Radio, Convergence and Development in Africa

Call for concept notes - Deadline January 8, 2010
Carleton University's Centre for Media and Transitional Societies
(CMTS), in collaboration with Canada's International Development
Research Centre (IDRC), is pleased to launch a call for concept notes,
in French or English, outlining proposed research examining the impact
of convergence between traditional radio and new information and
communications technologies (ICTs) in sub-Saharan Africa.

Ultimately, the purpose of this competitive research project is both to
generate important research and to support African researchers in their
efforts to produce rigorous and analytical social science research
findings on the ways that radio and the growth and penetration of new
ICTs - such as mobile phones, the Internet and other digital
technologies - have affected social, cultural, political and economic
development.
The call for proposals will be run in two stages.

1. Call for concept notes (submission deadline: January 8, 2010). All
interested applicants are required to submit a concept note outlining a
synopsis of a proposed research idea.
2. Call for full proposals. Based on the assessment of the concept
notes, shortlisted applicants will be invited to submit a full proposal
in early 2010.
There are three levels of targeted funding, each with different
eligibility criteria:

* A set of small seed grants at CAD$7,500 each will be awarded to
promising graduate students, small organizations and individual researchers.
* Grants of CAD$25,000 open to researchers affiliated with an
established organization.
* Grants of up to CAD$100,000 open only to researchers affiliated
with an established organization.

Le Centre des Médias et Sociétés en Transition (CMST) est fier
d'annoncer en partenariat avec en collaboration avec le Centre de
recherche pour le développement international (CRDI) un appel de
propositions conceptuelles en français ou en anglais visant le
développement de projets de recherche s'intéressant à l'impact de la
convergence entre les médias traditionnels et les nouvelles technologies
de communication en Afrique subsaharienne.

Plus de détails sur la structure des propositions de recherche, le
procédure de soumission ou le projet «Radio, Convergence et
développement en Afrique» sont disponible sur le site Internet

Les principales missions du projet «Radio, Convergence et Développement
en Afrique» seront de générer des initiatives de recherche et de
supporter les chercheurs africains travaillant de façon rigoureuse à la
production de données quantitatives et qualitatives permettant l'analyse
de l'impact de la radio et, plus récemment, de la pénétration croissante
des nouvelles technologies de communication - téléphonie cellulaire,
Internet et autres canaux de communication électroniques - sur le
développement culturel, économique et politique en territoire africain.

L'appel de propositions s'effectuera en deux (2) étapes distinctes:

1. Appel de propositions conceptuelles (date limite: 8 Janvier 2009):
Toutes les personnes et organisations intéressées sont priées de
soumettre une proposition conceptuelle comportant un résumé d'un projet
de recherche lié aux enjeux décrits ci-haut.

2. Appel de propositions complètes: Les individus ou organisations
retenus lors de la première étape (voir ci-haut) devront soumettre une
version plus étoffée de leur projet de recherche au début de l'année
2010. Elle devra tenir compte des commentaires émis sur leurs
propositions conceptuelles.

Le projet «Radio, Convergence et Développement en Afrique» prévoit trois
(3) plans de financement distincts liés à des critères de sélection précis:

* Des bourses de 7,500$ Cdn seront offertes aux étudiants de cycles
supérieurs, petites organisations ou chercheurs indépendants ayant des
projets prometteurs;
* Des bourses de 25,000$ Cdn seront offertes à des individus ou des
chercheurs affiliés à des organisations reconnues;
* Des bourses de 100,000$ Cdn seront offertes uniquement à des
chercheurs affiliés à des organisations reconnues.

Background:

*Internews® Network* is an international non-profit organization working to
improve access to information for people around the world by fostering
independent media and promoting open communications policies. Internews'
programs are built on the conviction that providing people with access to
vibrant, diverse news and information empowers them to make their voices
heard and to participate effectively in their communities.

Against a backdrop of declining political rights and civil liberties in many
regions, Internews Network has launched an ambitious new global program to
spur media coverage of human rights and reform of media and Internet law and
policy.
General Function:

Internews Network is currently seeking an experienced consultant to provide
training for journalists on human rights reporting. The selected candidate
will be responsible for designing and co-conducting, together with local
partners, six workshops in Chad, Nigeria, Zimbabwe, Sudan, Southern Thailand
and Indonesia, as well as a training-of-trainers workshop in Egypt, with
approximately 12 trainees per workshop. The trainer will work with project
staff in Africa to develop a curriculum and subsequently adapt that
curriculum for Asia and the MENA region. Given the importance of women's
issues as a human rights concern in the targeted countries, the training
will have a gender focus, with special attention to two areas: violence
against women and the economic empowerment of women.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Work for approximately 4-6 months per year over the project's 2-year
duration. The design and most of the trainings will take place between
January and November 2010.
- Work closely with Internews project staff in Africa to develop human
rights reporting workshop curriculum and subsequently adapt to Asia and MENA
regions.
- Deliver training at six workshops in Africa and Asia, in partnership
with local organizations who will co-train to improve their skills and
approach to human rights training.
- Lead training-of-trainers workshop in Egypt for attendees from Jordan,
Bahrain and UAE, as well as Asia and Africa.
- Engage in continued mentorship of trainees following workshops.
- Develop human rights reporting toolkit for use by journalists and human
rights organizations, highlighting best practices and featuring practical
resources, monitoring and assessment tools, advocacy materials, interview
guidelines and training modules.
- Participate in jury for trainee production grant competition.
- Conduct appropriate monitoring and evaluation of project, including
collecting success stories, archiving journalists' work, and documenting
trainings and lessons learned.
- Work with regional staff to indentify local partners for subgrants.
- Conduct necessary research and assessments and pre-workshop preparation
about each country and the human rights/journalism context.
- Prepare and assemble material for quarterly reports, in compliance with
donor and Project Director guidelines.

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform
each essential duty satisfactorily. The requirements listed below are
representative of the knowledge, skill and/or ability required.
- Human rights journalism experience with particular focus on violence
against women and women's economic empowerment. Practical experience in
print, radio, TV and/or new media essential.
- Experience training in a developing media environment.
- Experience in curriculum development and training design.
- Experience living and working in a developing country, preferably in
the MENA, Asia or Sub-Saharan Africa regions. Experience in post-conflict
environment a plus.
- Arabic speaker preferred.
- Ability to handle multi-faceted programs with staff and partner
organizations.
- Sensitivity to cross-cultural dynamics in the work place.
- Qualification in a relevant field.
- 10 years experience.
- Creative, innovative thinker.
- Excellent English writing skills essential. Samples required.

Female Journalist Brutally Attacked

Rukum-based journalist Tika Bista was seriously injured in an attack by an
unidentified group at Musikot in the mid-western part of Nepal on December
8, Tuesday. Bista is a news coordinator for a local Sisne FM in the
district.

Bista was found unconscious with a severe head injury and cut wounds,
apparently made by a razor blade, some 20 metres below a bush. Police
recovered Bista's laptop, radio and a mobile phone in wrecked state from
the incident site. Police have suspected the assailants to have rolled
Bista down the cliff after the attack.

According to Bista's colleague Dhanbir Dahal, she had called the latter
saying three men were following her before the incident. "She sounded
terrified. I tried to call her back, but her phone was switched off,"
according to Dahal.

Bista was attacked at Mathgaun while she was on her way to the District
hospital, as she had received a call from an unidentified male who said
that her sister-in-law was admitted there.

Doctors attending to Bista at the District Hospital said her condition was
critical, though she regained consciousness in the evening, about seven
hours after the incident, according to The Kathmandu Post, a national
daily.

Journalist Bista was airlifted to Nepalgunj for further treatment but she
has not witnessed any significant improvement on her health condition
according to reports. Efforts are being made to airlift her in Kathmandu
since her situation is critical.

Last week, Bista had issued a press statement saying that some Maoist
activists have been threatening to kill her over a news story published in
a local weekly. She has been living in a disturbed situation after she was
threatened with life for the coverage of news against UCPN (Maoist). She
had also informed the police and district administration about the death
threats she had been receiving from unknown place over mobile for the last
seven days.

Terming this incident a 'brutal attack against decent journalism and
journalist's responsibility to make people informed", Freedom Forum
strongly condemns the attack on female journalist Bista for writing news
and asks the government to seriously investigate into the incident and
spell out the facts in this connection. The Forum also draws the attention
of the party concerned to respect press freedom and allow journalists to
impart information to people freely.

"Such attacks and threats to journalist promotes self-censorship which
squeezes the scope of right to freedom of expression and access to
information. The government's focused intervention is a must to avert
impunity by bringing the guilty to book at the earliest", said Freedom
Forum Chairperson Taranath Dahal. He added, "The government should make
necessary arrangement for her treatment and ensure environment that
journalist could propel their profession without obstruction and threats".
