AUCKLAND (PMC Niusblog/Pacific Media Watch): A New Zealand-based
Pacific radio network has moved to defuse a controversy over a
Fijian-language interview critical of the Methodist Church and alleged
involvement of some leading clergy in past coups.

Pacific Media Network acting chief executive Tom Etuata told Pacific
Media Centre reporter Pippa Brown that the ban on experienced
broadcaster Bulou Amalaini Ligalevu-Legge had been lifted after she had
been suspended off air following last month's wide-ranging interview
with Citizens' Constitutional Forum executive director Rev Akuila
Yabaki.

Yabaki also spoke about the abrogation of the Fiji constitution,
censorship of the media and freedom of expression in the June 6
broadcast, but the programme's criticism of the Methodist Church in the
wake of the regimes cancellation of the annual conference drew three
written complaints to Radio 531pi/NiuFM.

The controversy was picked up by the independent media watchdog blog

Etuata said the radio tried to achieve balance in its programmes.

"She was suspended only from one programme, not from work," he said.
"She is still being employed as an announcer while we investigate and
get an independent translation because we did get a number of
complaints.

"Our community radio aims to provide both views of the topic and
provide balance as a responsible broadcaster on air."

Bulou Amalaini said the off air suspension was "very unfair".

She denied claims by complainants that she was a supporter of regime
leader Commodore Voreqe Bainimarama, saying little information was
coming out of Fiji and she had been trying to provide more insight and
research into political developments.

'Too scared'
Formerly of Radio Fiji and with 25 years broadcasting experience, Bulou
Amalaini said: People are too scared to talk, but Rev Yabaki was not too
scared to be interviewed.

Rev Yabaki, who is an outspoken champion of human and constitutional
rights in Fiji, spoke about the Methodist Church after the banning of
the conference, saying Fijis largest and most influential religious
institution was in disarray.

"If you look at the history of the stand that the Methodist Church has
taken in the past 20 years, you will note that it supported the first
coup of 1987 and also George Speight's coup in the year 2000," he said.

"But it opposed the coup of 2006 because it believes that Fiji should
be governed by Fijians, who are their members, as if it were their
divine right.

"This was the case when Dr Timoci Bavadra and Mahendra Chaudhry's
Labour Party won the general elections of 1987 and 1999."

One complainant to 531pi/Niu FM said: "It would have been fair ... if
Ligalevu [had interviewed] a member of the church in New Zealand or an
official of the church in Fiji on matters concerning the church.

"But to do exactly the opposite does not only degrade the biggest
domination in Fiji but also angers the members of the church who are in
New Zealand."

Bulou Amalaini said she had been told by the station management that
"the interview was good but it was not balanced - that I should have
interviewed somebody from the Methodist Church as well".

She said she had asked the head of the Fiji Methodist congregration in
New Zealand, Rev Peni Tikoinaka, to speak on the programme but he had
declined because he said he was not "fully versed" over the issue.

Another Methodist clergyman was also asked but declined.

[creative-radio] Sounds of the Arctic National Wildlife Refuge in Alaska

Arctic Collection

In early June of 2006, three teams of recording engineers traveled to the
Arctic National Wildlife Refuge in Alaska to systematically capture the
sounds of this remote and wild region. From the period of June 2-11, audio
recordings were made at three locations representing different biomes:
Timber Lake (boreal/taiga/tundra), Sunset Pass (foothills/tundra) and
Beaufort Lagoon (coastal plain located within Refuge Area 1002, a site of
proposed oil and gas exploration). These recordings can be heard here as
part of the Arctic Soundscape Project. Arctic recording team member Dr.
Bernie Krause writes: "From the audio data we will be able to extract and
analyze (l) organism presence and density, (2) acoustic characteristics of
the habitats and landscapes (3) provide a baseline collection against
which to measure future impact of human noise, climate, and habitat
changes within those sites, and (4) provide audio data for a wide range of
applications for science, education, the arts, and conservation advocacy."

You can get a good sense of the American West by reading authors as diverse
as Sherman Alexie, Mark Twain, John McPhee, but can they really accurately
describe the sounds of a resting short-eared owl? Perhaps, but if you're
looking to listen to the natural world of the Western states, you should
probably click on over to the Western Soundscape Archive website. This aural
database is housed at the University of Utah's J. Willard Marriott Library
and features recordings contributed by state and federal agencies,
conservation groups, and dedicated volunteers. Started in 2007, the archive
continues to grow, and currently they have representative sounds from
approximately 80% of the West's bird species and 90% of the region's frog
and toad species. Visitors can get started here by taking a listen to the
"Featured Sound" on the homepage and then move on over to the search engine.
The site also has weekly podcasts, and a number of thematic sound
collections, like the "Sounds of the Arctic National Wildlife Refuge".
Overall, it's a tremendously well-presented site, and one that will be of
interest to naturalists, scholars, and many others. [KMG]

[creative-radio] TRANSOM.org FEATURE: Tribal Radio in the US

This past May, we spent nine days driving around the southwestern United
States visiting some of the 33 Native American reservations that have
their own radio stations. We knew before the trip that tribal radio would
be unique but there was no way to predict how much so. Every station we
visited was a different mix of professional old hands, volunteers, elders,
youth, tradition, and innovation. The more community members we spoke to,
the more clear it became that radio, often dismissed as outdated for the
Web 2.0 era, was the most essential medium of communication in Indian
country, whether it was serving a reservation the size of a small European
country or one just a few square miles long.

* NEW FEATURE: Tribal Radio *

Jesse Hardman and Maura O'Connor recently drove around the
southwestern United States visiting some of the 33 Native American
reservations that have their own radio stations. They said it became
clear that "radio, often dismissed as outdated for the Web 2.0 era,
was the most essential medium of communication in Indian country."
Airchecks from these stations sound alive and connected, peopled by a
real range of characters. On Transom, Jesse and Maura put together a
report, full of photos and audio, and we also created two radio
pieces. One is an NPR-style news magazine piece. The other is a
Transom-style collage. Listen to both. Tell us what you think. On our

* NEW (OLD) MOVEMENT: Slow Radio *

You'll notice that we have two versions of the Tribal Radio audio. A
fast one and a slow one. At Transom, we've decided It's time to start
a SLOW RADIO movement. We're often complicit in hurrying things up to
get on to the next thing. It's our fault too. We are consumers and
makers of Fast Media. We've distorted time. We get impatient and want
our information served up efficiently. But we don't feel always good
about it. Why can't we wait until a person finishes her thought, takes
a long breath, is silent for a moment? At Transom, we want to champion
more radio that's willing to take its time, that even insists on it.
We're not being naive. We recognize the value of speedy information
delivery, but also believe there may be a developing appetite for the
anti-micro-burst of information, for that which slows the pulse,
quiets the mind, and allows the ear to lead the imagination: Slow

Under the Talibans?

In this edition of Development Dilemmas, we are in Pakistan's capital Islamabad and about 160 kilometers from the flashpoint, Swat, where Pakistan army is engaged in a battle with the rebel Taliban militants. This military offensive has already forced more than two million people to leave their homes in the conflict zone of the North West Frontier Province, NWFP, and found refuge in safer areas out open in the tents. We feature three different voices recorded at three different places in Islamabad. First, we talk to Abid Qayyum Suleri, executive director of a private think-tank called Sustainable Development Policy Institute. We also talk to Kilian Kleinschmidt, assistant representative of the UNHCR in Islamabad; and, Fozia Wahab, who is the information secretary of the ruling Pakistan People's Party. Our Pakistan Correspondent Asadullah Khan moderates this session

Radio journalist murdered, fourth this year

Reporters Without Borders is outraged by the fatal shooting of radio
presenter Jonathan Petalvero in a restaurant in Bayugan, in the
southern province of Agusan del Sur. Petalvero hosted a programme
that supported a local politician.

"It is too soon to say whether this murder was linked to the victim's
work as a journalist, but the authorities must quickly assign enough
personnel to the case to be able to identify the killer and the
instigators," Reporters Without Borders said. "Three other radio
hosts have been killed in the Philippines since the start of the
year. That is more than in Iraq in the same period."

Journalistic sources said Petalvero was shot in the head on 27 June,
although police statements gave the day of his murder as 25 June.
Aged 43, he hosted the programme "Balita at Komentaryo" on radio DXFM
"Frenster Radio."

Nothing is so far known about the motive, which may have been
political. The gunman was masked and was probably a hired killer.
Radio DXFM is owned by Bayugan's current deputy mayor, Genesis Efren,
who plans to run for mayor in elections scheduled for May 2010.

A district councillor, Petalvero had planned to run for municipal
councillor or deputy mayor representing Efren's party in the elections.

Reporters sans frontières est indignée par l'assassinat du
présentateur de radio Jonathan Petalvero, survenu dans un restaurant
de Bayugan dans la province d'Agusan del Sur (Sud). Le journaliste
animait un programme sur une radio locale, favorable à un politicien
de la ville.

"S'il est encore trop tôt pour affirmer que cet assassinat est lié au
métier de journaliste de Jonathan Petalvero, il est urgent que les
autorités mobilisent des moyens humains suffisants pour identifier le
tueur et ses commanditaires. Trois autres présentateurs de radio ont
été assassinés aux Philippines depuis le début de l'année 2009. C'est
plus qu'en Irak pour la même période", a affirmé l'organisation.

Selon des sources journalistiques, Jonathan Petalvero, un journaliste
philippin de 43 ans, a été tué d'une balle dans la tête, le 27 juin
2009, alors que des communiqués de la police sur l'affaire indiquent
la date du 25 juin. Jonathan Petalvero travaillait pour la station
DXFM « Frenster Radio », pour laquelle il animait l'émission " Balita
at Komentaryo".

Le motif du crime est pour l'instant inconnu de même que l'identité
du meurtrier, vraisemblablement un tueur à gages qui a agi masqué. La
thèse d'un mobile politique n'est pas à exclure. En effet, la station
radio DXFM est la propriété de l'actuel maire-adjoint de Bayugan,
Genesis Efren, qui prévoit de se présenter aux prochaines élections
générales de mai 2010.

Jonathan Petalvero travaillait comme conseiller du « baranguay
» (quartier) et souhaitait également présenter sa candidature au
poste de conseiller municipal ou de maire-adjoint pour le parti de
Genesis Efren.
