(Nicosia, 31/10/12) The Cyprus Radio and Television Authority (CyRTA) has
announced its intention to proceed with a reform of existing media
legislation to incorporate provisions for licensing of not-for-profit media
organisations.

Speaking in the presence of the UNESCO Chair on Community Media Professor
Vinod Pavarala at an event in Nicosia earlier this month, the Director of
CyRTA Mr Neophytos Epaminondas outlined the start of a process that will
see a change in the legislative framework as this relates to the operation
of community media in Cyprus. "The (Cyprus Radio and Television) Authority
is prepared to make a recommendation for reform of the legislation with the
aim of including "community radio and television" in the categories of
licenses that it grants to electronic media", said Epaminondas. "In pursuit
of this aim we expect to cooperate with the Ministry of Communications and
Works, and in particular the Department of Electronic Communications", he
added.

The event, organised by the Cyprus Community Media Centre (CCMC) under the
auspices of the Cyprus Presidency of the European Union, featured a keynote
lecture by Professor Pavarala who was on a week-long visit to Cyprus
participating in a series of civil society events. "I am greatly encouraged
by what I have heard from the Director (Mr Epaminondas) this evening, as
well as during my meeting with the President Mr Petrides this morning",
said Prof Pavarala. "The more I hear about the situation here (in Cyprus)
the more I am convinced of the relevance of community media to your present
and future", he added. Representatives from the Cyprus National Commission
for UNESCO and the Nicosia Municipality also highlighted the importance of
community media for empowering citizens to participate actively in a modern
democratic society.

These public pronouncements have offered hope for community media advocates
in Cyprus that the sector can finally get off the ground. "This is a
momentous day for Community Media in Cyprus", said Dr Angeliki Gazi,
Assistant Professor of Communications at the Cyprus University of
Technology who attended the event. "For the first time we have a public
commitment that Community Media will be recognised as part of national
legislation. We at the Cyprus University of Technology fully support this
move and are ready to contribute in the best way we can", added Gazi.

International organisations have also expressed their support to the
process. "Back in 2007, a report produced by the European Parliament
indicated that there was no Community Media activity in Cyprus", said
Pieter De Wit, President of the Community Media Forum Europe (CMFE), a body
whose membership spans 25 countries across Europe. "It is very encouraging
that the authorities in Cyprus appreciate the voice of civil society. CMFE
calls on CyRTA to continue to include community media actors in its
consultation process for reforming the existing legislation", added De Wit.

CCMC will be working closely with CyRTA, the Cyprus University of
Technology and representatives from civil society with the aim of
supporting policy change and developing a comprehensive strategy towards
amplifying unheard voices in Cyprus.

New Adventures in Sound Art (NAISA) invites artists of all ages and
nationalities to submit works on the theme SONIC GEOGRAPHY: exploring Space
& Sound for consideration in New Adventures in Sound Art's 2013 programming
in Toronto, Canada.
The NAISA Space is located in a 100 year old building originally
constructed as a repair barns for the city's streetcar trollies. The sound
of these trollies over the past 100 years has become a signature of the
Toronto soundscape. In recognizing this important local milestone NAISA is
asking artists to consider sounds that speak of place and that help
identify communities.
Preference in programming will be given to works that respond in some way
to the theme of SONIC GEOGRAPHY: exploring Space & Sound. Individual
interpretations or variations on the theme are encouraged, but should be
realized with sound as the primary component. NAISA would also like to
encourage artists to submit works for performance, gallery exhibit,
screening, webcast or audio stream, radio broadcast, network or translocal
performance, mobile experiences and any other emerging formats that include
sound as a primary element. Please complete in full the online submission
form and upload your audio by midnight on November 15, 2012. Note: there is
a $5 submission fee in order to defray the cost of processing the
submissions. All works chosen for presentation will receive an artist fee.

Oktober2012 –Setelah single pertamanya 'Sekelebat
Menghilang' mengudara di radio-radio seluruh Indonesia di akhir Agustus,
akhirnya albumnya yang bertajuk KATALIKA dirilis juga. Bertepatan dengan ulang
tahun The Upstairs yang kesebelas, mereka justru menjadikan album ini sebagai
hadiah bagi Modern Darlings (fans The Upstairs) yang telah setia mengikuti
perkembangan mereka selama ini dan akan mengadakan Showcase dalam rangka
launching dan ulang tahun di Demajors , Gandaria Selatan pada Minggu 21 Oktober
jam 5 sore.
 
Seakan kembali dari hibernasi, The
Upstairs menjadikan album ini titik balik karya mereka. Bagi mereka, album yang
diproduseri oleh Beni sang drummer menunjukkan pendewasaan bila dibandingkan
dengan 3 album sebelumnya. Nuansa new wave yang mereka usung tidaklah hilang,
namun aransemen, penulisan lagu sampai dengan penulisan lirik mereka menjadi
semakin brilian.
 
Seperti biasa, nuansa riang, seru,
bagaikan di lantai disko, The Upstairs bercerita tentang hal-hal sederhana
dalam kehidupan sehari-hari yang tidak bisa dipandang sebelah mata serta begitu
nyata, karena setelah mendengarkan lirik-lirik puitis berarti simple ala Jimi,
kita mau tidak mau 'mengamini' nya sembari mentertawakan diri. Seperti di
single pertama 'Sekelebat Menghilang', 'Percakapan', 'Berbangga Sejenak'
ataupun 'Selamat Datang Di Tubuh Kami' yang secara unik menceritakan tentang
betapa tubuh kita selalu terisi oleh bahan-bahan beracun dari makanan, minuman,
udara.
 
Album Katalika menjadi titik evolusi
pendewasaan The Upstairs tidak hanya dari segi teknis aransemen, sound maupun
lirik, namun juga dalam gaya berpakaian yang dulu begitu cerah, sekarang lebih
berkesan 'tenang dan mapan', walaupun gaya atraktif Jimi dengan jogetnya tidak
pernah berubah. Bukan artinya album ini tidak punya semangat atau berkesan
biasa-biasa saja, tapi justru menandakan kemapanan The Upstairs dalam bermusik
serta pengalaman mereka yang sudah menginjak lebih dari satu dekade.
Terinspirasi dari hal-hal sederhana dalam kehidupan sehari-hari bukan lantas
menjadikan liriknya tidak bermakna, justru menjadikan The Upstairs band unik
yang mampu menjadikan sederhana menjadi membahana.

Submissions to perform at the Folk on the Rocks 2013 music festival is now
open through Sonic Bids or by ground mail. Sorry, we can't accept email
submissions.
If you are a performer, please consider applying to join us at next year's
festival. We look at all submissions while choosing the line-up. Deadlines
for submissions: southern artists: Jan. 15, 2013; northern artists: March
4, 2013.

Northern Performers Definition
In determining whether a performer in considered to be "northern," Folk on
the Rocks will consider the following factors:
a) northern residency (Canadian): the artist lives (for at least two years)
or has lived (within the last five years) in the northern territories of
Canada (Yukon, NWT, Nunavut); or the northern parts of the provinces, where
people are culturally linked to the northern territories (eg. Nunavik and
Nunatsiavut (Labrador))
b) northern residency (international): the artist lives in or originally
comes from other northern countries/areas (Alaska, Greenland, Scandinavia,
Russia)
c) authentically northern content: the artist's musical performance style
is culturally or linguistically linked to northern or aboriginal tradition
or culture
