In doing a bit of research for the upcoming work on the Senate bill,  I learned of the passing of  Fred Schultz. Fred  and his daughter Marcella started the Indiana Historic Radio Museum, and WNRL-LP. Marcella had  passed away a few years before.  This father-daughter team were one of my greatest inspirations in low power radio.

WNRL-LP is  a lovely radio station that was founded by the one room museum of radios in ligonier indiana. They put the actual studio in the local high school a few hours away.  Fred was a retired state trooper with a wry sense of humor, amazing stamina and an incredible love for old fashioned radios.  Marcella was a pitbull of an activist and all around go-getter who was  more or less singlehandedly responsible for forcing the FCC to act on the "appendix B applications," which were eligible for LPFMs under the original rules but cut out by Congress.  After calling non-stop to her Senator, Evan Bayh, and educating the staff on the issue, Bayhs office took an interest and followed up with the FCC to insist that they process the Appendix B applications and give them an opportunity to modify their applications. WNRL- LP and dozens of other stations were eventually granted as a result of her tenacity.

For people that think low power radio is just a bunch of radicals, check out this youtube video of WNRL and see what community radio is like in a small town in Northeast Indiana... The beauty of low power radio is that it reflects the people of a place, and the people who start stations are often people who just love their communities.

The station seems to have survived the transition well, and is now owned by the school district of West Noble, Indiana. They are webcasting now, and seem to have a lot of  high school students and some community members involved. And the schedule says that they still have some old-time radio on the air...

A total of 26 journalists were among those killed in the 23 November
massacre in Maguindanao province (on the southern island of Mindanao) by
alleged supporters of the province's governor, Andal Ampatuan Sr, according
to journalists who have gone to the massacre site.

"This bloodbath is beyond human understanding," a journalist from the nearby
city of Koronadal told Reporters Without Borders, adding: "I have lost 12 of
my colleagues in this massacre."

"The toll from this massacre keeps rising but the governor's son, the
leading suspect, still has not been questioned by the police," Reporters
Without Borders said. "President Gloria Arroyo says those responsible will
be arrested and tried but all the information coming from the field so far
indicates the contrary."

The press freedom organisation added: "Why have the governor's son and the
governor himself not been arrested? Are Mindanao Island's power barons more
powerful than the law itself? The Philippine government's credibility is at
stake."

Nonoy Espina of the National Union of Journalists of the Philippines (NUJP),
who is in Mindanao, told Reporters Without Borders: "Tallying and
identifying the bodies is slow, but it now seems that 26 journalists from
several towns were killed (…) The government is not doing enough to arrest
those responsible. How can the president's adviser be pleased about
obtaining undertakings from the governor when his son, the leading suspect,
is still free? Settling for mere promises is unacceptable after this
massacre."

*Information obtained by Reporters Without Borders*

Victims: At least 57 civilians, including 26 reporters, who were mostly from
General Santos and Koronadal (two cities in the nearby province of South
Cotabato). The journalists worked for local or national newspapers, radio
stations and TV stations.

The murdered journalists include Alejandro "Bong" Reblando of Manila
Bulletin, Henry Araneta of radio DZRH, Bart Maravilla of Bombo Radyo
Koronadal, Nap Salaysay of DZRO, Ian Subang of Pilipino Star Ngayon and
Dadiangas Times, and freelance reporters Humberto Mumay, Ranie Razon, Noel
Decena, John Caniba, Joel Parcon, Marife Montano, Art Belia and Jun Legarta.

The fatalities could include four UNTV reporters – Joy Duhay, Victor Nuñez,
Macario Ariola and Jimmy Cabillo. Philippine news media have also named Leah
Dalmacio of Mindanao Focus, Gina de la Cruz and Marites Cablitas of Today,
Andy Teodoro of the Mindanao Inquirer, Bienvenido Lagarte of the Sierra
News, Neneng Montaño of the weekly Saksi and Rey Merescon of MindaNews.

Suspects: A group of gunmen and policemen led by the governor's son, Andal
Ampatuan Jr, who is a mayor of Datu Unsay (a municipality in Maguindanao
province) and a member of the ruling party. He has not been arrested and is
believed to be at the family home in the provincial capital. According to
witnesses and army officers, the governor gave the go-ahead for his leading
rival's supporters to be ambushed while travelling in convoy.

The attackers reportedly raped, tortured and beheaded some of the victims.
Most of the bodies have been found in mass graves.

Where? The convoy's members were ambushed and kidnapped at around 9 a.m. on
the road to Shariff Aguak, one of the province's main towns. The massacre
took place near the villages of Salman and Malating, about 10 km from the
main road.

Why did this massacre take place? To prevent Esmael Mangundadatu, a
political rival of the Ampatuan clan, from running for governor in next
year's local elections. His wife, who was one of the victims, was leading a
convoy that planned to register him at an electoral office.

Why were the journalists murdered? According to local reporters, about 30
journalists were accompanying the convoy in order to cover this political
initiative. It is believed there were killed in order to eliminate all the
witnesses of the massacre of Esmael Mangundadatu's supporters. Lawyers and
local officials were also among the victims.

Actions of police and army: Several members of Maguindanao police have been
arrested and are being held in a barracks. The army has announced that the
Ampatuan clan's private militia will be disbanded.

After decreeing that tomorrow will be a day of national mourning, President
Arroyo today said: "This is a supreme act of inhumanity that is a blight on
our nation. The perpetrators will not escape justice. The law will hunt them
until they are caught."

villes de la province. Le massacre a eu lieu à proximité des villages de
Salman et Malating, à une dizaine de kilomètres de la route principale.

Pourquoi ce massacre ? Pour empêcher l'homme politique Esmael Mangundadatu,
rival du clan Ampatuan, d'être candidat aux élections locales de 2010. Son
épouse, l'une des victimes, se rendait en convoi pour l'inscrire auprès de
l'administration électorale.

Pourquoi les journalistes ont-ils été assassinés ? Selon des reporters
locaux, la trentaine de journalistes présents dans le convoi pour couvrir
cette initiative politique, auraient été tués pour faire disparaître tous
les témoins des assassinats des proches d'Esmael Mangundadatu. Des avocats
et des fonctionnaires locaux sont parmi les victimes.

Actions de la police et l'armée : Plusieurs officiers de la police de
Maguindanao ont été placés aux arrêts dans une caserne. L'armée a annoncé
que la milice du clan Ampatuan serait désarmée.

Après avoir décrété le jeudi 26 novembre, jour de deuil national, Gloria
Arroyo a déclaré, le 25 novembre : "C'est un acte particulièrement inhumain
qui défigure notre nation. Les auteurs n'échapperont pas à la justice. La
loi les poursuivra jusqu'à ce qu'ils soient attrapés."

Greetings to you from the APFEJ secretariat on Colombo- Sri Lanka.

Svetlana Dylevskaya, an experienced Central Asian senior environment journalist and
Network Editor of the Green Women Environmental Media Agency, Kazakhstan and
Central Asian Network for Ecological Journalists( CANEJ) has taken up the role of
chair of the Asia Pacific forum of Environmental Journalists( APFEJ).She is also the first women
president of APFEJ as well as the first person to become APFEJ president from Central Asia.
The APFEJ new secretariat based in Colombo- Sri Lanka will be open on November 19, 2009.

Following on from its 18th APFEJ World Congress of Environmental Journalists- Colombo- Sri Lanka,
October 19- 22, 2009, APFEJ, announced the newly elected 19-member Administrative Council
who will serve for the term 3 year term APFEJ can be rightly proud of the
active participation of the attendees, more than 103 Environmental Journalists, opinion makers from
34 countries.A new APFEJ administrative Council is in place and ready to forward the APFEJ 's directives.
At the meeting, a new structure for APFEJ was proposed this includes appointing 45 country coordinators
from Asia Pacific countries.As per the constitution of APFEJ, the administrative Council is
elected through its full,associate and individual membership categories.
Of the 19 APFEJ administrative Council members there are 8 women representatives.

The Asia-Pacific Forum of Environmental Journalists( APFEJ) is a network and regional association
founded in 1988,dedicated to promoting education understanding and awareness of the
environment through the honest and accurate reporting of local,regional and international
environmental and development issues.It acted as the head of national environmental journalist
forums or media organizations of 42 countries in the Asia-Pacific region.The APFEJ
ad hoc committee was formed in 1985 at a regional conference on media and environment in Delhi
organized by UN-ESCAP in collaboration with the UNEP.Today, APFEJ,is the oldest and
largest organization of professional environmental journalists, contacts over 12,000 members
around the world. The mission of APFEJ to build into a strong,independent and committed
to promote excellence in environmental journalism worldwide by supporting environmental journalists
specially Asia pacific through Professionalism, Freedom of expression, Social responsibility,
environmental justice, Networking and training.

The roles of APFEJ administrative Council members has been streamlined and the
administrative Council itself consists only of an administrative body, which co-opts or appoints
other members as needed.This is quite a different formation of the APFEJ administrative Council
and means that members can feel free to come aboard the Council for short project specific periods.
The General assembly approved some amendments in the APFEJ constitution.

Ups and Downs for Campus Radio funding

Effects of the recession only one factor in the challenge of sustaining
community-based radio

Ottawa, 20 November, 2009 -- Campus radio stations offer many benefits to
their student body, and campus and community radio is as relevant and vital
as ever. But communicating that value to students is a big job.

The results are mixed: On the downside, SoundFM (CKMS 100.3 FM U of
Waterloo) recently lost a student referendum to restore their student levy
to just $2.50/term, after losing their student funding the previous year in
a contentious referendum. That was a blow that amounted to more than 75%
reduction in their operating budget.

Steve Krysak is President of SoundFM and his team are working on their
options. Says Krysak: "Without financial support from our campus we have
been forced to make severe cutbacks and drastic changes to our operations.
This latest blow has made it much harder to keep producing quality
programming for our community."

All the while, every station is facing the rising costs of training,
personnel, equipment, services, and every aspect of running a radio station.

On the upside, most campus stations can still rely on steady support from
their student body. For instance, Simon Fraser University students voted
last year to increase their annual levy for CJSF (90.1 FM SFU, Burnaby).
CJSW (90.9 FM U of Calgary) is also thriving -- after years of planning and
saving up, they have just completed building their new studios. (See details
at http://www.cjsw.com/). In other demonstrations of local support, CJAM
(99.1 FM U of Windsor) and CKCU (93.1 FM Carleton U, Ottawa) both recently
surpassed their goals for community donations in their on-air pledge drives.

The reasons to support campus radio are many, and the value of community
stations goes far deeper than what is heard on the air. Programming content,
to be sure, is valuable -- and costly to create, even using volunteers.
Beyond this, campus radio stations give skills training to community
members, promotional opportunities to local artists and community groups,
support for emerging artists and new ideas, local news and information, and
a vital role in local community development. Campus and community
broadcasters are also the only broadcasters mandated to provide public
access to the airwaves.

Currently, the CRTC is reviewing their Community and Campus radio policies.
The NCRA and partners are working to build up a national funding mechanism
for campus and community radio. All this while seeking regulatory changes to
support stations' work.

Even once we're successful in these avenues, the role of local listeners is
still going to be the primary one for funding community-based radio.

Charlotte Bourne, NCRA President explains: "We do need to develop more
diverse funding opportunities for campus and community stations, because
our mission gets more and more expensive and we need to be strong and stable
as a sector. But listener support is still a core value, and we will always
have to rely on community donors -- the people who know first-hand what
we're providing to communities."

On campuses, that means students: Campus stations work best when supported
by a reasonable levy on student fees (preferably indexed to inflation), in
recognition of the training and opportunities they provide to students, as
well as local cultural support and programming, and their role in enriching
campus life.

Community-owned and operated, not-for-profit, listener-supported radio is
surviving in the face of many challenges, but it is vulnerable in many
places. In light of changes and cutbacks in the private broadcasting sector
and CBC/Radio-Canada, its mandate is more important than ever.

Summary: India is among the countries with the highest number of persons
living with HIV/AIDS in the world today, although the overall prevalence
remains low. Some states experience a generalized epidemic with the virus

programme brings information to the listeners about this disease.

2. Title of the program: International Women's Day

Summary: International Women's day is celebrated on 8th March every year.
Women did not have the freedom to celebrate a women's day in the past. Women
who gathered to celebrate women's day were beaten by the police and was tear
gassed in 1983. But today women have the freedom to celebrate Women's day.
This programme is produced by 'The Women and Media Collective' in Sri Lanka
as part of the 'Kadathurawen Eha' programme series.

3. Title of the program: Women's rights are human rights

Summary: Many conventional attitudes and traditions have created an unequal
situation for women. Because of this most women and young girls face
different forms of violence and sexual harassment. Should we not think of
constructing a just and equal society that is free from violence and
discrimination? That is the question posed by this radio programme produced
by 'The Women and Media Collective' in Sri Lanka as part of the
'Kadathurawen Eha' programme series.

4. Title of the program: Empowerment of Women
Name of person/organisation: One World South Asia

Language of the program: Hindi
Summary: Women's empowerment is a process through which women gain greater
share or control over resources - material, human and intellectual like
knowledge, information, ideas and financial resources like money. It also
implies enhanced participation in decision-making in home, community,
society and nation. According to the Country Report of Government of India,
"Empowerment' means moving from a position of enforced powerlessness to one
of power".

5. Title of the program: Safety of children in schools
Name of organization: One World South Asia

Country: India

Type of program: Magazine

Length: 4 minutes 16 seconds
Language of the program: Hindi

Summary: Children face a threat to their safety and security in various
places including schools. The problem is multiplied in case of the girl
child. This radio programme produced by 'Jagori' stresses on the urgent need
to address these issues and bring about awareness and subsequent changes in
this situation.

6. Title of the program: The rapist was brought to the martial court
Name of organisation: VHR (Voice of Human Rights) Media / VHRmedia.com

Country: Indonesia

Type of program: Storytelling

Length: 16 minutes

Language of the program: English

When was the program broadcasted: September 2005
Summary: Indun, a teacher in Lampung, Sumatra, Indonesia, worked for
community to combat illiteracy. Her job was a program of Gerwani -a woman
association affiliated to Communist Party. As a member of the association,
Indun actively taught in a school at a remote place. Unfortunately, a
tragedy in 1965 changed everything. And this is Indun's story that she told
in 2001.
This storytelling is produced by Voice of Human Rights Radio Program.
Wirayanti works as producer. The script is written by Landung Simatupang.
Interview by Yayan W. The story is narrated by Landung Simatupang. Endah
Widyastuty-Rei Project as music director. Sound editing and mixing done by
Anie Ismawati.

7. Title of the program: HIV AIDs Programme

Summary: The programme has been made for World AIDs Day with the aim of
creating awareness and gives information about HIV AIDs and other sexually
transmitted diseases. The programme shares gender disaggregated data about
persons living with AIDs and the different groups (drug users, family,
children, drug users, LGBT, etc) that are affected by the disease in Nepal.

8. Title of the program: Mahila Birudhra Himsa (Violence Against Women)
Name of organisation: Environment Cycle Radio (ECR FM 104.2 MHz)
Country: Nepal

Type of program: Studio based discussion programme
Length: 1 hour 44 seconds
Language of the program: Nepali
Summary: The programme has been prepared especially for the 25 November
"International Day for the Elimination of Violence Against Women" by the
AMARC WIN member – women division of ECR FM. The programme talks about
domestic violence and shares light on the different forms of it. It also
enlightens the listeners on the law which has made domestic violence illegal
in Nepal.

9. Title of the program: Mahila Adhikar (Women's Rights)

Type of programme: Feature programme

Length: 58 minutes 58 seconds

Language of the programme: Nepali

Summary: The programme has been prepared especially for the 29 November
"International Women's Human Rights Defenders Day" by the AMARC WIN member –
women division of ECR FM. The programme creates awareness about women's
rights, demands the right to be translated into action and states that for
the country to develop women's right should be upheld. It throws light on
the status of women in Nepal where women constitute 51% percent of the total
population.

10. Title of the program: Stop Violence Against Women

Name of organization: Radio Swara Tamborolangi'

Country: Indonesia

Type of program: Public Service Announcement

Length: 1 minute 2 seconds

Language of the program: English

Summary: This public service message calls for end of violence against
women. The scenario created here is the domestic violence which results from
gambling habit of the husband.

This is an opportunity for you to raise awareness on the issue and stop
violence against women. We will keep you updated on further uploads.

La radio communautaire de Muanda, située à 210 kilomètres à l'ouest de
Matadi, se dit victime de menaces de la part des autorités politico
administratives, notamment la marie de Boma. Selon Jean Ndombasi,
responsable de cette radio, la mairie de Boma reproche à la radio
d'attiser le feu entre les communautés locales de base et les entreprises
pétrolières installées dans ce territoire et de faire la publicité de
certains produits aphrodisiaques, rapporte radiookapi.net

« En ce qui concerne les entreprises pétrolières, vous savez qu'il y a un
comité de concertation habilité à canaliser les besoins de la communauté
locale aux seins de ces entreprises. Et si quelque part ce comité de
concertation ne s'assume pas et qu'il y a des foyers de tension partout,
la radio communautaire de Muanda doit faire parler les uns et les autres.
Et si le contexte exige que pour parle,r il faut une autorisation des USA,
en quoi la radio communautaire de Muanda est-elle coupable ? Pour les
produits aphrodisiaques. C'est quel produit ? C'est quel distributeur,
c'est quelle maison ? C'est quelle émission et quel animateur ? Je pense
que monsieur le maire a des preuves, car la presse est régie par des
textes. Les villageois barricadent la route, prennent en otage les
expatriés d'une manière impartial. C'est notre travail , la radio ne doit
pas se taire pour ces faits lui reprochés. » , a indiqué Jean Ndombasi de
la radio communautaire de Muanda.

Du côté de la mairie, cette correspondance est une interpellation,
question de demander à cette radio de considérer son véritable rôle. José
Niongo Nsuami , maire de la ville de Boma précise : « Une radio
communautaire a pour rôle d'informer, former et accompagner la population.
Mais quand une radio quitte cette mission là pour être un outil de
médiatisation des conflits au lieu que ça soit le canal par lequel les
conflits doivent se régler, elle devient une poudrière pour la population.
Voilà pourquoi nous avons mis en garde par écrit et nous voulons que la
radio communautaire de Muanda puisse nous aider à asseoir la paix. »
