African peasants paint their mobile phone number over their front doors.
Indian slum dwellers buy SIM cards to use on friends' handsets. Chinese
students spend three months' allowance on a phone they can use to surf the
web. Once almost the exclusive domain of rich countries, the mobile
revolution has swept through the developing world. An estimated 3.8
billion people, or half the world's population, own a mobile, and most of
the growth is taking place in the global South. This has deep implications
for the media, but the change has been so rapid that it has completely
overtaken most media outlets - they are struggling to digest its impact.

The Promise of Ubiquity was commissioned by Internews Europe in order to
help the media to understand the exciting potential, the incredible
challenges and the perils of refusing to change. What kind of information
services can be carried on the mobile now and in the next five years? Is
the mobile viable as an information channel even when many new users may
be illiterate? There may be few right answers, but author John West
provides a roadmap on how to navigate through the brave new world of
mobile telephony. West suggests a checklist of useful questions and of
some best practices which have emerged so far.

Through interviews with leaders in the field – software engineers and
designers, journalists, and businessmen – the book examines current and
future trends, from the dominance of SMS texting to mobile Web, and
suggests approaches on how media outlets can negotiate with network
operators as well as decide what services to offer.

Innovator case studies:

"What the mobile medium allowed was the creation of a news service at a
very low cost. We have got to the stage where we are now challenging the
established media here." Chamath Airyadasa is a Sri Lankan journalist who
set up his own news organisation using texts, called Jasmine News Wire. As
of mid-2008 JNW had around 100,000 subscribers paying 30 US cents a month
across Sri Lanka's four mobile phone networks to receive a news alerts
service.

"The idea really was to write software that could get information out and
get information back over the mobile phone." Ken Banks developed
FrontlineSMS in 2005 after realizing that the mobile was beginning to make
inroads into rural regions of Africa, where the Internet was still
non-existent. FrontlineSMS is a free-to-use SMS server program which when
installed on a computer allows it to use an attached mobile phone to
structure text messages out and back. It is now in use in over 50
countries. Some current uses include monitoring of Nigeria's elections in
2007 by activists, delivering crop prices to farmers in Aceh, Indonesia,
health care services in Malawi, news alerts in Iraq, and security news for
NGO workers in Afghanistan.

"Particularly in the health sector, we are seeing many organisations
preparing to use SMS as a kind of instant expert service." Bobby Soriano
is a programmer and activist based in Manila who has been working on SOS
SMS, a service for Filipinos working abroad. The service has evolved
quickly from dealing only with emergency calls into a broader information
service which handles any kind of query from the hundreds of thousands of
Filipinos working in the Gulf region and elsewhere.
Internews ahead of the technology curve

Internews Europe has been on the forefront of media work with mobile
phones in the South. It set up text messaging services for journalists in
the aftermath of the devastating earthquake in Java, Indonesia in 2006.
Since then, it has continued to innovate with mobile use in emergency
response situations as well as in closed country environments.

John West has pioneered use of new technologies for media applications in
developing countries since running instant message chats live from Baghdad
in December 1998 to 14,000 AOL users during US bomb attacks. In 1999, he
won the prestigious European Internet Journalist of the Year award given
by City University in London. From 2002 to 2004, he led an Internews
project in Afghanistan which established 30 FM radio stations around the
country, fully digitised and linked by satellite to production networks.
In 2008, he introduced mobile phone-based information services in Iraq by
evolving a system of real-time news alerts over SMS with a national news
agency.

PATNA: Farmers in Bihar would soon have their first brush with community
radio. To be set up under the Agriculture Technology Management Agency
(ATMA) Project of Union ministry of agriculture, the community radio would
air programmes catering to the needs of the farming community.

Apart from airing informative programmes about the latest farming
practices and the precaution the farmers should take to safeguard their
standing crops, programmes based on lives of successful farmers of a given
area would also be aired. Then, the community radio would provide
localised weather reports.

In the first phase, three such community radio stations would come up at
Krishi Vikas Kendra (KVK) Birauli in Samastipur, KVK Barh in Patna and KVK
Jamui. The Union ministry has provided over Rs 31 lakh for each such radio
station out of which about 14 lakh would be spent on equipment and the
balance amount would be spent on the programming head and recurring
expenditure.

"Community radio is going to play a very positive role for farmers, as it
would be localised in nature, with its service area limited to the
surrounding areas only and farmers would get area specific inputs for
improving the farming practices," said Bihar Agricultural Management &
Extension Training Institute (BAMETI) director R K Sohane. BAMETI is the
state level co-ordinator for implementation of ATMA project in the state.

He said that the funds for the said radio stations have already been
received and BAMETI has applied to the ministry of information and
broadcasting for licences for starting the community radio stations.
"Vigilance teams have already visited the sites where radio stations would
be set up. Hence, we are expecting the licences very soon," Sohane added.

BAMETI, meanwhile, has started work on deciding the programme contents
which would be aired daily for two hours. "KVK scientists and those from
the agriculture university as well as successful farmers would play a
major role in preparing these programmes," he said and added that local
soil and climatic conditions would be given due weightage while giving any
information to the farmers through these programmes.

Incidentally, the proposed community radio stations would be first of its
kind in Bihar as far as farmers' centric programmes are concerned. In the
southern states as well as in the neighbouring Uttar Pradesh, experiments
with community radio has proved to be very beneficial. "Farmers of these
states have appreciated the move and we expect similar kind of response in
Bihar as well," Sohane said.

It is really wonderful (I don't think, just in case the strength of my irony is lost on some Gentle Readers) that these 3 stations will provide the kind of programming that numerous public service stations could not in sixty years of independent broadcasting.

For the information of listmembers who are not familiar with India, the country has had over 300 stations set up following the declaration of independence in 1947, and while it can be no one's case that they are sufficient, each of India's (now 30) states (semi-autonomous administrative and political regions) have multiple stations. Bihar was once one of the biggest and most populous states, but was truncated a couple of years back to create an independent hill state, that ought to be more attuned to the needs of hill people.

The community media movement in India almost completely functions on its own, with some non-financial support from groups like AMARC, Open Access and so on. This contrasts quite remarkably with the funding and organisation of special interest groups, including USIA, BBC and others, who have been nudging India's non-government media towards privatisation.

It surprises me that virtually none of the global independent community movements have found it interesting to help India's local counterparts work in a more focused manner, to build up visible, vocal and vote-worthy support, that could actually see radio (to begin with: terrestrial television is also a fairly accessibly media form for much of India's potential audience, 70 per cent of whom live in non-urban areas) be taken seriously by the bureaucrats (and their so-called political masters) who continue to strangle it.

1. Late delivery of WRTH

I have noticed that quite a few people are/have had problems with the
delivery of WRTH2009. The publisher is also aware of this and has asked me
to send the following explanation:

"We are very sorry for the delay in shipping of WRTH 2009 by Amazon.com.
Copies of the book reached the Port of New York on December 16. They were
trucked from there in a sealed container direct to the distribution center
in Virginia, USA. They should, and could easily have been, released from
there before Christmas. For some reason they did not get released
*officially* until January 15. We think they were actually released on
February 2.

We are aware that the late delivery to Amazon has also had an impact on
readers and clubs all over the world who ordered from Amazon.com or from
websites who do so.

This is the worst distribution performance ever in any country for any
edition of WRTH. Next year we will be using a different distribution system.

Abstract

One of the most startling aspects of musical culture in the post-Cold War
United States is the systematic use of music as a weapon of war. First
coming to mainstream attention in 1989, when US troops blared loud music
in an effort to induce Panamanian president Manuel Norriega's surrender,
the use of "acoustic bombardment" has become standard practice on the
battlefields of Iraq, and specifically musical bombardment has joined
sensory deprivation and sexual humiliation as among the non-lethal means
by which prisoners from Abu Ghraib to Guantanamo may be coerced to yield
their secrets without violating US law.

The very idea that music could be an instrument of torture confronts us
with a novel—and disturbing—perspective on contemporary musicality in the
United States. What is it that we in the United States might know about
ourselves by contemplating this perspective? What does our government's
use of music in the "war on terror" tell us (and our antagonists) about
ourselves?

This paper is a first attempt to understand the military and cultural
logics on which the contemporary use of music as a weapon in torture and
war is based. After briefly tracing the development of acoustic weapons in
the late 20th century, and their deployment at the second battle of
Falluja in November, 2004, I summarize what can be known about the theory
and practice of using music to torture detainees in Afghanistan, Iraq and
Guantanamo. I contemplate some aspects of late 20th-century musical
culture in the civilian US that resonate with the US security community's
conception of music as a weapon, and survey the way musical torture is
discussed in the virtual world known as the blogosphere. Finally, I sketch
some questions for further research and analysis.

4. MANGALORE, INDIA: St Aloysius College to have radio station by March

College to have radio station by March

MANGALORE: The St Aloysius College will commence its community radio
station (CRS) operations -Sarang - by March this year.

According to Fr Richard Rego, head of the department of mass communication
and journalism, the college has signed the GOPA (grant of permission
agreement) with the ministry of information and broadcasting on Thursday.

"We have submitted our documents for WOL (Wire Operator's Licence) through
the ministry of telecommunications and information technology. If things
go on as planned, we should be on air by March," he added.

St Aloysius College will be the first educational institution in Dakshina
Kannada to have CRS.

It has been allotted 107.8 MHZ frequency and will air news in a 15-km
radius through its 50 Watt transmitter.

PUNE: The Akhil Mandai Mandal on Saturday inaugurated a giant information
hoarding on the underground radio station that thrived at a vada behind
Mandai during the pre-Independence period. The board contains a
description of the radio station where freedom fighters, including Jay
Prakash Narayan, Ram Manohar Lohiya, Yousuf Meher Ali, Achyutrao
Patwardhan, delivered speeches during the Quit India Movement. In November
1942, the first announcement of the Swatantra Bharat Nabhowani Kendra was
made from this station.

Bhola Wanjale of the Akhil Mandai Mandal said, "People have forgotten
about this landmark incident in the history of the city and to rekindle
the knowledge, we have put up the board. We want people how this place is
historically important."

The radio station survived until the police arrested its members in a
crackdown following a blast at the Capitol theatre on January 24, 1943.

Valley

Montreal, February 6, 2009. The World Association of Community Radio
Broadcasters (AMARC) is concerned and disappointed by the decision taken
on the 29th January 2009 of the Jordan government to reject the request
of a license for a women's community radio in the Jordan Valley.
According to Daoud Kuttab, Director of AmmanNet and AMARC Vice
President, no explanation was given for the rejection. News reports have
noted that 12 other independent radio and TV license requests were
rejected at the same cabinet session.

We are especially saddened by the decision regarding this particular
station because it was initiated during our successful ninth global
conference, held in Amman in 2006, under the auspices of the Prime
Minister of Jordan. AMARC 9 delegates from over 93 different countries
were impressed with the beginnings of change in Jordan's media policy
and offered to help train and establish a women's station. Based on
advice from Jordanian civil society activists, a number of our delegates
visited the Jordan valley, conducted a workshop and helped train
Jordanian women. AMARC delegates also helped raised the needed funds to
start a small radio station. Our Jordanian host, AmmanNet, offered to
help with the licensing request. The rejection of this request is a
major setback for freedom of expression and media pluralism in Jordan
and for the communication rights of women and the needy communities in
the farming area of the Jordan Valley.

AMARC calls on the government of Jordan to reverse its decision and to
consider revising the Audio Visual Law in a way that will encourage
rather than discourage the establishment of community based media. We
draw attention especially to the important work done by Jordanian media
activists who recently submitted a draft alternative audio visual law to
the Jordanian government, parliamentarians and civil society activists.

Through service to members, networking and project implementation, the
World Association of Community Radio Broadcasters AMARC, brings together
a network of more than 4,000 community radios, Federations and community
media stakeholders in more than 115 countries. The main global impact of
AMARC since its creation in 1983, has been to accompany and support the
establishment of a world wide community radio sector that has
democratized the media sector. AMARC advocates for the right to
communicate at the international, national, local and neighborhood
levels and defends and promotes the interests of the community radio
movement through solidarity, networking and Cooperation.

Note: AMARC submitted a letter to Prime Minister Naser Dahabi on the
16th December 2007 regarding the decision of the previous government to
issue a license in the Zarqa region but has not heard back from the
prime minister.

de licence d'une radio communautaire des femmes dans la vallée du
Jordan. Selon Daoud Kuttab, directeur d'AmmanNet et vice-président
d'AMARC, aucune explication n'a été donnée pour justifier le rejet. Les
nouvelles ont soulignée que douze autres radios indépendantes et de
télévision qui avaient présenté une demande ont été également rejetées
dans la même session du Cabinet.

Nous sommes particulièrement attristés par la décision concernant cette
station de femmes, parce que celle-ci avait été mise sur pied pendant
notre neuvième conférence globale, qui a eu lieu à Amman en 2006, sous
les auspices du premier ministre de la Jordanie. Des délégués de plus de
93 pays différents participant à l'AMARC 9 ont été impressionnés par le
début de changements dans la politique envers les médias de la Jordanie
et ils se s'ont offert d'aider avec la formation afin de mettre sur pied
une station de femmes. Conseillés par des activistes jordaniens de la
société civile, un nombre de nos délégués ont visité la Vallée du
Jordan, ils y ont conduit un séminaire et ils ont aidé à la formation de
femmes jordaniennes. Les délégués de l'AMARC ont également contribué à
la recherche de fonds afin de commencer une petite station de radio. Le
rejet de sa demande de licence est un grand coup contre la liberté
expression et le pluralisme des médias en Jordanie de même qu'aux droits
de la communication des femmes et les communautés dans le besoin dans le
secteur rural de la vallée du Jordan.

L'AMARC appelle le gouvernement de la Jordanie de changer sa décision et
de considérer une révision de la loi de l'audiovisuel afin d'encourager
au lieu de décourager l'établissement de radios communautaires. Nous
attirons l'attention spécialement sur l'important travail des activistes
des médias jordaniens qui ont récemment proposé un projet alternatif de
loi de l'audiovisuel au gouvernement jordanien, aux parlementaires et
activistes de la société civile.

À travers le service aux membres, le réseautage et l'implémentation de
projets, l'Association mondiale de radiodiffuseurs communautaires
(AMARC) réunit plus de 4,000 radios communautaires, fédérations et
alliés de radios communautaires en plus de 115 pays. Le principal impact
de l'AMARC depuis sa fondation en 1983 a été d'accompagner et d'appuyer
l'établissement d'un secteur mondial de la radio communautaire. L'AMARC

AMARC est profondément préoccupée par le rejet de la licence de la radio
communautaire des femmes de la Vallée du Jordan

Montréal, 6 février le 2009, l'Association mondiale des radios
communautaires (AMARC) est préoccupé et déçue par la décision prise le
29 janvier 2009 par le gouvernement de la Jordanie de rejeter la demande
de licence d'une radio communautaire des femmes dans la vallée du
Jordan. Selon Daoud Kuttab, directeur d'AmmanNet et vice-président
d'AMARC, aucune explication n'a été donnée pour justifier le rejet.
Les
nouvelles ont soulignée que douze autres radios indépendantes et de
télévision qui avaient présenté une demande ont été également rejetées
dans la même session du Cabinet.

Nous sommes particulièrement attristés par la décision concernant cette
station de femmes, parce que celle-ci avait été mise sur pied pendant
notre neuvième conférence globale, qui a eu lieu à Amman en 2006, sous
les auspices du premier ministre de la Jordanie. Des délégués de plus de
93 pays différents participant à l'AMARC 9 ont été impressionnés par le
début de changements dans la politique envers les médias de la Jordanie
et ils se s'ont offert d'aider avec la formation afin de mettre sur pied
une station de femmes. Conseillés par des activistes jordaniens de la
société civile, un nombre de nos délégués ont visité la Vallée du
Jordan, ils y ont conduit un séminaire et ils ont aidé à la formation de
femmes jordaniennes. Les délégués de l'AMARC ont également contribué
à
la recherche de fonds afin de commencer une petite station de radio. Le
rejet de sa demande de licence est un grand coup contre la liberté
expression et le pluralisme des médias en Jordanie de même qu'aux droits
de la communication des femmes et les communautés dans le besoin dans le
secteur rural de la vallée du Jordan.

L'AMARC appelle le gouvernement de la Jordanie de changer sa décision et
de considérer une révision de la loi de l'audiovisuel afin d'encourager
au lieu de décourager l'établissement de radios communautaires. Nous
attirons l'attention spécialement sur l'important travail des
activistes
des médias jordaniens qui ont récemment proposé un projet alternatif de
loi de l'audiovisuel au gouvernement jordanien, aux parlementaires et
activistes de la société civile.

I had this problem too. There are two solutions, neither of which is
particularly handy:

1. If you have an Intel Mac, make it dual boot. Install Windows XP.
Install the Windows version of Switch. And boot in XP when you need to
convert.

2. Take a line out from your recording device and simply recapture the
audio on your Mac and save in any format you care to.

Like I said, these aren't great solutions -- but they worked for me.

Tsunami-affected TN village to get community radio station

New Delhi (PTI): The government on Thursday permitted a Madurai-based NGO
to establish, maintain and operate a Community Radio Station in Tamil Nadu
for empowering women, farmers and fishermen with critical information and
communication for disaster preparedness and management.

The Kalanjiam Community Radio Station, which is expected to be operational
within three months as per an agreement, will be set up by Madurai-based
DHAN Foundation in Vizhunthamavadi village of Keelayiur block in
Nagapattinam district of Tamil Nadu, an Information and Broadcasting
Ministry release said.

Nagapattinam district is a tsunami affected area. The Community Radio
Station is expected to serve particularly the women, farmers, and the
fishermen communities with information and communication relay
transmission that is critical for disaster preparedness and management.

The community management committee has made linkages with local government
institutions like panchayats, health centers, schools and disaster
management-related government institutions to establish a disaster
management mechanism to face natural calamities.

The Ministry said it expects that its initiative will help local people to
be better informed about developmental measures of the government and
promote transparency in the implementation of its schemes.

The Ministry of Information and Broadcasting, Government of India has
permitted the DHAN Foundation Madurai to establish, maintain and operate a
Community Radio Station at Nagapattinam, Tamilnadu. The Community Radio
Station is expected to be operational within three months as per the
agreement.

DHAN Foundation, Madurai is a Non Governmental Organization. The Kalanjiam
Community Radio Station will be established at Village-Vizhunthamavadi,
Block-Keelaiyur, Distt-Nagapattinam, Tamilnadu.

It may be recalled that Nagapattinam is a tsunami affected area. The
Community Radio Station is expected to serve particularly, the women,

Former Cabinet minister and radio personality S€ ¦'²gayoyo Magongo€ ¦'²s radio
application has been disqualified together with four others.

This news has been communicated to them. Magongo had made an application
through a company called Faze II Media (Pty) Limited where he is a partner
and his station would have traded as One FM. The four others were
Matsanjeni, Lubombo and Ngwempisi Community Radio Broadcasting Stations
and D€ ¦'²Nigma (Pty) Limited.

Yesterday the Swaziland Post and Telecommunications issued a press release
on the fate of the five applicants.

Some of the applications are said to have failed to meet the 12 guidelines
set.

"It is regrettable and unfortunate as a result that it has become
necessary to advise all applicants in respect of radio broadcasting
stations, both community and commercial, that their applications have been
disqualified. In light of the foregoing they are, however, encouraged to
re-apply following the rules," reads part of the statement.

When Magongo was reached for comment, he was still upbeat about his
chances of realising the dream of bouncing back to the profession where he
made a name for himself.

"I read the correspondence and we will go back to the drawing board to
ensure that we stick to the requirements that they have informed us of. I
have not lost any hope at all," he said.

One FM is billed to be a 24 hour channel.

NEWLY introduced radio station, Karas FM, is facing challenges with regard
to organisational development, generation of advertising revenue, funding
and sustainability, management has confirmed.

Karas FM Spokesperson Ferdinand Jacobs said since the station went on air
on October 10 last year, it faced many challenges including providing
persistent and sustainable work and training for volunteers to bring their
skills to a mainstream media level.

Karas 102.3FM aims at recognising, promoting, and celebrating the richness
and values of the people of the South by building bridges between
different sections in the community for the purpose of social harmony,
cultural diversity and economic emancipation, Jacobs said.

Mindful of this reality, Karas FM endorses an earlier decision taken at a
Strategic Planning & Development Workshop in 2003, to broadcast in the
four most widely spoken languages in the region - these being Nama,
Oshiwambo, English and Afrikaans, with 40% of airtime allocated to Nama.

€ ¦'³We realised and stepped up to the plate to not only develop the skill
levels of our volunteers, but also to up the motivation levels of our
precious human capital, who selflessly are committed to produce quality
educative, informative and entertaining radio programmes,€ ¦'´ he said.
€ ¦'³It is worthy to note that these volunteers offer their services to the
community at no price, be it salary or other perks usually associated with
public and commercial radio stations.€ ¦'´

Jacobs also admitted that the level of social consciousness among
volunteers at the station differed from person to person, which required
constant constructive engagement.

€ ¦'³Our approach to sustainability hinges on two distinct principles. These
are financial sustainability & community participation and ownership,€ ¦'´ he
said.
€ ¦'³Judging from participation in our programmes by means of interviews, live
studio request, SMSes and vox pops, community participation levels are
satisfactory, but there is room for improvement.€ ¦'´

He added that as part of their community mobilisation strategy, Karas FM
would soon engage in visits to schools, churches, community forums and
open days to give students from different schools the chance to visit the
studios and familiarise themselves with the operations of a community
radio station.

6. TUNISIA: INDEPENDENT RADIO STATION UNDER SIEGE

INDEPENDENT RADIO STATION UNDER SIEGE

Tunisian plainclothes police surrounded and raided the offices of a
just-launched satellite radio station and detained one of its journalists
last week, the latest affront on independent journalism in the country,
say the IFEX Tunisia Monitoring Group (TMG) and IFEX members.

On 27 January, the coordinator of Radio Kalima, Dhafer Otay, was abducted
by plainclothes police officers outside the station's premises in Tunis.
Six hours later, he was released without charge, but threatened with
arrest if he continued working on the radio project.

The standoff at the offices, which also house two human rights groups,
IFEX member the Observatory of Press, Publishing, and Creative Freedom
(OLPEC) and the National Council for Liberties in Tunisia (CNLT),
intensified the following day with heavier police presence.

Dozens of officers obstructed those who tried to enter the building,
including high-profile lawyer Mohamed Abbou and journalist Slim Boukhdhir.
One activist, Makhlouf Zouhayr, who had come to express his solidarity
with the Kalima staff, was severely beaten by police, while Omar Mestiri,
managing editor of Kalima (the online publication), was attacked when he
tried to stop them.

Some of Kalima's reporters and contributors stayed in the building
overnight, fearing that if they left, they would be unable to continue
broadcasting.

Then on 30 January, police, accompanied by Tunisia's deputy prosecutor,
raided Kalima's studios, seized equipment, forced staff out and sealed the
building. Police have also allegedly surrounded the homes of two female
Kalima reporters, threatening and insulting them. One Radio Kalima
journalist, Hatam Boukesra, was arrested and detained for eight hours,
reports the Observatory for the Protection of Human Rights Defenders, a
joint programme of the International Federation for Human Rights (FIDH)
and the World Organisation Against Torture (OMCT).

Mestiri, who tried to travel to Europe on 1 February, had his passport and
boarding pass confiscated, only to be returned to him when his plane had
departed.

At present, Kalima's offices remain sealed and surrounded by police.

Radio Kalima was started by the same team that runs the locally blocked
online news site Kalima. The station began satellite broadcasts early last
week, in addition to their previously web-only radio programming. Sihem
Bensedrine, a staunch free expression advocate and editor of Kalima, told
the International Press Institute (IPI) she's convinced that the launch
prompted the police assault.

"This is obviously a way to silence this radio ... They (the authorities)
can control all things on the land. They cannot control the sky, and for
this reason they are reacting like this. We will continue broadcasting on
satellite even after what happened today, and Radio Kalima will never be
silenced," Bensedrine said.

Abbou, who spent more than two years in jail for denouncing the increasing
use of torture since President Zine el-Abidine Ben Ali seized power in
1987, told the Committee to Protect Journalists (CPJ) the kidnapping of
Otay and the raid had no legal basis. "This is a new reminder that there
is zero tolerance for independent journalism in this country," he said.

The European branch of the World Association of Community Radio
Broadcasters (AMARC) is asking the EU to cease trading with Tunisia. "We
firmly condemn the dictatorship methods put in place by the Tunisian
government, and we ask the EU to block immediately all commercial
relations with Tunisia unless basic human rights are guaranteed," said
Mariano Sanchez, president of AMARC-Europe.

TMG is calling international attention to the Kalima siege and demanding
that the authorities stop the harassment of the Kalima staff. "These
events come as the latest affront in a long history of violations of the
right to a free press in Tunisia," said TMG chair Rohan Jayasekera.
"Journalists and human rights activists are frequently victims of
harassment, arbitrary violence and censorship."

comunitarias pur€ ¦épechas en Michoac€ ¦án, ocurridos durante enero, la
Asociaci€ ¦ón Mundial de Radios Comunitarias M€ ¦éxico (Amarc) conden€ ¦ó el uso
excesivo de violencia por parte de las autoridades en contra de
comunidades ind€ ¦ígenas que quieren ejercer su derecho a comunicar, pero que
el Estado mexicano se niega a reconocerles.

Uno de los cierres ocurri€ ¦ó el 29 de enero, cuando un centenar de elementos
de la Agencia Federal de Investigaciones (AFI) y de la Secretar€ ¦ía de
Comunicaciones y Transportes (SCT) se presentaron a la comunidad de
ind€ ¦ígena pur€ ¦épecha de Ocumicho, municipio de Charapan Michoac€ ¦án, para
cerrar la emisora comunitaria U€ ¦ékakua.

El otro fue el pasado 24 de enero, cuando personal de la AFI y SCT
confiscaron el equipo de transmisi€ ¦ón de la emisora comunitaria Ei€ ¦ámpiti,
en la comunidad pur€ ¦épecha de Nuevo San Juan Parangaricutiro.

La pol€ ¦ítica represiva de cierres de emisoras comunitarias, que a€ ¦ún no
cuentan con su permiso de operaci€ ¦ón no es la soluci€ ¦ón, dice Amarc en un
comunicado.

Hasta el momento, dice el texto, no se ha implementado una normativa que
haga efectivo el Art€ ¦ículo 2€ ¦º constitucional que otorga derecho a las
comunidades ind€ ¦ígenas para operar sus propios medios de comunicaci€ ¦ón, a€ ¦ún
cuando dichas comunidades han hecho sus peticiones de permiso para estar
dentro de la legalidad, la respuesta de las autoridades son largos
procesos burocr€ ¦áticos o el silencio.

La verdadera soluci€ ¦ón consiste en hacer una reforma legislativa y una
pol€ ¦ítica p€ ¦ública del Ejecutivo, que garantice la igualdad de oportunidades
y la participaci€ ¦ón ciudadana en los medios de comunicaci€ ¦ón de acuerdo a
los est€ ¦ándares internacionales emitidos al respecto por la Organizaci€ ¦ón de
las Naciones Unidas y la Comisi€ ¦ón Interamericana de Derechos Humanos.

Cabe remarcar, agrega, que el reconocimiento y fortalecimiento de la
radiodifusi€ ¦ón comunitaria se encuentra en el reciente Plan Nacional de
Derechos Humanos del gobierno federal.

U€ ¦ÉKAKUA

En el caso del cierre de la emisora U€ ¦ékakua, ocurrido el pasado 29 de
enero, a las 13:30 horas aproximadamente, 100 personas, entre personal de
la AFI y SCT, se presentaron a la comunidad de ind€ ¦ígena pur€ ¦épecha de
Ocumicho, municipio de Charapan Michoac€ ¦án, para cerrar la emisora
comunitaria.

Amagaron a dos mujeres j€ ¦óvenes para que se dejara de hacer la transmisi€ ¦ón
y se enterara la comunidad, de acuerdo con testimonios de integrantes de
la radio. A una de ellas se le tap€ ¦ó la boca para que no pudiera avisar a
los radioescuchas sobre el cierre, adem€ ¦ás las autoridades se negaron a
presentar los escritos para el cierre de la radio.

La emisora, que transmit€ ¦ía con una potencia de 5 watts en la frecuencia
del 104.5 de FM, transmit€ ¦ía en pur€ ¦épecha para una comunidad que tiene uno
de los € ¦índices m€ ¦ás altos de pobreza en el estado. Desde el 2003 hizo
gestiones para obtener permiso de operaci€ ¦ón cuando fung€ ¦ía como gobernador

EIAMPITI

En el caso de la radio Ei€ ¦ámpiti, el pasado 24 de enero, aproximadamente a
las 16:00 horas, personal de la AFI y de la SCT se presentaron en la Casa
de la Cultura del Ayuntamiento donde estaba en la emisora comunitaria, en
la comunidad ind€ ¦ígena pur€ ¦épecha de Nuevo San Juan Parangaricutiro,
Michoac€ ¦án, confiscando el equipo de transmisi€ ¦ón, cuando en ese momento la
radio no estaba transmitiendo.

Esta emisora inici€ ¦ó sus gestiones en el 2002 ante la Comisi€ ¦ón de
Desarrollo de los Pueblos Ind€ ¦ígenas (CDI) para que les apoyaran para la
obtenci€ ¦ón de su permiso de operaci€ ¦ón, sin embargo, la respuesta de esta
dependencia fue proponerles que ellos tuvieran en comodato la radio y la
CDI ser la titular del permiso, propuesta que no que aceptada por la
comunidad, pues no quer€ ¦ían la tutela de una instancia del gobierno, sino
ejercer plenamente su derecho como lo marca la constituci€ ¦ón.

FUERZA DESMEDIDA

En el caso de Ocumicho, dice Amarc, se despleg€ ¦ó una fuerza desmedida de
instancias del Estado en contra de una emisora de 5 watts de potencia, lo
cual establece una tendencia del actual gobierno a criminalizar el
ejercicio de la libertad de expresi€ ¦ón de aquellas comunidades m€ ¦ás
empobrecidas y excluidas del pa€ ¦ís.

Esa fuerza polic€ ¦íaca, dice la organizaci€ ¦ón, debiera estar encaminada a
combatir el crimen organizado y no a amedrentar a las comunidades
ind€ ¦ígenas que a pesar de todos sus esfuerzos y demandas para que se
cumplan sus derechos, el Estado mexicano, especialmente el Ejecutivo y el
Legislativo, se niegan a atender.

El Estado mexicano, en lugar de cumplir la gran cantidad de
recomendaciones de organismos internacionales de derechos humanos para el
reconocimiento de los medios comunitarios, lo que ha hecho es privilegiar
a quienes ya cuentan con medios de comunicaci€ ¦ón, mientras a las
comunidades m€ ¦ás vulnerables del pa€ ¦ís no s€ ¦ólo les deja en el olvido, sino
que adem€ ¦ás se les persigue.

Comunitarias (AMARC) conden€ ¦ó este mi€ ¦ércoles el "uso excesivo de violencia"
de la AFI y la SCT, que el pasado 24 de enero enviaron a 100 elementos
para cancelar las transmisiones de las radios comunitarias de la regi€ ¦ón
pur€ ¦épecha de Ocumicho, municipio de Charapan, en Michoac€ ¦án.

En tanto, el Sistema Xiranhua Comunicaciones advirti€ ¦ó que el cierre
reciente de esta estaci€ ¦ón radiof€ ¦ónica, as€ ¦í como de las radiodifusoras
E€ ¦íampeti € ¦'¶en el 89.1 FM€ ¦'¶ y la de San Juan Nuevo Paranguaricutiro, tambi€ ¦én
en el municipio de Charapan, no frenar€ ¦án los planes para crear 12
estaciones m€ ¦ás en el territorio pur€ ¦épecha.

En un comunicado, el Sistema Xiranhua responsabiliz€ ¦ó a la Secretar€ ¦ía de
Comunicaciones y Transportes (SCT) y a la Procuradur€ ¦ía General de la
Rep€ ¦ública de actuar bajo presi€ ¦ón de "los monopolios informativos", a los
que acusa de pretender silenciar, una vez m€ ¦ás, a las comunidades
ind€ ¦ígenas.

Por su parte, Carlos Aparicio, representante en M€ ¦éxico de la AMARC, se€ ¦ñal€ ¦ó
que en el caso de Ocumichu se despleg€ ¦ó una "fuerza desmedida" en contra de
una peque€ ¦ña emisora de apenas 5 watts de potencia, lo que denota "una
tendencia del actual gobierno a criminalizar el ejercicio de la libertad
de expresi€ ¦ón de aquellas comunidades m€ ¦ás empobrecidas y excluidas del

El 24 de enero, a las 16 horas, 100 elementos de la Agencia Federal de
Investigaci€ ¦ón (AFI) y de la SCT se presentaron en la casa de la cultura
del ayuntamiento, desde donde transmit€ ¦ía la emisora, para confiscar el
equipo de transmisi€ ¦ón, pese a que no se estaba difundiendo ninguna
programaci€ ¦ón.

La emisora transmit€ ¦ía desde 2003 e hizo gestiones a trav€ ¦és del gobierno
perredista de L€ ¦ázaro C€ ¦árdenas Batel y de la Comisi€ ¦ón de Desarrollo de
Pueblos Ind€ ¦ígenas (CDI) para obtener un permiso de la SCT, sin obtener
respuesta concreta.
