Interview is focused on the current political turmoil in Honduras stemming from
a military coup stages against the left-leaning President Manuel Zelaya in June
2009.

Attention across the Americas turned to Honduras this year after Zelaya was
abducted by soldiers admits a national debate concerning Zelaya's increasingly
left-leaning policies and moves to join the Bolivarian Alternative for the
Americas (ALBA), a Venezuelan-lead economic trading block in the Americas
working to counter U.S. and corporate influence in the Americas.

Today, Manuel Zelaya is held-up at the Brazilian embassy in Honduras, while
supporters have staged multiple major street demonstrations in recent months in
opposition to the first military coup in Central America in recent history,
sparking many memories of violent military-driven politics throughout Central
America in the 1980s within the context of the Cold War.

Although the recent coup in Honduras has been officially condemned by the
Organization of American States (OAS), also by both Canada and the U.S.,
official support for Zelaya aside from natural political allies such as
Venezuela, Bolivia and Brazil has been tepid, while Canada has maintained
diplomatic and military ties with the coup government.

Montreal-based journalist Laura-Julie Perreault writer for La Presse, the
largest French language daily newspaper in North America, recently visited
Honduras reporting on the current political crisis in the country.

Radio Drama in Mozambique tackles impact of natural disasters

Mozambique - IOM is hoping that its new radio drama series in Mozambique
will help people to be better prepared for natural disasters which
routinely hit the southern African country – and so avoid their
devastating consequences.

Entitled "Bravos do Zambeze" (Zambeze Braves), the story focuses on a
village soccer team captain, Jose, and his girlfriend Suzanne. When their
village is hit by a terrible flood and the community is completely
unprepared for it, Jose and his team mates try to get everyone to safety.
The ensuing episodes of the drama serial deal with the consequences of the
flooding through the lives of the people in the village – what can happen
if people are not prepared, and the importance of sticking together as a
community.

Divided into two parts, the second half of "Bravos do Zambeze" deals
mainly with the process of rebuilding, as well as the importance of
adapting to the reality of increasingly frequent and severe weather
patterns.

The aim of the series is to communicate specific useful information about
longer-term disaster management and planning, including farming and
building techniques that are more disaster resistant and preparing for an
evacuation plan for future emergencies.

In recent years, natural disasters in Mozambique have caused widespread
devastation of social and economic infrastructure like farms, roads,
schools and homes, causing large-scale displacement. Between 2000 and
2008, the country was hit by several severe floods and cyclones that
forced hundreds of thousands of people to flee their homes. In 2000 alone,
at least a quarter of a million people were displaced to 89 makeshift
camps as the result of flooding. The 2007 flooding along the Zambezi River
threatened an estimated 285,000 people in river communities and displaced
about 163,000 persons.

For Mozambique, faced with such regular human displacement and loss of
homes, lives and livelihoods, greater knowledge of what a community can do
to protect itself can go a long way to lessening the impact of natural
disasters and the suffering they cause.

For IOM, the media and initiatives like Bravos do Zambeze play a critical
role in bringing about that behavioural change through increasing personal
knowledge of what people and communities can do to help themselves.

Particularly effective is providing that information in an entertaining
way so that it motivates people to take the initiative.

"We chose doing a radio serial because from previous emergency assessments
in the aftermath of floods, we knew that there was a lack of communication
resources in the Zambeze valley region that was a serious obstacle. This
was compounded by language barriers. When we actually began our assistance
programmes, we found that community radio played a vital role in providing
real-time information and in overcoming language issues," says IOM
Mozambique's Chief of Mission, Stuart Simpson.

The first 13 five-minute episodes of "Bravos do Zambeze", produced both in
Portuguese (the Mozambican national language) and Sena (a local language
around the Zambezi Valley), are currently being broadcast on four
community radio stations throughout the Zambeze valley region. The second

The indigenous peoples of Guatemala have kept their culture through 500
years of colonization, brutal repression, and, most recently, 36 years of
genocide that killed 200,000 Maya. But where brute force failed,
globalization is succeeding. Mainstream Western entertainment is now
flooding Guatemala's airwaves, hammering home the 24-hour-a-day message
that Mayans should abandon their languages, their clothing, their
spirituality, and their identities. And the only thing holding back this
tidal wave of homogeneity is a network of tiny 500-watt radio stations.

Accra — With a total number of 10 functioning community radio stations,
Ghana is said to be far behind other African countries in utilising the
potential of community radio to encourage the education and participation
of rural communities in the decision making process.

Mali is said to have more than a hundred of such specialised radio owned
and operated by rural communities with content addressing their specific
challenges.

In Ghana's case, acquiring frequency for the operation of community radio
has, over the years, been the number one challenge, says Wilna Quarmyne,
Coordinator of Ghana Community Radio Network (GCRN). But things are
changing now. The National Communications Authority (NCA) is said to have
applied the brakes on the unbridled issuance of frequencies to the
mainstream radio stations and that it will now fast track applications in
respect of Community Radio.

Nigeria is another bad case, according to the African wing of the World
Association of Community Radio Networks - AMARC Africa. At a
knowledge-sharing meeting in Accra, the group called on the presidency of
that country "to recognise the basic human rights to freedom of expression
and lift the ban on community radio in Nigeria."

Femlinkpacific, the operators of the mobile "suitcase" radio station 89.2FM
today welcomed the news that the Telecommunication Authority of Fiji has
renewed the women's NGO's community radio licence until December 2010:

"Even though we are still required to comply with the media regulations
under the current Public Emergency Decree, this means we can continue with
our weekend broadcasts in the capital city and also undertake our rural
broadcast campaigns, which links rural women in Ba, Nadi, Nausori, Savusavu
and Labasa through the production and broadcast of local programmes which
address their peace and human security priorities," says femlinkpacific
Coordinator, Sharon Bhagwan Rolls, "Community radio is also a valuable way
to promote community based dialogue and discussion."

The rural broadcast campaign is scheduled for January 11 - 23, 2010.

89.2FM uses a low powered transmitter which reaches a 10 kilometre radius.
The project also includes a team of Young Women Producers and Broadcasters
who recently hosted 16 days of special broadcasts dedicated to the annual
global campaign to overcome violence against women.

The suitcase radio station was launched on 5 May 2004.

4th Annual General Meeting of CRF – 19th Feb, 2010 - Bangalore

Dear CR enthusiasts,
 
On behalf of the Community Radio Forum of India (CRF http://www.crforum.in), I am pleased to inform all members that the 4th Annual General Meeting of the Forum will be held on February 19, 2010 in Bangalore.  This meeting will be held in conjunction with the 2nd Regional Conference of AMARC Asia Pacific scheduled to be held in Bangalore from February 20-23, 2010.  The theme of the conference is "Community Radio for Sustainable Development and Good Governance".
 
The agenda for the CRF meeting will be: a) to conduct organizational elections and put in place a new executive committee; and b) to have an open meeting, with members and other CR practitioners, advocates and enthusiasts in order to take stock of the community radio movement in India and share experiences of those already on air. The first part of the meeting mentioned as (a) above will be open for registered members of CRF only, however the second part of the meeting is open to all.
 
The CRF meeting as well as the AMARC conference will be held at The United Theological College, 63, Millers Road, Benson Town, BANGALORE - 560046.
 
We encourage all of you to attend the CRF meeting and register for the AMARC conference. Please make your travel plans at the earliest so that you don't miss this important meeting of CRF and an opportunity to interact with others in the region. Meanwhile, we would like to request specific suggestions on the agenda for the CRF meeting mentioned above.  In addition, please review the draft agenda of the AMARC conference and share any ideas you may have for scheduling some sessions in which India participants could play a meaningful role at least on the first two days.  This suggestion is being made on the assumption that, although members are welcome to stay on for the full conference of AMARC, most of us may not be able to stay in Bangalore for more than two or three days.
