We are pleased to announce a call for applications for the PhD in Human
Rights and Peace Studies (International Program) and the MA in Human Rights
(International Program), Mahidol University , Thailand.

The PhD in Human Rights and Peace Studies is the only PhD program of its
kind in Asia, while the MA is the longest running graduate degree program in
human rights in Asia. These programs offer a unique opportunity to engage in
depth with the highly important issues of human rights and peace in the
world today. The objectives of the programs are to produce graduates with
excellent research skills and thorough theoretical and conceptual knowledge
of these fields, and who are able to apply this knowledge to the field.

The application form can be downloaded from the homepage of the Center for
Human Rights Studies and Social Development at www.humanrights-mu.org. The
applications will be reviewed twice a year: November 15, 2009 and January
31, 2010 for the academic year beginning in June, 2010. Prospective students
are strongly encouraged to apply by November 15, 2009 in order to allow time
to arrange financial support for study.

We hereby invite eligible candidates to apply for the PhD in Human Rights
and Peace Studies and MA in Human Rights. In addition, we would appreciate
it if you could kindly pass on information about these programs to your
colleagues who may be interested in applying.

The potential solutions that renewable energy resources can provide in
solving the world's energy problems will be presented by scientists and
researchers at the ISES Solar World Congress (SWC) 2009 at the Sandton
Convention Centre, Johannesburg from 11 – 14 October 2009.


The ISES SWC 2009 will not only focus on global issues but will clearly
reflect significantly on Africa, while also paying increased attention to
environmental and social responsibility issues, global warning and climate
change. The Congress will address, in particular, the role that the
renewable energy resources can play in the sustainable development of poor
and rural communities in Africa.


First and foremost will be the use of various new technologies that can
convert the abundance of solar energy on the continent into electricity to
boost much-needed economic development, which relies heavily on energy
supplies. Presentations will include the latest research and technological
advances in these conversion processes.

"Our continent's potential to be one of the biggest users of renewable
energy should not be underestimated," said Jon Adams, Chairperson of the
conference steering committee and member of SESSA. Therefore, the timing of
this event on the African continent is seen as very appropriate. "In most
places in Africa photovoltaic systems are the only source of providing light
to those infamous two billion people that live on less that $1 a day and
without access to electricity," Adams continued.


Top international scientists and researchers will share their latest
findings and innovations with peers and the energy industry. Presentations
will cover a diverse range of themes such as Resource Assessment, Solar
Heating and Cooling, Solar Electricity, Solar Buildings, and Solar Energy &
Society.

The Congress programme is still being finalized, but it already holds
promises of a good balance between science and research with a generous
touch of current affairs and controversy. High profile national and
international speakers will address the most recent and current topics in
the sustainable energy field.

Another speaker who is expected to attract wide attention is Prof. Vivian
Alberts of South Africa, who will discuss his reasons for moving his
enterprise to Germany. A panel discussion on concentrating solar power and
Eskom's technology choices is bound to attract considerable interest from
governments and industry in the southern African region.

The recent announcement in South Africa of the Renewable Energy Feed-in
Tariff (Refit) has created quite a buzz in the industry and it is expected
that the pros and cons of Refit and the level of the tariffs will be hotly
debated during the congress. Dr. Hermann Scheer who first introduced the
Feed-in Tariff into the German Parliament will also be one of the keynote
speakers.

"The above examples represent just a small sample of the level of debate
that can be expected at the Congress. We will make more information
available about the programme as invited speakers confirm their
participation," so Adams.

ISES SWC 2009 key objective are to:

- ensure a sustainable energy future
- promote and increase the use of renewable energy and energy efficiency
- promote the use of renewable energy resources to positively impact on
the quality of life for future generations
- development of future opportunities for the use of renewable energy in
Africa
- jointly seek solutions which are consistent with the principles of
sustainability - affordability, environmentally sound and socially
acceptable .

Parallel to this Congress, SESSA will also promote the interest of the trade
and the public by introducing a Renewable Energy Expo, a trade exhibition.
The theme of the Expo is *Efficient; Alternative; Sustainable, * and it will
focus on solar, renewable, sustainable, alternative and efficient energy
resources and products, services and developments. The Expo will showcase
the industrial and domestic use of new technologies and inventions that will
be of interest to the business sector and the public at large. SESSA
envisages this Renewable Energy Expo to become an annual event.

The Pulitzer Center on Crisis Reporting seeks an intern for spring 2010,
preferably starting the week of January 3, 2010. We are especially
interested in web-savvy applicants eager to get the word out about our
international reporting projects to as many people as possible - through
social networking platforms, online media, campus networks, special events,
and other avenues.

With the aim of increasing traffic to our reporting projects and expanding
the debate around these international issues, the intern's main duties will
include:
• maintenance of our website
• maintenance of our online profiles and channels (including YouTube
Channel)
• outreach to the online world, including blogs, social networking sites and
new media tools
• compilation of newsletters
• efforts to increase online traffic and expand newsletter subscription base

Elliot Madison, 41, from Queens, had his home raided and was put on
$30,000 (£19,000) bail after he and Michael Wallschlaeger, 46, were
tracked to the Carefree Inn motel in Pittsburgh during the summit on 24
and 25 September.

The pair were found sitting in front of a bank of laptops and emergency
frequency radio scanners. They were wearing headphones and microphones and
had many maps and contact numbers in the room.

Official police documents allege the two men used Twitter messages to
contact protesters at the summit "and to inform the protesters and groups
of the movements and actions of law enforcement".

The FBI said that as well as the computers and radio scanning equipment
discovered at the motel, they also confiscated from Madison's home 11 gas
masks, five pairs of goggles and test tubes and beakers. They said they
also took away anarchist books and pictures of Marx and Lenin.

Madison is a social worker with a Manhattan-based programme attached to a
psychiatric hospital. He is said to be a member of the People's Law
Collective, a voluntary group that advises protesters on legal issues
arising from actions. Wallschlaeger produces a talk show on radio called
This Week in Radical History.

Les militaires ont pris pour cibles le 28 septembre les nombreux
journalistes qui ont été dépêchés par leurs rédactions respectives pour
couvrir le meeting. Au moins trois d'entre eux ont été passés à tabac par
des militaires et ont dû être évacués d'urgence dans une clinique de
Conakry. Le seul reproche qu'on leur fait, c'est d'avoir fait leur boulot
: celui de retransmettre sur les ondes de leur radio les échos du stade du
28 septembre.

Analysis: Talk radio in hot water over Uganda riots

NAIROBI/KAMPALA, 2 October 2009 (IRIN) - Criminal charges and the closure of
several radio stations over alleged incitement to violence in Kampala have
sparked a debate about the limits of free speech in Uganda.

The Uganda Broadcasting Council (UBC) silenced four Luganda* radio stations
during three days of riots in September 2009 sparked by the government's
refusal to allow the king of Buganda,
http://www.irinnews.org/Report.aspx?ReportId=86107 Kabaka Ronald Mutebi,
from travelling to a district within his kingdom.

UBC accused the broadcasters, one of which has since gone back on air, of
"inciting violence and hatred" during the riots. According to the
government, 20 rioters and seven bystanders died.

Criminal charges have been brought against several guests and members of
the public who telephoned the stations, while a handful of radio presenters
have been questioned by the police's Criminal Investigation Department.

Criticism of the UBC's decision was swift and harsh, with media rights
groups saying the government was "not fooling anyone" with its sweeping
measures to crack down on critical media.

Opinion in the country, however, is more divided; while some feel shutting
down the stations was the desperate action of an unpopular government,
others felt the tone of some of the programmes was indeed inflammatory.

He said, she said

"The stations were merely expressing their support for the Kabaka; one of
these stations, CBS, is owned by the Buganda Kingdom, so inevitably they
will side with Buganda in any debate," said Ssemujju Nganda, a senior editor
at The Observer, an independent newspaper. "The government knew this would
always be the case when they gave them the licence to broadcast."

Nganda did, however, admit that in the heat of the moment there may have
been "excesses" by radio presenters.

Police documents charging Elias Lukwago, Member of Parliament for Kampala
Central, with inciting violence after a 9 September talk-show on Akaboozi
Kubiri, accuse the MP of making statements implying that it would be
"incumbent or desirable to do acts calculated to lead to the destruction or
damage of property".

"Those of you who are working in markets, shopping arcades, canteens,
restaurants, those of you seated idle on verandas and those of you who are
tending their gardens, what have you done so far about all the challenges
that have hit us before? Will you wait until you are hit directly?" reads
part of an English translation of a police transcript of Lukwago's
appearance on the show. "Are you waiting for His Majesty to be attacked and
in his palace?"

According to Godfrey Mutabazi, chairman of the UBC, presenters, guests and
talk-show callers were indeed inciting hatred among the Baganda, much of it
directed towards people from western Uganda, who are perceived to have been
favoured above other ethnic groups during the presidency of Yoweri Museveni,
who hails from that region.

"Sometimes the messages are coded and other times they were blatantly
inciting violence and hatred," he said. "I had no choice other than to
suspend broadcasting by these radio stations - otherwise we could have been
dealing with a situation like Rwanda, where Radio Mille Collines was able to
incite thousands into ethnic violence that resulted in the genocide."

In addition, Mutabazi said, the stations were actively encouraging Baganda
in general to defy the police's orders and travel to Kayunga.

"After the police advised the Kabaka and his supporters not to travel to
Kayunga for security reasons, CBS became like a mobiliser, openly defying
the police, urging supporters of the king to go against the police directive
and head there anyway," he added.

The UBC was unable to provide IRIN with copies of transcripts from the
broadcasts in question.

Denials

For their part, the stations' managers have vehemently denied any of the
charges made against them. "We did not make any broadcast that could qualify
as inciting violence; we were reporting events as they unfolded," said CBS
chief executive officer Kaaya Kavuma. "We had reporters all over the place
and they were telling us the reality on the ground; if that is inciting
violence, then this is a matter of interpretation."

However, some members of Kampala's listening public disagree. "These radio
stations are insulting even when there are no riots; during the violence the
programmes definitely became more threatening to non-Baganda," said Joseph
Tushabe, a shop owner from western Uganda in the capital. "I am sure some of
the rioters were responding to the attitudes they heard on the radio."

However, according to Bogere Masembe, CEO of Ssuubi FM, there was no plan
to incite violence. "If there was anything they think was inciting, then it
was not by design," he said.

One thing most analysts agree on is that the UBC was excessive in its
decision to take the stations off the airwaves completely.

"Whatever the presenters said, there are ways of dealing with it within the
law without using such arbitrary methods as closing stations down," Nganda
said.

CBS's Kavuma accused the UBC of failing to follow the rule of law in the
decision to close down the stations; the council, he said, broke into the
station's transmission system with the aid of the Uganda People's Defence
Forces. Ssuubi FM's Masembe said his station was attacked in a similar
manner.

"The Broadcasting Council wrote to us two days after we were closed down;
we were not given any hearing or a warning," he said. "When you break the
law, there are institutions that are supposed to interpret the law; it was
high-handedness."

"One of the complaints we keep hearing from government is that the
presenters are not professional journalists, but you cannot criminalize lack
of professionalism," said Peter Mwesige, an independent media consultant and
one of the founders of Uganda's Daily Monitor newspaper.

"We don't see the UBC on a day-to-day basis regulating station programming;
they seem to exclusively focus on sanctions," he added.

Mwesige noted, however, that there was a need for greater professionalism
in political talk-radio in Uganda, as without it, broadcasts could turn
dangerous.

"There is a legitimate case for greater professionalism, for proper
research and better moderation of talk shows," he said. "But the way to do
this is to engage with radio stations' management in order to achieve this,
not to shut them down."

*Buganda is a kingdom in south-central Uganda inhabited by the Baganda
people, who speak Luganda.
