[creative-radio] New book on 'Community Radio - Performance Assessment System (CR-PAS)

Community Radio Performance Assessment System (CR-PAS)

After 12 years of the establishment of community radios in Nepal,
community radio movement now is in its crossroads. Some radios are
moving on the way of politicization, some others towards
commercialization, some are NGOisation and some are on the way to real
community radio.

Because of the ambiguity in the classification of community radios and
emerging new trends within the Nepali radio movement, it is facing the
problem as to which radios to be provided support, which one to be given
priority and whose request to ignore. And community radios themself do
not have a roadmap where to go.

With a view to address this concern, the Community RadioSupport Centre
(CRSC) has developed a tool – Community Radio Performance Assessment
System (CR-PAS) manual in Nepal. The manual describes the tool and the
system of assessment.

Community Radio Support Centre (CRSC) Publications

The CRSC has over the years come up with topical books and manuals with
the objective of further consolidating community radio and their
performance with the support of Free Voice, the Netherlands. While some
have been rendered into the English language given their global
relevance, others are available in Nepali and have been listed below in
PDF format all for free downloading.

The strategy is aimed at producing books and reference materials for
community radio journalists, managers and leadership in the form code of
conduct, production manual which cover fundamental dynamic of community
radio and include strategic plan, organizational development,
sustainability, technical aspect and benchmarking of community radio
stations.

Efek Rumah Kaca akan memeriahkan sebuah konser untuk MUNIR yang akan di gelar pada Sabtu, 15 Agustus 2009 jam 18.00 - 22.00 di E-plex Paris Van Java - Bandung.
Konser yang ditujukan untuk mengenang perjuangan hak asasi manusia yang dilakukan oleh Munir ini juga akan menghadirkan band-band lokal, dan tentu saja para band yang tergabung dalam album Untuk Munir.Sebelumnya, konser serupa telah diadakan di Margocity Mall Depok, Universitas Mercubuana Jakarta, Universitas Gadjah Mada Yogyakarta, dan Universitas Brawijaya Malang. Farm Radio for Kuttanad soon

Farmers of Kuttanad will shortly have a community radio for themselves,
alerting them on weather changes and imparting essential tips on agriculture
apart from attempting to help them tide over the agrarian crisis that has
been dogging the region for long.

The Kuttanad Farm Radio, as the initiative will be known, is a project of
the Farm Information Bureau (FIB), Thiruvananthapuram and is among the
measures being initiated by the State Government to tackle the lack of
information that has led to aggravation of disasters brought upon Kuttanads
farmers by the vagaries of nature.

According to FIB officer G.S. Unnikrishnan, the project was announced last
month by Agriculture Minister Mullakkara Ratnakaran in the State Assembly
and work has already begun with the objective of launching the radio, the
first of its kind in the State, within three months.

To serve farmers in a radius of 25km from the centre of Kuttanad, the
Kuttanad Farm Radio will have technical inputs from agricultural experts in
the State Agriculture Department and will be operated by professional
jockeys. Expected to cost around Rs. 30 lakh, the radio station will most
probably be located at the Rice Research Institute in Mankombu here. The
cost could vary depending on the transmitter capacity, Mr. Unnikrishnan
said.

A survey to identify the requirements of Kuttanad farmers and to chalk out
programmes accordingly is already on. Kuttanad-specific programmes will be
broadcast twice a day. If the experiment turns out to be successful, plans
are afoot to establish similar community radio stations in Palakkad,
Ernakulam, Thiruvananthapuram and Kollam.

"Since it is the State Government that will be running the radio station in
association with the All India Radio, we require approval of the Union
Information and Broadcasting Ministry to launch the radio. We have already
submitted necessary applications and hope the approval comes without much
delay," Mr. Unnikrishnan said.

Similar community radio station projects were launched by non-governmental
organizations, albeit for fishermen, but did not prove to be sustainable
ventures, Mr. Unnikrishnan said, adding that the pre-launch survey for the
Kuttanad Farm Radio would help to avoid any glitches.

In Venezuela today a grass-roots movement of community and alternative
media is challenging the domination of private commercial media. Community
oriented, non profit, non commercial, citizen and volunteer run media
outlets are a crucial part of the democratic transformation of society
that is occurring throughout Venezuela. Part of this transformation is the
understanding of freedom of speech as a positive and basic right. This
right includes universal access to a meaningful space for communication in
addition to freedom from censorship. Freedom of expression as a positive
right provides universal access to the means of communication. Political
Analyst Diana Raby reiterates; "the technology of modern communications
has to be made accessible to all, not merely as consumers but as
participants and creators."[1] Community media is beginning to fill this
role in Venezuela.

The 1999 Constitution of the Bolivarian Republic of Venezuela was written
and ratified by the people themselves, setting a societal precedent of
democratic participation. The constitution contains articles that grant
new rights to Venezuelans such as indigenous rights, access to education,
healthcare, housing, employment, political participation and many others
that make the Venezuelan Constitution one of the most progressive in the
world in the area of human rights. Article 58 specifically states,
"Communication is free and plural and must adhere to the obligations and
responsibilities under the law. Every person has the right to objective,
true and impartial information, without censorship…." Article 108 of the
Constitution ensures that all communication media, public and private,
must contribute to the social development of citizens. The same article
guarantees public access to radio, television, library networks and
information networks in order to permit universal access to information.
Public access channels and community-based media are rights that, for the
first time, were ensured under the 1999 Constitution.

The Organic Telecommunications Law, which was passed in June 2000, states
that there are three types of broadcast media in Venezuela: private, state
and community. The law gives legal recognition to community broadcasting,
enabling it to receive special tax breaks. In order to be recognized as a
community broadcaster, the programming has to meet the following criteria.
Principally, the station must be non-profit and dedicated to the
community, with the requirement that 70% of its programming must be
produced within the community. Also, there must be a separation between
the station and its programming, which means that the station itself may
only produce 15%, leaving the remainder to be produced by community
volunteers. In addition, the station must provide training to community
members so the production of media is accessible to everyone. The law also
states that the directors of the community media cannot be party
officials, members of the military, or work for private mass media.

[creative-radio] Fraser Coast, Australia: Support floods community radio station after fire

 

THE smoky stench assaulted the senses of disc jockeys and production
editors as they worked through the charred debris at the Hunter Street
home of Fraser Coast Community Radio.

Flame-stained computers and smoke-sprinkled CDs relayed a fiery tale from
10 nights ago.

An adjoining asbestos-ridden warehouse had gone up in flames in the dead
of night, leaving 107.5FM homeless and off the air.

Station volunteers surveyed the damage yesterday, among them president
Victor Jones.

"It's a sad way of finding out we were accepted in the community," said Mr
Jones, who has been with the radio station for almost all of its 16 years.

"What a mess," he recalled his first impressions after he was allowed to
re-enter the station's home of the last four years.

"The smoke and water damage was fairly horrific."
