Using the emergency decree, authorities have recently shut down 26
community-radio stations in nine provinces and pressured six others to
discontinue their services.

As many as 84 community-radio stations have been blacklisted and their
activities closely monitored in the latest round of political unrest. At
least 35 people related to these media outlets - like radio hosts, station
chiefs and executives - are already facing legal action for allegedly
mobilising their listeners to the red-shirt rally in Bangkok, for
broadcasting what was going on at the rally site and for distorting
information.

"However, there are no clear details to substantiate these charges,"
Campaign for Popular Media Reform (CPMR) secretary-general Suthep
Wilailert said yesterday.

He was speaking at a seminar about the fate of community radio stations
under the state of emergency.

CPMR organised the seminar under its Community Radio Watch project, which
has received support from the Heinrich Boll Foundation.

Suthep said the authorities had in many cases threatened the community
radio stations because sometimes up to 200 soldiers turned up in full
force to seize their equipment.

In Ubon Ratchathani, some 200 officials showed up to shut down a community
radio station. In Chiang Mai, up to 500 officials were deployed to close
down another community radio station.

Suthep said some of these officials were even carrying machine guns.

According to him, some community radio stations continued to operate but
with much restriction. For example, they have to put up a board saying,
"No comments on political situation" to remind their staff to not cause
trouble for the stations.

The National Telecommunications Commission (NTC) supervises community
radio stations, but with the emergency decree in place, security agencies
have the mandate to intervene.

"If national security is involved, the immediate closure of a community
radio station is possible," Dr Surat Metheekhul of NTC said.

However, he said NTC would look into complaints about alleged unfair
closures.

National Federation of Community Radio Station secretary-general Wicharn
Oun-ok said the hosts of community radio stations tended to speak in
laymen's language and made casual remarks the way people did in their
everyday life.

CKUTs radio's weekly global music program, 'world skip the beat', airs each
Monday featuring musical sounds from around the world. A special edition,
Cultural Crossroads V, will highlight unique music while featuring extended
interviews with Algonquin hip-hop artist Samian and Montreal-based poet Kaie
Kellough.

* Samian is an Algonquin hip-hop artist based in Montreal, the first to rap in
both French and Algonquin. Born in the community of Pikogan in Abitibi
Temiscamingue, Samian (Samuel Tremblay) recounts the tales of the youth in his
community and the plight and struggles of First Nations. Samian.s music has
struck a cord in Quebec society and within the hip-hop community and beyond
through collaborations with the celebrated Quebec hip-hop ensemble Loco Locass.

Pakistan Press Foundation (PPF) invites applications for four-month radio
journalism training programme

Pakistan Press Foundation (PPF) invites applications from working
journalists and radio professionals for a four-month radio journalism
training progrmme.

The training programme will include participation in four three-day
practical capacity-building workshops by eminent radio journalists,
production of news packages during the workshops and assignments that will
have to be completed in between workshops.

Applicants must have and know how to operate digital audio recorders.
Approval of employers is required for participation in the programme.

The first workshop will be held in Karachi in mid July. PPF will cover the
boarding and lodging, and travel expenses upon submission of original
tickets.

Applicants may their CV and a letter detailing their experience and how
participation in the programme will be useful to them to

[creative-radio] Prometheus Radio Project to help launch WGXC in September

 

Hudson, NY--This September, Prometheus Radio Project and WGXC will hold Prometheus's 12th community radio barnraising. Radio barnraisings are weekend-long radio and movement-building events. Individuals from the local community, participatory media advocates, and artists from around the country will converge in Hudson, NY to share ideas, experiences, and skills in the launching of WGXC's full power community radio station.&#8232;

"For the past ten years, we've been fighting to take the airwaves out of the hands of the powerful few and place them in the hands of communities. We've supported many groups in starting low-power and full-power FM radio stations that serve as tools for social justice organizing and a voice for community expression," says Andalusia Knoll, Community Radio Coordinator with the Prometheus Radio Project.

The Prometheus Radio Project has helped many groups, including farmworker unions, civil rights groups, and rural arts organizations build their stations while training a new generation of radio organizers across the country. The collaboration with WGXC, which will broadcast at 3,300 watts as opposed to the 100 watts of low power stations, will be Prometheus's first full-power barnraising. This new station will be uniquely decentralized with three main studios spread out across the listening range, allowing broader participation from residents of New York's Greene and Columbia counties. Partnerships are already forming with schools, music venues, and town halls to create live feeds from various locations, furthering the scope of the station.

WGXC: Hands-On Radio will be much more than just a radio station, with regular exhibitions and events, ongoing media trainings, a news blog, and community meetings. "We are all aware of the urgent importance of protecting and supporting our local resources, food system, watersheds, farmland, and local arts and cultures," explains Kaya Weidman, a member of WGXC's Radio Council and co-founder of Germantown Community Farm. "WGXC is simply local media, a key tool for all these crucial issues."
