Opportunity for Community Radios in South Asia to Participate in Internet
Broadcasting Workshop

In the past few years in South Asian countries there have been a
remarkable progress in the development of community radios. Liberalization
of broadcast policies by the states and formulation of community radio
policies in South Asian countries like Bangladesh and India have led to
the establishment of remarkable number of community radios in these
countries.

Opening up of the community radios in South Asia has definitely provided
the opportunities for the marginalized communities to voice for themselves
and have given voice to the voiceless. Amongst the opportunities there
however are challenges, amongst others, like raising the voice of the
communities at much higher levels. How the voices of communities raised by
the community radios can be raised at the national, regional and
international levels? The
opportunity for this lies in the application of new media technologies for
Internet broadcasting. The community radios by having the capacity on
Internet broadcasting can raise their voice beyond the community level to
the national, regional and international levels.

To address the need for the community radios to build their capacity to
raise their voice beyond the community level, Panos South Asia is
organizing a five-day workshop exclusively for community radios in South
Asia titled 'Internet Broadcasting for Community Radios in South Asia' at
its Media Centre in Kathmandu, Nepal from 13 - 17 September 2010. The
five-day workshop shall orient the community radios on the concept and
applications of Internet broadcasting, and hands-on on actually creating
Internet radio or broadcasting. It will also be an opportunity for
community radio practitioners in South Asia to network and share
knowledge.

Community radios from only South Asian countries who are interested to
attend this workshop may apply by filling out the attached application
form and submitting it by e-mail to <mailto:prsa@panosradiosouthasia.org>
prsa@panosradiosouthasia.org by 15 July 2010. All the costs for attending
the workshop shall be covered by Panos South Asia. ONLY selected
applicants who meet the criteria for participating in the workshop shall
be informed about the outcome of their applications by 10 August 2010.

Freetown — Following a series of meetings between the president of the
Sierra Leone Association of Journalists and the chairman, board and other
commissioners and members of the National Telecommunications Commission
(NATCOM), the annual spectrum fee for radio stations has been halved for
community radios throughout the country.

In a reply to a letter written to him by SLAJ, NATCOM chairman Siray Timbo
said his board had agreed that instead of the existing US$500, community
radio stations would now pay US$250 at the official exchange rate in Leones.

Smile FM's troubles began two years ago, when the County Police Commander
and two Liberia National Police officers marched into the studio, ordered
staff to leave, and took control of the the radio station. They were acting
on orders of the County Superintendent, Chris Bailey, appointed by President
Ellen Johnson Sirleaf to manage Grand Gedeh County.

"[The police] said we needed to leave the compound by order of the
Superintendent, and the radio should be shut down for carrying
anti-government slogans," describes former station manager Garley Marh, who
has been banned from the premises ever since.

This is one of the radio stations for which Journalists for Human Rights is
trying to provide training for reporters. So, as you can imagine, as I stand
in front of Smile FM's reporters, giving my best inspirational speech about
them being "courageous watchdogs" and "holding those in public office
accountable"…well, it's just not that simple.

The Institute of Development Studies (IDS -

invites entries for their first awards for reporting on international
development, soliciting compelling alternative narratives and critiques and
encouraging discussion on development issues and processes. Journalists from
around the world are requested to submit their best articles, news pieces,
critiques, and editorials that focus on poverty alleviation, democracy and
governance, rights, health, and other Millennium Development Goals.

There will be 3 awards: one of UKP 500, and two of UKP 250.

Deadline for submission of articles is July 9th 2010.

In order to participate either by submitting a story or commenting on

Journalists must register and join The Communication Initiative's
Development Networks Group "Awards: Media Reporting on Development" (

Submissions will be open for comments/critique by other members of the
"Awards: Media Reporting on Development" Group (

Submissions will be judged and selected for prizes by a group of IDS
research fellows, board members, and communication staff.

Criteria:

1. TYPE: The article submitted must have been published in some print or
online media form (newspaper, journal, magazine, etc.) in the period from
Jan 1 2009 through May 30 2010.
2. CONTENT: The article must have a focus on a recognisable development
issue (e.g., poverty, health, rights) or a recognisable development process
(e.g., participation, advocacy, policy development, system strengthening).
3. PERSPECTIVE: There should be a prominent focus within the piece on the
voices of those most affected and/or those engaged in the development
process or issue that is the focus of the piece. The piece will also be
judged based on originality of perspective.
4. RELEVANCE: The piece must show the ability to locate the specific
development issue or process being reported within overall national or
global development dynamics.
5. REPORTAGE: There must be a high standard of journalism demonstrated
within the piece.
6. QUALITY: The writing must be of a high standard.

*Process:*

Beginning June 9th 2010, journalists will be Invited to join the
Communication Initiative's Development Networks Group "Awards: Reporting on
International Development" (http://groups.comminit.com/node/318017) and to
submit the stories that they wish to have assessed.

Between June 9th and July 9th 2010, journalists can Submit their work as
Posts to the Group, with brief outlines in the posts themselves and their
stories attached as PDFs or links to online versions of the full stories.

During this time, other members of the Group will be able to Comment on
these stories - in order to both inform the judges' deliberations and
encourage a process of mutual support and guidance.

The Decisions on the award winners will be made by the IDS-convened judges
group between July 10th and July 16th 2010.

The winners will be announced on or just after July 19th 2010.

The Top 10 outstanding stories will be featured within The Communication
Initiative process after the awards are announced.

recently set up in remote Papua, Indonesia. A survey found that Radio Pikon
Ane did much more than provide independent news and information to a region
previously without any access to local media, it also acts as a valuable
tool for development.

Set up with the simple goal of bringing information access to those living
in the remote Central Highlands of Papua, Indonesia, a recent survey has
found that Radio Pikon Ane is achieving much more than that: it is also
acting as a highly effective tool for development.

Through research and in-depth interviews with dozens of Radio Pikon Ane
listeners and others involved in the establishment of the station, the
November 2009 research provides unique insights into the harsh realities of
life in one of the most under-developed parts of Indonesia and the profound
impact that the radio station is having.

This includes one of the highest poverty rates nationwide, with over half
the district's population living below the poverty line, compared to a
national average of less than 17%. Malnutrition is common-place and food
scarcity a seasonal routine. Less than 12% of the population in the district
has completed primary school.

In a place where basic services are all but non-existent, the research found
that Radio Pikon Ane is addressing these problems and, in doing so,
improving the quality of life of its listeners.

In a subsistence farming community such as this, selling produce at market
represents a valuable opportunity to earn cash, but until recently farmers
were at the mercy of brokers who determined prices. By broadcasting news
about crop prices in the provincial capital and allowing the farmers'
cooperative to coordinate the sale of produce via the radio, Radio Pikon Ane
has improved their bargaining power and increased their ability to command
higher prices.

The station is also playing a key role in health care, particularly
important in a district where even the most basic health facilities are
virtually non-existent, maternal and neonatal mortality rates are high, and
where over half the population suffer from respiratory tract infections and
almost 100% annually report having diarrhea. In many instances the illnesses
suffered are avoidable, and Radio Pikon Ane is seeking to educate people
about this. A woman interviewed for the study explained, "*The station often
reminds about washing our hands before we eat… because you might get ill…*"
With Papua having the highest rate of HIV/AIDS in the country, the radio's
ability to increase awareness of it and its implications is vital. One man
told the research team: *"I heard about HIV/AIDS on the radio. It was a
program about how dangerous the disease is and how… we could catch it and
give it to our wives. We have to be careful and take care of our families."

A less expected breakthrough has been growing awareness and acceptance,
among both men and women, of women's rights. Regular Radio Pikon Ane
listener, Kores Wetipo, explained how radio programs on the subject have
changed his behaviour. * "I listened to [the programs], and most of what
they said made sense. Now I never beat my wife… There are lots of men here
who don't understand about women's rights. Lost of them beat their own
wives…. There has to be lots of programs about women's rights so the men
understand about them."*

Radio Pikon Ane's positive impact on all aspects of life is impressive, but
its most remarkable success to date was in getting local schools reopened
that had been shut for months or even years. Reports by the station about
the almost total breakdown of the school system in the area due to chronic
teacher absenteeism initially met with no response from the authorities. But
after national radio news agency, KBR68H, also started to investigate the
problem, the local education department belatedly took action.
Astonishingly, it took no more than the broadcast on the radio of warnings
from the local government that teachers who failed to return to work would
face administrative sanctions, to solve the problem.

*"The remote location and its lack of development meant that there were many
challenges in setting up this station*," admits Santoso, Managing Director
of KBR68H. "*We even had to set up a micro-hydro system so that the area
could have electricity. But we are very proud of what we have been able to
achieve in collaboration with the local people in the area."*

Tessa Piper, Indonesia Program Director of the Media Development Loan Fund
(MDLF), which commissioned the research, argues, *"Through this radio
station we have been able to prove that it is possible to have a profound
and positive impact on the lives of tens of thousands of people in a part of
the country that has otherwise been largely off the development radar. Given
the modest costs involved, the potential for replication of this model, not
just in Indonesia, but in other developing countries, is significant.*"

Radio Pikon Ane was established in September 2007 by Indonesia's only
independent national radio news agency, KBR68H, and the Indonesian
Association for Media Development, an NGO, with support from the Media
Development Loan Fund (MDLF) and the Dutch government.

ZEKE KHASELI MINI CONCERT

 

Zeke Khaseli mengadakan konser mini di aksara Kemang, Jakarta pada hari
Sabtu, 12 Juni 2010. Acara bertajuk "SPASIBA
AKSARA!" ini akan berlangsung sejak pukul 16.00 hingga 18.15 WIB. Gratis.

 

Pada acara tersebut, Zeke Khaseli akan memainkan sekitar 11 lagu yang
diambil dari album "Salacca Zalacca" yang rilis sejak Mei 2010 di bawah label Blackmorse Records, Jangan Marah
Records, dan Demajors Independent Music Industry.

 

"Salacca Zalacca" merupakan debut
album solo Zeke Khaseli. Sebelumnya, ia tergabung dengan band LAIN, Zeke &
The Popo, dan Mantra. Album "Salacca Zalacca" menampilkan 17 lagu. Tema lagu berupa obrolan keseharian diaduk
fantasi. Banyak pengaruh film, tertama pada lirik-liriknya. Secara
musikal, album ini tersusupi pengaruh antara lain dari Blur, Beck, The Flaming
Lips, Adam Green, Daniel Johnson, dan tentunya, The Beatles. Zeke Khaseli juga
memasukkan unsur science fiction-
baik dalam rekaman maupun pertunjukkan panggungnya. Musik, video, busana. Melihat bumi seperti kebun
binatang di luar angkasa.

 

Pada mini konser nanti, akan tampil pula aksi pembuka dari Indie Art Wedding.
Nama ini merupakan project dari
pasangan Irma dan Cholil (Efek Rumah Kaca). Indie Art Wedding telah merilis
mini album mereka "Hidup Itu Pendek, Seni itu Panjang" via netlabel Yes No Wave Music pada Desember 2009.

 

Sore hari Sabtu esok, luangkan waktu Anda untuk menyaksikan "SPASIBA AKSARA!"- ZEKE KHASELI MINI
CONCERT. Khusus hari itu, tersedia sunatan harga bagi pembelian merchandise Zeke Khaseli, "Salacca
Zalacca".
