Dear Friends,

I have recently received some terrible news from George Onyango, co-founder of SIDAREC, a dynamic youth-focused nonprofit operating in some of Nairobi's most disadvantaged communities, among them Kibera and Pumwani.

One of their best-known and most-utilized libraries, and a radio station that--during last year's violence-- continually promoted peace and tolerance, have been lost in a raging fire, one that burned everything to the ground.

SIDAREC has pledged to the young people and residents of Pumwani that it will rebuild these invaluable resources. To do it as quickly as possible, they need as much help as they can get. Donations of equipment, books, money, and other kinds of supplies will all be useful, and deeply appreciated.

Dear Friends,

I wanted to bring to your attention the loss we just had here in our organization. The Pumwani Resource Centre got burned to the ground yesternight. We lost everything....our radio station, the library, and classrooms.

What took years to achieve went up in smoke within hours. We cannot speculate yet about the fire, but we did make some enemies last year with our work on civic education, and through the radio programs on peace.

Pumwani has been a reminder to most of us what determination and hard work can achieve. With the help of friends now we hope to rebuild. The radio station can be up in the next two weeks if we get equipment. The library will take another three months, depending on how fast we move with fundraising.

We are asking all friends and well-wishers to do what they can to help. Please contact George Onyango at geogias@yahoo.com for more information, or about donations. Greatest thanks to all!

In this edition of Development Dilemmas, we travel to Bihar, India where about 4.8 million people have been swamped by the floods in the Kosi River this year. UN estimates say India has the second highest number of deaths in the world due to flooding; Bihar is the highest flood prone area in India. Experts in Bihar refuse to accept the disaster as a natural occurrence; they say embanking of the river has made the floods disastrous over the years. Dinesh Kumar Mishra, the engineer-activist who founded the Barh Mukti Abhiyan (Freedom from Floods Campaign), speaks to our correspondent, Gokul Chandrasekar, on how the Indian government's flood-control programme has gone awry and exposes the politics behind the persistence with the myth of embankments.

على أية حال، نود معرفة كيف تؤثر الكوارث والازمات العالمية على النساء في المجتمعات المحلية حول العالم في الجنوب والشمال، ويتوازى بالاهمية معرفة الخطوات والافعال التي تتخذها النساء من اجل مواجهة و تخفيض الحد من أثر هذه الكوارث وكيف يتضامن في عملهن وانشطتهن تجاه المسؤولين عن هذه الكوارث ومسبباتها وما هي شبكات الامان الفاعلة ضمن المجموعات المهمشة والطبقة الدنيا.

competition. Deadline for submissions is February 18.Blog submissions should

Announcement for submitting papers for
South Asian Conference on

'New Media Technologies and Freedom of Expression'

3 - 4 May 2009, Kathmandu, Nepal

The 'freedom of expression' as safeguarded by the Universal Declaration of Human Rights Article 16 has consistently been subject to intimidation by various social, political and economic actions in the sub-continent of South Asian democracies in the past few years. Lately in South Asian countries like Nepal, Sri Lanka and Pakistan the press has been attacked, journalists assassinated, threatened and intimidated in their endeavour to uphold the principles and ethos of freedom of press and freedom of expression.

Though how dismal the situation maybe with press freedom and freedom of expression in South Asian countries, the new media technologies such as the Internet, hand-held devices (cell phones, PDAs) and wireless devices, and their applications like citizen journalism, blogs, Youtube and so on have provided promising opportunities to uphold freedom of press and freedom of expression in the sub-continent and elsewhere.

In this context of opportunities provided by new media technologies, to commemorate the World Press Freedom Day (3 May 2009), Panos South Asia (PSA) is organising a two day sub-regional conference 'South Asian Conference on New Media Technologies and Freedom of Expression' in Kathmandu, Nepal from 3 - 4 May 2009. The conference aims to provide a forum for practitioners of new media technologies and freedom of expression for knowledge sharing and fostering a regional solidarity.

Interested individual and institutional practitioners, researchers, academicians and related others from South Asian countries and elsewhere, in this regard are requested to submit an abstract (not more than 500 words) on three categories of: 1) New Media Technologies and Mainstream Media; 2) New Media Technologies and Citizen Journalism; and 3) New Media Technologies and Freedom of Expression/Information. In the first category the papers should address the issues of how new media technologies have been applied in the context of upholding press freedom in mainstream media practices. In the second category, submitted papers should address the issues of new media and citizen journalism and how it upholds freedom of expression/information. And the last but not the least category, the papers should discourse the overall issues of new media technologies and freedom of expression/information.

Papers submitted shall be selected on the basis of the accuracy to address and discourse the themes categorised in the preceding paragraph. For each category 4-5 papers shall be selected, which will be presented during the conference and published later by Panos South Asia.

Interested individual and institutional practitioners, researchers, academicians and related others may submit their abstracts with a brief bio-data by e-mail to prsa@panossouthasia.org by 20 March 2009. Only selected paper authors will be notified by PSA by 31 March 2009. The complete papers of the selected abstracts need to be submitted by 20 April 2009. The costs (travel, food, hotel etc) for attending the conference by the authors of the selected papers shall be covered by Panos South Asia.

Grassroots organisations in Indonesia are building communication media
from the most basic of utensils

While Indonesia's big cities are saturated with many types of media, media
fare at the village level is often quite limited. In response, several
grassroots organisations have begun building a more participatory
communications infrastructure, relying on advances in technology to
provide community television facilities and cheap wireless Internet. Like
existing community radio, theatre and print media already scattered across
the archipelago, these new media have emerged as an alternative to
government and business-controlled Internet and television programming.
Out of the frying pan

In 2000, residents of Timbulharjo village in Bantul, Central Java formed
the organisation Angkringan, named after the Javanese term for 'food
vendor', to build a media infrastructure that would meet the information
and communication needs of their community. Starting with an eight-page
print bulletin of local news and entertainment, within half a year,
Angkringan expanded into community radio broadcasts. During the
parliamentary elections of 2004, the organisation used mobile screening
facilities to air information about the elections. And in 2007, Angkringan
began work on establishing a local Internet network, called AngkringanNet,
for Timbulharjo.

AngkringanNet relies on the convergence of community radio broadcasting
with wireless Internet technology. Using a community radio antenna,
AngkringanNet transmits an Internet signal over the 2.4 MHz frequency,
free of charge. The signal can then be accessed by anyone in Timbulharjo
with a computer and a 'wajanbolic' antenna.

Currently, Grabag TV has two-hour broadcasts every Monday, Wednesday and
Friday afternoon. Any villager with an idea for a program or a general
interest in broadcasting is welcome to make a contribution. Farmers and
traders go on air to talk about their professional problems, plans and
strategies. Programs have featured students from primary and secondary
schools discussing the positive and negative effects of television on
education, part of Grabag TV's efforts to raise the media literacy of
Grabag's citizens. The art and culture programs often contain popular
Javanese dance and music performances. Grabag TV also organised live
coverage of elections for the village head, thus providing a new mechanism
for monitoring local political processes.
Costs and controversies

Grabag TV has been able to restrict its average operational costs to only
Rp. 800,000 ($A109) per month. It covers these costs with voluntary
donations from the viewers. In general, money is an important issue, but
not a major obstacle to community initiatives like Grabag TV and
AngkringanNet. Often such initiatives find more difficulties in generating
innovative and educational media content, and ensuring community
participation once the initial enthusiasm has worn off.

Community media also face regulatory and legal hurdles. In the 2003
negotiations over the allocation of broadcast frequencies by the
government, community television was passed over while public, commercial
and pay television channels were given official broadcast rights, possibly
under pressure from the broadcasting industry. The process of receiving a
community broadcasting license is also time-consuming and expensive. AKTVI
continues to fight for official broadcast frequencies and the streamlining
of broadcast licenses.

The work done by organisations like Angkringan and AKTVI illustrates the
awareness of Indonesian media activists that the struggle for free and
independent information and communication can start, but certainly will
not stop, with a WiFi USB stick and a frying pan. ii

Gender, Diversity, Elections and the Media

The Gender and Media Diversity Journal is the biennial journal of the Gender
and Media Diversity Centre (GMDC). The GMDC is a physical and virtual
resource centre based in Southern Africa, managed by Gender Links and the
Gender and Media Southern Africa (GEMSA) Network, with linkages in Africa
and across the globe. The journal is an intellectual but not academic
journal. It provides up-to-date and cutting edge information on media
diversity in Southern Africa and the space for the dissemination of research
findings and projects; case studies; campaigns; policy developments; and
opinion and debate on media practice in the region. Each journal covers
latest developments in media and diversity, as well a focuses on a different
thematic area identified in consultation with the GMDC advisory group.

Contributions are sought in the following broad categories:

* What's New - briefs on new research, initiatives in training and
education, policy initiatives, and IT developments relevant to gender, media
and diversity, and activism. (500 words each)
* Media watch - review of media programmes from a gender and diversity

The sixth edition of the Gender and Media Diversity Journal will focus on
the topic of "Gender, Diversity, Elections and the Media." This topic is
particularly relevant given the large number of elections happening in the
SADC region in the next few years, the August 2008 signing of the SADC
Gender Protocol (which includes commitments from leaders to 50% women in
decision-making), and Gender Links' ongoing work with media and politicians
around gender and elections. The recent past and next couple of years will
see elections all around Southern Africa. The complex post-Zimbabwean
election aftermath, last years first Angolan Parliamentary elections since
1992, and Ghana's recent successful handover of power through the polls, all
offer cases for analysing intersections between Gender, Diversity, Elections
and the Media. Malawi, South Africa, Namibia, Botswana, and Mozambique will
all go to the polls in 2009. In 2010, it is Mauritius' turn. The media's
coverage of elections is central to ensuring free and fair elections,
including the representation of diverse voices. Media access is also
essential for women politicians, to work towards successfully achieving the
50% goal.

(IFJ/IFEX) - The following is a translation of a 13 February 2009 IFJ
media release:

The IFJ condemns the 12 January 2009 assassination of Martín Ocampos Páez,
director of the Hugua Ñandu FM community radio station. At the time of his
assassination, Ocampos Páez was in his home in the Concepción area of
eastern Paraguay.

"We support the family and our colleagues at the Sindicato de Periodistas
de Paraguay (SPP) in calling on the authorities to investigate this crime,
which may be linked to comments Martín Ocampos made about suspected
relationships between illegal trafficking activities and politicians in
the region," IFJ Assistant Secretary General Paco Audije said.

Ocampos Páez's family and others in the area have suggested the complicity
of the police and some local officials with drug traffickers in the area.

IFJ and its regional affiliate, the Latin American and Caribbean
Journalists' Federation (Federación de Periodistas de América Latina y el
Caribe, FEPALC), support their colleagues at the SPP, who have also spoken
out recently against the death threats reported by journalist Aldo
Lezcano, a correspondent for the daily ABC Color, as well the actions
against reporter Richard Villasboa and camera operator Blas Salcedo, of
Canal 13 television station.

Feb 17, 2009 - Ofcom has awarded a total of £215894 to 15 community radio
stations in the latest round of grants.

Whilst 15 were lucky, 41 stations which appied were turned down for
funding at this stage. The average grant in this round was £14,392, with
Ofcom giving priority to those stations which had not previously received
an award.

The largest of the awards was to Preston FM for a Business Development
Manager (joint bid), for a total of £29,000. The smallest grant (£9,024)
was given to Phoenix FM in Brentwood for a Fundraising Manager.

Other stations which were awarded funds includes Afan FM, Boundary Sound,
Halton Community Radio, Tameside Radio and Vixen 101.

CRS mull forming consortium to approach ad agencies

MUMBAI: The Community Radio Forum is thinking of forming a consortium to
approach ad agencies to collectively negotiate for ad rates for CRS
operational in the country.

The third annual meet of the Community Radio Forum, a representative body
for community radio broadcasters, was held at the offices of Radio
Bundelkhand, an intiative of Development Alternatives at Orchha, Jhansi on
14 February.

At the meet, it was resolved to change the modus operandi of the working
of the CRF, and it was decided that CRF be instituionalised rather being a
loose network. From now, the CRF will be a pan India organisation, and the
core team will include representaitves from as mnay states as possible, it
was resolved.

The earlier meetings have been held in Delhi in 2007 and in Bangalore in
2008. The Orccha meet was attended by representatives of existing
community radio initiatives in the country including the Kutch based KMVS,
Radio Dhadkan, TRF and the radio initiative by the IGNOU.

The day long session was divided into open house discussions about
financing procedures for CR and technology required to run it.

Currently, there are three operational NGO-led CR stations - the MVSS led
station at Satara, Bundelkhand Radio and the DDF community radio station
at Pastapur, and about 36 campus-stations in the country.

The meet also marked the successful completion of three and half months of
being on air for Radio Bundelkhand.

back-and-forth, full of encouragement and caution. Sean writes:

Media Helping Media has formed a trial partnership with The News Manual in
order to pool resources so that free training modules can reach a wider
audience. The News Manual was first published as a three-volume book,
aimed initially at journalists working in developing countries and
designed to be a straightforward, no-nonsense guide. For many years it
became a standard text in newsrooms across the Asia-Pacific region.

Running a radio station on free software

The newest tool to emerge from the Media Development Loan Fund's Campware
Initiative is a tool for managing radio broadcasts and archives called
Campcaster, which enables a PC running Linux to both play sound files
'live' from the studio as well as automatically at a set date and time.

At the same time, it also allows stations using Campcaster to easily
exchange program content, both over the Internet and offline.

Such software, referred to as a playout and automation system, used to
cost thousands or even tens of thousands of dollars, but Campcaster is
offered as free and open source.

Murder of Nepalese radio journalist condemned

The International Association of Women in Radio and Television (IAWRT) has
condemned the murder of young Nepalese radio journalist Uma Singh and has
called on the Government of Nepal to bring her killers to justice.

IAWRT President, Ms Olya Booyar, said the association is joining a
coalition of international organisations to press for justice for the
murdered journalist and greater protection for journalists working in
Nepal.

"Uma Singh was simply doing her job," Ms Booyar said. "She was brutally
murdered by an armed gang in a killing which must appal all right-minded
people."

Ms Singh, a radio journalist in her 20s, was hacked to death by a group of
up to 20 men in her room in the southern city of Janakpur on 11 January.
She died on her way to a hospital in the capital.

While no clear motive has yet emerged for her murder, Ms Singh was noted
for her reporting of women's rights issues and the caste system. No-one
has yet been arrested.

sa mesure, la période de suspension ayant expiré. Il reprochait au
Citoyen d'avoir "insulté" et utilisé des "termes indécents" envers les

(JED/IFEX) - On 11 February 2009, Taïna Community Radio was pillaged and
burned down between 10:00 p.m. and 4:00 a.m. (local time) during clashes
between the Armed Forces of the DRC (Forces Armées de la République
Démocratique du Congo, FARDC) and sections of the Democratic Forces for the
Liberation of Rwanda (FDLR). Other than the destruction of property, no
casualties were reported as the radio station was empty during the conflict.
Taïna Community Radio belongs to the Community Reserve of Taïna, a project
supported by the Dian Fossey Gorilla Fund in Kasugho, located approximately
50 km from Lubero, in the Lubero territory, and approximately 100 km from
Butembo, in North Kivu province.

Local sources informed JED that the pillage and destruction of the radio
station specialising in environmental news and wildlife conservation
focusing on monkeys, is the work of sections of the FDLR, which have been
pursued by the FARDC and Rwandan Army coalition since mid-January 2009.

JED condemns the destruction of the station and believes that Taïna
Community Radio should never be considered a military target. JED urges the
Congolese and Rwandan governments to protect the media as well as the
journalists in the region. JED also demands that the Congolese government
assist the only radio station in Kasugho in rebuilding its facilities and
reinstating service.

Radiofabrik is the largest community Radio in western Austria.
Open access, media-related education, regional cover and international
networking are conceptual parts of the activities of Radiofabrik.
Radiofabrik is by far Austria's most award winning community radio
– it received six media awards in 2008 alone.

At the same time, there is a huge lack of funding for the radio station,
first of all due to the non-action of the federal state of Salzburg, who
makes no effort to support Radiofabrik.

The staff of the radiofabrik and more than 260 programme-creators call
on you to help the community radio to draw public attention to their

Internews Establishes Emergency Media Fund for Disasters and Conflicts
MacArthur Foundation Challenge Grant Enables Local Media to Provide
Lifesaving Information in Emergencies

(February 10, 2009) With a three-year, $500,000 challenge grant from the
John D. and Catherine T. MacArthur Foundation, Internews Network has
established a fund to enable local media to provide vital news and
information to survivors of humanitarian disasters and other crises.

"Internews' global reach and experience make it possible for us to respond
immediately in emergency situations," said David Hoffman, President of
Internews Network. "With the generous and far-sighted support of the
MacArthur Foundation, we will be able to help more people more effectively
by providing the timely and accurate information that is so essential
during a disaster."

The grant seeds Internews' new fund for emergency media, allowing local,
independent media in crisis zones to play a key role in disasters. This
includes immediately disseminating vital humanitarian information to
affected populations and providing a two-way channel of communication
between relief organizations and those they are trying to help. Donations
to the fund will be matched dollar for dollar by the MacArthur grant.

Established at the beginning of the year, the fund has already launched
its first crisis response.

Starting on January 9, during the height of the conflict between Israel
and Hamas, Internews became the first and only international media
organization to organize the broadcast of vital information on
distribution of food and blankets, safe havens, road closures and other
humanitarian news to the people of Gaza. Produced by a team of Palestinian
journalists, the special broadcasts air on three independent West Bank
radio stations as well as one Gaza station.

Internews has considerable experience mobilizing local media to play a
lifesaving role in disasters and emergencies. Internews has responded to
the 2004 Asia tsunami, the 2005 Pakistan earthquake, the ongoing Darfur
refugee crisis, and the 2008 post-election violence in Kenya, among other
crises. Yet these efforts have been ad hoc, undertaken only as funding
could be raised. The MacArthur grant will enable Internews to respond more
quickly and comprehensively.

"MacArthur has long provided support to ensure a diversity of voices and
expand the availability of high-quality content, both at home and abroad,"
said Elspeth Revere, Vice President of General Programs at the MacArthur
Foundation. "Internews Network is well-positioned to ensure the free flow
of information across the globe."

Internews Network is an international non-profit organization that
empowers local media worldwide to serve the information needs of their
communities. The organization has worked in over 70 countries and trained
over 70,000 people in media skills. Together with local partners,
Internews' activities include establishing and supporting media outlets,
journalist associations, and broadcast networks. Internews also has
specialized programs to improve reporting on the environment, humanitarian
crises, public health and women's issues.

The John D. and Catherine T. MacArthur Foundation supports creative people
