in conjunction with the 2nd Regional Community Radio Conference of AMARC
Asia Pacific
10-13 October 2009 in Bangalore, India
Women Making Airwaves for Peace (WMAP) is a five-day seminar that gathers
around 30 women community radio broadcasters from the Asia Pacific region.
It is a space where participants share their experiences, particularly best
practices towards engendered peace building and disaster management --
enabling community radio to empower women in crisis situations.
The seminar also enhances the skills of the participants in radio production
and digital audio editing. It sharpens their perspectives in engendered
peace journalism, interview techniques, feminist broadcasting and more.
The seminar methodology is interactive as participants are given the
opportunity to be resource persons, trainers, facilitators, producers and
translators. Moreover, the participants may produce radio programmes that
they can broadcast in their respective radio stations.
Who can participate
Women Community Radio Broadcasters from Asia Pacific, preferably with
experience in situations of armed conflict and natural disasters (not a
condition).
What is the required language skills
The seminar is conducted in English. Non-English speaking women are
encouraged to apply.. Isis International will select another participant who
can both converse in the same non-English language as well as in English.
English-speaking participants are required to translate for their colleague.
Who can apply for scholarship
Scholarships are limited to participants from South East Asia and the
Pacific subregions. Participants from the rest of Asia Pacific are welcome
to attend. However, they would cover their own travel expenses, while we can
grant subsidies for board and lodging.

    As the United Progressive Alliance (UPA) Government in India prepares for a second term in office, the new environment minister has very many environmental challenges waiting to be tackled. As the Indian economy grows in leaps and bounds, unfortunately, so are its environmental problems. In this edition of Development Dilemmas, we will try focus on the various aspects of climate change in India and try to find out what sort of a role can India play in leading the environmental movement in South Asia. Journalist Nilanjana Bhowmick moderates this session with some experts working on climate change issues. Dr. Vandana Shiva is an activist and author; Pradip Saha is the editor at large of the environment magazine, Down To Earth; Rohit Gandhi is an environmental journalist and filmmaker; and, Dr. Sabat is from the Delhi Environment Department.

    *Low power radio stations saved by D.C. Circuit Court Ruling*
    Court vindicates FCC's effort to save small stations from loss of channels

    Today, the U.S. Court of Appeals of the D.C. Circuit ruled in favor of the
    Federal Communications Commission (FCC) and against the National Association
    of Broadcasters (NAB), affirming the December 2007 Federal Communications
    Commission decision to protect low power FM (LPFM) stations against
    "encroachment" by full power radio stations. Had the FCC not intervened,
    these low power stations would have been forced off the air by full power
    stations wanting to change their broadcasting location.The Prometheus Radio
    Project, represented by Media Access Project attorney Parul Desai, was an
    intervenor in the case on behalf of the FCC and the threatened LPFM
    stations.

    In the lawsuit, the NAB alleged that the FCC defied the Radio Broadcasting
    Preservation Act when it granted waivers to keep LPFM stations on the air.
    The court denied some of the NAB's claims as lacking merit, and dismissed
    others as being unripe for review at this time. Thus, the FCC is free to
    continue balancing the interests of LPFM stations and full power stations
    that want to change their facilities.

    The Prometheus Radio Project, on behalf of hundreds of low power radio
    stations across the country, thanks the D.C. Circuit Court for their
    decision vindicating the FCC's new procedures regarding low power stations
    threatened with encroachment.

    "This is terrific news for the low power radio community," said Sakura
    Saunders, a board member of the Prometheus Radio Project. "The few
    protections offered to these small stations were threatened by this lawsuit.
    Now, these stations can focus on serving their local communities, rather
    than live in fear of displacement due to the whims of their full-powered
    neighbors."

    Prometheus would like to acknowledge the outstanding work of the low power
    radio stations across the country, whose public service has won them a
    measure of protection in the face of full power encroachment. According to
    Pete Tridish of the Prometheus Radio Project, "Many lesser organizations
    would have folded in the face of the sheer financial and legal resources of
    the National Association of Broadcasters. However, the dedication of the
    volunteers at low power stations to their mission – to serve their
    communities with local content and democratize the airwaves – has proven so
    great that they will endure any challenge in their work to free the
    electromagnetic spectrum from corporate dominance."

    Prometheus would like to thank the Justices on the DC Circuit Court of
    Appeals for their careful attention to this complex case. We would also like
    to thank the attorneys in the office of General Counsel at the FCC for their
    sophisticated handling of the issues. We also credit the team at the Media
    Bureau for their thoughtful solutions to the problem of encroachment that
    have now been borne out by the court. We also commend the Chairman,
    Commissioners and their staff at the FCC, who have given much time in recent
    years to defending their service of the public interest from the private
    trade associations that seek to undermine it.

    Prometheus also thanks the attorneys at Media Access Project, Parul Desai
    and Andrew Schwartzman, for their tireless support in Prometheus'
    intervention in the case. Also, we would like to thank radio engineer Mike
    Brown, attorney Michael Couzens and Senior Policy Advisor to Senator Maria
    Cantwell, Michael Daum, who against great odds first defended the
    low-powered radio station KYRS in Spokane, Washington.

    On June 11th the Subcommittee on Communications, Technology, and the
    Internet of the House Commerce Committee will hold a hearing on Low Power
    Radio. The hearing is the next step for the Local Community Radio Act,
    co-sponsored by Congressmen Mike Doyle, Lee Terry and 49 others, a new bill
    removing restrictions from the FCC implementation of LPFM.

    Representing Low Power Radio will be Cheryl Leanza, Executive Director of
    the United Church of Christ Office of Communications, Inc, the National
    Federation of Community Broadcasters, and a board member of the Prometheus
    Radio Project.

    The hearing will be in Rayburn 2322 at 10 am, and a live stream will be
    available at energycommerce.house.gov

    *Boston: * Thanks to the members of the board of AIR for their support and
    efforts over this last year. Sid Selvidge, Amy Mayer, Jim Russell, Karen
    Lewellen, Robynn Takayama, our out-going Treasurer Joan Rabinowitz, and –
    especially thanks to David Freedman for his commitment and leadership. As
    David has mentioned, it has been a year of very hard work, and we work to
    make improvements to the organization to best serve our 773 members, and
    position ourselves as a willing partner to those throughout public radio and
    beyond.

    Thanks especially to you all coming to this meeting tonight. With 773
    members in 44 states and 11 countries, AIR has achieved historic numbers. We
    have record high numbers of members at this meeting tonight, as well.

    I want start by sharing my views about the state of the industry and
    producers.

    We know well about the impact the economy is having on stations, on the
    networks. Over these last months, my focus has been on the impact on
    producers… the "untold" story of the economic downturn. Here's what we
    know.

    *There is a crisis in the public radio that must be urgently addressed --
    the loss of the talent pool. *The cancellation of Weekend America, Day to
    Day, and the loss of funding for Hearing Voices amounts to the loss of
    $700,000 in acquisition fees to producers… just from those programs alone.
    This creates a tremendous vacuum in an already fragile economy.

    *We also know that we are at risk of squandering significant investments
    that have been made to cultivate talent over the last 6-7 years. We have a
    bright crop of producers working inside and outside of public radio that
    have been fed and cultivated over nearly a decade. *These are the new crop
    of up and comers, who have been mentored by many of you here; who have been
    inspired by the work of our most venerated producers. Many have been groomed
    at the Salt Institute, and Duke's Center for Documentary Studies. There is,
    of course, the Third Coast Festival, which has germinated so much work and
    talent.

    There has been significant editorial and training investment at the networks
    to cultivate more than a hundred producers. There have been significant
    financial investments by CPB, and by stations that paid to carry the
    cancelled programs. If we can't find a way to sustain our talent pool, we
    risk squandering these investments.

    *Then there are our veteran producers, those of you who know best what
    boot-strapping and endurance means;* those who have created some of the most
    brilliant, moving work we know; who have inspired so many of us, and so many
    lis teners with your work. These producers among us have on-going
    businesses to support, and are facing very tough times, with cutbacks from
    traditional funders and clients, and with sources of support and new
    business in a holding pattern. I know the future is very uncertain and at
    times frightening for you, too.

    *There are no simple or easy answers*. AIR has a broad and extremely
    diverse constituency to serve. We are all – producers, stations, investors,
    the networks – we are all facing difficulty.

    *Here's the bottom line.* The threat to our talent pool comes at a time
    when the industry is in most need of its most inspired and creative thinkers
    and makers. This is where our opportunity lies.

    *There is a great reshaping going on. *This represents great opportunity for
    AIR, and – I believe – for all of you – producers – who are key to fueling
    the creative engine of media making. This is a time of invention. It is a
    "time of the maker" – you – who are essential to whatever the future holds.


    *AIR is working as never before to influence and contribute to this
    reshaping.* I believe we have the opportunity as never before to bring
    producers onto equal footing with the networks and stations, as the "third
    estate" that makes the industry tick.

    *My commitment to you* is to do whatever I can to make sure this story of
    this threat to the industry – these consequences of the loss of the talent
    pool that I'm sharing with you tonight – are part of the bigger picture of
    what is happening as a consequence of the shake-out in the economy.

    *My commitment to you *is to work with you, with our board, staff and
    partners to do everything we can to secure the talent pool that's at risk
    right now. To work to make sure people understand that this reality is not
    just AIR's concern. It is a concern shared by everyone in public radio and
    beyond who have invested in talent. It is the concern of everyone who
    recognizes that brilliant, inventive producers are critical to the survival
    of this industry.

    *We have opportunity, as never before, to forge a* new productivity, and new
    relationships between producers, the stations, and the networks; to bring
    great new diversity in the form of new producers who can lead us to places
    we've never been…places we don't know about.

    *New priorities are being set at every level. *There is great receptivity.
    People are hungry for answers. We must – all of us – take advantage of this
    time by leading with our ideas. They're eager for finding new ways of doing
    things.

    *So the onus is on us to put ourselves forward… *each one of us… as a
    bottomless font of new ideas. We must work to inspire others with our work.
    We must focus relentlessly on the th ings that inspire us. These are the
    things that will carry us forward.
