Report says Paraguay funds illegal radio stations

President Fernando Lugo's government has purchased ads on 51 community
radio stations, none of which are allowed to air commercials and only
three of which are operating with the proper legal permits, ABC Color
reports. The stations deny those charges.

According to the paper, the central government seeks to use the stations
for self-promotion and to counter the independent press. Government
payments of more than $400 a month have become an important source of
income for these stations, the paper ads.

However, representatives of community radio stations said certain sectors
of society "want to silence the voice of the people in the process of
changes." They said they were victims of an attack "against press freedom
and democracy."

The communications minister acknowledged that the government has supported
several broadcasters that are in the process of getting permits but said
such advertising amounts to less than $100 a month per station, La Nación
adds.

Solo tres de 51 radios comunitarias, elegidas por el gobierno de Fernando
Lugo para emitir publicidad estatal, pagada con dinero de Itaipú, están
habilitadas por Conatel. El reglamento prohíbe a estos medios difundir
propaganda. Durante una sola campaña denominada "anticorrupción", las
emisoras ilegales percibieron, durante los meses de abril, mayo, junio y
julio, más de G. 2.000.000 mensuales. Con esta cadena radial, el Ejecutivo
se asegura la promoción de todas sus actividades buscando contrarrestar a
la prensa independiente.

Para el gobierno no se comete ilegalidad en caso de publicidad estatal
El ministro de la Secretaría de Información y Comunicación, Augusto Dos
Santos, manifestó hoy que para el gobierno es claro que no está
incurriendo en ningún problema legal al destinar publicidad estatal a
radios comunitarias que están en proceso de regularización. "De todas las
radios que fueron "beneficiadas" por la publicidad estatal, el 95%
corresponde a radios comerciales y apenas el 5% fue destinado para el
fortalecimiento de las radios comunitarias y exclusivamente con campañas
educativas", informó Dos Santos, en entrevista con Radio Nacional del
Paraguay.
