Community radio and email station operators from throughout the province
have gathered in Buala Isabel province for a week-long training workshop
in basic journalism.

People First Network and Solomon Islands Development Trust (SIDT) are
co-facilitating the training for the operators.

The training was conducted at the Diocese of Isabel conference room Buala
a total of fourteen men and women community radio and email operators
attended the training.

Speaking at the start of training on Monday 1st November, one of the
training facilitators, Mr Tony Matelaomao of People First Network
highlighted the relevance of the training in building the capacities of
operators to identify and write about issues affecting the lives of the
people.

"This training is a stepping stone to more effective communication of the
major issues affecting provincial communities.

The participants will emerge at course end with an understanding of the
fundamentals of story construction and will be familiar with the basic
skills applying to journalism.

The results from this training should be apparent over the coming months
as operators use their skills and knowledge of the media to help address
issues such as, violence against women and children, lack of roads,
teacher absenteeism, alcohol abuse, climate change, land disputes,
disquiet over the disappearance of funds for local projects and lack of
community cooperation in key projects."

Community Media Manager SIDT Joseph Major said the other training will
help both Community radio and email operator to develop their own radio
news for community radio station broadcast it and could also send their
issues of concern to the mainstream media" he said.

Speaking on behalf of the participants, Susubona Radio operator Mr
Patterson Khana said "This is first time for community radio and email
operators to undergo such training, we will go back after this week
training and train other young and female and male radio operator on this
valuable skill" he said.

government is now more committed to empowering the people

HE Government of Nigeria has directed the National Broadcasting Commission
(NBC) — the government agency in charge of regulating the country's
broadcast industry — to commence the issuance of licences for community
radio stations.

Until now, NBC was mandated to seek presidential approval before any
community radio licences could be issued.

Nigeria currently has over 350 functional broadcast stations made up 123
privately-owned radio and television stations and 227 government-owned radio
and television stations.

However, no community station has been licenced since government deregulated
the country's broadcasting sector in the early 1990s.

President Goodluck Jonathan said in Abuja at the just concluded Africast
conference that government is now more committed to empowering the people so
that they not only hear but are also be heard.

Jonathan said this desire to empower the people informed the decision of the
federal executive council to approve the guidelines for the NBC to issue
licences for community radio stations.

Said Jonathan : "The federal government has devolved to the NBC the powers
to consider and issue the licences without further recourse to the
presidency, provided such applicants have met all the conditions stipulated
by the law".

He assured that government is determined to ensure that the country keeps to
its target of 2012 for the transition from analogue to digital transmission.

Jonathan said in recognition of the fact that digitalisation of the
broadcast sector is best driven by policy, government would soon send a bill
to the National Assembly for a law that would provide the legal framework
for the transition.

The Bill, when passed into law, would deal with such issues as signals
distribution system, licensing framework, spectrum planning and broadcast
standards as well as training and any other issue that will make the
transition smooth and meaningful.-
