AMARC Informal Mission to China.

From June 15-20, AMARC held an informal mission to China. The delegation
was composed by Steve Buckely, President of AMARC, Mavic Cabrera-Balleza,
Representative of the Women International Network (AMARC WIN) and the
AMARC Vicepresident for Asia pacifc, Ashish Sen. They set-up a blog with

AMARC in Beijing

"...Ancient China's libertarian philosopher, Lao Tzu, once said: "a good
traveler has no fixed plans, and is not intent on arriving". In that
spirit, three members of AMARC's International Board – Steve Buckley,
Mavic Cabrera Balleza and Ashish Sen – pitched up in Beijing this week,
with a few friendly contacts and more than a few burning questions.

AMARC has no members in China. Broadcasting operates under strict
state-party control and the Internet is famously guarded by the "Great
Firewall" of blocks, filters and content monitors designed to remove
material considered dangerous or subversive. At the same time
communications in China is changing at a hectic pace, with economic
liberalization, growth of the Internet and mobile phone, and increasing
confidence of Chinese voices.

What prospects then for community broadcasting in China? What might
community radio look like with Chinese characteristics? Who in China
needs, demands or might benefit from community media? And who might
champion its development in the future?

We set out to understand the context and trends in China for media
development, to dialogue with media practitioners, communication scholars
and experts, and to identify the prospects and opportunities for deepening
AMARC engagement with China.

First agriculture radio to be launched in Dhading
Republica - Kathmandu,Nepal

DHADING, June 15: The country´s first agriculture radio station is going
to be launched in Dhunibeshi of Dhading district soon.

According to Dhunibeshi Community Agricultural Communication Center, the
promoter of Agriculture Radio 105 MHz, preparations are underway to begin
test transmission by mid-July.

Training on basic journalism was also held here to produce the required
human resources for the community radio.

Local broadcasters register in droves

Plans to prosecute unregistered stations

More than 1,000 community radio broadcasters registered to operate in an
hour at the Impact Muang Thong Thani exhibition hall yesterday, when the
National Telecommunications Commission opened its registry for the first
time.

It is expected that a thousand more community broadcasters will have
registered when the commission's deadline ends in a month.

NTC's chairman of the working panel on community radio, Col Natee
Sukolrat, said more than 2,000 community radio operators attended
yesterday's briefing on community radio regulations and licensing.

The NTC is to hold similar briefings in Chiang Mai on June 22, Khon Kaen
on June 29 and Songkhla on July 2.

The NTC requires broadcasters register to legalise their operations.

Once registered, they would be allowed to hold trial broadcasts for 300
days when the community radio station regulation becomes effective early
next month. The local stations can sell advertising during those initial
300 days.

However, he warned that any community radio stations failing to register
by the deadline could face legal action for illegal broadcasting.

To maintain a licence, broadcasters must comply with community radio
regulations and be non-profit and without advertisements.

Col Natee said he expected the existing 5,000 community radio stations
operating without a licence would dwindle to only a handful for public
service and business purposes.

"...PUNE: For over an hour, visually-impaired and sighted students
interacted with each other on air over music and sports, even grammar. ...

The programme was Braille Webradio Dnyanadrushtiche Saadhak Aamhi' (In
pursuit of Knowledge) run for, of and by the visually impaired, which went
live on Vidyawani, the community radio station at the University of Pune
at 107.4 Mhz on Saturday afternoon. Students
from Jagruti School for Blind Girls, Alandi, and sighted students from
Aksharnandan participated.

Satish Navale, who conceptualised the idea of Braille radio, spearheads
the Dnyanadrushtiche Saadhak Aamhi' series. "This is the first time that a
radio programme for the visually-impaired has gone on air," he says. "The
aim of this programme is to give visually-impaired students professional
training in radio production, writing, presenting and other technical
aspects related to the field. Bringing the sighted and visually-impaired
together is a way to bridge the gap between the two and help the blind
live and develop normally within society, without feeling isolated." said
Navale, himself visually-impaired.

Navale is supported by a team of seven visually-impaired students who
learnt radio production and presentation on the job. "We have presented
this maiden episode as an experiment. We want to make visually-impaired
students well-versed with every aspect of community radio service," says
Anand Deshmukh, director of Vidyawani.

Rajani Indulkar, honorary secretary of the Poona School and Home for the
Blind Trust and Dnyaneshwar Tapkir, vice-president of the National
Federation of the Blind in Maharashtra (that runs Jagruti School) were
chief invitees at the programme.

"This is the first time I learnt just by listening. It was fun interacting
with the Jagruti students," says Parag Velankar, a Std IX Aksharnandan
student.

The programme is supported by of the Board of College and University
Development (BCUD). "We are going to establish an extensive policy for the
rehabilitation and development of the visually impaired, which involves
training and even placements," said Pandit Vidyasagar, director of BCUD.

We also get guidance from the faculty of Pali at UoP and Mahesh Deokar and
Arvind Paranjape of IUCAA. "We want to include subjects like astronomy,
maths and science in our future episodes," said Navale.

The long-term plan of all those involved in this initiative is to approach
All India Radio (AIR) to broadcast programmes of, for and by the visually
impaired. "We want to motivate and guide the physically disabled through
this radio programme. The visually impaired are the first to be invited to
participate in it," said Sanjeev Sonawane, professor and head of the
department of education and extension, under which visually impaired
students get assistance in Braille.

"Such a programme will help the visually impaired gain more knowledge just
by hearing because their auditory senses are the sharpest," said Indulkar.

The next episode of Dnyanadrushtiche Saadhak Aamhi' will be a two-hour
segment to be aired on September 5, on the occasion of Teacher's Day. "We
plan to invite visually-impaired teachers, as well as visually-impaired
students for this show," said Navale, who is also planning a special
episode to be based and recorded on the Wagah Border in mid-October. ..."

Indonesia radio becomes voice for tolerance

JAKARTA (AFP) — A young radio news agency in Indonesia is attracting fans
and international recognition for programming that eschews "infotainment"
and focuses on hard issues like human rights and corruption.

Founded 10 years ago after the fall of the Suharto dictatorship, KBR-68H
is making the most of the liberalisation of Indonesia's media to spread
values of free speech and religious tolerance across the huge archipelago.

The country's only independent national news agency now has a network of
more than 600 local radio affiliates and an audience of more than 18
million people in almost all corners of the mainly Muslim country.

Co-founder and managing director Santoso said that in the era of Facebook
and Twitter, old-fashioned radio was still the "cheapest and most
flexible" way to reach a wide audience.

"Our goal is to expand our network to Indonesia's remote areas such as
central Papua, Sumba island or Maluku. It will encourage citizen
participation and strengthen democracy," he said.

As Indonesia is broken up into thousands of islands, the best way in KBR's
view to reach listeners is to offer ready-made programming to community
radio stations in each region.

"We send eight hours of programmes per day -- news bulletins, reports and
a lot of interactive talk shows," production director Heri Hendratmoko
said.
