[creative-radio] CMFE 2011 Conference: follow the event online

Dear All,
the 1st CMFE Conference and General Assembly will take place in Nicosia
from today and until 19 November, marking the first major event
organized directly by CMFE with the the support of the 'Europe for
Citizens' programme, co-organised and hosted by the Cyprus Community
Media Centre (CCMC), with the organizational support of the World
Association of Community Radio broadcasters (AMARC) and International
Media Support (IMS) for the /Community Media and the Arab Spring panel.

/The event is now glad to welcome new supporters for the initiative:
apart from European Union under the 'Europe for Citizens Programme
2011', European Commission Representation in Cyprus and the United
Nations Development Programme, Action for Cooperation and Trust in
Cyprus (UNDP-ACT), we have the pleasure to add the Goethe Institute in
Nicosia, Cyprus, the World Association of Community Radio broadcasters
(AMARC) and International Media Support (IMS) who will respectively
provide another venue for the conference in the Buffer zone and
financial support for the /Community Media and the Arab Spring panel./

It has been a year of tremendous growth for CMFE, that now counts a
total of *90* members from *23 *European countries: *39* Individual
Members and *51* Organizational Members, of which *25* are (National)
Federations. Among its affiliate members it counts also individuals and
organisations from Africa, Asia and North America.

The Nicosia conference will be one of the key community media events of
this year in Europe, expected to bring together over *100 *conference
participants from all over Europe and include members from North America
and a special plenary on Community Media and Arab Spring, organized by
World Association of Community Radio broadcasters (AMARC) in
collaboration with CMFE, and support of IMS and the Europe for Citizens
Programme (EACEA) that will bring together key activists from the Middle
East and North Africa.

Five plenary session will include *24* contributions, where parallel
sessions and workshops are expected to deliver a further *43*
contributions. Representatives from the media regulatory authorities
from Albania, the Czech Republic, Cyprus and United Kingdom will be
participating to the conference, as well as key representatives from
civil society in Cyprus, UNDP, UNAMA, AMARC Europe and AMARC International.

In this occasion CMFE will be convening its 2011 ordinary General
Assembly on *17 November 2011 *at *10.00am* at the Home for Cooperation
Conference Room, Home for Cooperation, located at the Ledra Palace
Grounds in the UN Buffer Zone of Nicosia, Cyprus.

IF COMMUNITY MEDIA IS THE ANSWER, WHAT IS THE QUESTION?

The Department of Communication and Language Arts, University of Ibadan, >
Nigeria; the Institute for Media and Society (IMS), Lagos, Nigeria; the
African Languages Technology Initiative (ALT-I), Ibadan, Nigeria; and the
Nigerian Community Radio Coalition jointly invite you to an international
conference to commemorate the 75th Birthday Anniversary of Prof Alfred
Opubor, first Nigerian professor of Mass Communication.

THEME: IF COMMUNITY MEDIA IS THE ANSWER, WHAT IS THE QUESTION?² Those were
the words of the first Nigerian Professor of Mass Communication,

Professor Alfred Opubor, and the title of one of his most discussed
articles Though that question was raised in 2000 in a book published by
UNESCO, the issues that gave rise to it are still as urgent and improperly
understood as they were then. The recent political events in the MENA
(Middle East and North Africa) region, the recent historic
civilian-to-civilian transition in Zambia, the seemingly unending failure
of the big media to significantly bring about participation and access; the
recourse to neoliberal policies by African Œdemocracies¹ and the impact of
that on the big media; are some of the issues that necessitate a thorough
re-examination of that decade-old witticism. If community media is the
answer, what indeed is the question? And how is it being answered? Are
there more questions than there were? What are they?

SUB-THEMES: Paper abstracts and proposals for project demonstrations are
welcome on the following subthemes:

Hello,

I'm back with another job opening here in Kandahar, Afghanistan.

I work with a USAID implementing partner on an agricultural stabilization
project in southern Afghanistan. We are in negotiations with the U.S.
military to transfer ownership of an army-run FM radio station to the
Afghan government, specifically the Directorate of Agriculture, Irrigation
and Livestock (DAIL). I'm looking for someone who can come over for 4-6
months and help us transfer assets from the army to DAIL, train Afghan
staff, come up with a preliminary Pashto program schedule and get this
thing back up and running. In addition, the army is handing over a number
of radios in a box (RIABs) and we want to put these out in district DAIL
offices and train these guys as well.

I will soon be posting the formal Scope of Work, but that's it in a
nutshell. You would live in a secure compound in downtown Kandahar, with
some travel to military bases as needed. Looking for someone with
experience commensurate to the task, especially those who've done this sort
of thing abroad. Pay based on experience, with plenty of premiums given
the kinetic environment.

Now let me be frank in saying that Kandahar has gotten very frisky of
late. Coordinated attacks are becoming more frequent and more violent.
Our compound was hit by a suicide bomber just last week. No one was hurt,
thanks to the ineptness of the attackers. But be advised that the job
carries inherent risks.

nearer for the World Association of Community Radio Broadcasters (AMARC)
International Secretariat, which will move at the corner of
Sainte-Catherine and Saint Laurent Streets, just on the cultural square of
Montréal and near to Montréal downtown. Indeed, from November 19, AMARC's

The beauty of
the sudden emergence of community radios in India is that they are
designed to be for and by the community

There are no school dropouts in the Gop block of Puri district in
Orissa and it has nothing do to with the efforts of the government. For
several years, nobody applied for work under India&rsquo;s rural job
guarantee scheme from the area; recently, 123 families applied on demand
from the local administration and 120 farmers received job cards.

Last year, a primary school was opened in Tailo village so that
children do not have to walk to another school 2km away, because of which
most were unwilling to attend it.

Like Gop, other neighbouring blocks such as Nimapara, Astarang and
Kakatpur are suddenly enjoying a sudden spurt of development activity.
This has happened because of the recently started Radio Namaskar
community radio station, which is available at 90.4 MHz FM and covers all
villages in a 10-15km range around the famous Konark sun temple.

Radio Namaskar broadcasts eight hours a day and covers almost all
developmental issues such as government schemes, school- and
education-related topics, women&rsquo;s rights, agriculture, and so on.
Since the programme is by the community, they persist with many that are
complaint-oriented and critical of the government.

As a result, local authorities have become alert, responsive and are
delivering benefits that they never used to.

The beauty of the sudden emergence of community radios in India is
that they are designed to be for and by the community. In the case of
Radio Namaskar, 70% of the programmes are made by the community, who are
part of the 70 listener groups that have been created. They have not only
being able to make group listening a common practice but also have been
able to involve community members to use mobile phones extensively to
make the programmes interactive.

Being a member of the screening committee for licensing of community
radio stations at the ministry of information and broadcasting, my
observation is that most that are being set up are extensively using the
reach and penetration of mobile phones as a complementing tool, which is
providing extraordinary power to these broadcasts. There is a significant
ownership of mobile phones in villages and small towns; most feature
phones come with FM radio receivers, and if the radio station has a
mobile number for a phone-in programme, they can then directly connect
with everybody in the 10-15km radius.

Besides, the broadcasting ministry is aggressively pushing registered
not-for-profit organizations to apply for community radio stations, which
means if we divide the country into small clusters of 10-15km each, we
can have several thousands of community radio stations managed by
communities through registered non-governmental organizations. And if
they are integrated with mobile phones, they can become a killer
application for the society.

Ever since the licensing of community radio stations was opened in
2004, 913 applications have been received by the ministry. Of these, 349
have been given letters of intent, and there are 113 operational
community radio stations. Out of those that are actively broadcasting,
only 31 are run by NGOs, 74 are run by educational institutions and eight
are run by agriculture universities, or Krishi Vigyan Kendras.

If I look at the nominations in the community broadcasting category in
this year&rsquo;s Manthan awards, some that left the deepest impact are
Radio Bundelkhand in Jhansi run by Development Alternatives, Rudi no
Radio in Ahmedabad run by Sewa Academy of Self Employed Women&rsquo;s
Association, Tilonia Radio in Ajmer run by Barefoot College, Puduvai
Vaani&mdash;Samuthaya Vaanoli Nilayam run by Puducherry
University.

There are three things common among all these radio stations: they use
mobile phones extensively to involve listeners; involve and have a huge
impact on women, and involve communities to take control of the station
for day-to-day operations and programming.

I see community radio as one of the most potent information and
communication technology tool that can work in tandem with the
proliferation of mobile phones, which could be adopted by the social
sector and telecommunication firms to reach the rural masses and involve
them to help themselves economically and educationally and in availing
themselves of government services.

BBC to open online radio archives

London: The BBC will soon introduce a new radio website, preliminarily
named 'Audiopedia', that would contain the broadcaster's almost entire
archives of radio programmes since the 1940s. The service will be
launched "within the next 12 months", Tim Davie, director of BBC Audio
and Music, was quoted as saying by the Telegraph.

As well as searching and listening to the archival material,
'Audiopedia' users will be able to share programmes with their
friends. The BBC is currently in the process of digitising its audio
and TV archives. Around 20 hours a week of radio archives is being
added to 'Audiopedia'.

Davie said the website will be "porous" to other broadcasters'
content. 'Audiopedia' will not be a closed library. We will link to
other broadcasters' content," he said.

An official said the content would be searchable by subject,
participant or programme, bringing together thousands of hours of
unique information and entertainment to stream and download.
