.
This task was all the more challenging because we had to accomplish this
in a country where community media channels don't really exist and where
media makers are concerned about making missteps, not helping young
people gain access to the medium.

It is vital in countries like Ethiopia to nurture relationships with
media gatekeepers. It's these relationships that result in young people
gaining greater access to larger platforms, carving out a space for
youth-produced radio on state-run channels country where young people
are expected to do as they are told. This requires building rapport with
adult media partners and finding creative ways to overcome their
reluctance of letting go of ingrained production norms and control over
the end result. In this article, we share the lessons we learned about
building youth-adult media collaborations in a difficult environment in
hopes that it will inform youth media educators how to open a channel
with media professionals and gatekeepers in the U.S.

Full-time, part-time or freelance journalists working on human rights or
social justices issues are eligible for the Elizabeth Neuffer Fellowship.
Recipients spend nine months in a tailor-made academic research program at
the Massachusetts Institute of Technology (MIT) in Cambridge,
Massachusetts. During that time, Neuffer fellows may also work with The
Boston Globe or The New York Times. The Neuffer Fellowship includes
lodging, meals and health insurance. It does not provide a salary or
honoraria.

MONROVIA, Liberia - It's 10:30 a.m. T.max Jlateh takes his seat in a
bunkerlike, carpet-insulated room harshly lit by a single bulb. He slips
on a pair of oversized headphones. "OK," Mr. Jlateh says. "Let's go."

So begins another edition of 50-50, a weekday political talk show that
combines questions, commentary, and audience call-ins, on Monrovia's Sky
107 FM.

"Our people want to be heard," says Jlateh, a former banker who was once
imprisoned for defending his listeners' right to speak. He says his show,
and the station he cofounded four years ago, can help promote Liberia's
transition from failed state to democratic government.

It's a significant challenge: across Africa, other local news
organizations have been both victims and victimizers while operating under
unstable regimes. In Rwanda, for example, Hutu-dominated media instigated
some of the continent's worst bloodletting, stirring up hatred against the
Tutsi minority and even organizing some of the death squads that carried
out the 1994 genocide. But partly due to the experiences of Rwandan and
other media, Liberian journalists are getting some help from international
aid groups and media outlets. Through intensive workshops on basic
journalism skills and ethics, funding for adequate staffing, and even by
establishing news organizations, the plan is to transform a largely
untrained and unchecked industry into an independent, responsible media
able to promote social cohesion, not anarchy.

Enter the international organizations with their multifaceted strategy:
Train journalists in basic reporting skills and ethics. Provide funding to
ensure independence and enough staff to report the news. Expand
programming to grow a base of listeners interested in substantive news. In
that vein, USAID has helped establish rural community radio stations. The
BBC has been involved in training. Toronto-based Journalists for Human
Rights http://www.jhr.ca recently launched a five-year training program
for radio and print journalists here, the 17th African country they are
assisting. UNMIL, with 15,000 peacekeepers, monitors the news and will
open a radio training school in February.

and Research Education Association (ECREA), gathered media activists,
researchers and politicians at the Journalists College of Catalonia to
discuss, among other issues, the status of the implementation of Digital
Terrestrial Television (DTT), the release of new FM frequencies and the
inclusion of not-for-profit media in the Catalan and Spanish regulation.

The General Director for the Media and Audiovisual Distribution Services
of the Government of Catalonia (Generalitat de Catalunya), Gemma
Dom�nech (pictured above together with the speakers from Radio
Contrabanda and Radio Bronka), committed to recognise the Third Media
Sector as a separate one from the public service and the private
commercial media: �It is a great value to have not-for-profit media. I
do not think that you are pirates and I do not want you to be illegal
any longer. That is why the Catalan Government will start a debate next
year with the Audiovisual Council of Catalonia and all the actors
involved�, she stated.

Concerning the lack of frequencies granted to the Third Media Sector in
the Catalan region, Dom�nech pointed out to the problem of FM radio
spectrum saturation in Spain and argued that the Government of Catalonia
has no competences on that matter, given that this belongs to the
State�s General Secretary of Planning and Management of the Radio Spectrum.

Speakers and the public Spanish practitioners are demanding distinctive
regulation for the third sector since long time and the context seems to
have improved recently after the approval of two amendments to the
Spanish Law for the Protection and Promotion of the Information Society
(Ley de Medias para la Promoci�n de la Sociedad de la Informaci�n,
2007). Nevertheless, the General Director criticized the fact that this
law only allows the legalization of TV stations that were broadcasting
before the approval of the national law of local TV (Ley de la
televisi�n local, 1995).

Specifically in Catalonia, some progresses have also been made with the
approval of the Catalan Audiovisual Law (Llei de l�Audiovisual de
Catalunya, 2005), which recognizes the specificity of not-for-profit
media in the region. But, de facto, these media have been not granted
broadcasting licenses because the licensing process was not adapted to
the characteristics of not-for-profit media.

One of these projects is R�dio Contrabanda, a radio station based in
Barcelona, active since 1991 and part of the social movements of the
city: �We have a history behind us and the citizens� support, we do not
aim to make financial profit, thus, we can not be treated as an station
aiming for profit by illegal means�, remarked the station�s speaker Xavi
Apache.

R�dio Bronka, a station aiming to broadcast locally information not
covered by mainstream media, and La Tele, build up by the association
Asamblea de la Comunicaci�n Social, are other cases that face the same
situation as Contrabanda. La Tele has also been fined �60.000 for not
switching off the transmissions after it was decided that that it could
not get any license.

�We, the Third Media Sector, are citizen groups aiming to have our own
voice through our media, and our reality is an illegal �limbo� because
we do not fit neither in the public nor in the private categories�,
Javier Garc�a, member of the Spanish's Network of Community Media (Red
Estatal de Medios Comunitarios) and of the Free and Community Radio
Union of Madrid (Uni�n de Radios Libres y Comunitarias de Madrid), said.

BAGHDAD, IRAQ -- During a humanitarian aid distribution in Baghdad's Sadr
City, Staff Sgt. Kent Crandall brought along a nifty iPod accessory: an
Army psychological operations loudspeaker. Crandall had loaded the iPod
with Iraqi pop music, which he cranked during the halal food handout in
this war-torn neighborhood.

This is only one of the tools in the psychological operations arsenal
here. Maj. Byron Sarchet, a PsyOps operations officer with 3rd Brigade
Combat Team, 4th Infantry Division, told me about a second set-up that
uses his favorite method: microbroadcasting.

transmitter coupled with a Marantz rack-mountable portable CD/cassette
player. The PsyOps team loaded up a laptop with contemporary Iraqi and
Arabic pop music and started broadcasting on a local frequency, 93.9
FM.The transmitter is designed for use by emergency responders. It has a
small range -- Sarchet estimated it had a reach of only a few kilometers
-- but in a densely populated area like Sadr City, it can reach a large
audience.

According to Sarchet, the whole thing was a "quick fix." He wanted to
broadcast a pro-coalition message during heavy fighting in the city. So he
liberated the radio transmitter from a State Department embedded
Provincial Reconstruction Team (e-PRT), put the radio on the roof of a
building, and started broadcasting.

"I stole that radio from e-PRT," he said. "It was in their office and they
weren't using it, and I said, 'I gotta have it – I'm taking it.' We're
going to broadcast into Sadr City on it."The programming is mostly pop
music, interlaced with coalition messages and numbers for an anonymous
tips line. Sarchet said the music was a counter to religious extremism of
the Jaish al-Mahdi (JAM)

Radio 93.9 is still broadcasting in Sadr City, but the propaganda
propaganda is not over. You can still see Sadrist flyers up in the city,
and some graffiti is starting to reappear on the walls. "JAM slogans are
popping up again," Sarchet said.

Over 120 radio stations tune in to Radio 1812

Worldwide project on International Migrants Day

For the third year, the Belgian NGO December 18 is organising Radio 1812,
the worldwide radio event to celebrate International Migrants Day. Radio
1812 gathers radio stations from all over the world on 18th of December to
produce, broadcast and share programs on migration.

René Plaetevoet, Coordinator of the project and Director of December 18,
says: "Once again we are overwhelmed by the positive responses from the
radios all around the world. We hope that this Global Radio Event
contributes to democratising the discourse on migration: Radio1812 gives an
opportunity to make migrants' voices heard. With the economic crisis,
migrants find themselves even more vulnerable to abuse and discrimination.
It is therefore more than ever necessary to join in the International
Migrants Day events."

18th of December was declared International Migrants Day by the United
Nations in 2000. Groups all around the world and the international community
organise events and activities on that day to celebrate migrants, highlight
their role in societies and their difficulties.

Radio 1812 uses the most effective communication tool in the world, the
radio, to promote these activities and to diffuse their messages.

Based on two very successful previous editions, gathering 53 radios in 2006
and 152 radios in 2007, this year Radio 1812 is expecting even more radios.
So far, 113 radios, in 38 countries have confirmed their participation.
Radios in Asia, such as in the Philippines and Taiwan, will start the radio
marathon in the morning of the 18th followed by stations in Europe and
Africa, such as in Romania, in Germany, in the Netherlands, in Niger or in
South Africa. Finally, the radios on the West coast of the American
continent, such as in Costa Rica or in Chile, will join in.

All kinds of radio stations participate, from community stations to
commercial radios, from national and international broadcasters to online
radios. A world map on the front page of our site

radios. You can also listen to the programs of the radios from all around
the world. To date, 120 radio stations from 40 countries already confirmed
their participation.

We continue our tradition of welcoming guests to support the event:

of Europe, gives a realistic picture of the representation of migration in
the media ;

On the 17th, we welcome two artists, Mouss and Hakim, from the famous French

IPS signs new partnership with AMARC

Inter Press Service (IPS) has signed a new partnership agreement with AMARC,
the World Association of Community Radio Broadcasters. IPS and AMARC share
common values related to freedom of expression, media diversity and
communication for development. The global agreement foresees strengthened
co-operation in terms of expertise, content and distribution.

AMARC is an international NGO serving the community radio movement, with
almost 3,000 members and associates in 106 countries. Mario Lubetkin, IPS
Director General and Marcelo Solervicens, AMARC Secretary General signed the
partnership on the occasion of the AMARC Europe Conference in Bucharest,
Romania.

IPS and AMARC are already working together on different local initiatives.
AMARC-Pulsar works with IPS Latin America to produce audio material in
indigenous languages (Quechua, Kaqchiquel, Aymara and K'iche') as part of
the Voices of the Earth: Indigenous People and Rural Poverty initiative. At
the World Social Forum in Belem in January 2009 IPS and AMARC will share
print, web and audio reporting with their respective networks and audiences.

State

Reporters Without Borders today condemned the
arrest of Lenin Kumar Roy, author and editor of
the quarterly review Nishan, in Bhubaneswar,
Orissa State over a book in which he accuses
Hindu extremists of waging a campaign of violence
against minorities in the Kandhamal district.

Two assistants, Ravi Jena and Dhananjay Lenka,
working for Sovan Press, publishers of Dharma
naanre Kandhamalre Raktara Nadi (Bloodbath in
Kandhamal in the Name of Religion) Sovan Press,
were also arrested.

Kumar Roy has been charged with violating
Articles 153-A and 295-A of the Indian criminal
code punishing "provocative literature likely to
disturb peace and communal harmony". Some
sections of the book condemn certain Hindu groups
for inciting violence against minorities, making
Christians sing Hindu religious songs and forcing
young non-Hindu women into prostitution.

"These arrests are arbitrary and violate the
right of free expression which is guaranteed in
India. Lenin Kumar Roy was arrested simply for
condemning inter-communal violence while the
local government has failed to protect the rights
of minorities in Kandhamal district", the
worldwide press freedom organisation said,
calling for his release and that of his two
assistants.

At least 700 copies of the book, which police
call "Maoist literature" were seized from the
publishers. A bail application made by his lawyer
on the day after Kumar Roy's arrest on 8 December
2008 was rejected.

Activist journalists and writers demonstrated on
10 December outside the residence of the governor
of Orissa State to protest against the arrests
and brandished placards with slogans such as
"Stop communalism", "Release Lenin and the
others" and "Thinking and writing are not crimes".

dénoncent l'attitude de certains groupes
hindouistes incitant à la violence contre les

jeunes femmes non hindouistes à la prostitution.

L'ouvrage, Dharma naanre Kandhamalre Raktara Nadi
("Bain de sang à Kandhamal au nom de la
religion"), accuse des extrémistes hindous d'être
les organisateurs de la campagne de violences
contre les minorités.

Au moins 700 exemplaires du livre, qualifié de
"littérature maoïste " par la police, ont été
saisis dans les locaux de la maison d'édition. Le
lendemain de son arrestation, la demande de
libération sous caution déposée par l'avocat de
Lenin Kumar Roy a été refusée.

Des activistes, journalistes et écrivains ont
manifesté, le 10 décembre 2008, devant la
résidence du gouverneur de la région d'Orissa
pour protester contre cette arrestation en
brandissant des pancartes sur lesquelles ont
pouvait lire "Stop au communautarisme", "Libérez
Lenin et les autres ", ou encore "Penser et
écrire ne sont pas des crimes".

Everyday for the past 44 years, Group Village Headman Mvundula of Chileka
in the area of Traditional Authority (T/A) Kuntaja, Blantyre, has seen
aeroplanes hover above his village.

Just 8 kilometres from his domain lies Chileka International Airport, the
gate way to Malawi in the Southern region.

The cruel irony is that he has never boarded a plane his entire life, not
even Air Malawi's Kwacha.

"Villagers in various parts of the country occupy idle stretches of land
and develop the land. It is only after this process is completed that
further development comes in; it may be in the form of tarred roads and
trading centres. The sad thing is that most villagers will not enjoy the
fruits of their labour," he says.

T/A Kunthembwe, also from Blantyre, has an answer to this. He says the
people who construct roads and build bridges "where people need boats"
have dreams of their own, which they may just be implementing. The dreams,
he says, are not universally shared by members of the community who stand
to benefit from them.

"That is the problem we have always had, and seem not inclined to resolve.
The roads are not part of our dreams, the water kiosks are sometimes not
part of the vision for villagers," he says.

When Malawi received independence, he was there. As he grew, he saw
Chileka grow with him; and the tarred roads constructed. Yet, he never
shared in those dreams because he was not brought into the development
equation, let alone asked if that was what the people of Chileka wanted.

At first, people could sense a problem coming and leave it like that. Now
things have changed.

"That is the reason, after seeing that most of our problems were going
unheeded, we have come together to support the establishment of what we
feel is our greatest need: a community radio station. This will help us
voice our concerns and solve community problems," he says.

anniversary of the Universal Declaration of Human Rights (UDHR60) -

Either way, I would love to have the thoughtful and diverse
creative-radio community participate, and you can find out more below.

WITNESS (where I work) uses video to document and expose human rights
violations - but at one time or another we've all experienced the
power of visual images to make us feel what someone else feels, to see
with their eyes, to be inspired by their courage in the face of
oppression. So we asked our staff, family and friends to record a
60-second video or post a comment answering this simple question:
"What image opened your eyes to human rights?" You can talk about a a
video or a photo, a news report or a mobile phone clip, when you were
young, or quite recently, something uplifting or something bleak.

As you can see above, I've spoken to a series of fascinating people
about this, as have colleagues - and I would be honoured if you'd give
it some thought today, and share your answers with us too... You can
do it in a variety of ways - by video, ideally, by posting a comment,
by blogging about your choice, by forwarding this on to 5 friends or
colleagues you think might want to share their choice too:

There is currently a bug that is preventing Yahoo! Broadband partner
users (which include AT&T/SBCGlobal, Rogers, Verizon, British Telecom,
Telecom New Zealand) from being able to join (or create) groups on the
web. This bug has the same root cause as the similar problem affecting
YMail and Rocketmail users (and the experience for the user is a similar
loop), but the work around to solve the problem is slightly different.

For the moment, these users must first create an alias before they can
create a group. To do so, they should:
- Go to http://manage.members.yahoo.com/FULLEMAILADDRESSHERE
(replacing "FULLEMAILADDRESSHERE" with their full email address. So, for
example, if the user's email address was jerry313@att.net, they would
enter http://manage.members.yahoo.com/jerry313@att.net )
- Click on the "View My Profiles" link in the navigation at the top of
the page
- Click the "Create New Public Profile" button
- Once finished, click the "Finished Editing" button

Now these users should be able to join (or create) groups. Meanwhile,
we're working on a fix to make this work around unnecessary. And these
users can also be added to a group (or can subscribe via email by
sending email to GROUPNAME-subscribe@yahoogroups.com) without going
through this process either.

Sorry for the extra hassle for these folks.

CKDU 88.1 FM IS HIRING A PROGRAM DIRECTOR!

CKDU-FM is the non-profit campus-based community radio station at
Dalhousie University in Halifax, Nova Scotia. CKDU is mandated to
provide an alternative to private and public broadcasters, providing a
forum for diverse and under-represented voices, music and news. The
station broadcasts within the Halifax region 24 hours a day, 365 days a
year and is run by more than 200 volunteers.

Nature of the Job
The Program Director is responsible for the programming schedule at
CKDU. Specifically this involves coordination of volunteer programmers
and the development of new programming initiatives. The Program Director
ensures that the station adheres to CKDU policies, CRTC regulations and
CKDU's promise of performance in regards to programming.

Applicable Skills
The Program Director must understand and work within CRTC programming
requirements and CKDU's promise of performance. Past experience with
community organizations and a demonstrated ability to work with
volunteers are essential. The Director must be supportive of a wide
variety of cultural, musical and political expressions, and be able to
discern which program proposals best match current station needs.
Practical experience in both musical and spoken word programming and
production would be beneficial. The Director must also possess effective
administration skills. The Program Director should have a strong level
of comfort working with computers and be proficient with software that
includes (but is not limited to) email clients, web browsers, file
transfer applications and word processing. Knowledge of and proficiency
with HTML and databases are assets. Familiarity with digital audio and
the Linux OS are also assets.

Salary: $15.75/hour
Terms: 32 hours/week
