Although nearly a year has gone by since the coup d'état of 28 June 2009,
the authorities continue to adopt arbitrary repressive measures against
opposition and community news media. The latest example is yesterday
morning's assault by troops and police on *La Voz de Zacate Grande 97.1 FM*,
a community radio in the southern peninsula of Zacate Grande.

Armed with a warrant for the arrest of five peasant leaders, around 300
soldiers and police invaded the community and shut down its radio. Yellow
tape bearing with the words "crime scene" now surrounds the small station,
the World Association of Community Radio Broadcasters (AMARC) said.

Military occupation of news media before an official closure order was
issued was typical of the methods used at the time of the coup. It was the
procedure used to force *Radio
Progreso*<http://en.rsf.org/honduras-radio-progreso-raid-shows-how-24-11-2009,35075.html>off
the air just a few hours after President Manuel Zelaya's ouster .

The same procedure was followed when *Radio Globo* and *Canal
36-Cholusat*were closed during the state

was declared in September in response to Zelaya's clandestine return,
and when cable TV antennae were seized in order to censor the foreign media
.

The only possible explanation for yesterday's raid was the desire to silence
a radio station that spoke for a community involved in serious land dispute,
just as the only possible explanation for the crime scene tape was to
criminalise the people and their radio. Whether *La Voz de Zacate Grande* is
paying the price for the land dispute or whether it is the primary target of
this persecution<http://en.rsf.org/honduras-seventh-journalist-shot-dead-in-21-04-2010,37102.html>,
this is political censorship and a violation of the Inter-American
Convention on Human Rights.

Ofcom has awarded a new community radio licence to London's Rinse FM, which
has established a reputation as a innovative and groundbreaking station
since it was setup in 1994.

The station plans to use its new community radio licence to showcase UK
urban and dance music and to interact with and influence these music scenes.

It will also promote education and training, broadcast and other media
opportunities in inner London.

SINGAPORE (IDN) - In the 1990s, pressured by the globalization push from
the West, there was a great wave of media liberalization across Asia. Many
governments reluctantly gave up control of the airwaves, first allowing
private FM radio and later private television channels as well.

A decade or more after this wave of media liberation swept Asia, many
communication experts in the region are now arguing whether private
commercialized media really allows freedom of expression and promotes
cultural diversity.

It has mainly resulted in private radio licenses going to entrepreneurs who
want to use the radio to promote their other business interests or political
ambitions, and sometimes both. Thus a new wave of media liberalization is
now sweeping Asia -- that is the spread of community radio.

This was acknowledged by the recent Asia Media Summit in Beijing when for
the first time a plenary session on community radio was introduced under the
title "Promoting'On-Air Diversity': A Case for Community Broadcasting".

While community radio expanded rapidly in Latin America and Africa in the
1990s, in Asia it was slow to take off. Asia's first foray into community
radio Mahaveli Community Radio (MCR) in Sri Lanka has faced government
indifference since its launch in the late 1980s. But Philippines Tambuli
community radio, which was inspired by the MCR experiment, has expanded in
the past decade and a half to over 30 stations. Nepal -- whose inspiration
was Tambuli -- has seen a dramatic increase in community based radio in the
past decade which has tempted some to call community radio the mainstream
radio in the Himalayan republic.

In Thailand, where there is an estimated 6000 community radio stations that
have sprung up since the 1997 constitution paved the way for peoples' radio,
the community radio is credited for having mobilized the peasants and
farmers' 'red shirt' movement to take on the traditional ruling elites in
Bangkok that includes the monarchy and the military.

NEPAL

A shinning example of the spread of community radio in Asia is Nepal, where
there is an estimated 60 such stations across the country. Most of them were
instrumental in mobilizing people to overthrow the monarchy and create a
republic in 2006. But, its very success is threatening to undermine the
sector.

INDONESIA

Indonesia, which has also seen a proliferation of so-called community radio
stations in the country of 205 million people, is also facing a similar
situation because there is no category for community radio licensing.

LOCAL VS GLOBAL

Some stations have also fallen prey to a foreign agenda, where western
funding agencies have supported projects to promote freedom of speech in
countries, which have not had a liberal open democratic system. This has
created friction with governments and hindered the localization of the
community radio, especially in economic sustainability.

Western funding agencies must also realize that in the age of globalisation
community radio could play a leading role in helping people to protect,
nurture and develop their local cultural expressions -- such as music and
poetry -- in the face of the international global media onslaught such as
from MTV.

Such a role for community radio is also an issue of freedom of expression.
For many rural, remote or marginalized communities community radio could
provide a great service in providing education and overcoming the literacy
barriers. Some of these communities don't always belong to ethnic
minorities.

familiar tunes. Resonance104.4fm, the award-winning radio station which
famously does not have playlists, presents an entire day devoted to a
single song.

Radio Yesterday presents 24 solid hours of radio in the company of The
Beatles's "Yesterday," reputedly the most covered song in history - in as
many cover versions as it's possible to secure. Midnight to midnight, the
day after Sir Paul McCartney's 68th birthday.

Radio Yesterday is one thing, Radio Yesterday is many things. It's a
forensic examination of "variations on a theme." It's an homage to an
enduring masterpiece. It's an investigation into what turns a pop song into
currency. It's a satirical take on "golden oldie" playlists. It's a
exercise in casual listening taken to a crazy extreme. As comfort zone
turns into endurance test and back, Radio Yesterday is presented as a
conceptual radiophonic artwork by Resonance104.4fm, the winner of the
Radio Academy's Nations and Regions Award for London.

Radio Yesterday is conceived and produced by Ed Baxter. It is curated by
sound-artist Dan Scott. It features the voice of continuity announcer Piers
Gibbon.

[creative-radio] Question concerning unlicensed radio

Dear list,

(I hope it's okay to ask a question on this list, please excuse if not.)

I am looking for sources of online information concerning the use of
unlicensed fm transmitters (sometimes called "pirates"). The official
line is that such transmitters are illegal as they interfere with
commercial, state and emergency channels and also with aircraft
communication channels. The first two I understand but am sceptical
about the inteference with emergency services and aircraft.

I would be interested in reading information to support these claims.
And also hearing about experiences in different countries. If you have
any interesting links, please do share!
