Do you have a commitment to developing accessible and inclusive public
service broadcasting?

Then you are the person to become our Arts Co-ordinator!

Following development work with Arts Council England on the arts in
community radio, we wish to appoint an Arts Co-ordinator, initially
for one year, to develop, drive forward and actively contribute to our
Arts Strategy (as part of a broader positioning of the CMA) and to act
as advocate for the community media sector with the wider arts world
and other regional and local stakeholders. The post will be based at
the CMA with a steering group including the CMA, Arts Council England
and the Voluntary Arts Network.

Temporary post for one year - Salary NJC Scale Point 36, £29,714 per
annum plus 6% Pension Contribution

With a particular focus on increasing the participation of people in
diverse communities in both the arts and community media fields, the
purpose of the role is to:

- promote and increase understanding of the role of the arts within
community media

- promote the sector to regional arts organisations and other partners

- identify new partnerships and support structures in the arts and
digital media fields

- assist the sector to broker relationships with funders and other
potential sponsors within but not limited to the arts and digital
media fields.

Experience of the arts, partnership development and fundraising is
essential. You will also need to demonstrate a commitment to an
inclusive approach and an appreciation of the role of participatory
and interactive media in developing new audiences and new talent in
arts and media production.

The Radio Talent Development Program and the Youth Internship Program
are made possible by a contribution of Astral Media Radio through a
CRTC contribution mechanism totalling $1.4 million over seven years.
The goal of both programs is to develop innovative local interest
programming while providing mentorship, education, and/or training for
broadcasters.

Each year, $80,000 is available under each program to the campus and
community radio sector. This year, the CRFC received a total of
fifty-four applications.

The CRFC would also like to thank the Selection Committee for their
work in assessing the applications. It was not an easy task as all of
the applications were deserving. None of these committee members are
affiliated with any potential recipient, including as volunteers:

- Jonathan Browns, Cultural Planner, Arts Collections of the Public
Arts Program of the City of Ottawa

Although in recent years the cost of long-distance phone calls has decreased
in many parts of the world, phone rates are often still prohibitively
expensive for nonprofits, especially those working internationally.
Communicating online is an alternative, yet can lack the efficiency -- and
effectiveness -- of a phone call. A possible compromise? Voice over Internet
Protocol ( VoIP or Voice over IP), a technology that enables you to make
calls over the Internet for significantly less than the cost of a
traditional phone call, or even for free.

Organizations most likely to benefit from VoIPs are those that need to make

Community Radio Training Workshop
Organised by Community Radio Forum
at Dahanu, Maharashtra
July 1 - 4 2009

Community Radio Forum-India is a registered association of community radio
broadcasters, researches and advocates in India and its members have played
a significant role in shaping and drafting the new CR policy currently in
place. CRF believes in the power of community radio, is committed to
democratization of India's airwaves and works to enable community
organizations to set up their own Community Radio Station. The CRF, being a
membership based organization, is the only representative body of CR
practitioners in India

CRF is organising a 4 day workshop in July 2009 (1 - 4 ) targeted primarily
at communities and groups who have already applied for a CR license and are
in the preparatory phase of setting up a CRS. However, groups considering
setting up a CRS are also welcome.

Aims and Objectives of workshop

1. To demystify technological aspects of CRS
2. To understand the various aspects of content and programming required to
run a CRS
3. To provide hands on training on content development and programming for a
CRS

Critical to the sustainability of community radio is affordable technology.
The 4-day Workshop will discuss various options for studio as well as
transmission equipment, aiming to provide a clear understanding and
demonstration of the equipment required to set up and run a radio station.
Besides transmission, both hardware as well as software options for radio
programming and sound architecture will be displayed and discussed.

Additionally, participants will spend time producing short duration
programmes that they will edit, record and play back. Field recording
exercises with recorders will enable participants to gain a sense of the
challenges they face in building content for the CRS.

Location: Tamarind Tree Farm, Dahanu, Maharashtra.

The Way forward

3 Departure


Logistics

Dahanu is located 120 kms north of Mumbai. It is best accessible from Mumbai
for groups coming from the South, Central, Eastern parts of India. It takes
approximately 3 hours from Mumbai to Dahanu. There are several trains
heading to Gujarat that stop at Dahanu. There are also shuttles from
Virar(Mumbai) to Dahanu. A list of trains will be sent to you on
confirmation of participation.

For groups coming from areas like Gujarat or Rajashtan, you can take trains
that stop at Vapi, Gujarat and then get a connection from Vapi to Dahanu. It
takes an hour from Vapi to Dahanu.

From Dahanu station, the workshop is at a distance of 6 kms at Sogve
village. Details on how to get here from Dahanu stations will be sent a few
days prior to the workshop.

Contribution
The workshop is not being supported by any agency. The contribution is Rs
4000 per participant for the entire 4 day programme including food,
accommodation and other programme overheads.

Note: Since the workshop is during the southwest monsoons and on a farm,
please carry an umbrella, torch and suitable footwear.

recently voted Radio Gbarnga the best community radio station in the country
for 2008/2009.

During the award presentation, PUL said Radio Gbarnga merited the honor
because the institution has over the years proven to be guided by high
ethical standards in the dissemination of news and information to the rural
population despite enormous challenges.

The PUL stressed that the selection process was carefully carried out,
employing the expertise of experienced individuals from diverse backgrounds
in order to achieve its objectives to reach and represent the whole
audience.

Radio Gbarnga was selected from a pool of 54 community radio stations
currently operating nationwide in Liberia. ..."

"...In 2007 the training unit of Radio Gbarnga assisted in the establishment
of three smaller community radio stations in central Liberia through the
provision of training for one week each that covered all aspects of
community radio management.

The dream of this station is to reform its training unit to a regional
training center in north central Liberia to provide more training

Thailand and Laos have formed a working panel aimed at managing wireless
telecommunication connections along their common border and at academic
co-operation.

The panel also aimed to resolve problems of interference in cellular
communications and radio broadcasts by community radio in border areas,
said Tassaporn Kate-atisorn, the vice-secretary of the National
Telecommunications Commission.

The working group would first meet at the government agency level, then
other co-operation would follow, he said.

He admitted that it was impossible to block radio signals crossing the
border because there were many radio stations.

Gen Choochart Promprasit, the NTC chairman, said frequency usage in border
areas posed problems because of signal strength. Meetings could lessen the
problem and allow radio stations to work with each other, he said.

Belfast's Irish language community radio station Raidió Fáilte 107.1fm

is celebrating after being shortlisted for awards in two separate
categories in the annual national Irish Language Media Awards organised
by an Oireachtas 2009.

The cutting-edge current affairs show "Na Ghiollaí Deacra" presented on
Raidió Fáilte by Ciarán Dunbar, Frank (Rua) Mac Cionnaith and Tómaí Ó
Conghaile has been nominated in the category of "Best Radio Show of the
Year". The one hour programme broadcast at 7-00 pm on Friday nights on
Belfast's small community Irish language station Raidió Fáilte 107.1fm
is in competition in the category with programmes from major stations
including national state funded broadcasters RTE, Raidió na Gaeltachta
and BBC.

In addition the head of Raidió Fáilte's News and Current Affairs
department Eoghan Ó Néill has been shortlisted in the category "Radio
Person of the Year". Eoghan presents the Morning News show at 8-00 am
and the Lunch Time Current Affairs show at 12-00 pm on Raidió Fáilte.
Eoghan has been nominated in two other categories including the Overall
Achievement Media Award – "Buaic-Ghradam Cumarsáide".

GLOBAL: Disaster risk increasing, exacerbated by climate change - report

MANAMA, 17 May 2009 (IRIN) - The risk of disasters occurring worldwide is
increasing due to the expansion of slums, the increasing vulnerability of
rural livelihoods to weather changes and deteriorating ecosystems, a new
UN report says.

"Exacerbating this deadly trio is the established and omnipresent threat
of climate change, impelled by greenhouse gas emissions generated by
affluent societies and individuals, with the resulting burdens falling on
developing countries and their poorest citizens," said the first UN
Global Assessment Report on Disaster Risk Reduction [see:

which was launched in Bahrain on 17 May.

This report is a collaborative effort undertaken by UN agencies and
partners, member states, the World Bank, regional inter-governmental and
technical institutions, civil society networks, academic institutions and
other UN International Strategy for Disaster Reduction (ISDR) system
partners.

"The most important finding of the report is that even without climate
change, disaster risk is still increasing worldwide. If climate change
added to these disaster risk patterns, it will be a quite catastrophic
picture," Andrew Maskrey, one of the report's authors, told IRIN.

"Risk Drivers"

The report outlined the three main "risk drivers" of disasters. It said
that inhabitants of informal settlements were increasingly at risk from
weather-related hazards.

"Urbanisation per se tends to increase the intensity of run-off during
storms leading to heavy flooding, often due to an underinvestment in
building and maintaining drains. In fact, many floods are caused as much
by deficient or non-existent drainage, as by the intensity of rainfall
itself," the report said.

"There are approximately one billion people living in informal squatter
settlements and many are at risk from disasters. These numbers are
growing by about 25 million a year worldwide," Maskrey said.

Going beyond cities, people living in rural areas who depend on
agriculture and other natural resources are vulnerable to even slight
variations in weather, let alone major changes in climate and more
resilient disease vectors, the report said. Maskrey added that such
challenges were pushing many rural folk into poverty and deprivation.

He also said that man's continued mistreatment of the world's ecosystems
would inevitably cause more disasters. "Wherever we are clearing
mangroves on the coasts, draining wetlands or deforesting hillsides, we
are really creating conditions for disaster risk."

What can be done?

The report proposes a 20-point action plan to reduce risk, focusing on:
stepping up efforts to respond to climate change; strengthening the
economic resilience of small and vulnerable economies; supporting
community initiatives; enhancing national and local governance;
encouraging the adoption of high-level development policy frameworks;
and, above all, investing in sustainable disaster risk reduction
measures.

In his opening remarks before the launch of the report, UN
Secretary-General Ban Ki-Moon said the report "urges a major shift in
development thinking by emphasising resilience and pre-emptive measures".

"If the risk is actually caused by these [three] drivers; if somehow we
can address these things, we are going to reduce disaster risk, stop poor
people from getting poorer, [and] deal with the magnifying effects of
climate change," Maskrey said.

The report gives policy recommendations to the UN and governments on how
to tackle these three issues. "The report tells us that even poor
countries can do this. It is not just a question of money. The technical
measures exist and there are experiences that show that it can be done,
so it is really a question of political will," Maskrey said.

The Thai government announced on 14 May 2009 its plan to regulate
the program content of radio stations and cable and satellite TV
stations in the country, media reports said.

The "Bangkok Post" quoted Prime Minister's Office Minister Sathit
Wongnongtoey as saying the government will ban any program, whether
broadcast over community radios or aired over cable and satellite
TVs, that are politically "incendiary" and "offensive", whether
coming from the anti-government red shirt or anti-Thaksin yellow
shirt groups.

Sathit said these are among the proposed regulations that will
enable the National Telecommunications Commission (NTC) to rein in
the two political groups.

The proposed regulations will require community radio stations,
and cable TV and satellite TV channels to seek permission for each
programme being aired, Sathit said.

''Once the regulations take effect, any broadcast station airing
content deemed to be politically incendiary won't be allowed to
operate,'' he said.

Thai sources who requested anonymity said these tasks are beyond
the NTC's mandate. However, in the absence of a body that would
perform said duties, the commission might end up in charge
implementing these regulations.

Other sources described these proposed regulations as out-and-out
censorship, depriving the audience of access to information.

The "Bangkok Post" said an NTC sub-committee has held public
hearings on the regulations for community radio stations, and would
soon hold hearings for satellite TV stations.

The sub-committee is taking into account suggestions from the
public. Revised regulations are expected in June.

In a related develoment, Sathit said a decision on whether to allow
DStation, the TV channel run by the pro-Thaksin United Front for
Democracy against Dictatorship, to resume broadcasting would depend
on the station's programme content. ''The station would be allowed
to resume operations, if it wants to run general news reports.

''The regulations will be enforced even-handedly against all
satellite stations,'' he added.
