Is it not time that the big stations/networks saw the cost of changing a community station to another frequency, and pay for all the costs (including the time of the people involved)?

The Audio/Video edition of NGO-in-a-Box is a toolkit that lowers the entry
level for NGOs, non-profits and media activists wanting to use audio and
video for social change. It is a collection of Free and Open Source
Software (FOSS) tools, documentation and tutorials that introduce you to
the world of FOSS and the low-cost technology that is transforming the
balance of forces in the realm of media production.

Traditionally audio and video production and distribution have been cost
prohibitive for many people, particularly for those in developing
countries. New technologies are dramatically changing that. Tactical Tech
and EngageMedia have collaborated to put together a toolkit that lowers
the entry level for organisations and individuals wanting to use audio and

South Asian Conference on

'New Media Technologies and Freedom of Expression'

3 - 4 May 2009, Kathmandu, Nepal

The 'freedom of expression' as safeguarded by the Universal Declaration of Human Rights Article 19 has consistently been subject to intimidation by various social, political and economic actions in the sub-continent of South Asian democracies in the past few years. Lately in South Asian countries like Nepal, Sri Lanka and Pakistan the press has been attacked, journalists assassinated, threatened and intimidated in their endeavour to uphold the principles and ethos of freedom of press and freedom of expression.

Though how dismal the situation maybe with press freedom and freedom of expression in South Asian countries, the new media technologies such as the Internet, hand-held devices (cell phones, PDAs) and wireless devices, and their applications like citizen journalism, blogs, Youtube and so on have provided promising opportunities to uphold freedom of press and freedom of expression in the sub-continent and elsewhere.

In this context of opportunities provided by new media technologies, to commemorate the World Press Freedom Day (3 May 2009), Panos South Asia (PSA) is organising a two day sub-regional conference 'South Asian Conference on New Media Technologies and Freedom of Expression' in Kathmandu, Nepal from 3 - 4 May 2009. The conference aims to provide a forum for practitioners of new media technologies and freedom of expression for knowledge sharing and fostering a regional solidarity.

Interested individual and institutional practitioners, researchers, academicians and related others from South Asian countries and elsewhere, in this regard are requested to submit an abstract (not more than 500 words) on three categories of: 1) New Media Technologies and Mainstream Media; 2) New Media Technologies and Citizen Journalism; and 3) New Media Technologies and Freedom of Expression/Information. In the first category the papers should address the issues of how new media technologies have been applied in the context of upholding press freedom in mainstream media practices. In the second category, submitted papers should address the issues of new media and citizen journalism and how it upholds freedom of expression/information. And the last but not the least category, the papers should discourse the overall issues of new media technologies and freedom of expression/information.

Papers submitted shall be selected on the basis of the accuracy to address and discourse the themes categorised in the preceding paragraph. For each category 4-5 papers shall be selected, which will be presented during the conference and published later by Panos South Asia.

Interested individual and institutional practitioners, researchers, academicians and related others may submit their abstracts with a brief bio-data by e-mail to prsa@panosradiosouthasia.org by 25 March 2009. Only selected paper authors will be notified by PSA by 31 March 2009. The complete papers of the selected abstracts need to be submitted by 20 April 2009. The costs (travel, food, hotel etc) for attending the conference by the authors of the selected papers shall be covered by Panos South Asia.

Single Kedua Efek Rumah Kaca: "Mosi Tidak Percaya"
 
Album kedua Efek Rumah Kaca, Kamar Gelap, cukup menuai respons positif dengan penampilan single pertama "Kenakalan Remaja di Era Informatika"- sebuah lagu up beat yang mengangkat fenomena menyebarnya rekaman video seks dengan menggunakan kamera hand phone.  Kini Efek Rumah Kaca memperkenalkan single kedua berjudul "Mosi Tidak Percaya".
 
"Mosi Tidak Percaya" terdengar menghentak. Pendekatan musik dan liriknya begitu langsung pada apa yang ingin disampaikannya. Sebuah lagu bertema politik tentang orang-orang kepercayaan kita yang sulit dipercaya. Mengusung tema politik sekali pun- dalam kemasan Efek Rumah Kaca-  tidak menjadikan lagu ini "berjarak" dengan pendengarnya, terutama anak muda. Bahkan mungkin saja terasa sangat kontekstual dengan iklim politik sekarang. Hari ini, bisa jadi "semua orang" ngomongin politik.
 
Secara musik, "Mosi Tidak Percaya" menunjukkan aroma punk rock yang terasa kental. Sangat catchy, mudah disimak, berenergi. Tapi, tetap dalam rasa khas Efek Rumah Kaca. Bagi mereka yang mengikuti band ini, tidak jadi kehilangan sidik jari. Labih pada kejutan yang seru.
 
Bagian refrain "Mosi Tidak Percaya" bagai anthem yang mengajak pendengar untuk bernyanyi bersama. Siapa pun bisa dengan mudah mengikuti teriakan resah vokalis/gitaris Cholil : "Ini mosi tidak percaya/ Jangan anggap kami tak berdaya".
 
Bahkan, Cholil sudah geram sejak bait-bait pertama:
 
Ini masalah kuasa
Alibimu berharga
Kalau kami tak percaya
Lantas kau mau apa?
 
Lalu, dengan suara yang lebih tenang, Cholil mengulang-ulang kalimat ini: "Janjimu pelan-pelan akan menelanmu".
 
Dibalik campur aduk emosi lagu ini, apa yang ditawarkan Efek Rumah Kaca sebenarnya hal yang sederhana. "Mosi Tidak Percaya" tentang apa yang sedang kita bicarakan bersama. Karenanya, bisa ada di pikiran siapa saja.

Climate change guide published for journalists

Development organization Panos London http://www.panos.org.uk/ has
published an online guide for journalists and media professionals that
aims to provide clarification on climate change topics as well as advice
for journalists reporting on the issue.

The guide includes a section on "the basics," which explains the science
of climate change, a portion where journalists that attended the UN
Climate Change Conference in December, 2008, in Poznan, Poland, discuss
the difficulties of reporting on complex environmental issues, as well as
expert tips and insight on reporting on climate change.

Thirty-seven journalists from 28 developing countries attended the
Conference for free throught the Climate Change Media Partnership (CCMP),
set up by Panos, Internews and the International Institute for Environment
and Development.

(JED/IFEX) - Denis Kalondji Ngoy, maire de la ville de Likasi, a décidé, le
11 mars 2009, d'interdire, jusqu'à nouvel ordre, la RCK (Radio Communautaire
du Katanga, une propriété de la société civile locale) et la RTL4
(Radiotélévision Likasi 4, appartenant à un homme d'affaire de la ville). Il
est appuyé en cela par des autorités provinciales du Katanga. Les deux
médias indépendants, dont les responsables et journalistes ont été soumis
depuis plusieurs jours à des menaces et pressions de toutes sortes, ont
finalement accepté, le 12 mars, d'obtempérer à la décision du maire. Un
troisième média, la RPE (Radio Plein Evangile), dont l'animateur Gilbert
Nawezi a été interdit d'antenne depuis une semaine par le maire de Likasi, a
reçu également l'ordre de fermer.

Your Story is the BBC World Service's citizen journalism project,
running since June 2008. Anyone can send in ideas for stories and news
reports, or personal stories, photos, audio and video.

Nina Robinson, a senior broadcast journalist at the BBC World Service,
runs the project and works with individuals to pursue report ideas and
will provide them with recording equipment, and training and advice,
she says. Robinson then edits material received.

Some of it ends up on the blog and some of it ends up on air: on
Newshour, The World Today, Europe Today, World Update and Outlook.
Other bits are featured online.

"We've had contributors from all over the world," Robinson tells
Journalism.co.uk. "Most of them have a burning issue they care about
and want to research it further by doing a report on it," she says.

For example, there was 19 year old Ricardo from a favela in Brazil on
living with violence; David Urbina who is HIV positive and covered an
AIDS conference in Mexico; Xuanxuan, a student who reported from the
Beijing Olympics; and a group of British teenage mothers who discussed
issues on World Contraception Day.

"It's all about communicating with people. I see it a bit as a
democratisation of the news process. Rather than the BBC as a news
organisation dictating the news agenda, we're listening to what people
are telling us, taking in their opinions, thoughts, sometimes
eyewitness accounts - whether they be in the form of photos, videos,
or opinion pieces."

Twitter is another new focus for the project - a recent blog post
described Robinson's enthusiasm for the project. "I'm trying to do
more on Twitter - I'm a convert and excited about the possibilities it
offers to reach out to a wider community."

The project works alongside other BBC projects, she says. "It fits
into other world service news programmes as part of the multimedia hub
here in news and current affairs. I offer material to programmes to
run and also offer ideas for debate and interview, so there's a lot of
communication going on. They are also asking me to get equipment to
certain people they think would make good citizen journalists."

Peshawar, Pakistan - Kishwar yanks at her veil, caught in the sound
equipment of a cramped radio production studio, and pins it back. "It's
hard to be the voice of anything with all this cloth on my face," she
jokes, alluding to her station's tag line, "The Voice of Khyber."

Kishwar, who, like others in this story, asked to have her last name
withheld for security, is one of 15 reporters for Radio Khyber, a rare
nonextremist station broadcasting in the town of Jamrud, in the militant
stronghold of Pakistan's northwestern tribal areas. Airwaves in this
region are filled with the illegal broadcasts of "FM mullahs" preaching
about "holy war" and recruiting fighters.

Radio Khyber, launched in 2006 with government support, provides an
alternative to the hard-line clerics with its medley of local news, talk
shows, and music. But it treads carefully, trying to avoid backlash from
either the militants – who criticize the playing of music – or the
Pakistani government, which dislikes its news coverage in this sensitive
region.

L'Entreprise nationale de radio sonore (Enrs) a signé cinq accords avec des
radios intercommunautaires de Lyon et de Paris pour un échange de programmes
dans le but de diversifier et d'enrichir les contenus de leurs grilles. Ces
accords ont été signés, jeudi dernier à Lyon, avec la radio communautaire
Salam et la radio intercommunautaire Trait d'union.
La même procédure a été menée, ces vendredi et samedi à Paris, avec Radio
France Maghreb, Beur FM et Radio Soleil. «*Ces accords permettent de
diversifier l'offre de nos Radios respectives et de renforcer le lien de la
communauté nationale vivant en France avec le pays natal*», a expliqué à
l'APS le directeur général de l'Enrs, M.Tewfik Khelladi.
«*Ces échanges débuteront très prochainement. L'Enrs mettra à la disposition
de nos partenaires des contenus très diversifiés touchant la culture,
l'éducation, la religion, l'histoire, la découverte et la connaissance des
villes algériennes ainsi que des programmes distractifs*», a encore précisé
M.Khelladi, ajoutant que «*des interconnexions et des duplex seront
effectués lors des fêtes religieuses et autres grands événements pour
permettre aux auditeurs de la communauté algérienne d'être en contact avec
leurs familles par le biais de la radio*».
Grâce à ces Radios-partenaires, dont certaines couvrent presque la totalité
du territoire français, totalisant près d'un million et demi d'auditeurs,
l'Enrs sera présente dans les programmes de ces médias par le biais des
contenus qu'elle mettra à leur disposition.
Le DG de l'Enrs avait signé, vendredi, un accord-cadre avec l'Institut
français de l'audiovisuel (INA) sur la formation des personnels chargés de
la numérisation, l'un des vastes chantiers que lance la Radio nationale.
Un lot de copies de documents sonores totalisant 200 heures de programmes a
été remis au DG de l'Enrs à cette occasion.

published an online guide for journalists and media professionals that
aims to provide clarification on climate change topics as well as advice
for journalists reporting on the issue.

The guide includes a section on "the basics," which explains the science
of climate change, a portion where journalists that attended the UN
Climate Change Conference in December, 2008, in Poznan, Poland, discuss
the difficulties of reporting on complex environmental issues, as well as
expert tips and insight on reporting on climate change.

Thirty-seven journalists from 28 developing countries attended the
Conference for free throught the Climate Change Media Partnership (CCMP),
set up by Panos, Internews and the International Institute for Environment
and Development.

UNESCO Office in New Delhi has published Digital archiving of audio
content using WINISIS and Greenstone software: a manual for community
radio managers. This self-instructional handbook is aimed at helping
managers of community and FM radio stations, public service broadcasting
agencies and any other organizations that deal with audio files create
prototype archives of digital audio documents.

Free and open source software (FOSS) helps digital inclusion of citizens
in developing countries through easy-to-get and socially useful
applications. UNESCO's information processing tools assist many grassroots
institutions in disseminating information to local communities. Digital
archive of a community radio station can be a knowledge repository
containing collective wisdom of indigenous people, as well as of regional
communities and institutions.

The South Asian sub-region is now at the nascent stage of community radio
development, with the introduction of policy frameworks in India, Nepal
and other countries. Community radio has a great development potential
across the sub-region with ever increasing number of community radio
stations. To maintain an archive of broadcasted contents is a legal
obligation as a self-regulatory mechanism, however many stations are not
equipped for doing this.. Moreover, community radio stations often need to
re-use and re-broadcast many of their archived contents.

This new publication is a reliable manual for digital archiving of
multimedia contents, with special focus on community radio contents. Its
users will find it helpful in their every-day work. The publication has
its genesis in the recommendations and proceedings of two events,
supported by UNESCO: National Consultation on Community Radio for
Practising and Potential Community Radio Operators in India and National
Consultation to Review Community Radio in Nepal, during which community
radio station managers stressed the importance of archiving digital audio
contents.

In line with the needs of the community, the manual guides users in
creating their own archives with stable, free software like WINISIS,
GenISIS and Greenstone. The book also provides the URL addresses from
where this software can be downloaded.

Handbook for exiled journalists published

A new handbook for training journalists in remote and disadvantaged parts
of South Asia is currently being printed in Nepal. It is the brainchild of
T.P. Mishra, founding president of the Bhutan Chapter of the
Bangladesh-based Third World Media Network.

The book was originally aimed at the Bhutanese refugee journalists who
work, unpaid, in the refugee camps in Nepal, but those behind it want it
made available to all journalists working in exile.

Media Helping Media has contributed a chapter on journalism and activism
for the book. In the following question and answer session, we asked T.P.
Mishra to explain his thinking behind the publication.

Q: How do people living overseas pay for and get hold of a copy?

The book will be kept online, although those browsing the online version
will be able to accessed all the full content. They will have a choice to

collect would be best-used to promote the public's right to information.

Footnote: T.P Mishra comes from a remote district of Bhutan. He fled the
country for Nepal with his family when he was six years old. He is a

Les radios communautaires Oxy-jeunes FM et Afia Fm sont aphones pour deux
mois. Elles ont été suspendues par le Conseil National de Régulation de
l'Audiovisuel (CNRA) qui a scellé leur émetteur ce samedi 14 mars 2009.
L'organe sénégalais de régulation des médias leur reproche le traitement
de l'information politique alors que leur cahier de charge ne le leur
permet pas. A une semaine de la fin de la campagne électorale, le Conseil
National de Régulation de l'Audiovisuelle (CNRA) sévit. Il a suspendu la
fréquence de deux radios communautaires dont Oxy-jeunes (Pikine) et Afia
Fm (Grand yoff). L'arrêt des programmes de ces stations FM fait suite à
une mise en demeure.

Training in Kotor, MontenegroThis training section was set up by David Brewer of Media Ideas International Ltd in order to offer ongoing help to media development clients in transition states, post-conflict countries, and areas where freedom of expression is under threat.

 

David had undertaken a number of contracts for media development organisations but realised that, in some cases, there were no plans to support the media organisations involved after the projects ended.

 

He set about writing a number of training modules so that the media organisations that couldn't afford to pay for further help could still build their own capacity to survive.

 

Over time, others joined in and offered existing training modules, or to write new ones. These have been added to the mix.

Also, because many are written on planes, in departure lounges and in hotels, they may contain typos. As we get into the new year, 2009 is starting to look a lot like
1984. Of course I am referring to George Orwell's book. Read it if
you haven't already. We see Obama backpedalling on most of his
campaign promises, the economy worsens by the day and the wars show no
sign of letting up. Part of the so-called "war on terror" seems to
include shutting down micro-power radio stations nationwide. Here in
Berkeley, our local station continues to get harassed. If you have a
"pirate" station in your town and you appreciate what they do, please
won't you let them know? Even a letter of support could help. If
they get raided by the FCC, show up and let the authorities know you
don't approve. Rally support and speak out. Better yet, get your own
transmitter and go on the air. For those of you who want to stay
legal, consider a small AM transmitter. Contact www.trutham.com for
one of their type 15 packages. Of course www.freeradio.org is still
selling FM transmitter kits. Check them out too. The prospects for
freedom are looking dim right now, so use your rights before they get

Free 103 point 9 Gets a Full-Power License

The Greene/Columbia community radio project is a community-run media
project, re-envisioning radio as an innovative platform for local
participation. Our inclusive programming connects diverse voices, and
distributes information across the public spectrum in New York's
Greene and Columbia Counties. We will launch a 3,300-watt community
radio station on 90.7-FM throughout Greene and Columbia Counties in
2010, and an online radio station in 2009. The project will be much
more than just a radio station, including media training for youth and
other members of the community, and a blog, local calendar of events
and meetings, photography, and more. This will be an interactive multi-
media project engaging the community to report about what's going on
in Greene and Columbia counties. To launch this radio station,
members of the community in Greene and Columbia Counties in New York
will have to become involved and help to form the station so it
reflects the community. To do that we will hold many public meetings,
as well as media training workshops. The aim is to create a new team
of citizen journalists, radio hosts, DJs, and media makers who will
make the Greene/Columbia radio project their own.

Massive Layoffs Hit The RIAA: Maybe Focus On Building Business Rather
Than Suing Customers Next Time?

Details have been spilling out over the last few days that the RIAA
has been making pretty massive cuts to staff. We already knew that EMI
was cutting back on its support of the RIAA/IFPI, and it seems that
with the rest of the RIAA's major label supporters also having
economic troubles, the writing is on the wall that the RIAA is about
to go through a major transformation. I'm sure some will somehow
"blame piracy" for this turn of events, but it's hard to see how
that's even remotely the issue. The real issue is that the RIAA has
basically managed to run one of the dumbest, most self-defeating
strategies over the last decade. Rather than helping major record
labels adjust to the changing market, it continually, repeatedly and
publicly destroyed its own reputation and the reputation of the labels
-- each time shrinking their potential market by blaming the very
people they should have been working to turn into customers. They may
claim that they "had" to take this strategy because it's what the
labels wanted (and, indeed, that was Hilary Rosen's excuse), but
that's ridiculous. It was evident to pretty much anyone who took the
time to understand the issues back in the mid- to late-90s, that the
internet represented an opportunity to those who embraced it. The
RIAA's decision to fight progress and its own customers at every turn
has been nothing short of a complete disaster. That the group is now
being gutted is the inevitable result of a poor strategy that could
have easily been avoided.

BBC's secret war with the pirates

Previously unseen documents from the BBC archives disclose how the
corporation was so alarmed at the rise of the stations that it
launched a secret "dirty tricks" campaign to have them shut down. The
files show the extraordinary lengths to which the corporation went to
undermine their new rivals, which operated without restriction from
ships or wartime forts outside British territorial waters. Measures
included lobbying acts such as The Beatles, Cliff Richard and Ken Dodd
to ban their records from being played by the stations and
blacklisting pirate DJs such as Tony Blackburn and Simon Dee. The BBC
banned its own presenters from broadcasting any reference to Radio
Caroline, the most popular of the pirates, and suppressed audience
research on the stations' popularity. Bosses also put pressure on the
Conservative Party not to support the pirates. The public broadcaster,
which had a monopoly of the radio waves at the time, even complained
about an episode of the ITV spy thriller Danger Man which was set
aboard one of the ships, claiming that the show gave pirate stations
undue publicity. It was also upset by a review in The Sunday Telegraph
of one pirate programme which, although critical, would have "drawn
attention" to the station. This newspaper has obtained the documents
ahead of the release of a new British comedy film, The Boat That
Rocked, by the makers of Notting Hill. It stars Kenneth Branagh,
Philip Seymour Hoffman, Rhys Ifans and Bill Nighy in a story of the
often farcical attempts to close down a fictional pirate radio ship
inspired by Radio Caroline. However, the official papers suggest that
the on-screen events are not far removed from reality. They disclose
how the BBC routinely taped Radio Caroline's output, in the hope that
its DJs would say something derogatory about Harold Wilson, the Prime
Minister, which they could pass on to Downing Street. Nonetheless, a
report of Caroline's coverage of Winston Churchill's funeral in 1965
concluded: "They proceeded to play music of such a funereal character
that it made our own solemn music sound like a wedding march".
In 1964, the BBC introduced a ban on employing anyone involved with
the pirate stations. A list of names included Tony Blackburn, Simon
Dee, Tom Lodge, Doug Kerr, Chris Moon, Gerry Duncan, Terry Withers,
Errol Bruce and Bobby Brown, all pirate DJs. When Dee quit Radio
Caroline in 1965 so he could work at the BBC, some managers argued for
the ban to remain. However, he was eventually allowed to join the
corporation and other former pirates would follow. The BBC believed
that the pirates were part of attempts to break up its monopoly via
the backdoor. Its dirty tricks campaign was prompted by the reluctance
of politicians to take action against the stations, for fear of
alienating young voters. The BBC conducted extensive research into
Radio Caroline, which had ships off Felixstowe, Suffolk, and the Isle
of Man, including finding out how many of its listeners were under 21
– the voting age, at the time – so it could prove to MPs that a ban on
the pirates would not damage their election prospects. However, the
corporation decided not to release its research because "the potential
disadvantages to the BBC outweighed the potential advantage… some
aspects of the report could be interpreted in such a way as to be
favourable publicity for Caroline". The BBC's campaign did nothing to
dent the success of the pirates which, by the mid-1960s, had audiences
in excess of 20?million. The campaign ended in 1967 with the
introduction of the Marine Broadcasting Offences Act, which made it
illegal to work for, advertise on or supply pirate stations. They all
closed with the exception of Caroline. A month later the BBC launched
Radio 1, its first pop music station. Commercial radio was not
introduced until 1973.

NEW MUSIC FEE COULD CRIPPLE RADIO

Government is the enemy of business. And as it is business and not
government that brings prosperity to Americans, it often follows that
government is the enemy of the people. Which is extra disappointing as
the Founding Fathers intended the government to be the servant of the
people. In this world, however, the government is the servant of the
special interests. Like millionaire entertainers and the billionaire
companies that employ them. The latest example is the radio you listen
to. The government is attacking the American radio industry. Last
week, another Democrat senator called for hearings and laws to rein-in
conservative talk radio. But this week, the attack is on music radio.
This week, the Congress wants to bankrupt it. Here's the background.
Every time a song is played on the radio, the person who wrote that
song gets paid. That's because singers and recording companies have
traditionally cut songwriters out of most of the profit from record
sales. Money for the songwriters comes from licensing fees that radio
stations pay to organizations representing song writers and
publishers. It's been that way forever.
Under new legislation, however, radio stations would also have to pay
fees to the person singing the song, and to the company that owns the
"master recording" from which the song comes. This would, essentially,
be a doubling of the cost of broadcasting a song. The problem is,
radio companies can't afford that. The radio industry is in the midst
of real turmoil caused by the economic downturn, layoffs have been and
will be widespread. Radio companies literally are in a death struggle
to survive. And this is too much. It is also unfair. See, the sponsors
of the legislation say that radio companies make money playing the
songs of singers and recording companies. In actuality, singers and
recording companies make money because radio stations play their
songs. It is not the music industry that helps radio, it is radio that
helps the music industry. Without radio, there would be no recording
industry. Yes, television and the Internet play a part in record sales
and concert promotion, but the lion's share of record promotion – and
all of the music industry's history – has been a free gift from radio.
Every time a song is played on the radio, it is a free advertisement
for that singer and that singer's recording company. Record sales
directly reflect air play. That's why recording companies and singers
have, from the very beginning, worked very hard to get their songs on
radio. That desire is so great, in fact, that it has prompted tough
radio-ethics rules and even federal laws to make sure that recording
companies and singers aren't bribing radio stations or disc jockeys.
If you hear a car-dealer commercial on the air, the radio station
didn't pay the car dealer. Likewise, the radio station shouldn't pay
the singer. Both the car dealer and the singer are receiving airplay
that makes them money. This would essentially be a national
performance tax put on music radio. The exception, of course, is
public broadcasting which is essentially exempt from the new fee and
has two things that make it unique: 1. no listeners and 2. taxpayer
subsidies. Another troubling aspect of this is that a lot of this
money would be going out of the country. The largest recording
companies are foreign – like Universal, Sony and EMI – and to take
money out of the American economy in these troubled times, just to
send it overseas, makes no sense. There is also the interesting fact
that – just like the bailout and the salary cap – this new intention
of government financially rewards those who supported the new
president and financially punishes those who supported his opponent.
Singers and recording companies – just like all the entertainment
industry – lined up behind Barack Obama. The owners or executives of
radio companies had a greater likelihood to support George W. Bush or
John McCain. So this ends up being a policy that smells a lot like
payback. The music industry is lining up behind this policy because,
obviously, it brings it a great deal of money. Politicians are lining
up behind it because we have entered the era of corporation bashing,
and the phrase "big radio" has been coined with all the classist
hatred of "big tobacco," "big pharma" or "big box store." But this is
a case of killing the goose that lays the golden egg. Singers sell CDs
and downloads and concert tickets because radio stations play their
songs. Without radio – or a lucky break on "American Idol" – most of
the people in the music industry would be waitresses and short-order
cooks, or standing in the welfare line. Far more importantly, radio is
how most people listen to music. Sure, we have iPods and computers and
a whole bunch of "new media." But when you get down to it, plain-old
radio is just what it always has been – America's favorite, best and
most convenient way to listen to music. And this new fee threatens to
destroy that. It is framed as a fee for radio companies, but it really
will be a fee on music listeners. It is a case of the government
turning on the people. The special interests win – the millionaire
singers and the billionaire recording companies – but the people lose,
the people who just want to turn on their radio and listen to their
favorite songs on their favorite stations. Maybe the American people
should tell Congress to stand up for them, instead of the foreign
recording companies and the Britney Spears of the world.
