[creative-radio] Radio Futura @ Future Places :: Call for works

The official FuturePlaces radio station

October 12-16, 2010

Digital media and local cultures intersect at FuturePlaces in Porto, bringing
discussion and pratice to a common table. RadioFutura will be the place to find
this intersection in the radio space, directly on your receiver at 91.5MHz in
Porto or listening online.

This is a call for works to be streamed and broadcasted on RadioFutura under
the motto "Digital media and local cultures". We believe the future of radio is
Local. Come and participate!

We´re looking for pre-recorded programs of 30 min. to one hour or, if you're
brave enough, live broadcast through streaming or from our temporary studios in
the city of Porto.

You can submit any kind of program, as long as it is connected to radio digital
culture and/or local cultures in any way.

Deadline for submitting your proposals is: August 31, 2010

Send your proposals as mp3 files (or links), with a brief description. If you
want to do it live, by webstream or in Porto, please send it has proposal/rough
draft and technical rider.

Radio Futura is a joint venture between FuturePlaces and Rádio Zero.

FuturePlaces 2010 is an international digital media festival focusing on the
potential of digital media to change local cultures and societies. It does so
by exploring digital culture in its many forms: from concerts to exhibitions
and competitions, from workshops to parties, from conferences to film
screenings.

Rádio Zero is a university radio in Lisbon, Portugal, streaming 24/7 on the web
and promoting free access to broadcasting. It instigates and promotes
unorthodox or exploratory uses of radio, as content, form or technology and is
one of the founding partners of Radia. Every two years if makes an
Internacional Radio Art Festival in Lisboa, RadiaLx.

Community radio station to debut with international radio barnraising

Hudson, NY-- A new, community radio station serving 78,000 people in Columbia and Greene Counties prepares to go on the air with a weekend of trainings, workshops, and events. The radio station is WGXC and they are calling the event a "radio barnraising. In collaboration with Prometheus Radio Project, the barnraising will bring experts from around the country to train area residents in all aspects of radio production.

"For the past ten years, we've been fighting to take the airwaves out of the hands of the powerful few and place them in the hands of communities. We've supported many groups in starting low-power and full-power FM radio stations that serve as tools for social justice organizing and a voice for community expression," says Andalusia Knoll, Community Radio Coordinator with the Prometheus Radio Project.

The Prometheus Radio Project has helped many groups, including farmworker unions, civil rights groups, and rural arts organizations build their stations while training a new generation of radio organizers across the country. The collaboration with WGXC, which will broadcast at 3,300 watts as opposed to the 100 watts of low power stations, will be Prometheus's first full-power barnraising. This new station will be uniquely decentralized with three main studios spread out across the listening range, allowing broader participation from residents of New York’s Greene and Columbia counties. Partnerships are already forming with schools, music venues, and town halls to create live feeds from various locations, furthering the scope of the station.

WGXC was selected by the Federal Communications Commission (FCC) to broadcast on 90.7-FM. With support from hundreds of donations and a matching grant from the federal government, WGXC is raising the necessary funds to go on the air.

WGXC: Hands-On Radio will be much more than just a radio station, with regular exhibitions and events, ongoing media trainings, a news blog, and community meetings. “We are all aware of the urgent importance of protecting and supporting our local resources, food system, watersheds, farmland, and local arts and cultures,” explains Kaya Weidman, a member of WGXC's Radio Council and co-founder of Germantown Community Farm. "WGXC is simply local media, a key tool for all these crucial issues."

Campus and community radio policy

*This document sets out the Commission's revised policy for both campus and
community radio. The Commission considers it appropriate to establish a
single policy for this sector that makes provision for differences in the
two types of stations where appropriate.*

*The matters addressed by the policy include:*

- *the role, definition and mandate of campus and community radio
stations;*
- *a simplified approach to licensing campus and community stations,
including elimination of the campus instructional category, elimination of
the distinction between Type A and Type B community stations, and revised
provisions for developmental stations*;
- *programming requirements*;
- *the role of volunteers;*
- *a new approach to funding the campus and community radio sector
through basic Canadian content development contributions from commercial
radio stations and the tangible benefits packages established in ownership
transactions*;
- *easing of limits on advertising on campus stations*;
- *technical matters, including the Commission's approach to low-power
stations;*
- *how the Commission will deal with competitive applications;*
- *other means of delivering programming, such as new media*;
- *Canadian ownership and control requirements and collection of
ownership information*;
- *cultural diversity*; *and*
- *other matters relating to the campus and community radio sector.*

*Finally, the Commission sets out how it will implement the various aspects
of the new policy.*

*A summary of the new policy is provided in Appendix 1.*

*A dissenting opinion by Commissioner Marc Patrone is attached.*

July 22, 2010. Kathmandu. The World Association of Community Radio
Broadcasters, AMARC is deeply concerned by the reports about the
restrictions imposed on community radio stations in Thailand including the
closure of several stations. Recent reports state that using the emergency
decree, authorities have shut down 26 community-radio stations in nine
provinces and pressured six others to discontinue their services, and as
many as 84 community-radio stations have been blacklisted and their
activities closely monitored. It is further reported that at least 35 people
related to these media outlets - like radio hosts, station chiefs and
executives - are facing legal action for allegedly mobilising their
listeners to the red-shirt rally in Bangkok, for broadcasting what was going
on at the rally site and for distorting information. "However, there are no
clear details to substantiate these charges," said the Campaign for Popular
Media Reform (CPMR) secretary-general Suthep Wilailert. He was reported to
be speaking at a seminar about the fate of community radio stations under
the state of emergency.

Article19 of the Universal Declaration of Human Rights clearly states
that "everyone
has the right to freedom of opinion and expression; this right includes
freedom to hold opinions without interference and to seek, receive and
impart information and ideas through any media and regardless of
frontiers." As an advocate of fundamental human rights including the right
to communication and information, and as the global network of community
broadcasters, AMARC calls upon the Government of Thailand to ensure that
community broadcasters are not harassed for the political views they hold.
"Community radio stations speak on behalf of the people of the community and
it is wrong to execute the messenger. I appeal to the Government of
Thailand and the concerned authorities to not to arbitrarily oppress
community broadcasters under any pretext," said Imam Prakoso, Vice President
for South East Asia in the AMARC Asia Pacific Regional Board. Expressing
concerns over the closure of the stations and legal actions underway against
community broadcasters, he has called to uphold the internationally accepted
rights of community radio stations to freely and independently broadcast
views on political, social, and economical, as well as all other issues that
concern the lives of the communities that the stations serve.

As the world's biggest broadcasting movement with more than 5,000 member
community broadcasting stations and advocates worldwide, AMARC believes that
democracy and social justice is only achievable when there is a free press.

A recent helpful publication is:

Radio, newspaper and more: media tools for peace. Experiences from the field, 2002-2008
By Martin Zint, Neuwied (Germany): Eirene, 2009, 51 p.

Practitioners from radio initiatives in Chad, Niger, Mali and the Democratic Republic of Congo report their experiences regarding the function and perception of the media in both conflict management and the promotion of peace. The publication shows also the different contexts in which radio may be used to supply the large illiterate population with basic information (in Niger) or as a platform for political debate (Southern Chad). The reports from the field are complemented by conceptual considerations on media in conflict-prone societies. Altogether, this is a lively, bottom-up inspiration for conflict-sensitive media work. Hello everyone

My name is Erubiel Valladares and I am currently working for Radio
Movimimiento KPCN-LP in Woodburn OR.

I am working with Prometheus Radio Project in the making of a handbook that
can be useful for community radio stations.

I want to invite the people at this mailing list to see if anyone would like
to share some of their stories in conflict resolution in their stations
(stories that would be added to the handbook to give the examples and
scenarios, privacy of station name and peoples names will be respected. )

I would like to invite anyone that would like to help me out..

If anyone would like to take some time for a quick and simple questionnaire
to quick define the conflict and the solution that was in your case.. Please
feel free to contact me.
