Tune-in to CKUT radio for 'world skip the beat', a special edition Cultural
Crossroads I, hosted by journalist Stefan Christoff, featuring interviews with
leading global music artists from Montreal.

CKUTs radio's weekly global music program, 'world skip the beat', airs each
Monday featuring musical sounds from around the world. A special edition,
Cultural Crossroads I, will highlight unique music while featuring interviews
with celebrated singer Lhasa de Sela and Balkan musician Lubo Alexandrov.

* Lhasa de Sela is an international celebrated singer from Montreal. Lhasa's
first release, the dignified La Llorona, introduced to the world to Lhasa as a
Spanish singer with strong bonds to Mexico. Lhasa's next album, Living Road -
written from Marseille in southern France, just before her return to Montreal -
incorporated both English and French. Recently Lhasa de Sela launched her third
studio album, a self-titled, distinctive release that continues to cultivate
her desire for independence and the sublime.

* Lubo Alexandrov is a Bulgarian-born and Montreal-based guitarist, composer
and singer, who mixes Bulgarian, Turkish and Roma musical traditions into a
contemporary Balkan sound. Alexandrov is a Montreal face to the growing
international Balkan music movement, playing music intertwined within a musical
movement that has grown in popularity since the 1990s. Alexandrov brings this
global Balkan sound to a musical city that is celebrated around the world for
innovation. In 2007 Alexandrov was awarded a Juno award for his first
self-titled album and has recently released Contrabanda, a second studio album
recorded between Montreal and the Balkans to wide critical acclaim.

Raipur agri university gets clearance to start CR station ...

MUMBAI: The Indira Gandhi Krishi Vishwavidyalaya Raipur, Chhattisgarh has
signed a Grant of Permission Agreement for establishing, maintaining and
operating a Community Radio Station with the information and broadcasting
ministry.

A Letter of Intent had been issued to the institute after recommendations
of Inter Ministerial Committee and seeking requisite clearances from
various Ministries. The Community Radio Station is expected to be
operational within three months as per the agreement. With this, the
number of CRS will increase to 54 in the country.

Indira Gandhi Krishi Vishwavidyalaya (IGKV) aims to help development in
agriculture and allied fields by increasing quality manpower, providing
relevant technological solutions, piloting their fields uses and
supporting other related activities. The university has the objective to
at least double the crop yields in the region with appropriate increase in
livestock husbandry, fishery and agro forestry.

To make its mission possible the university strives continuously to
provide quality education in the areas of agriculture and allied Sciences,
to undertake basic, applied and adoptive research and to develop the most
appropriate solutions and technologies that are relevant to the area and
which can elevate the socio- economic conditions of the people. Through
the Community Radio Station, IGKV also aims to provide direct and indirect
education and technological support to the public in general and to
farmers in the area in particular to improve agriculture productivity and
the economic situation of the rural people. Commercial potential of the
agriculture sector in the area would also be facilitated.

threats issued against Kadi Adzuba and Delphine Namuto of Radio Okapi and

Kivu province in the east of DRC.

Media watchdog, the Media Institute for Southern Africa – Zimbabwe, has
expressed grave concern over the upsurge of hate speech against the
private media and perceived opponents, by members of ZANU PF and the state
controlled media. Earlier this week army commander, Lieutenant-General
Phillip Valerio Sibanda, berated foreign based Zimbabwean radio stations,
accusing them of being at war with Zimbabwe and urged the military to
'guard against them'. This has been widely seen as meaning that
journalists broadcasting into Zimbabwe are legitimate military targets
because they threaten the state.

Environment Radio Soap Opera for Rural Vietnam
This project drew on the use of radio to bridge key knowledge gaps and
motivate farmers to modify their attitudes and practices. Initiated by the
International Rice Research Institute (IRRI) in June 2006, the project
involved a total of 239 episodes broadcast twice weekly over Voice of Ho
Chi Minh and other provincial radio stations to reach 2 million people in
the rural areas of the Mekong Delta. The strategy of
entertainment-education (EE) was used here to share information with rice
farmers about environmental conservation principles, methods to reduce
environmental impacts, and ways to protect ecosystem services, with the
ultimate goal of modifying farmers' attitudes towards - and behaviours
concerning - the use of farm chemicals, burning straw, water use
efficiency, wildlife, soil health, and biological control.

[creative-radio] Abua Disum Abua Raj on All India Radio

 

Abua Disum Abua Raj - India
Broadcast since October 2006 on All India Radio, this weekly programme
reaches out to listeners in the Munda-tribal-dominated Khunti region of
Ranchi, Jharkhand, India. Community radio is here used as a platform to
educate and mobilise as well as to entertain, to the end of generating
awareness, capacitating "the voiceless" to demand that their rights be
respected, and - in general - bringing about a "pro-poor" policy shift.
Alternative for India Development (AID) engages local people to either
help as volunteers or to use their interest and skills related to
scriptwriting, performing songs, and developing dramas. Listeners clubs
formed in villages provide AID with a means of seeking feedback about the
programmes and sparking ideas for additional issues to bring to light
through the broadcasts.

Why isn't India investing in community radio, which is crucial to save lives
in times of natural disasters

As drought, earthquakes and floods threaten the global landscape, I'm
reminded about the two buzz words that increasingly make waves: climate
change. Two weeks ago, West Java was rocked by an earthquake that was 7.2 on
the Richter scale. A few months ago Cyclone Alia had inundated and cut off
some of Bangladesh's mangrove forests and islands in the Bay of Bengal.
While the magnitude of these "natural" disasters vary, their frequency has
not only set off alarm bells but emphasised that it's time to smell the
coffee and go back to the future. No, I'm not referring to Kalyug, Biblical
or Nostradamus like predictions (although the events would certainly
underline the writing if not the relevance of all three) - but something far
more plebian like community radio.

A choice between drought and earthquake is akin to a choice between a rock
and a hard place. Neither is desirable. But as the perils of climate change
hit the headlines with alarming regularity, we are also reminded about the
costs of technology that are required to rein in the damage. But are these
costs and technologies the only options? Not so – as a recent UNESCO global
consultation sharply brought into focus. In fact, as the President of the
World Association of Community Radio Broadcasters (AMARC) Steve Buckley
pointed out, media's role during these times of crisis is not just about
getting the message across. It is about people taking a lead in getting
their voices heard and strengthening accountability linkages between
government and citizenry. What is more, these media are both accessible and
affordable and demonstrate that they are for all seasons – not just in times
of recession.

The proof of the pudding lies in the eating – and as Buckley's data affirmed
- there is no dearth of examples that showcase how community media is
quietly, albeit consistently, making a difference.

"In Northern Quebec, Inuit communication networks are providing advice on
safety as hunting routes across sea ice become increasingly precarious. In
Mali, rural community radio stations are working to assist farmers adapt to
changing seasonal patterns in order to maintain and increase their harvest.
In Bangladesh, coastal NGOs are building community radio stations and other
communication tools to provide systems for early warning and disaster
management in the face of floods and inundations that result from rising sea
levels."

Sometimes, the disaster itself propels governments to encourage people to
build their own communication systems for disaster preparedness and
mitigation – as in the case of Senegal post the 2004 locust invasion.
However, these seem to be the exception. Remember, August 2008 when the
River Kosi changed its course and wreaked havoc on areas around the
Indo-Nepal border? Despite efforts, "mum" was the word as far as emergency
radio was concerned. Six months later a field visit to the area confirmed
that substantial areas remained outside the long arm of relief. Areas like
Lachmeenya, Sathanpatti and Raghavpoor continued to comprise hearts of
darkness as electricity remained elusive for the most part.

In contrast, the Aceh Radio reconstruction Network (ARRnet) that came up
post the 2004 Tsunami in Indonesia demonstrated the power of a community
media network. Ultimately comprising a network of 46 community radio
stations, it addressed not only emergency, but reconstruction and
rehabilitation. Over the years, the network helped to also build community
life and also engaged local governments in their activities. Community
practitioners in West Java are now exploring a similar initiative.

Similarly, the Dalit women of Pastapur who run India's first community radio
station have emphasised the importance of "samma" and "sajja" (marginalised
varieties of grain) and showcased the co-relation between voice and food
security.

In early 2005, Naveen Chawla who was then Information and Broadcasting
Secretary, Government of India, observed that if the country had community
radio the scale of the Tsunami disaster would have been much less. Four
years later, and about two and a half years after community radio became a
reality in India, less than a sprinkling of community radio stations dot the
Indian landscape. Why? It's much more than demand and supply. It's about not
realising the writing on the wall. So, when will we wake up and smell the
coffee?
