The Globe and Mail fires a journalist suffering from depression after
Manulife Insurance secretly videotapes her and has a secret psychiatrist
declare her not ill.

A much-honoured reporter with *The Globe and Mail *for more than 20 years, *Jan
Wong *incurred the anger of management, suffered a breakdown and the agony
of clinical depression and eventually was fired.

In the midst of her depression, she couldn't eat, couldn't sleep, could
barely converse with friends. She eventually pulled out of it, and has
written about her experience in a new book called *Out of the Blue*.

"...Jan Wong is an award winning newspaper reporter and author, who was, at
one time, the Beijing bureau chief for the Globe and Mail and one of the
most prominent feature writers Canada has ever produced. ... Jan went
through a complete nervous breakdown. The Human Resources department at the
newspaper cut off her benefits and sick leave after six weeks. (Her union
contract stipulates that workers are eligible for six months sick leave).
Jan was ordered back to work but felt it was too soon as she was unable to
write and had a medical certificate so stating. When she failed to show up
in the newsroom as required, she was fired in 2006...The Globe has been a
great employer when it comes to handling reporters in war zones and other
stressful situations. Jan Wong clearly underwent a clinical depression
caused by job-related post-traumatic stress disorder. If she has been in
Iraq or Syria or Sierra Leone, the Globe would have had no hesitation about
giving her or any war correspondent the necessary support and care. ....
It's not too late for the Globe to acknowledge the nature of workplace
depression wherever it occurs. A good starting point would be to ask Ed

These are excerpts from secret videos commissioned by Manulife Financial
that resulted in the Globe and Mail firing me in the middle of a major
clinical depression. For more than 20 years, I worked as a staff reporter
at the Globe. When I suddenly fell ill with clinical depression, the Globe
didn't believe me. Manulife, the insurer, hired Garda, an international
security company, to surreptitiously follow and videotape me. Manulife
showed the tapes to its consulting psychiatrist, who ruled I wasn't

Funding may be provided for network production activities if they are
judged to contribute to the protection and enhancement of Aboriginal
languages and cultures, and facilitate Northern Native participation in
activities and developments related to the North.

The NAB supports Aboriginal broadcasting societies to produce and
distribute radio and television programming in the north. The NAB was
established as part of the federal government's Northern Native
Broadcasting Policy. The Policy set out five policy principles:

- Northern residents should be offered access to a range of programming
choices through the exploitation of technological opportunities;
- Northern Native people should have the opportunity to participate
actively in the determination by the CRTC of the character, quantity and
priority of programming broadcast in predominantly Native communities;
- Northern Native people should have fair access to Northern
broadcasting distribution systems to maintain and develop their cultures
and languages;
- Programming relevant to Native concerns, including content originated
by Native people, should be produced for distribution wherever Native
people form a significant proportion of the population in the service area;
and
- Northern Native representatives should be consulted regularly by
government agencies engaged in establishing broadcasting policies that
would affect their cultures. ..."

Executive Summary Study Background & Purpose
For 20 years, Aboriginal broadcasters have provided audiences in remote,
rural and Arctic communities across Canada a unique native-language public
radio and television service.
The Northern Native Broadcast Access Program (NNBAP) has been in operation
since March 1983, with the purpose of supporting the production and
distribution of relevant Aboriginal programming to Northern Native people.
The program funds 13 Aboriginal communications societies, which serve over
250,000 Aboriginal people (status/non-status Indian, Inuit and Métis)
living in northern regions of Canada.

"... It was clear to the Inuit leadership that television, with its
capacity to flood every living room in the arctic with images from the
consumer-driven south, represented a unique and potentially devastating
threat to a culture already reeling from the impact of trade, education and
religion. When CBC introduced its Accelerated Coverage Plan (ACP) in 1975,
reaction from the Inuit community was swift and sharp. The ACP proposed to
provide CBC television programming to all communities in Canada with
populations of over 500. Since the objective of ACP was to make "Canadian"
programming…that is, a mixture of southern Canadian and American…available
to all, no consideration was given to local access, to programming in
aboriginal languages, or to a community's right to control the local
airwaves.

It is difficult to describe how shocking the invasion of television to an
Arctic community could be. An Inuit woman once described her feelings upon
watching "All in the Family" for the first time.

"…There was the father, obviously a stupid man, screaming at his children
and his wife. He seemed to hate them. They were lying to him, they were
treating with contempt, they were screaming back at him…and then in the
last five minutes everyone kissed and made up…We were always taught to
treat our elders with respect. I was embarrassed for those people on TV. I
thought, I always knew white people were weird. I wondered if that was
really what people were like in the South…"

Programming depicting southern attitudes, values and behaviors proliferated
in the North throughout the mid-seventies. Inuit and community leaders were
quick to realize that this electronic tidal wave of alien images and
information would lead to the deterioration of Inuit language and culture,
and could disrupt the fragile structures of traditional community life.

Inuit have successfully adapted to technological innovation several times
throughout their history. Neither firearms nor snowmobiles are indigenous
to the North, but both have become central elements of contemporary Inuit
hunting culture. It was clear that television in the North was not going to
go away; the challenge for Inuit was to find a way of adapting to this
technology to their own ends, using television as a vehicle for the
protection of their language, rather than as an agent of its destruction.

FUNDING

In 1984, the Nielson Task Force on Federal Programs reviewed the Northern
Native Broadcast Access Program (NNBAP) and the Native Communications
Program. The Task Force concluded that both programs were achieving their
goals, and that no realistic alternative to the programs existed.

In 1986, both programs were evaluated by an independent firm, and were
judged highly successful. In 1987, both programs were renewed and given
permanent status.
In February 1990, with no warning or consultation, the federal budget
eliminated the Native Communications Program,..."

Nipivut Nunatinnii, Our Voice at Home, the Igloolik community radio, is now
online.

And, to kick off the service, filmmaker and newly-elected Qikiqtani Inuit
Association board member Zach Kunuk and human rights lawyer Lloyd Lipsett
plan to host a series of live call-in talk shows about Baffinland Iron
Mines Corp's Mary River project, the Nunavut Impact Review Board's final
hearings in July

and Trac FM collaborated to use mobile technology and radio to address the

[creative-radio] Folk on the Rocks news

Yeah spring! And only 2 1/2 months to the festival.Here's some Folk on the
Rocks news to keep you up to date:

*Folk on the Rocks Seeking Volunteer Coordinator for Festival 2012*

Folk on the Rocks is looking for a Volunteer Coordinator for Festival 2012.
If you are organized, good with people, project-oriented and community
minded, this may be the job for you. This is a full-time temporary position
for up to 16 weeks from May to August 2012. Some evening and weekend work
is required.

Make sure to get us your registration by June 15th. You can fill in the

If you're a food vendor or an artisan interested in selling your goods at
Folk on the Rocks, please download the appropriate application from our

Folk on the Rocks auditions for Tweener Acts for Festival 2012 are being
held at the Javaroma Jam 8 pm on both Saturday May 19th and Saturday June
16. Acoustic only please. Come out and bring your talent

communicate, obstacles to freedom of expression regarding the ownership,
use and access. *****

The objective is to build opinions and a position on freedom of expression
and community radios since its beginnings, with a focus on the last decade,
when a presentation in front of Latin-American human rights commissioners,
a representation from the World Association of Community Radio Broadcasters
(AMARC), appealing the Human Rights Interamerican Convention, succeeded to
establish a resource in favour of a Latin-American community radio.****

In this manner was obtained an applicability of a proclaimed right by this
Convention, which aims to have a full freedom of expression and of thought
that can also be exercised through radio, television and other audiovisual
communication services frequencies. This is a key element for the freedom
of expression of citizenship, because it widens the domain and subjects of
the exercise of this fundamental right. ****

For AMARC, the expansion of diversity and pluralism is the principal pillar
on which should be formulated legislations on media involving community
radios and televisions. The main vector for this Association for freedom of
expression, understood in its double meaning, sometimes from those
broadcasting the information and other times from those receiving it, which
reflects in the document "*Principles guaranteeing diversity and pluralism
in radio broadcasting and audiovisual communication services*", published
in 2010.****

That is why AMARC raised its voice in favour of community radios and of
citizenship every time that was transgressed the right to communicate,
whether it is through the restriction to the access to radio frequencies
for the communities, associations or social organizations focusing on
indigenous, women or other groups, or through the persecution of
communicators of through direct action or omission by States with their
politics in favour of big monopolies.****

On the occasion of the *International Press Freedom Day*, established by
UNESCO, AMARC president, the Chilean Maria Pia Matta, will expose the two
planned activities in Chile to commemorate this date on the themes of
legislation and the right to communicate and on ownership, use and access
as obstacles to freedom of expression. ****

Those are part of the International Conference organized by the Journalists
Association entitled "The right to Information and Advocacy of Audiences"
(on May 3rd in the House of Representatives in Santiago de Chile) and the
activity convened by UNESCO "New Voices: Press Freedom to Transform
Societies" (on May 2nd in the Film Library/Cultural Center in La Moneda),
two meetings co-organized by the Institute of Communication and Picture of
the University of Chile. ****

The context of this debate will be the 2011 and 2012 social mobilizations,
in which several denunciations on the abusive use of the police force
against journalists, photographers and cameramen have been listed, as well
as the persecution of Mapuche radios and the presentations in front of
Indigenous peoples and freedom of expression rapporteurs, the proceedings
of the Law on Digital television and the important fall of Chile in the
raking on press freedom realized every year by Reporters without borders.***
