The Audacity Team is elated to announce the release of Audacity
2.0<http://audacity.sourceforge.net/download>for Windows, Mac,
GNU/Linux, and other operating systems. Audacity 2.0
replaces all previous versions. It is derived from version 1.3.14, but is
no longer a Beta version, and has major improvements over 1.2.6. See New

The NCRA Board and staff are thrilled to announce the 2012 NCRA/ANREC
Community Radio Awards!

These awards honour the amazing programming, people and activities our
sector has to offer and reflect the range and diversity of community
radio across Canada.

Winners receive national recognition at the NCRC Awards Gala June 2012
in Kingston, ON and on the NCRA/ANREC website.

Unless otherwise indicated, all applications and programming may be
submitted in English or French. Full submission details are below and
at www.ncra.ca/awards

The Awards categories include:

1) Volunteer of the Year: This award honours the person who has worked
tirelessly for your station without getting any money. Candidates must
be submitted by the station, one per station, and include a letter of
reference with details about why the volunteer deserves to win the
award.

2) The CKLN-FM Community Development Award: How has your station
helped your community in the past year? This can include programming,
special events, charity fundraising, partnerships with other local
organizations or anything else that made a difference.

This award has been renamed in honour of CKLN-FM, the community-based
campus station formerly based at Ryerson University in Toronto, ON.
That station's licence was revoked by the CRTC for non-compliance but
we wanted to remember "the voice of the underground" for some of the
amazing work they did in their community over their 27-year history.

3) Local Talent Development: How has your station contributed to
supporting the work of local artists in the past year?

4) Community Radio Legend/Lifetime Achievement Award: Who has
contributed enormously to community radio as a sector? Tell us their
story.

5) Outstanding Achievement: Are you one of Canada's amazing community
radio programmers? Submit your best work of the last year for the
following categories:

a) News: Open to newscasts, news programs or individual news stories.
Maximum four minutes.

b) Documentary: Minimum of four minutes. Please submit excerpts of
anything longer than 10 minutes as well as a written description of
the work.

c) Aboriginal Affairs and Culture Programming Award: Open to shows or
individual radio pieces. Please submit excerpts of anything longer
than 10 minutes as well as a written description of the work. Work may
be submitted in an Aboriginal language, English or French but please
submit the written description in English and/or French.

d) Special Programming: Open to one-time or annual programming that
covers a specific event or issue, such as International Women's Day.
Please submit excerpts of anything longer than 10 minutes as well as a
written description of the work.

e) Current affairs/Magazine Show: Open to one episode or a selection
from episodes of a regular spoken word program. Please submit excerpts
of anything longer than 10 minutes as well as a written description of
the work.

f) Creative Production: Open to audio art, PSAs, Station IDs or
advertisements. Please submit excerpts of anything longer than five
minutes as well as a written description of the work.

g) Third language: Open to music or spoken word programming where more
than half the spoken word content is in a language other than English
or French. Please submit excerpts of anything longer than 10 minutes
as well as a written description of the work. Work may be submitted in
any language but please submit the written description in English
and/or French.

h) Syndicated show or podcast: Open to shows broadcast on a member
station that are also podcasts or air on at least one other community
radio station or television station in Canada. Please submit excerpts
of anything longer than 10 minutes as well as a written description of
the work.

i) Music Programming: Open to music shows in any of the following
categories: hip-hop, indie rock, loud, classical, folk/roots/country,
jazz and blues, electronic, world, experimental and mixed genre.
Please submit excerpts of 10 minutes as well as a written description
of the show.

If you have any questions about which category your work falls into,
please feel free to contact the national office.

The NCRA Awards are always evolving, if you have any suggestions to
help make the categories or judging process better reflect c/c radio,
please let us know.

The Volunteer of the Year, Community Development, Local Talent
Development and Community Radio Legend awards are limited to one
nomination per NCRA member station. Please include a letter of support
describing why your station's nomination should win. Any other
materials to support the nomination are happily accepted, but not
required.

For Outstanding Achievement awards, any individual from an NCRA member
station may apply, with a maximum of one submission per person. For
shows with more than one contributor, up to four people may apply with
different works.

Each submission must have a separate entry form. Digital and snail
mail is accepted. We also encourage applicants to post both the
excerpt and the full piece to the NCRA Program Exchange
(exchange.ncra.ca) and submit the link to it -- this may also
encourage stations to download and play winning entries. The NCRA is
not responsible for any lost, damaged or missing applications. To be
considered eligible, the originating station of the entry must be
considered a member in good standing of the NCRA by the submission
deadline.

Application material cannot be returned. Please note the maximum
length of your entry. Entries that exceed this length will not be
eligible.

All work must have been aired on an NCRA member station between April
1, 2011- March 31, 2012. To be eligible, the station must be a member
in good standing of the NCRA by the submission deadline.

[creative-radio] Zambia: Radio stations to go national

 

Government says it will soon open up the airwaves to allow private radio stations expand their radius and cover the whole nation.
Information, Broadcasting and Labour Permanent Secretary, Amos Malupenga disclosed that government is willing to spread media coverage so that Zambians can have information about what is taking place in other parts of the country.

Mr. Malupenga says all community radio stations willing to
expand their coverage area should start preparing their equipment.
He said this is because government is in the process of putting in place the Independent Broadcasting Authority -IBA.

He says a well informed citizenry will make informed decisions which will help government serve them better.

And Mr. Malupenga has reassured media practitioners in the country that government will never interfere in their operations unless they go beyond what is allowed by law.

He says the Independent Broadcasting Authority -IBA and the Freedom of Information law might be in place before the end of the year.
He says the law will help enhance the operations of the media.
He was speaking on a special programme on Oblate Radio Liseli in Mongu.

Dear Joseph,

I just noticed your email via Creative Radio and thought I would send you an email back. I am an Irish radio producer with a strong interest in Community Radio and I just, last week, arrived back from a five-week stay in your beautiful country where I was recording material for two radio documentaries on the impact that Climate Change is having in Tanzania, which are for broadcast here in Ireland in a couple of weeks. I did visit northern Tanzania while there, recording material in Moshi, Arusha and Longido, but I did not make it near to your area. I had hoped to make some contact with Community Radio Stations while there but, in the end, did not manage to do so as getting around the country and recording the material I needed to record took quite a bit of time.

Anyway i am just writing to say how pleased I am to discover your station (I followed the link) and your work.

[creative-radio] Cité Soleil in mourning for murdered community radio station manager

Reporters Without Borders is deeply saddened by the news that radio
journalist *Jean Liphète Nelson* was gunned down yesterday in Cité Soleil,
the poorest neighbourhood of the capital, Port-au-Prince.
The manager of Radio Boukman, http://www.radioboukman.com/ a community and
educational radio station based in Cité Soleil, Nelson was widely respected
for his humanitarian commitment to serving the inhabitants of this
politically sensitive district. Aged 38, he was the father of five children.

"We had several meetings with Nelson and the staff of *Radio Boukman*, the
station he helped to found in June 2006," Reporters Without Borders said.
"He was totally committed to his community and had told us of his desire to
change the perception of Cité Soleil, which is too often seen as just the
bastion of criminal gangs.

"Through *Radio Boukman* and the various social programmes he oversaw, he
wanted to improve the situation and status of a segment of the population
that tends to be ostracized. Radio Boukman also played a crucial role as a
relay of information during the January 2010 earthquake.

heritage. We also hope that justice will be quickly rendered to Nelson and
his family and that he will receive the tribute he deserves from the
Haitian government."

Nelson and four other people were driving in a *Radio Boukman* vehicle in
Bois Neuf, a part of Cité Soleil, when they came under fire from four
heavily armed individuals. One of the passengers, Alexandre Marcus, was
killed on spot. Nelson's young brother, Jean Robert Nelson, was hit in the
leg. Nelson, who was also hit, was taken to a Médecins Sans Frontières
hospital where he died of his injuries soon afterwards. The news of his
death caused tension in Cité Soleil.

There is as yet no evidence that Nelson's murder was definitely linked to
his work. But this possibility must not be ruled out on the grounds that
there has of late been an increase in this kind of violence in the capital.
Nelson was a well known and recognisable figure in Cité Soleil, where and
his radio station may have threatened the interests of certain criminal
gangs.

Radio Namaskar http://radionamaskar.org/ (the traditional Indian greeting),
on the air since February 2010, offers much more than entertainment to the
2,000 active fishers from a 10,000-strong settlement of mud hut dwellers
along Odisha state's Chandrabhaga coastline on the Bay of Bengal.

Cyclonic storms often threaten the fragile vessels of the fishers, and
their lives. Television weather forecasts are unreliable because power
supply in these parts is erratic.

"Radio Namaskar broadcasts high wind and cyclone warnings at short
intervals; its range extends 35 km out into the sea," says Gengri Mania,
40, who carries a radio when he accompanies his brother-in-law on fishing
trips.

Heavy rains and high floods often leave families stranded and huddling on
rooftops, sometimes for days together, as happened in the Gop
administrative block in September 2011.

"Radio Namaskar's dedicated mobile phone line was a life-saver," says Ali
Akbar Shah, 37, whose house was among the first to be hit by a huge body of
water when the Kushabhadra river embankment was breached.

Shah managed to grab a brace of seven mobile phone sets from his mobile
repair shop with which he kept up staedy communication with the CR on all
the three days that he and his neighbours were stranded on rooftops.

*MANILA, Mar 11, 2012 (IPS) - Since it first hit the airwaves more than 50
years ago, the University of the Philippines (UP)'s campus radio has
evolved into a community broadcaster, serving as the voice of the people. *

DZUP <http://www.dzup.org/>1602 Khz, the UP's radio station, does not just
air the voice of students and the academic community but also allows
grassroots groups and the marginalised to use it as a platform for social
change.

Josefina Santos, DZUP's station manager, says the radio station started in
1957 as an "an experiment" of the UP's college of engineering and the
college of arts and sciences.

The station played a crucial role during the leftist unrest in the country
and allowed students to voice their concerns during the years before the
1972 declaration of martial law by then president Ferdinand Marcos,
cracking down on protests and agitations.

"Sometime in the late 60s until the 70s, before martial law, it really
became the voice of the university and a dissenting voice of the people who
really were for social change," says Santos.

"When martial law was declared, one of the first stations that the military
went after was DZUP. They destroyed all the equipment and UP went off the
air," says Santos.
