Female Journalist Brutally Attacked

Rukum-based journalist Tika Bista was seriously injured in an attack by an
unidentified group at Musikot in the mid-western part of Nepal on December
8, Tuesday. Bista is a news coordinator for a local Sisne FM in the
district.

Bista was found unconscious with a severe head injury and cut wounds,
apparently made by a razor blade, some 20 metres below a bush. Police
recovered Bista's laptop, radio and a mobile phone in wrecked state from
the incident site. Police have suspected the assailants to have rolled
Bista down the cliff after the attack.

According to Bista's colleague Dhanbir Dahal, she had called the latter
saying three men were following her before the incident. "She sounded
terrified. I tried to call her back, but her phone was switched off,"
according to Dahal.

Bista was attacked at Mathgaun while she was on her way to the District
hospital, as she had received a call from an unidentified male who said
that her sister-in-law was admitted there.

Doctors attending to Bista at the District Hospital said her condition was
critical, though she regained consciousness in the evening, about seven
hours after the incident, according to The Kathmandu Post, a national
daily.

Journalist Bista was airlifted to Nepalgunj for further treatment but she
has not witnessed any significant improvement on her health condition
according to reports. Efforts are being made to airlift her in Kathmandu
since her situation is critical.

Last week, Bista had issued a press statement saying that some Maoist
activists have been threatening to kill her over a news story published in
a local weekly. She has been living in a disturbed situation after she was
threatened with life for the coverage of news against UCPN (Maoist). She
had also informed the police and district administration about the death
threats she had been receiving from unknown place over mobile for the last
seven days.

Terming this incident a 'brutal attack against decent journalism and
journalist's responsibility to make people informed", Freedom Forum
strongly condemns the attack on female journalist Bista for writing news
and asks the government to seriously investigate into the incident and
spell out the facts in this connection. The Forum also draws the attention
of the party concerned to respect press freedom and allow journalists to
impart information to people freely.

"Such attacks and threats to journalist promotes self-censorship which
squeezes the scope of right to freedom of expression and access to
information. The government's focused intervention is a must to avert
impunity by bringing the guilty to book at the earliest", said Freedom
Forum Chairperson Taranath Dahal. He added, "The government should make
necessary arrangement for her treatment and ensure environment that
journalist could propel their profession without obstruction and threats".

MUMBAI: In a move aimed at encouraging more community radio stations in
India, the ministry of Information and Broadcasting is organising a series
of state-level workshops across the country.

The ministry has already held three consultations in November at
Rajashthan, Shillong and Haryana. Commonwealth Educational Media Centre
for Asia are the facilitators for the workshop.

Says CEMCA director Dr R Sreedher, "The idea is to take the concept of
community radio to the grassroots level and these workshops become a
platform for interested CR applicants to meet the government officials,
the screening committee, get acquainted with the technical know-how and
share experiences of operationalcommunity radio stations in the region."
These workshops are attended by technical providers including Nomad India,
BECIL, BEL, WEBEL, HCL and Tata.

Community Communication Section

Call for papers and session coordinators
Submission deadline: January 31, 2010

The general theme for IAMCR's 2010 conference is 'Communication and
Citizenship: Rethinking Crisis and Change'. The community
communication section is calling for papers that investigate the
relationship between community or alternative media, empowerment,
social policy and citizenship.
Community media projects have traditionally sought to provide access
to under-represented groups. Recent research has highlighted that
these practices contest and redefine conventional notions of
'citizenship'.
• How successful has this body of work been in influencing social and
media policies?
• What does 'participation' mean in the context of community and
alternative media and how does it differ from other forms of media
participation (such as social networking)?
• How can the values, methods and structures of community-based and
alternative media production help to create a more open an egalitarian
online media environment? How can their experiences inform debates on
Internet regulation and digital broadcasting?
• What theories and methods are appropriate for investigating the
relationship between community or alternative media and citizenship?

Contributions which address the above questions are strongly
encouraged. In addition, we seek as always in‑depth and
cutting‑edge work on issues of media access, participation and
evaluation of outcomes; theoretically grounded case studies of media
projects undertaken by marginalized and under‑represented groups; the
development and support of public and community‑based media
institutions and infrastructures; the production and distribution of
community and alternative media, their audiences and contents; and
methodological, theoretical and historical contributions to the field.
Besides individual papers we call for panel proposals for specific
themes. Highly encouraged are also proposals for innovative session
formats, round table discussions and workshops. In addition, we are
looking for coordinators for screenings and field-trips.

About the Community Communication Section
IAMCR's Community Communication section is a major international
forum for community and alternative media studies. This is the place
for research on media practices that differ significantly from
government and market‑dominated paradigms. Community and alternative
media originate, circulate and resonate from the sphere of civil
society, yet may interact with both state and market. Community media
serve specific cultural or geographic communities. The field includes
do‑it‑yourself media, media for social change, and a wide range of
non‑government and non‑commercial practices using all kinds of
communication technologies, and emphasizes 'alternative research
methods'.

Guidelines for Participants
Individual or co-authored papers: Applicants must submit a 500 word
abstract that describes the topic of their paper and its significance,
the theoretical framework, and research methods.
Panel proposals: The panel coordinator must submit a well‑defined
statement of purpose, a complete list of panel participants, and full
abstracts for each presentation.
Other formats (workshops, screenings, field trips, etc.): The
coordinator must submit a well‑defined statement of purpose and a
detailed description of activities, as well as any infrastructure
requirements (space, projectors, etc.).
All submissions should include a paper title, as well as authors'
names, institutional affiliations and full contact information
(mailing address, email address, and telephone numbers). Please
indicate if you would be willing to chair a session.
Submissions in the authors' native language (French and Spanish) must
also include an English translation.
Submissions should not be submitted to more than one IAMCR division.

Submitting to the Right Section
Please consider carefully which IAMCR section is most appropriate for
your paper. We cannot guarantee acceptance if your paper has been sent
to the wrong section in the first instance (as places are extremely
limited). Please contact the Community Communication section committee
well before the deadline if you are unsure.
· Researchers examining community media for development purposes
should apply to the Participatory Communication Research section.
· Researchers studying ethnic community media within a Diaspora
framework should apply to the Diaspora and Media working group.

The deadline for the submission of abstracts is January 31, 2010.

The submissions or papers will be assessed and provisionally accepted
