of women and children in some of the world's poorest countries has come a
step closer, with the unveiling on 23 September of a US$5.3 billion
financing package by British Prime Minister, Gordon Brown.

The funds, to be used to roll back user fees in Malawi, Liberia, Sierra
Leone, Ghana, Nepal and Burundi, would reportedly benefit 10 million
people - mainly women and children - and help cut maternal mortality. In
announcing the initiative, Brown said that charging the poor even a few
cents for health services "became a death sentence for millions".

The funding commitment was the result of 12 months' work by a taskforce
on International Innovative Finance for Health Systems

, co-chaired by Brown and World Bank President Robert Zoellick, and is to
include a pledge of US$3 billion from the online travel industry.

The goal is to help developing countries meet their health millennium

The clock is ticking for the world leaders to prepare for the much anticipated international conference on climate change in December at Copenhagen. The fifteenth conference of Parties, better known as COP 15, is hoping that the most powerful nations including developing countries like India will seal the deal to reduce the carbon emissions. A lot of international attention is right now on how India is preparing for the COP 15. India believes that the polluters should pay and that the developed nations have a responsibility to support sustainable development in developing countries. They should transfer financial resources and technology to help developing countries like India to carry out mitigation and adaptation measures and these should not be linked to any conditions at all. In this edition of Panoscope, we will take you to India to find out how the country is preparing itself for the COP15.

Description
jhr is seeking to hire three journalism trainers and one workshop
facilitator to work with jhr in Liberia for eight months. Of the three
trainers we are looking for:

* 1 Newspaper Trainer
* 1 Television (and/or Multimedia) Trainer
* 1 Rural Radio Trainer

Trainers&#65533; work will vary, but will be focused on working with
jhr&#65533;s Liberian media partners to build the capacity of the Liberian
media to report on human rights issues. This includes daily on-the-job
training, conducting informal seminars and providing other training to
local journalists. They will also work with jhr&#65533;s Workshop
Facilitator to run workshops for local editors/owners, journalism students
and community members. jhr&#65533;s Country Coordinator in Liberia will
manage their work.

Qualifications
Desirable Applicants will have:

* A journalism degree or relevant journalism experience
* Strong working journalism experience of no less than 2 years
* Strong knowledge of human rights, or a demonstrated interest in
human rights
* International experience within a developing nation(s) preferred, or
strong, demonstrable interest
* Ability and willingness to live and work in a cross-cultural
environment
* Excellent interpersonal skills
* Excellent written and communication skills
* Fluency in English

Remuneration: A monthly living stipend, plus flight and visa.

Public radio listeners are increasingly buying smartphones and joining
social networking sites such as Facebook, expanding stations' opportunities
to serve them on those platforms, according to the second Public Radio
Technology Survey conducted by the radio research firm Jacobs Media.
Results of the survey, involving more than 28,000 listeners to 56 public
radio stations, were presented Sept. 17 at the PRPD Conference. The study
will be posted at prpd.org.

Users of social networking sites and services nearly doubled, climbing 81
percent from 2008 to 2009, with 60 percent of respondents saying they used
such sites. The increase was so dramatic that the researchers at first
doubted the finding, said Fred Jacobs, who presented the study. The boost is
"redefining what community means," said Jacobs.

Facebook powered much of the growth, with usage rising from 22 percent to 48
percent. Many of the new users were 35 or older.

About a quarter of respondents with cell phones owned smartphones. More than
half of those had bought the devices within the last year. Apple's iPhone
and iPod touch — an Internet-connected gadget, though not a phone, w as
included in the category — accounted for half of the smartphones. One-third
of the smartphone owners had downloaded apps for streaming public radio
stations on their devices. Two-thirds said they would consider paying for
such applications, suggesting an untapped revenue stream.

Jacobs also pointed out that more listeners are using their cell phones as
alarm clocks, suggesting that fewer are waking up to clock radios playing
public radio.

Listeners to Adult Album Alternative stations and listeners ages 25 to 54
proved to be the earliest adopters of new-media habits. Seventy percent of
AAA listeners were on social networking sites, and 72 percent own MP3
players. They were also among the most avid listeners to web streams, and
more than the overall sample's average owned smartphones.

The survey found that 28 percent of respondents who listen to Web streams
listen to the customizable Internet radio site Pandora, up from 17 percent
in 2008. "There's no question this guy is out to kill us all," Jacobs said
of Pandora's founder.

Participants were surveyed from July 30 to Aug. 21. Most were members of
station e-mail or membership databases and were asked via e-mail to
participate. Others clicked links on station websites or social networking
pages, and some were prompted by on-air announcements.

for August, PRPD said, to avoid fall pledge drives and to allow the results

annual International Human Rights Training Program. We are looking
forward to another inspiring three-week program and the opportunity to
meet more than 120 participants from around 60 different countries.

We are inviting you to forward the [url for the] Application Form, Program
Information and Memorandum of Agreement to your network of human
rights activists and encourage organizations who you think could
benefit from the program to apply. It is also a good opportunity to
share with your network your personal experience at the IHRTP. We
always appreciate recommendations from IHRTP Alumni.

In circulating the information please bear in mind that the IHRTP is
intended for human rights workers and educators from non-governmental
organizations, National Human Rights Institutions, government bodies
and educational institutions. The goal of the IHRTP is to strengthen
the capacity of human rights organizations to undertake human rights
education efforts aimed at building a global culture of human rights.
The curriculum is based on principles of adult experiential learning
in which participants and facilitators engage in a process of mutual
teaching and learning. The Program Information provides a detailed
description of the Program.

We received more than 900 applications for the 2009 IHRTP and it is
therefore unlikely that we will have enough spaces for all of the
qualified candidates. The selection process and participant profile we
are looking for are described in the attached document. The Equitas
Selection Committee gives priority to the organisations best able to
demonstrate their commitment and effectiveness in relation to human
rights promotion and education. Consideration is also given to overall
gender balance, geographic representation and the availability of
bursaries.

Community Radio Act

Washington DC -- In the first Congressional oversight hearing since the
three new FCC Commissioners took office, all five Commissioners endorsed the
Local Community Radio Act HR 1147/ S592, unanimously reaffirming the FCC's
continued support for the bill.

FCC Chairman Genachowski and Commissioners Baker and Clyburn expressed
support for the Local Community Radio Act in a hearing of the House
Subcommittee on Communications, Technology, and the Internet. Introduced by
Rep. Mike Doyle (PA-14) and Rep. Lee Terry (NE-2) in February, the bill
would repeal a 2000 law that restricts Low Power FM radio (LPFM) radio to
rural areas.

"We are very pleased that the Commission has again voiced their support for
this important bill, which would allow community radio to expand into
thousands of towns, cities and neighborhoods throughout the US," stated Cory
Fischer-Hoffman, Campaign Director at the Prometheus Radio Project.

This is the third time that the Commission has unanimously requested that
Congress return authority to the FCC to manage "third adjacent channel
restrictions" on Low Power FM radio (LPFM). These restrictions, imposed by
Congress in 2000 in response to concerns that LPFMs could cause interference
to full power stations – limited low power radio to rural areas. Since a
2003 congressionally-mandated engineering study showed that LPFMs do not
harm full power stations, the FCC has told Congress they are ready to move
forward with community radio. The bill now awaits a mark-up in the House
Subcommittee on Telecommunications, Technology and the Internet.

LPFM stations are licensed to government, churches, emergency responders,
and other noncommercial organizations. They have a three-to-five mile range
and a maximum 100 watts of power. Today, over 800 local organizations
operate LPFM stations around the country.
