Govt to tackle illegal radio stations
Bangkok Post - Thailand
Prime Minister's Office Minister Sathit Wongnongtoey on Wednesday said the
government will take action against community radio stations that have been
found violating the law....

Mr Sathit said the government has received many complaints about community
radio stations violating the rights of others and trying to gain political
benefits. He said many of the stations are in the northern provinces, and
about five of them are in Chiang Mai and Lamphun.

The Government Public Relations Department (PRD) and the National
Telecommunication Commission of Thailand (NTC) will take care of those
stations, and the NTC will call a meeting to draft regulations to deal
with this problem seriously, he said.

The minister also called on relevant units to use the existing regulations
to penalise the stations committing illegal activities because social
problems could arise if they are left unpunished.

The government will not be biased in dealing with community radio
stations, whether they are on the yellow-clad People's Alliance for
Democracy (PAD) side or the red-shirt United Front for Democracy against
Dictatorship (UDD) side.

Regular transmission from the Mannvikas Samajik Sanstha Community Radio
station has begun from 26th January 2009. Experimental transmission from
its Community Radio Station at Mhaswad, Distt Satara, Maharashtra
operating at 90.4 MHz FM started with effect from 16.12.2008. The Ministry
of Information & Broadcasting, Government of India had signed a Grant of
Permission Agreement for establishing, maintaining and operating the
Community Radio Station with Mannvikas Samajik Sanstha on 20.06.2008.

The Community radio station established in Mhaswad, Distt Satara,
Maharashtra will serve to establish agriculture related knowledge ICT
network and knowledge delivery mechanism through community radio as an
effective tool. It will help in capacity building of the community based
organizations in the use of audio tool like community radio as a means for
social & economic empowerment in addition to laying special emphasis on
the themes that support the poor and marginalized members of the local
community in improving social conditions & quality of their cultural life.

Mannvikas Samajik Sanstha, Mhaswad, Distt Satara, Maharashtra is a
"Non-Profit" Non Governmental Organisation (NGO) established in 1994 with
a vision to improve the lives of rural women and their families by the
participation of the local community in the construction of roads, water
tanks, housing structures and educational facilities. It also carries
literacy campaigns, anti-dowry, anti-liquor, family planning and
conservation of the environment campaigns.

Mann and Kahtao Tehsils of Satara are drought prone areas of Maharashtra
where per capita income is lower than rest of the state. The economy of
the area is predominantly agrarian with high incidence of poverty and
unemployment. Nearly 40% population constitutes the SC and ST population
with low sex ratio of 874. The literacy rate of Lateri and Sironj tehsil
is 47.1% and 53.1% only. The sanstha proposes to air educational,
self-employment initiative, health education programmes for the population
in the area through the community radio by the active participation of the
community.

MUMBAI: The Ministry of Information and Broadcasting has announced that
Community Radio has been flagged off in Mhaswad, Satara district in
Maharashtra. The Mannvikas Samajik Sanstha (MVSS) Community Radio station
started beaming programmes from 26 January, Republic Day. The organisaton
backing the community radio effort focuses on empowering rural women.

The MVSS station, named Mann Deshi Tarang, will carry radio shows covering
education, information and entertainment.

Says the organisation's project document: "Mann Deshi Tarang aims to
educate and inform the people of this remote area of the issues that
concern them, such as health, financial literacy, and market prices."

While launching the station, the ministry said, "The Community Radio
station established at Mhaswad in Maharashtra will serve to establish an
agriculture related knowledge ICT network and knowledge delivery mechanism
through community radio as an effective tool. It will help in capacity
building of the community-based organisations in the use of audio tool
like community radio as a means for social and economic empowerment in
addition to laying special emphasis on the themes that support the poor
and marginalised members of the local community in improving social
conditions and quality of their cultural life."

Earlier on 20 June 2008, The MIB had signed a Grant of Permission
Agreement for establishing, maintaining and operating the Community Radio
station with MVSS.

Experimental transmission from the station operating at 90.4 MHz FM
commenced from 16 December 2008.

FEMNET is collaborating with FAHAMU (Networks for Social Justice) to carry
out the Media for Women's Rights (MEWOR) Project to be implemented in 2
pilot regions of Africa--Eastern and Western Africa. The project aims to
develop a series of radio programmes to create widespread awareness on the
Africa.

Union Protocol to the African Charter on Human and People's Rights on the
Rights of Women in Africa. The Protocol has been recognised as a
continental legal framework for the protection of women's rights in
Africa. The campaign for its ratification and domestication is spearheaded
by a coalition of more than twenty organisations known as Solidarity for
African Women's Rights (SOAWR) Coalition, in which FEMNET and FAHAMU are
members. So far, the Protocol has been ratified in about 19 African
countries and there is urgent need to encourage and mobilise the remaining
34 countries to not only ratify but also domesticate the Protocol.

Through this 3-year MEWOR project, FEMNET and FAHAMU propose to use
communication as a key strategy, by developing two types of radio
programmes. Firstly, a series of radio drama programmes, which will target
local communities through community radio stations as well as cartoon
strips targeting younger audiences will be developed. Secondly, a series
of current affairs radio programmes will be produced, which will target a
separate audience of policy makers and opinion leaders and will be
available for download from the Internet and shall be broadcast on radio
stations.

A regional consultative and planning meeting will be held in May 2007. The
meeting will bring together media professionals in both community radio
and select media houses as key partners for the project. The key objective
is to forge a partnership, common understanding and commitment to the
project goals.

PM's Office Minister Satit Wongnongtaey yesterday instructed officials to
consider taking legal action against five community radio stations
allegedly violating laws, human rights' principles and being used as
political tools to instigate unrest.

Satit said he received many complaints so he decided to meet with the
Public Relations Department's broadcasting sub-committee to consider
action against at least five community radio stations in Chiang Mai,
Lamphun, Udon Thani, plus the Taxi Lovers Club station in Bangkok.

"If we let them continue to instigate unrest, the country will not be in
peace. We must draw up moves to take action. There will not be
discrimination [against rivals]," he said.

Asked if the stations would be closed down, Satit said the sub-committee
would decide what action to take within the rele-vant laws and rules.

"Some stations use very aggressive language. The sub-committee must take
quick action against them," he said.

Satit dismissed fear that supporters of the radio stations would oppose
such action. He said no one was above the law.

He said local radio stations across the country would be restructured in
April. But the plan to crack down on "rogue" community stations had
nothing to do with a planned major rally by red-shirt protesters on
Saturday.

He said the government would under-take the restructuring without
discrimina-tion or political bias.

4. Ushahidi - Democratic Republic of the Congo (DRC), Kenya, South Africa
Ushahidi, which means "testimony" in Swahili, is an online platform for
collating information during emergency situations. Individuals are able to
submit crisis information through text messaging using a mobile phone,
email, or web form, which is then displayed on a map or timeline, to
assist with identifying problem areas. Ushahidi was first developed to map
reports of violence in Kenya after the post-election period at the
beginning of 2008. The Ushahidi Engine used the lessons learned from Kenya
to develop a platform designed to allow anyone around the world to use the
tool to gather reports and map them.

6. ActionAid Election Project in Nigeria - Nigeria
Leading up to the 2007 elections in Nigeria, ActionAid Nigeria, together

project to provide platforms for people to engage with the issues and
processes leading to free and fair elections. This included building the

7. Election Campaigns, Balance, and the Mass Media

This document describes and analyses the role of media in elections in
four democracies and societies in transition: Mexico, Turkey, Russia, and
Kenya. Because mass media are the most common source for information about
election campaigns in democracies and societies in transition around the
world, the author argues that concerns about political bias in the mass
media are at the heart of debates about the roles and responsibilities of
the media at election time, due to the possibility that the media will,
intentionally or unintentionally, influence the electorate. Moreover,
where voting is not mandatory, the press may be used by political parties
to either stimulate turnout or to repress turnout to accomplish their
goals.

8. How Far to Go? Kenya's Media Caught in the Turmoil of a Failed Election
This report documents the findings of a fact-finding mission conducted by
Reporters without Borders, International Media Support (IMS), and Article
19 to investigate the successes and failures of the country's media during
the post-election crisis in Kenya. According to the report, when violence
erupted and spread, all the media joined together (sometimes in chorus)
and printed long editorials, commentaries, and articles and even joint
front pages calling for national harmony. But this switch to being
peacemakers shocked some Kenyans and foreign observers, especially
journalists and media experts. They said it was not only dishonest but
that the media had become involved in role-playing that diverted it from
its job of seeking out the truth in the public interest.

10. Design for Democracy African Style

This article discusses the challenges, lessons, and impact of a national
civic sensitisation campaign for the first democratic local elections in
Rwanda which were held in 2001. The purpose of the campaign, which
involved the design and distribution of a series of posters, fliers, and
graffiti images, was to educate citizens about the purpose and importance
of voting, teach people to use a secret ballot, and motivate people to
participate. The author discusses the challenges of creating designs that
communicated equally to literate and non-literate voters; were sensitive
to ethnicity and ethnic, political, and economic division; and were
culturally appropriate.

in a Community Radio)
This publication is part of a series of Portuguese-language training
materials produced during "Strengthening Democracy and Governance through
Development of the Media in Mozambique", a United Nations Educational,
Scientific and Cultural Organization (UNESCO)/United Nations Development
Programme (UNDP) media development project that ran from 1998 to 2006 in
Mozambique. Part of the project included a process to identify and define
how community radios can best play their role as community promoters of
social change and to define the role of community radio in the electoral
process. A national consultative process was initiated in 2002. The result
of these seminars was a set of clear recommendations, condensed into "Ten
Rules of Conduct for Community Radios during the Election Period".

SAO LUIS, Brazil, Jan 26 (IPS) - Brazilian President Luiz Inácio Lula da
Silva "betrayed" community radio stations, said Magno Cruz, the head of
Radio Conquista, speaking at a round table discussion at the International
Laboratory for Free Media, held in the capital of the northeastern state
of Maranhao.

The struggle of these alternative radio stations (originally called
"pirate" stations because they broadcast without a license) was one of the
topics discussed at the Jan. 22-24 meeting whose aim was to launch
networking, promotion and training processes for the so-called "free
media."

Blogs, videos, grafitti, theatre and other means of expression besides
radio broadcasting were discussed at dozens of workshops that drew
activists from several parts of Brazil, especially Maranhao state, where
the family of former Brazilian President José Sarney (1985-1990)
practically monopolises the media.

Cruz was angry that Lula had entrusted the Communications Ministry to
"people who are against us, in spite of our support for him in the 2002
electoral campaign," when the former steelworker won his first term as
president.

Raids by police armed with machineguns, confiscation of equipment and
threats of shootings and arrests have interrupted Radio Conquista's
broadcasts several times since 2004, Cruz reported.

This community radio station, founded in 2001 in Coroadinho, a Sao Luis
slum neighbourhood where violence is rife, has reopened each time it was
closed down, thanks to the efforts and support of the local population,
who managed to purchase new equipment.

"We didn't think the Lula administration would close down the radio,
although we were warned by friends," Cruz said. It was an "immoral and
horrifying act, when it is common knowledge that many other stations that
call themselves community radios are handed over to mayors, lawmakers and
other politicians, and are never closed down," he complained.

Radio Conquista employs more than 60 youngsters from local poor families,
encouraging them to stay away from drug trafficking and crime. Whenever it
is on the air it "curbs violence" in the neighbourhoods where there is
reception, said Cruz, who was sentenced to a year in prison for presiding
over the association that runs the radio station.

His prison term was commuted to community service in a poor neighbourhood,
where he taught math but also shared his knowledge about community radio,
turning necessity into opportunity, he said.

Radio Conquista's experience is similar to that of a large number of
community radio stations in Brazil, which survive in spite of heavy-handed
action against them by inspectors and regulators in the Communications
Ministry.

Thirteen community stations were closed down in Sao Luis in December 2004,
and only Radio Conquista survived, said Cruz, who declared that his radio
"will continue broadcasting."

The fight for a change in the regulations and to keep community stations
on the air is part of the free media movement, created at a June 2008
national forum held at the Federal University of Rio de Janeiro, which
organised last weekend's Laboratory in Sao Luis.

The World Forum of Free Media (WFFM) is taking place in Belém, the capital
of the northern state of Pará, on Monday and Tuesday, overlapping with the
World Social Forum (WSF) which is meeting there from Tuesday to next
Sunday.

At Belém, the Ministry of Culture will announce an awards programme for
alternative communication initiatives providing useful services to local
communities.

Prizes for 40 local or regional projects and 10 programmes with national
coverage will range from 50,000 to 120,000 reals (22,000 to 52,000
dollars), said Taciana Portela, the Ministry's representative for
northeastern Brazil.

Policies to make communications more democratic were also debated at the
Laboratory. Azril Bacal, a Peruvian with a doctorate in sociology of
communication and a member of the WSF's Working Group on Communication,
criticised the fusion of capital and media interests in the present
"neoliberal" free market model of globalisation.

Antonio Martins, editor of Le Monde Diplomatique Brasil and one of the
organisers of the Laboratory, said that "horizontal" free media deserved
the same support granted by the state to large media corporations,
including tax exemptions, government advertising contracts, and access to
television and radio frequencies.

Broadcasting is an activity that cannot continue to be the exclusive
preserve of a few privileged entrepreneurs with large amounts of capital,
at a time when technology and social change is creating opportunities for
new and varied forms of communication, said Ivana Bentes, the head of the
School of Communication at the Federal University of Rio de Janeiro and a
promoter of the WFFM.

Community experiences like TV Roc, in Rocinha, one of the large "favelas"
(shanty towns) in Rio de Janeiro, and Casas Brasil, an experimental
government programme that created 76 "telecentres" equipped with
computers, Internet access, distance learning programmes, libraries,
theatres, multimedia and other activities, were presented at the
Laboratory, which was attended by 450 people, most of them students.

The Laboratory "stimulated the diverse languages" of self-expression, in a
state where a monopoly of the media and government advertising resources
restricts access to communication, the head of the Communications
Department at the Federal University of Maranhao, Francisco Gonçalves, one
of the meeting organisers, told IPS.

Participants at the workshop on blogs decided to create one themselves,
for dialogue and mutual cooperation.

"It helped me to improve the aesthetic appearance of my blog," said Marcos
Cartágenes, who has been blogging in Sao Luis for the past three years.

But Juliane Oliveira, a journalism student from Santarém, a city in Pará,
said "it would have been better if we had had an information technology
laboratory."

Other young people set up a radio station during the meeting, calling it
"Na Marra" (Born of Necessity), and made their first broadcast on
Saturday. "I learned a lot from this workshop; now I'll be able to teach
my colleagues," said Dougras Ferreira, from the poor region of Baixada
Maranhense.

Lozángela dos Santos, who is from the same region, makes video
documentaries and also has experience in telecentres. She said she
"expected more" in terms of learning about her field, but added that the
Laboratory gave her "more knowledge about communication, the domination of
media by big capital, and the alternatives." (END/2009)

journalism in emergent democracies or journalism as a tool to promote
human rights and social justice.

Wilfrid Laurier-Brantford is an interdisciplinary campus with a core
curriculum in Contemporary Studies. The Human Rights and Human Diversity
program addresses the theory and practice of rights, diversity and
justice in the Canadian and international contexts, while the Journalism
program aims to develop professional media skills in a context of
critical scholarly inquiry. The successful candidate will have the

Rights/Human Diversity programs. The journalism teaching load will
include skills courses in reporting, editing and production as well as
other more analytical courses.

CBC/Radio-Canada launches study to evaluate breadth and depth of its news
coverage

OTTAWA, Jan. 22 /CNW Telbec/ - To enhance and build on its reputation
as a leader in Canadian journalism, CBC/Radio-Canada today announced
it is embarking on a study to evaluate the breadth and depth of its
news content. The study will also gauge Canadians' expectations of
the public broadcaster's news services. This independent study will
be done by a third party and the results will be made public.
"Given the proliferation of news sources, Canadians are more
demanding than ever when it comes to trusting what they see, hear and
read," says Hubert T. Lacroix, President and CEO of CBC/Radio-Canada.
"As a public broadcaster, we are quite rightly held to a higher
standard by Canadians. We are expected to lead the way with respect
to transparency, impartiality, credibility, and accountability."
CBC/Radio-Canada will use the information gained from this study to
continue its efforts to remain the most credible news source in the
country and a standard for broadcast journalism everywhere.
The study will build on CBC/Radio-Canada's existing journalistic
accountability measures, which include a published set of Journalistic
Standards and Practices
(http://www.cbc.radio-canada.ca/accountability/journalistic/index.shtml)
and the services of two ombudsmen
(http://www.cbc.radio-canada.ca/accountability/ombudsman.shtml)
to deal with issues of accuracy, integrity and fairness.
CBC/Radio-Canada has also made public the independent evaluations of
its coverage of the recent federal election.

On the Spokane Indian Reservation, young people have to sit in their cars
to hear the fading signal from a low-power community radio station 50
miles away.

They are listening to a show from 3 to 4 p.m. every Tuesday on Thin Air
Community Radio, KYRS-FM, 92.3 and 89.9. The program offers 60 minutes of
news, interviews and music that matter to Native Americans.

"It is filling a gap that hasn't been filled before," said Twa-le
Abrahamson, a Spokane tribal member who produces the show, "InnerTribal
Beat."

Abrahamson said word is getting out about the program, and once people
learn about it, they are "very excited to be included."

The show relies on this excitement, because listeners who call in provide
much of the content, including news about American Indians who live in
Spokane as well as the area's reservations.

This is important, Abrahamson said, because tribal newspapers, which are
run by tribal governments, "are too political." She envisions a day when
reservation residents will be able to rely on expanded Native programming
at KYRS as an independent news source.

It is a vision shared by KYRS program manager Lupito Flores, who has
applied to the Federal Communications Commission for a full-power license.
Because KYRS is a low-power station, its signal often cannot be heard on
the reservations.

After the nonprofit KYRS, which provides a variety of programming in the
public interest, goes from 100 watts to 6,000 watts, the station will be
heard on the Spokane and Colville reservations.

"Our mission is to provide programs to unserved and underserved
populations," Flores said, not duplicate things you can already hear on
radio. "We are surrounded by tribes, so it makes sense to produce a local
Native American show."

"InnerTribal Beat" is the second attempt by KYRS to provide Native
programming, having broadcast a show two years ago with host Jim Boyd, a
Colville tribal member and nationally known recording artist.

The new show has two hosts. Gabe Bylilly, an Eastern Washington University
graduate student, provides the music and music commentary. Jeff Ferguson
reads the news and public announcements, including job listings. The two
also were involved in founding a Native American music festival, called
InnerTribal Vibes, which last May brought regional Native talent to
Spokane Falls Community College.

Bylilly and Ferguson said the program fills a need among young people
wanting to hear Native bands, particularly those specializing in hip-hop
and rap that are rarely heard anywhere else.

Even with a more powerful broadcast, Flores said, KYRS is unlikely to
reach very far into the Coeur d'Alene Reservation and therefore will not
compete with the tribe's plans to broadcast over the newly licensed
KWIS-FM, which has yet to air.

No other regional tribe has a radio station. The only other Native
programming available in the Spokane area is "Native America Calling," a
national program produced in Anchorage, Alaska, that airs on Spokane
Public Radio, KSFC 91.9, from 10 a.m. to 11 a.m. Monday through Friday.

Hassan, 36, a Radio Shabelle correspondent since 2006 in the town of
Afgoye, 19 miles (30 kilometers) south of the capital, Mogadishu, was shot
dead by a government soldier when he entered the town at around 10 a.m.,
local journalists told CPJ. Hassan was stopped by government soldiers who
accused him of collaborating with Islamic insurgent groups before one of
the soldiers shot him twice in the head, the journalists said eyewitnesses
told them.

According to a Radio Shabelle editor, Abdi Nasir, Hassan was en route to a
news conference when he was killed. Hassan produced many reports on the
humanitarian situation in the region, including critical stories about the
army's harassment of civilians in the area, the journalists said.

"If there is any evidence of wrongdoing by a government soldier or
officer, we will investigate," Minister of Information Ahmed Abdisalam
told CPJ.

Hassan is survived by a wife and five children.

Hello C/C Radio People,

Canadian Voices is a series of one-hour programmes featuring talks by
thought-provoking and action-inspiring Canadians , produced by Kootenay
Co-op Radio in Nelson, BC. The series launches its fourth season this week.

The programmes are offered free-of charge for broadcast on all c/c stations,
and are available via download from our site,
http://www.canadianvoices.org . The first three seasons ( 50 programmes)
of the series have been broadcast by over 35 stations across the country ,
and are currently archived on the site for continued listening and
broadcast.

The newest programmes feature talks by Vancouver physician Gabor Mate,
Toronto cultural theorist Megan Boler, Ontario author/ journalists Marina
Nemat and Hamida Ghafour, and Globe and Mail national affairs columnist
Jeffrey Simpson. Future programmes include Mary Gordon, Malcolm Gladwell,
Margaret Atwood, and Beverley Jacobs, among others.
