A number of prominent and forward-thinking U.K. broadcasters have been at
work on a proposal for standardizing how to access radio services'
program-associated online resources, and the proposal is now seeing wider
promulgation.

It is called RadioDNS, applying the familiar "Domain Name System" used for
locating resources on the Internet.

For those unfamiliar with the process, in simple terms the Domain Name
System is the equivalent of a distributed "phone book" or "directory
assistance switchboard" for the Internet. When a user types a Web address
into a browser, the query goes first to DNS, which essentially redirects
the connection to the server that holds the desired content.

DNS knows where to send the user's query because it is a hierarchically
structured system that can quickly poll all the name servers on the
Internet to quickly determine where the sought content is stored, and once
located, route the user's connection to that server.

This network of name servers constantly is updated with the latest
resource identification and location records by the appropriate
registration agencies, and any such updates entered into any one name
server are soon propagated throughout the entire DNS.

Creative Commons announces the publication of Defining "Noncommercial": A
Study of How the Online Population Understands "Noncommercial Use." The
report details the results of a research study launched in September 2008
to explore differences between commercial and noncommercial uses of
content found online, as those uses are understood by various communities
and in connection with a wide variety of content. Generous support for the
study was provided by the Andrew W. Mellon Foundation.

The study investigated understandings of noncommercial use and the
Creative Commons "NC" license term through online surveys of content
creators and users in the U.S., open access polls of global "Creative
Commons Friends and Family," interviews with thought leaders, and focus
groups with participants from around the world who create and use a wide
variety of online content and media. The research behind Defining
"Noncommercial" was conducted by Netpop Research, under advisement from
academics and a working group consisting of several Creative Commons
jurisdiction project members as well as Creative Commons staff and board
members.

Creative Commons provides free copyright licenses to creators who want to
grant the public certain permissions to use their works, in advance and
without the need for one-to-one contact between the user and the creator.
"Noncommercial" or "NC" is one of four license terms that creators may
choose to apply to CC-licensed content.

Creative Commons noncommercial licenses preclude use of a work "in any
manner that is primarily intended for or directed toward commercial
advantage or private monetary compensation." The majority of respondents
(87% of creators, 85% of users) replied that the definition was
"essentially the same as" (43% of creators, 42% of users) or "different
from but still compatible with" (44% of creators, 43% of users) theirs.
Only 7% of creators and 11% of users replied that the term was "different
from and incompatible with" their definition.

Other highlights from the study include the rating by content creators and
users of different uses of online content as either "commercial" or
"noncommercial" on a scale of 1-100, where 1 is "definitely noncommercial"
and 100 is "definitely commercial." On this scale, creators and users
(84.6 and 82.6, respectively) both rate uses in connection with online
advertising generally as "commercial." However, more specific use cases
revealed that many interpretations are fact-specific. For example,
creators and users gave the specific use case "not-for-profit organization
uses work on its site, organization makes enough money from ads to cover
hosting costs" ratings of 59.2 and 71.7, respectively.

On the same scale, creators and users (89.4 and 91.7, respectively) both
rate uses in which money is made as being commercial, yet again those
ratings are lower in use cases specifying cost recovery or use by
not-for-profits. Finally, both groups rate "personal or private" use as
noncommercial, though creators did so less strongly than users (24.3 and
16.0, respectively, on the same scale).

In open access polls, CC's global network of "friends and family" rate
some uses differently from the U.S. online population—although direct
empirical comparisons may not be drawn from these data. For example,
creators and users in these polls rate uses by not-for-profit
organizations with advertisements as a means of cost recovery at 35.7 and
40.3, respectively—somewhat more noncommercial. They also rate "personal
or private" use as strongly noncommercial—8.2 and 7.8, respectively—again
on a scale of 1-100 where 1 is "definitely noncommercial" and 100 is
"definitely commercial."

"As more people have begun to make, share, and use content online, the
question of what constitutes a 'commercial use' versus a 'noncommercial
use' has become increasingly important to understand," said Josh Crandall,
President of Netpop Research. "With this study, we were particularly
interested to see that—contrary to what many might believe—there is little
variation between creators and users in the perceived 'commerciality' of
particular uses of copyrighted content. Furthermore, where they do differ,
users tend to have a more conservative outlook than creators. This study
provides useful data and perspectives—from both members of the general
public and people who work closely in the world of copyright—that can help
people begin to think more clearly about the issue."

The study report and its associated data are available at

the public can contribute feedback about the report. Defining
"Noncommercial" is published under a Creative Commons Attribution license,
and the research data is available under a CC0 public domain waiver.

available for all kinds of uses—including commercial use—by anyone," said
Joi Ito, CEO of Creative Commons. "We encourage researchers and our
community to use what we've done and expand this investigation further,
building upon the data we collected and incorporating more perspectives
from Creative Commons adopters worldwide."

In the next years, possibly as soon as 2010, Creative Commons expects to
formally launch a multi-year, international process for producing the next
version (4.0) of the six main Creative Commons licenses. This process will
include examination of whether the noncommercial definition included in
licenses with the NC term should be modified or if other means of
clarifying noncommercial use under the CC licenses should be pursued. The
results of Defining "Noncommercial" and subsequent research will be an
important thread informing this process.

Radio Journalists to Share Programming*

*Sept. 14, 2009, Washington, D.C.--**The International Center for
Journalists (ICFJ) is partnering with Public Radio Exchange (PRX) to provide
community radio journalists in the United States and Latin America with a
new Web-based service to share and rebroadcast stories across borders.*

The partnership is part of a two-year program, funded by the *McCormick
Foundation*, to train journalists from Latin America and Spanish-language
media in the United States to use multimedia platforms to enrich coverage.
Participants will first meet in Washington, DC, where they will take
reporting field trips and interview key policy-makers and experts, including
those at the Federal Communications Commission. The program includes a panel
discussion about whether the Obama Administration's stimulus package is
expanding broadband access for minority communities. It will take place at
the *National Press Club on Sept. 17*.

After the D.C. conference, ICFJ trainers will visit participating radio
stations in the United States and Latin America to provide hands-on training
focusing on radio news production, improving Web content, and using the
digital platform developed with PRX. The coaching will improve the
stations' ability to produce and stream digital audio through the Internet.
ICFJ trainers will work with the radio stations to train citizen journalists
on digital reporting and production. The program will also include two
Spanish-language online seminars on digital radio, expanding the impact of
the program.

"This ICFJ initiative is an innovative attempt to help Spanish-language
community radio maintain - and even strengthen - its close ties to
audience," said *Clark Bell*, director of journalism programs for the
McCormick Foundation. "For the McCormick Foundation's journalism program,
this furthers our commitment to supporting content, audience and rights."

"This exciting initiative will take community radio stations to a new level
with enhanced programming and a wider reach than ever before," said ICFJ

JOURNALISTS CALL FOR FIJI TRAVEL BAN

SYDNEY (ATN Online/Pacific Media Watch): Calls by a journalists'
organisation to encourage travellers to boycott Fiji – which last week was
turfed out of the Commonwealth – have not met with universal support.

The International Federation of Journalists (IFJ) wants travellers to
rethink any plans to holiday in Fiji as a protest against the regime of
Commodore Frank Bainimarama and the government's media censorship record.

The IFJ's Sydney-based spokeswoman, Deborah Muir, told Radio Australia that
anyone thinking of holidaying in Fiji should reconsider.

"Fiji is no paradise right now. Any advertising campaign that says it is a
paradise is false advertising," she said.

But Australia's Foreign Minister Stephen Smith said he would not be advising
Australians to boycott holidaying in Fiji because it would only hurt
ordinary Fijians.

"We've never wanted to do things that hurt the people of Fiji and the great
regret in all of this is that Fiji should be a premier country in the
Pacific, it should be a premier economy," the minister said.

Frank Yourn, executive director of the Australia-Fiji Business Council, said
the innocent would suffer from a travel boycott, not the interim government.

"It's not a matter of propping up the dictatorship; it's really a matter of
trying to ensure the economic survival of people who are really suffering
quite badly," he said.

Tourism Fiji regional office in Australia turned down TravelMole's request
for a comment but the Fiji Times quoted Tourism Fiji chairman Patrick Wong,
who said the issue "is political and unlikely to have an impact on the
industry".

He said Fiji has always been a safe holiday destination, and restrictions,
unrest or military action have not affected visitors to the country.

However, the latest arrival figures show Australians and New Zealanders are
staying away from Fiji in droves.

Visitor arrivals to Fiji are down 30 percent compared to this time last year
and occupancy rates sit below 50 percent.

People's Action for Rural Development (PARD) is a civil society institution
set up in Madurai as early as 1988. Initially, PARD started working with
urban slum dwellings in the city of Madurai, but soon expanded its
activities to become the main coordinator of LISA Network (Low Inputs for
Sustainable Agriculture), and also moved to rural areas of Tamil Nadu, in
order to implement micro-finance actvities with rural women.

About two years back, soon after the Central Government released the
community radio guidelines, PARD applied for a license. However, the Letter
of Intent was not provided to PARD. Moreover, no reason was provided for
rejection of the application. PARD applied to the High Court, and this is
perhaps the first instance where the government has been taken to court
specifically on community radio. It would hearten supporters of the movement
to know that since the government had not given any reason, nor could they
justify why they had rejected the application, the government just as
suddenly passed the application.

A couple of months ago, PARD finally got its Wireless Operating License,
with considerable patience and courage shown by director, Mr. James
Rajasekharan, and with equally considerable help from Commonwealth
Educational Media Centre for Asia (CEMCA). Without any fund or any other
kind of support, PARD mobilised internal support to set up a basic low cost
radio station. Finally after receipt of WOL, UNESCO agreed to pitch in with
some support through the International Program for Development of
Communication (IPDC), a major forum of the UN, with member states pitching
in with support. This support includes four capacity building programs, some
nominal support for equipment and one transmitter and antenna from NOMAD
India Network.

Set about 30 kilometers from Madurai, PARD Vaanoli has a full time team of 7
people, with 2 announcers, 2 field reporters and 3 reporters/editors.
Further, PARD has also mobilised about 6 volunteers from Madurai who are
basically slum development workers, but are expected to pitch in with the
radio as well.

PARD Vaanoli has already started producing programs with their production
set up, and in July, NOMAD India has successfully installed a transmitter
and antenna. This means that PARD Vaanoli is all set to go.

While PARD's courage and tenacity in starting their community radio station
in the face of obstacles from the government and sans support from donor
agencies, other civil society networks etc, the fact remains that PARD
Vaanoli is a station in its infancy and still requires a lot of support in
terms of capacity building; secondary equipment; seed funding, programmatic
support, and so on.

It is with a sense of keen anticipation that one will watch the progress of
this tough station, and how it will slowly but surely make a remarkable
difference to the community in and around Thirumangalam, Madurai. We wish
them all the very best, and hope to continue our association with them in
the future as well.
