CHARGE(E) DE PROJET RADIO pour une Unit€  é Technique Multim€  édia

Sous la responsabilit€  é de la Direction des Programmes ; le (la) titulaire du
poste a des relations fonctionnelles avec les coordinateurs des programmes
th€  ématiques.

I. Missions

Animer et d€  évelopper, €  à l'€  échelle r€  égionale et dans les pays cibles, des
r€  éseaux de radios visant €  à la production, €  à l'€  échange et la diffusion de
programmes radio de qualit€  é et interactif ;
Faciliter et garantir les synergies et la coop€  ération entre radiodiffuseurs
;
Assurer un contr€  ôle de la qualit€  é €  éditoriale et technique des programmes
radios r€  éalis€  és par les membres du r€  éseau (supervision de la production,
€  éditing) ;
Renforcer les capacit€  és des radiodiffuseurs €  à produire et diffuser, en ligne
et hors ligne, une information de qualit€  é interactive et participative ;
Renforcer les capacit€  és organisationnelles des radiodiffuseurs €  à coop€  érer au
sein de pays cibles et entre ces pays.

II. T€  âches

Organiser des ateliers de formations th€  ématiques, r€  édactionnelles et
techniques (utilisation des TIC, radios en ligne, blogs, usage du mobile par
les radios) et interactifs (montage de clubs d'€  écoute) ;
Assurer la commande, la s€  élection et la mise en ligne des programmes radios
;
Assurer l'€  échange r€  égional ou dans les pays des programmes radio en ligne
et hors ligne ;
Contribuer €  à la r€  éalisation des outils p€  édagogiques pour les radios
(manuels, briefings, etc.) ;
Assurer la fourniture en €  équipements ;
Evaluer la qualit€  é et l'impact des activit€  és de production et de diffusion
ainsi que de formation ;
Apporter un appui technique aux Coordinateurs de Programmes th€  ématiques et
Coordinateurs locaux dans la conception, l'ex€  écution et l'€  évaluation du
volet de leurs activit€  és ;
Contribuer au d€  éveloppement de l'Unit€  é Editoriale Multim€  édia ;
Contribuer €  à la repr€  ésentation et €  à la communication institutionnelle de
l'institution.

III. Profil
Formation et Exp€  érience

Bac + 4 (journalisme, communication, sciences sociales et politiques) ;
Au moins 5 ans d'exp€  érience professionnelle en tant que journaliste radio
(pratique du reportage, de documentaires, de la couverture d'€  év€  énements) ;
Exp€  érience et une pratique du contexte d'op€  érations des radios locales et
des radios communautaires ;
Exp€  érience dans l'animation de clubs d'€  écoute ;
Ma€  îtrise des logiciels utilis€  és en radio et de la mise en ligne ;
Familiarit€  é avec les m€  éthodes participatives d'animation et les approches
bas€  ées sur la communaut€  é ;
Connaissance dans la Gestion de Projet (un plus) ;
Ma€  îtrise de l'outil informatique (Excel, Word, Powerpoint, Outlook,€  '¥.) ;
Parfaite ma€  îtrise de l'expression €  écrite et orale en fran€  çais ou en anglais,
et pratique de la 2nde langue (F ou A) comme langue de travail.

*Malgr€ ¦ï¿½ une connectivit€ ¦ï¿½ am€ ¦ï¿½lior€ ¦ï¿½e, les radios ouest-africaines peinent
toujours € ¦ï¿½ tirer profit des TIC*

Les radios demeurent le m€ ¦ï¿½dium de communication le plus appropri€ ¦ï¿½ € ¦ï¿½ la
communication sociale et € ¦ï¿½ la communication de d€ ¦ï¿½veloppement en Afrique.
Apr€ ¦ï¿½s deux premi€ ¦ï¿½res enqu€ ¦ï¿½tes en 2001 et 2003, l'IPAO vient de r€ ¦ï¿½aliser
une nouvelle € ¦ï¿½tude sur les radios et les technologies num€ ¦ï¿½riques de
communication. Dans cette € ¦ï¿½tude, il s'agissait de faire l'€ ¦ï¿½tat des lieux
de la connectivit€ ¦ï¿½ des radios ouest-africaines aux (N)TIC (internet,
satellite, ordinateur, outils de stockage num€ ¦ï¿½rique, etc.), d'analyser
les usages mis en oeuvre, d'identifier les contraintes, opportunit€ ¦ï¿½s, et
de faire des recommandations aux diff€ ¦ï¿½rents acteurs. L'€ ¦ï¿½tude est
principalement ax€ ¦ï¿½e sur sept pays cibles (Ghana, B€ ¦ï¿½nin, S€ ¦ï¿½n€ ¦ï¿½gal, Mali,
Sierra Leone, Burkina Faso, Niger) et concerne toutes les radios
(communautaires ou associatives, commerciales, confessionnelles et
religieuses). Deux cent vingt (220) radios ont € ¦ï¿½t€ ¦ï¿½ enqu€ ¦ï¿½t€ ¦ï¿½es. Les
principaux outils de recherche utilis€ ¦ï¿½s sont le questionnaire,
l'interview, la recherche documentaire.

Les r€ ¦ï¿½sultats r€ ¦ï¿½v€ ¦ï¿½lent que, de mani€ ¦ï¿½re globale, les radios des sept pays
ont un taux d'acc€ ¦ï¿½s moyen € ¦ï¿½ l'internet (51,8 %), avec une grande
disparit€ ¦ï¿½ selon les pays et les types de radios. En effet, d'une part,
alors que le taux de connectivit€ ¦ï¿½ est de 72,2% pour les radios priv€ ¦ï¿½es
commerciales, il se limite € ¦ï¿½ 31,5% pour les radios communautaires ou
associatives. D'autre part, au niveau des pays, les radios ghan€ ¦ï¿½ennes
pr€ ¦ï¿½sentent 93,5% de taux de connectivit€ ¦ï¿½, les radios s€ ¦ï¿½n€ ¦ï¿½galaises 89,7%,
alors que seulement 20% des radios de la Sierra Leone sont connect€ ¦ï¿½es.
Au Ghana et au S€ ¦ï¿½n€ ¦ï¿½gal, pratiquement toutes les radios commerciales sont
connect€ ¦ï¿½es. En outre, 72,7% des radios communautaires s€ ¦ï¿½n€ ¦ï¿½galaises
disposent de l'Internet, alors que seulement 8,3% des radios
communautaires nig€ ¦ï¿½riennes sont dans ce cas. Les taux de connectivit€ ¦ï¿½,
toutes radios confondues, au Burkina, Faso, au B€ ¦ï¿½nin et au Mali, sont
respectivement 61,5%, 55% et 34%.

C'est gr€ ¦ï¿½ce € ¦ï¿½ la technologie ADSL que la majorit€ ¦ï¿½ des stations de la
sous-r€ ¦ï¿½gion se connecte, en particulier au S€ ¦ï¿½n€ ¦ï¿½gal, o€ ¦ï¿½ plus de 92 % des
stations acc€ ¦ï¿½dent au r€ ¦ï¿½seau mondial gr€ ¦ï¿½ce € ¦ï¿½ cette solution. Comme
l'illustrent les co€ ¦ï¿½ts d'acc€ ¦ï¿½s pr€ ¦ï¿½sent€ ¦ï¿½s, dans certains pays,
l'utilisation de l'internet devient de plus en plus accessible, mais
ceci se limite aux r€ ¦ï¿½gions ayant de bonnes infrastructures. La forte
p€ ¦ï¿½n€ ¦ï¿½tration de la t€ ¦ï¿½l€ ¦ï¿½phonie mobile sur le continent permet aux stations
d'en faire un outil incontournable de reportage et d'€ ¦ï¿½changes avec les
auditeurs ; cet usage remporte aujourd'hui l'adh€ ¦ï¿½sion de tous les
auditeurs de radio.

M€ ¦ï¿½me s'il a € ¦ï¿½t€ ¦ï¿½ identifi€ ¦ï¿½ environ 70 sites web de radios, celles-ci sont
encore tr€ ¦ï¿½s faiblement et de mani€ ¦ï¿½re tr€ ¦ï¿½s pr€ ¦ï¿½caire pr€ ¦ï¿½sentes sur
l'internet. Dans la plupart des pays, la diffusion en live sur internet
est tr€ ¦ï¿½s instable (streaming r€ ¦ï¿½guli€ ¦ï¿½rement inaccessible) ou inexistante,
bien que souvent annonc€ ¦ï¿½e. En outre, un grand nombre de ces sites web
ont tr€ ¦ï¿½s peu - ou pas du tout - de contenus. Le S€ ¦ï¿½n€ ¦ï¿½gal et le Ghana sont
les pays o€ ¦ï¿½ les radios disposent davantage de sites web, mais la
diffusion en direct sur l'internet est beaucoup plus stable au niveau
des radios ghan€ ¦ï¿½ennes. La pr€ ¦ï¿½sence sur le web illustre encore que ces
deux pays sont ceux dont les radios tirent davantage profit des TIC.

Par ailleurs, les services € ¦ï¿½ valeur ajout€ ¦ï¿½e du mobile, en particulier le
SMS, utilis€ ¦ï¿½ par 83,8% des stations interrog€ ¦ï¿½es, connaissent un € ¦ï¿½norme
succ€ ¦ï¿½s aupr€ ¦ï¿½s des populations. Ces nouveaux services sont consid€ ¦ï¿½r€ ¦ï¿½s
comme d'importants outils d'interactivit€ ¦ï¿½ entre stations radio et
auditeurs, et constituent de plus une source potentielle de revenus
substantiels pour l'entreprise radiophonique.

Globalement, le satellite est peu utilis€ ¦ï¿½ par les radios. Il sert
principalement € ¦ï¿½ la r€ ¦ï¿½ception des programmes. Les radios communautaires
sont les plus nombreuses € ¦ï¿½ l'utiliser, € ¦ï¿½ 57,7%, alors que cette
statistique est de 28,8% pour les radios commerciales. Le fort taux
d'utilisation de ce moyen de communication par les radios communautaires
s'explique par les appuis internationaux dont elles b€ ¦ï¿½n€ ¦ï¿½ficient dans ce
cadre. En ce qui concerne la diffusion de programmes par le satellite,
quasiment seules les radios publiques, disposant de subventions
publiques cons€ ¦ï¿½quentes, peuvent se permettre de l'utiliser, notamment
vers l'Afrique, l'Europe et les USA.

Par manque d'information ou par m€ ¦ï¿½connaissance des TIC, il a € ¦ï¿½t€ ¦ï¿½
€ ¦ï¿½galement remarqu€ ¦ï¿½ une confusion dans certains esprits entre logiciels
libres et logiciels propri€ ¦ï¿½taires, voir m€ ¦ï¿½me au sujet du type de
connexion internet dont dispose la radio. Les besoins en formation
restent € ¦ï¿½normes et concernent tous les domaines des NTIC, en particulier
ceux de la production num€ ¦ï¿½rique, de l'utilisation basique des
ordinateurs, de l'Internet et celui de la cr€ ¦ï¿½ation ou la maintenance de
services avanc€ ¦ï¿½s de diffusion et de t€ ¦ï¿½l€ ¦ï¿½chargement en ligne. Les
coupures de courant sont particuli€ ¦ï¿½rement index€ ¦ï¿½es dans les pays ayant
les meilleures connectivit€ ¦ï¿½s comme un v€ ¦ï¿½ritable obstacle.

Plusieurs recommandations ont € ¦ï¿½t€ ¦ï¿½ faites € ¦ï¿½ l'attention de tous les
acteurs interpell€ ¦ï¿½s par le d€ ¦ï¿½veloppement du secteur m€ ¦ï¿½diatique, au
niveau national, r€ ¦ï¿½gional et international. A titre d'exemple, on peut
mentionner les recommandations suivantes :

- 1. Mettre en place, en impliquant toutes les parties prenantes, des
strat€ ¦ï¿½gies nationales et r€ ¦ï¿½gionales sp€ ¦ï¿½cifiques et d€ ¦ï¿½di€ ¦ï¿½es € ¦ï¿½ la prise en
compte des nouvelles technologies dans les radios et les m€ ¦ï¿½dias en
g€ ¦ï¿½n€ ¦ï¿½ral ;
- 2. D€ ¦ï¿½velopper la connectivit€ ¦ï¿½ dans les pays par l'augmentation de la
bande passante, la consolidation des infrastructures, l'extension de la
couverture des r€ ¦ï¿½seaux t€ ¦ï¿½l€ ¦ï¿½phoniques et la baisse des co€ ¦ï¿½ts d'acc€ ¦ï¿½s ;
- 3. Former le personnel des radios en gestion du streaming audio et
vid€ ¦ï¿½o pour favoriser la pr€ ¦ï¿½sence des radios sur l'internet ;
- 4. Favoriser la mise en place de serveurs pouvant h€ ¦ï¿½berger les sites
web des radios faisant du streaming € ¦ï¿½ des co€ ¦ï¿½ts relativement abordables ;
- 5. Renforcer l'int€ ¦ï¿½gration des TIC dans la formation des journalistes
et animateurs de radio, au niveau des structures et dispositifs de
formation acad€ ¦ï¿½mique et alternative (auto-formation, formation par les
associations et les r€ ¦ï¿½seaux de radios, etc.) ;
- 6. Faciliter les n€ ¦ï¿½gociations aupr€ ¦ï¿½s des op€ ¦ï¿½rateurs de
t€ ¦ï¿½l€ ¦ï¿½communications pour r€ ¦ï¿½duire les co€ ¦ï¿½ts d'acc€ ¦ï¿½s aux TIC aux stations
radio, en particulier celles qui sont communautaires ;
- 7. Favoriser la prise en compte de la convergence par les organes de
r€ ¦ï¿½gulation des m€ ¦ï¿½dias, en cr€ ¦ï¿½ant des m€ ¦ï¿½canismes de collaboration entre
r€ ¦ï¿½gulateurs des m€ ¦ï¿½dias et des t€ ¦ï¿½l€ ¦ï¿½communications, ou en cr€ ¦ï¿½ant des
organes de r€ ¦ï¿½gulation uniques converg€ ¦ï¿½s ;
- 8. Mettre en place des actions dans les diff€ ¦ï¿½rents pays pour une
meilleure compr€ ¦ï¿½hension et prise en compte des enjeux nationaux et
internationaux de la radio num€ ¦ï¿½rique.

UNESCO World Press Freedom Prize

The United Nations Educational, Scientific and Cultural Organization
(UNESCO) invites member states, regional and international organisations,
and professional and non-governmental organisations working in the field
of journalism and freedom of expression to nominate candidates for the
UNESCO World Press Freedom Prize.


The US$25,000 award honours a journalist or organisation that has made a
notable contribution to the defence and promotion of press freedom
anywhere in the world, especially if this involved risk. The prize is
awarded every year on World Press Freedom Day.

Organisations can nominate a maximum of three candidates. Self-nominations
are not accepted.

The deadline for application is January 31 2009.

World's Children's Prize for the Rights of the Child (WCPRC)

The World's Children's Prize for the Rights of the Child (WCPRC) is
awarded to three individuals or organisations for outstanding
contributions on behalf of the rights of the child. The election of
finalists is structured as a worldwide educational and empowerment process
for the rights of the child and democracy and gives the world€ ¦'²s children
an opportunity to present the prizes that are awarded for outstanding
contributions on behalf of the rights of the child.


Through the World€ ¦'²s Children€ ¦'²s Prize the children have the opportunity to
learn about and demand respect for their rights, meet role models fighting
for these rights, and take part in the Global Vote. The prize sums are
used in support of economically disadvantaged children. Nearly 50,000
schools with 21.5 million students in 94 countries are registered as
Global Friend schools of the WCPRC, including millions of students from
the vulnerable situations. Students at these schools are entitled to vote
in the "Global Vote" - an election to decide the recipient of one of the
prizes: the Global Friends' Award. In the Global Vote 2008 6.6 million
children voted.

The other major prize, the World's Children's Prize, is awarded by an
international Children's Jury. The children on the jury are selected as
experts in the field of children's rights through their own first-hand
experiences as child soldiers, slaves, and refugees.

Three finalist candidates are put forward each year. The World's
Children's Honorary Award goes to the finalist who does not receive either
the Global Friends' Award or World's Children's Prize. All three prize
laureates receive part of the prize money to use for their work on behalf
of the rights of the child.

WCPRC was founded by Swedish organisation Children's World, but is open to
all schools and organisations in the world. There are more than 500 Adult
Friend organisations in some 40 countries, including non-governmental
organisations (NGOs), departments of education. and media projects

are make advocacy for child rights, how to chill access for water and
sanitation, health education, civil register, nutrition, etc every year we

Looking at political and economic aspects, Timor-Leste has an influence on
its people's lives in the development of information, mainly in the media
sector. Freedom of the press is very important, because structurally the
media plays an important role in disseminating information about policies
which affects people's lives. Presence of the media outlets, ether print,
electronic or online media are providing information to all the country's
components.

Rakambia Community Radio was established on January 10, 2001 in which the
Timorese Journalists Association (TLJA) also held its first national
congress and the Rakambia Radio helped conducted a live transmission to the
congress. This radio community station founded by ex-Timorese student
activists who were under the auspicious of the Timorese Youths and Students
Council (DSMPPTT) during the Indonesian occupation where the students had
never learnt about journalism. The Rakambia Radio is committed to
transmitting people's aspiration and voices through both local and
international news reporting, as well as other relevant programs. Rakambia
Radio also committed to providing information to the Timorese people through
youths and students.

The Rakambia Radio and other media outlets are making efforts to reach all
the country's remote areas that are facing geographical problems, such as
mountains being major challenge to the radio broadcast to be reached. It was
set up to help serve people by providing information and through its entire
capacity; the Radio Rakambia is on air with its news and cultural program as
part of Timorese people's tradition.

Vision and Mission of the Rakambia Radio

The Radio Rakambia's vision:

Creating a democratic and respectful of Timorese people on human rights,
value of humanization, culture and religion.
In reaching this vision, the Rakambia Community Radio will exercise its role
as an independent body to serve people by providing them educative,
informative and entertaining programs to the Timorese people in the nation
building.
The Radio Rakambia aims to better develop its mission through the motto of
"Haktur Lia Los, Haburas Rai-tasi Timor Loro Sa'e".

Basic principles of the Rakambia Radio are as follows:

Looking for and raising Timorese voiceless people
Providing fair and balanced information for different level of people.
Being a place for capacity building for Timorese youths in the field of
journalism.
Transmitting information to the people and spreading information broadly.
To help improve the country's national development program, mainly in the
field of information.
Being a centre for broadcasting training for the youths and students
Being an educative and informative place for people generally


Building Community Radio

Community Radio is a powerful medium in Timor due to the literacy issues of
the community and the passion for the historic and local language Tetum.
Union Aid Abroad-APHEDA is supporting two community radio stations in East
Timor.

Until now, most community radio stations have broadcast only music for a few
hours a day, so the Radio Rakambia stories mark the first regular news
broadcasts some communities have ever heard. Given the high rates of
illiteracy in many rural areas, radio news is the only type of news
available to many Timorese. The CDs are accompany by transcripts, which the
local stations can translate into local language if they wish.

Three afternoons a week, six more seasoned journalists from the newspapers
Diario Nacional and Timor Post attend advanced training. The media group
that owns Diario Nacional is thinking of starting its own radio station, and
the staff wants to learn radio skills. Five more journalists from the Center
for Investigative Journalism in Timor-Leste are also taking classes.

"They're a more complicated group to deal with, because they are already
experienced reporters," says Carrascalao. "All of them have talent as
journalists, but I can't say yet which will become good radio reporters."

Radio Rakambia was set up in January 2001 as a response to East Timor's need
for information, education and entertainment. Its social ethic is based on a
deep respect for human rights, humanitarianism, culture and religion and
community. Its aims are to give voice to the people of East Timor, to
provide balanced information from all fields of the community, to develop
journalistic talent and broadcasting training
in the Timorese youth, to assist East Timor's development in the area of
education, and to provide entertainment to the people.

As can be expected under the political circumstances and historical tragedy
of East Timor, the people at Radia Rakambia are still struggling to eat and
ferment the foundations of their radio station. Though they have received
some training from a BBC journalist they have no funding and rely on
donations. They operate in one room which becomes unbearably hot at midday.
The room contains their studio, one computer and "everyone just sleep on the
floor at night." An associate of Timorlink has been kindly providing money
from her pay-packet just so they can eat each month.

The Timorese at Radio Rakambia are extremely determined to develop and
expand their community service. Borrowing some speakers, the group travel to
various districts of East Timor to broadcast information to the more rural
areas.

Materials Needed
* They wish to build a new building (US$15,000),
* to purchase a bigger transmitter,
* to complete their FM studio equipment and
* add AM equipment to reach all of East Timor.
* US$1000 funding for their annual evaluation forum attending by people from
many districts.
* US$5,555 yearly administration costs.


Civic Education Campaign Hits the Road (January 30, 2008)

A civic education road show called "If You Want to Know, Find Out Yourself"
is currently traveling to Timor-Leste's villages, attracting huge crowds of
people. Through its support to local organizations Insight Timor Leste
(ETIS), Bibi Bulak, and Radio Rakambia, USAID's Small Grants Program
encouraging the Timorese people to be pro-active in seeking out important
information they need to become good citizens.

The three NGOs have one thing in common€  '·they're all experienced in
delivering civic education messages. For this campaign, they are hitting the
road with a multi-media repertoire: a civic education radio drama regarding
the National Parliament and its roles and functions; a series of civic
education videos on the justice system, environmental protection and youth
in crisis; and documentaries about the Parliamentary elections and women in
Parliament. Combining education with entertainment, the groups also perform
musical concerts and conduct interactive quizzes that help deliver the
messages.

It seeks to ensure that individuals and communities that are marginalised in this world, too, can take advantage of the opportunities that these technologies can provide.
IT for Change is guest-editing a special issue of the Journal on 'Gender and Community Informatics'. We invite submission of original, unpublished articles for a forthcoming special edition of the Journal that will focus on Gender and Community Informatics. We welcome research articles, case studies and notes from the field. All research articles will be double blind peer-reviewed. Insights and analytical perspectives from practitioners and policy makers in the form of notes from the field or case studies are also encouraged. These will not be peer-reviewed. Advocacy Update:IT for Change's Gender Advocacy at the Internet Governance Forum IT for Change played a leading role in organising two meetings of the Gender Dynamic Coalition at the third meeting of the Internet Governance Forum (IGF) in Hyderabad, India, 3-6 December 2008, and in formulating a statement to the IGF on behalf of this Dynamic Coalition. The statement highlighted a number of pressing gendered concerns with regards to Internet Governance. While it acknowledged the various gains that have been made over the years in this respect, it urged the stakeholder groups in the IGF to build on the beginning that has been made and to fully integrate gender concerns in its work. The statement was presented to the IGF during the last day of the Forum, at the 'Taking Stock and Looking Forward' plenary session. To read the full text of the statement, please click here.

Advocacy Update:IT for Change at the 11th AWID Forum, Cape Town, South Africa As a build-up towards the IGF, IT for Change took a leading role in organising the next meeting of the Feminist Network on Gender, Development and Information Society Policies (GDISP). This event took place during the Association of Women's Rights in Development (AWID) Forum in Cape Town, South Africa, on 14 November 2008. The GDISP Network met in Cape Town to discuss the paradigmatic changes of the information society that are in danger of being instrumentalised and co-opted by dominant ideologies, especially of market fundamentalism and patriarchy, and to look at how they can be shaped by a vision of gender equality. New Publication:Examining the 'People's Communication for Development' Approach: Retrieving the Baby from the Discarded Bathwater This paper, commissioned by Isis International – Manila, is a critique of the 'People's Communications for Development' (PC4D) framework that has been developed by Isis. PC4D seeks to rightly challenge the tendency of the dominant 'ICT for Development' (ICTD) frameworks to pull all existing development practice into a monolith that is centred on what may be called the 'revolutionary organising power' of the new ICTs, and attempts to put people back into the centre of development practice. Where PC4D is mistaken, this paper argues, is in taking the new ICTs as the main target of its critique. The new ICTs trigger powerful forces that are in fact having a far-reaching impact on many or most of our social institutions. Due to the continuous flux, however, definitions are difficult to settle on. In such a context, the paper
maintains, claims made within the PC4D discourse that traditional ICTs are more appropriate than new ones are therefore problematic, misleading, and potentially dangerous to development thinking and practice. To read the full paper, please click here.

"Community radio is the real voice of the people, it is a communication
service that caters to the interests and needs of a certain area, its
culture, craft, cuisine and above all social and development issues," said
Mridul Srivastava, the station director of 'Lalit Lokvani'.

'Lalit Lokvani', is a village community radio planned to be operational in
Lalitpur region of Uttar Pradesh state (India). It is a joint initiative of
a Sai Jyoti Gramudyog Seva Sansthan (a non-governmental organization) and
the United Nations Children's Fund (UNICEF), situated just 22 km from
Lalitpur in Alapur village of Birdha block.

The 15 km transmission range will take in its fold 60 villages comprising
around 100,000 population. While dry run has been initiated the actual
transmission will start after getting the license from the Ministry of
Information and Broadcasting, Government of India. For now, the community
radio station has been granted 90.4 megahertz frequency.

Mridul, station director and four reporters of the Lalit lokvani, interacted
with the UP state media at 'Media for Children', a bi-monthly media
initiative organized by UNICEF and 'Media Nest', on issues of women and
children. Media Nest is an organization that works for the welfare of media
persons and their families.

Mridul and his team of twelve village reporters, including two women, have
been provided technical training in reporting, researching, programme
production, and broadcasting. As part of their capacity building exercise,
they have prepared programmes on local culture, festivals, development,
women and health issues.

It is unthinkable that a daughter-in-law of a village can actually record
radio programmes, edit and in fact help in solving issues of women, said
Sunita Chandel, who shared her experience of being a radio reporter. She
said initially there were lots of questions, but once the family and society
realised how productive the work was, they gave their permission.

"I am both happy and proud after I became a community reporter," she said.
"If it is difficult to step out of one's home for a daughter-in-law, then
believe me, it is even more difficult for a daughter to do so, but I held my
ground and today I am an example setter-for the village girls," said Varsha,
a young community reporter.

This was the first journey outside Lalitpur for both Sunita and Varsha, and
they were thrilled with this great sense of empowerment and purpose in life.

For the other two male reporters- Bhagwan Das and Kashi Ram the work has
meant the unfolding of a new tool of communication.

"We get a chance to see the real issues of the people and through our work
we even provide a solution," said Bhagwan Das.

As for Kashi Ram, being a community reporter was a great feeling of being
useful to society and community. He said while earlier he was just a
listener of radio today he is the communicator and he enjoys the work which
gives him a chance to be a leader.

The Government of India made a policy of issuing private community radio
licenses for 5000 stations in November 2007. This made it possible for
registered non-government organizations to enter the field, said Augustine
Veliath from UNICEF.

"UNICEF saw the potential of this communication medium and selected
Lalitpur, one of its integrated project districts for setting up the maiden
community radio station," informed Augustine.

"Such interactive sessions with the real people help broaden vision of the
media. The idea is to sensitize the press, give them in-depth information on
issues which they can then translate into reports and features," said Kulsum
Talha, Secretary General, Media Nest.

Dear All,
members of the list might be interested in article from Peter Lewis, who
has recently published 'Finding and funding Voices: the London
experience', a comparative study of community media in London, Cardiff,
Budapest and Stockholm, on the journal Information, Society and Justice
(ISJ).

In the article, that can be downloaded free of charge from
http://www.londonmet.ac.uk/londonmet/library/s16011_3.pdf , Peter
tackles the question of how are the voices of marginalised and
disadvantaged communities to be heard in a large conurbation and argues
the importance of community media, and particularly community radio, in
providing such communities with opportunities to express their cultures
and concerns.

Even though its main focus is the city of London, whose size and
geography pose special problems for broadcast coverage, comparisons are
made with other European capital cities – Budapest, Cardiff and
Stockholm - and the historical legacy of London's problems, which has
defeated other attempts in the past to use radio to meet the needs of
London communities, is also briefly summarised.

The study is a follow-up to the Finding and Funding Voices international
colloquim held at the Graduate Centre, London Metropolitan University,

Internews is broadcasting special humanitarian programming into Gaza from
two radio stations in the West Bank city of Hebron and sending over 500
hand crank, solar-powered radios to the people in Gaza. With additional
support, Internews will be able to send enough radios to provide one to
every family that needs one.

Internews staff in Ramallah and Gaza City are mobilizing the stations,
whose signals reach all of Gaza, to broadcast accurate and timely
information about distribution of food and blankets, safe havens, road
closures and other humanitarian news. The radios that are being
distributed can also be used as flashlights and cell phone chargers.

Internews is coordinating closely with the relief agency CHF International
to bring the radios into Gaza. The United Nations Relief and Works Agency
(UNRWA) is distributing the radios at its food distribution points around
Gaza.

Internews has worked with the two stations in Hebron, Minbar Al Huriya and
Dream Radio, as part of its ongoing project to support independent media
in the West Bank and Gaza. The stations are part of the United Palestine
News Network (UPNN), a network of local radio and TV outlets that
Internews helped establish last year.

Ideal applicants will present innovative and detailed proposals to teach citizen media techniques to communities that are poorly positioned to discover and take advantage of tools like blogging, video-blogging, and podcasting on their own.


As the internet becomes more accessible to more people, including mobile phone users, the so-called digital divide seems to be narrowing. In its place, however, we see a participation gap in which the vast majority of blogs, podcasts, and online video are being produced in middle-class neighborhoods in major cities around the world.


Rising Voices aims to help bring new voices from new communities and
speaking new languages to the conversational web, by providing resources and funding to local groups reaching out to underrepresented communities in the developing world.

The sky is the limit, but unfortunately funding is not. Rising Voices
outreach grants will range from $2,000 to $5,000. Please be as thoughtful, specific, and realistic as possible when drafting your budgets.


Successful projects will be prominently featured on Global Voices. Grantees are expected to host regular workshops to train participants how to start and maintain a weblog, upload and share digital photographs, and produce basic videos. Grantees are also required to post regular project evaluations and updates to the Rising Voices website.

El proyecto de normativa de radiodifusión elaborado por el Gobierno Canario
excluye a las emisoras comunitarias.

El pasado 19 de diciembre el Gobierno Canario hacía público el contenido del
Proyecto de Decreto de Radiodifusión, y lo ha sometido a trámite de
audiencia pública antes de su aprobación definitiva. El texto elaborado no
recoge la existencia de emisoras comunitarias ni cita la posibilidad de que
entidades sin ánimo de lucro accedan a frecuencias viniendo a indicar que el
decreto se destina a emisoras comerciales. El propio texto de decreto recoge
lo siguiente:
"…Es objeto del presente decreto la regulación del servicio de radiodifusión
sonora en ondas métricas con modulación de frecuencia para su gestión
indirecta por personas físicas o jurídicas privadas con la finalidad de
difundir cualquier tipo de programa con emisión de publicidad o empleando
fórmulas de patrocinio comercial…"

El Gobierno Canario no ha tenido en consideración las propuestas y
sugerencias realizadas desde AMARC-Europa y por las radios comunitarias
canarias a la hora de elaborar este Decreto.
Tampoco se ha tenido en consideración la recomendaciones del Parlamento
Europeo que en su resolución del 25 de septiembre pedía el ""…reconocimiento
legal a los medios comunitarios (TSC) como grupo definido, junto a los
medios de comunicación comerciales y públicos, cuando
no exista este reconocimiento legal…".

Cararias dispone de 156 frecuencias pendientes de adjudicar. En la
actualidad operan más de 400 emisoras privadas pero sólo 44 de ellas cuentan
con licencia ya que desde 1990 no se otorgan concesiones.
En Canarias hay una importante trayectoria de emisoras comunitarias, la más
antigua es Radio Guiniguada en Las Palmas de Gran Canaria, que emite desde
hace 25 años, sin haber podido tener posibilidad de contar con un
reconocimiento legal.

Marino Sanchez, presidente de AMARC-Europa, al conocer el contenido del
Proyecto de Decreto ha mostrado su preocupación ante el desinterés del
Gobierno Canario de renonocer a las emisoras comunitarias.

Dopo più di un anno di lavoro, il 1° dicembre, l'antenna di *Radio
Shabab*<http://shababfm.org/en/>ha iniziato a trasmettere i propri
programmi a Birzeit, nella zona di
Ramallah – Territori Occupati Palestinesi. Con questo si concretizza
l'obiettivo di *Radio Giovani*, questo vuol dire *Radio Shabab *in
palestinese, di avviare un percorso di democratizzazione dal basso mediante
l'utilizzo del mezzo di comunicazione, nello specifico la radio, da parte
della stessa società civile palestinese. Il progetto, che ha la durata di
tre anni, è nato nel novembre del 2006 su iniziativa del COSPE di
Firenze,del Palestinian Youth Union e di
*AMISnet,*<http://mediascape.amisnet.org/2007/10/09/community-radio-a-birzeit-palestina/>con
il supporto dell'Unione Europea ("Community Radio Station in Birzeit
area" - MED 124 456-COSPE).

Al progetto lavorano circa 1500 giovani uomini e donne, membri di dodici
organizzazioni ed associazioni, che in Radio Shabab hanno così finalmente
una cassa di risonanza per far conoscere le proprie campagne ed operare al
servizio della democratizzazione della società palestinese.

1-Strengthen social cohesion and democracy processes in Palestinian
Territories
Palestinian territories are affected by a conflict and a military occupation
that have dramatic effects on all the population, such as poverty, violence
and psychological traumas. The persisting and the increasing of the Middle
East conflict, with the intensification of the military occupation in West
Bank, produces a continuous worsening in the daily life of people. In such a
framework, the social disgregation is the most dramatic consequence, that
denies a democratic evolution and an effective participation of people in
social life.

This action is an attempt to contribute to strengthen social cohesion, with
a new tool: a community radio station, totally led by the civil society, in
which community has the responsibility to decide what and how to
communicate. Starting from Birzeit area, this kind of approach can be an
interesting instrument for democratic participation of people in all
Palestinian Territories.

2-Contribute to empower the social role of women and youth in Palestinian
Territories
For a part of Palestinian society, most of all women and youth, there is
lack of tools and spaces in order to meet, aggregate, exchange experiences,
self-represent and communicate ideas, points of view, proposals. They have
great potential innovative capabilities, but they can't express themselves,
because a threatened society is always authoritarian, and because of some
traditional customs in Plaestinian society, such as in most of the world
societies.
Giving voice to women and youth, this action aims to contribute to their
empowerment, in order to make women and youth two more powerful segments in
Palestinian society.

3-Contribute to induce inside the Palestinian society a participatory
process in order to build conflict transformation in Middle East by
communication tools
The promotion of a process of democratisation, focused on women and youth
empowerment, is very important in the Palestinian society. In fact, women
and youth have interesting creative potentialities to present new proposal
and points of view in conflict transformation processes, that is very
important in the Palestinian society and in the Middle East scenario. Social
communication is one of the best effective tools in order to achieve this
goal.

INTERNATIONAL RADIO FORUM 2009, Iran, 18-20 May 2009

In its inaugural year, the International Radio Forum brought together
leading radio media practitioners, media specialists, policy makers and
academics from across the Middle East and other parts of the world. Eminent
speakers from all radio broadcasting industry shared their experiences and
their vision for the future of this medium. Most of them underscored the
need for radio to reinvent itself and reposition itself in the evolving
multimedia environment.

The theme selected for the International Radio Forum 2009 responds exactly
to this requirement. The era of diverse multimedia platforms being available
for delivery of content is already with us. Several of these new platforms
cab gainfully be used for delivery of radio programming. While this
multimedia environment creates new competition for radio broadcasters, more
importantly, it provides them with exciting possibilities for creating new
genres of content and delivering their programming in many new ways.


As a medium of communication, radio has immediate access to mass audiences.
Being a cost efficient mass medium, it lends itself best to low cost at the
production end as well as at the receiving end. Together with the ease with
which radio services can be received, it is not surprising that radio has
found itself deeply involved in dissemination of developmental
communication. Considering that in many developing countries radio may still
be the only affordable medium of mass communication with access to target
population, the role of radio broadcasting is to provide a powerful tool for
flow of modern ideas.

Developmental communication is about human development and the quality of
human life. Developmental communication is a means of binding individuals
into a society by the use of shared language and aspirations, common
interests and objectives. Coupled with economic growth, social dimensions
like education, health and ecological considerations are important factors
for development. In particular, developmental communication focuses on the
disadvantaged and deprived groups.
Radio is a medium that is aptly used to encourage positive individual
attitude to development and constructive social change. Radio can, in a more
effective manner, carry interesting, entertaining and valuable information
into the homes and lives of millions of listeners, through imaginatively
conceived lessons, music, dramas and documentaries that engage listeners'
emotions and thought-process towards life improvement.
Creation of content (programming) for developmental communication is a major
challenge for radio programmers. An innovative approach rooted in the
cultural ethos of the target audience and making use of modern metaphor and
content creation tools is the key to developmental communication
programming. Devising appropriate formats for developmental communication is
of vital importance. What is also important is that these formats and
content need to be location specific, language specific, borrowing heavily
on local mannerisms, nuances and traditions.

Delivering developmental communication to audiences is one of the important
roles that radio has been playing over the last one century. Across the
region, many families continue to be at disadvantage on social, economic and
developmental opportunities. The such medium of radio has been, and
continues to be utilised to impart gainful information to such audiences
designed to enable them to work towards their empowerment through
awareness-generation, confidence-building, employment, economic
independence, education, training, health, nutrition, welfare services and
legal safeguards. Radio will have to continue to play this role in the
society effectively. And for this purpose, the new delivery opportunities
can be harnessed.

Public Service Broadcasters continue to play a pivotal role in broadcasting.
While the PSBs may not always produce the most popular content, they do try
to reach a wide and broad segment of the population. Demands to stay
competitive, relevant and current mean that PSBs have to find unique new
ways to attract and retain listeners. With technology playing an
increasingly important role in reaching audiences, PSBs have embraced
technology and used it to advantage.


This second edition of the International Radio Forum is an effort to focus
on all the aspects of radio in the traditional and emerging markets in West
Asia and North Africa. Given the mix of public service and commercial radio
broadcasters operating in this region, the conference takes up issues which
concern both the public values and the commercial world. The Forum takes
place alongside the 10th International Radio Festival of Iran 18-20 May
2009) in Tehran.
