A lot of people have been taking interest in the Binjang Community Radio
after its first annual general meeting was held last week.

A number of residents turned up to the meeting, however with the club
consisting of 75 members, secretary treasurer Terry Hoffman was a little
disappointed there were not more present.

"I though we would get more at the meeting," he said.

"However there were a lot of apologies put in which means there is a lot
of interest but they just couldn't make it to the meeting that night."

Michael White stood down from the president's position making room for
Mumbil resident Marcus Hanney to be voted into the top job.

"The Wellington Rotary Club has provided $4000 as start-up capital," Mr
Hoffman said.

"The station is also now a member of the Community Broadcasting
Association of Australia."

The station is seeking a team of volunteers as on-air presenters,
producers and administrators.

"Anyone who is interested in volunteering, even if they would like to have
half an hour on air or as a clerical assistant should come forward," Mr
Hoffman said.

"It is all voluntary work; there is no paid labour at all.

"We would like to get as many members as we can; the more members we have
when we apply for the broadcasting licence the better it looks."

Mr Hoffman said the committee was hoping to see the station broadcasting
by the middle of next year.

The Australian Communications and Media Authority has made spectrum
available for a new community radio broadcasting service in Goolwa, South
Australia.

Two aspirant community radio groups are active in Goolwa and currently
operate on temporary community broadcasting licences, alternating on the
one frequency.

'Spectrum congestion in the Goolwa region means that the ACMA has been
unable to identify more than one suitable frequency to accommodate
interest in community broadcasting in the area,' said Chris Chapman,
Chairman of the ACMA.

'After considering all the information before it, the ACMA believes that
an additional community radio broadcasting service would add to the
diversity of radio broadcasting services available at Goolwa. In addition,
new services of this type are likely to have a positive effect on
innovative programming and coverage of matters of local significance.'

Now that the licence area plan has been varied, the ACMA will commence the
allocation process for the long-term community broadcasting licence at
Goolwa.

Since Muhammad Yunus and the Grameen Bank were jointly awarded the Nobel
Prize in 2006 for their work on microcredit lending, a number of
institutions working on similar issues have received a great deal of
attention and press coverage. One such organization is Kiva, which was
founded in 2005 by Matt and Jessica Flannery. Kiva prides itself on serving
as a link "between small individual lenders and small individual borrowers",
and on their website visitors can select the person they would like to
support. Recently, this personal connection came under question by David
Roodman, a research fellow at the Center for Global Development. In a
lengthy blog post, Roodman questioned the direct one-to-one relationship
between the lender and the borrower, while remaining largely positive about
Kiva's mission. Some commentators have continued to raise the question of
transparency, and in the wake of the news, Kiva amended a statement on their
website to state simply "Kiva connects people through lending to alleviate
poverty." This controversy has not been bad for Kiva, and the president of
Kiva, Premal Shah, commented this week "If anything, it has drawn more
people into the nuance and beauty of this model of microfinance. It's highly
imperfect, but it's like a 3 ½ year-old child: it has a lot of potential."

Police officers in 'Wa', the capital of Upper West region of Ghana,
allegedly manhandled and detained James Donkor, a journalist with 'Radio
Progress', a community radio, for taking a photograph of a man the po
licemen had allegedly tied to an electric pole, the sub-regional rights
body, Media Foundation for West Africa (MFWA), said Friday.

According to MFWA, the incident happened at the 'Wa Polytechnic' where the
journalist had gone to cover a function.

'One of the policemen pushed me, when I enquired about the treatment that
was being meted out to the young man,' Donkor told the sub-regional rights
body.

The journalist was later physically assaulted, subjected to rigorous
bodily search and handcuffed before being detained in a police cell for
about two and half hours.

Ghana Journalist Association called the arrest, handcuffing and detention
of Don kor by the police as 'unfortunate, unprofessional and a breach of
his fundament al human right and of Freedom of the Press.'

Meanwhile, Mahmud Khalid, the Regional Minster, reportedly condemned the
attack on the journalist and ordered investigations.

Background:

Internews® Network is an international media development organization
based in Arcata, CA and Washington, DC whose mission is to empower local
media worldwide to give people the news and information
they need, the ability to connect, and the means to make their voices
heard.General Function:

Internews Network is currently seeking a broadcast professional for the
position of Assistant Resident Journalism Advisor to be based in Southern
Sudan. The position is a roving, field –based position and requires living
in the communities where the stations are operating. It involves providing
on-going training and mentoring, and building the managerial and
journalistic capacity of community radio station staff in remote parts of
the region.

The position requires experience in training in small low-tech radio
stations preferably in the developing world. The successful candidate will
need to be resilient, resourceful and self motivated to work in the
extremely challenging environment of Southern Sudan and will preferably
have lived in African conflict/post conflict environments. The work
requires extensive travel to remote parts of Southern Sudan. Competitive

Duties and Responsibilities:

* In conjunction with the Deputy Country Director/Senior Training
Manager, assist in the development and implementation of a broadcast
training program for up to 6 community radio stations
* Organize workshops and train community radio reporters and managers
with limited experience on a variety of topics, with special emphasis
on content, production and radio station management
* Assist in development and implementation of community radio station
policies, structures, and general operating procedures to ensure
smooth and professional running of the stations. Train station
management staff in these procedures and ensure adherence to same.
* Travel to community radio station locations in remote regions of
southern Sudan and the Three Areas on a regular basis to provide
necessary guidance and oversee daily operations and programming
schedules of the radio stations
* Assist in development of station identity/branding

* Assist in all Monitoring & Evaluation aspects of the project,
including daily program logs and training reports

* Coordinate with Internews partner organizations and other NGOs to
facilitate creative program sharing and collaboration
* Work extensively in the community to increase community
participation in creative radio programming
* Provide media literacy training with NGOs, government partners and
civil society

Qualifications:

* Minimum 3 years radio broadcasting experience, preferably in
community radio.
* Experience in broadcast training and mentoring.
* Fluency in use of digital field recording equipment, basic studio
equipment and CoolEdit Pro/Adobe Audition.
* Experience living and working in Africa and/or
conflict/post-conflict environments preferred
* Ability to adjust to shifting political circumstances and create
programming accordingly
* Sensitivity to cross-cultural dynamics in the work place
and experience supervising staff
* Must be self-reliant, resourceful, good problem-solver, good
humored, and flexible.

* Ability to travel within Southern Sudan and the Three Areas.
Willingness to spend extended time in the field, with limited
facilities, often under harsh conditions.
* Must be computer literate.

Information and communications technology for disaster risk reduction

It is widely recognized that information and communications technology
(ICT), including space-based technology, plays an important role in
establishing effective early warning systems and success conducting
emergency preparedness and response activities. Aimed at policy- and
decision-makers from developing countries working on disaster risk
reduction in the Asia and the Pacific region, this policy brief discusses
useful infrastructure and applications and recommends actions on how to
mainstream and enhance their use in disaster risk reduction efforts, in
particular with respect to early warning systems.

Copyright Watch collects and monitors copyright laws from all over the world.

The details of copyright law used to be important for only a few in the
creative industries. Now, with the growth of the Internet, we are all
authors, publishers, and sharers of copyrighted works.

Our dream was to build a user-friendly resource of national copyright laws
to help citizens of the world undertake comparative research. We wanted to
raise awareness of the importance of balanced copyright law in the
information society, and draw attention to points of commonality and of
difference in countries' laws and legal traditions. We also wanted to
create an information sharing resource, where copyright watchers could
post information about proposed amendments to their own copyright laws,
and understand the changes in others.

We hope that Copyright Watch will be a resource maintained and driven by
the Access to Knowledge community and that copyright monitors in each
country will help to keep this information up to date and relevant.

Finally, we hope that Copyright Watch will help document the importance of
copyright to all aspects of cultural life and human freedom. Balanced and
well-calibrated copyright laws are extremely important in our global
information society. The smallest shift in the legal balance between the
rights of copyright owners and users of copyrighted knowledge can destroy
or enable business models, criminalize or liberate everyday behaviour, and
transform or eradicate new technology. A law that is passed in one nation
can quickly be taken up by others, through bilateral trade agreements,
regional policy initiatives or international treaties. We all need to keep
watch.
