Harper Government Deletes Community Access Program

Late evening on April 5th Community Access Program (CAP) sites across
Canada received a letter from
Industry Canada Director General Lisa Setlakwe that the Program "has
achieved its objectives" and funding has
been terminated, effective immediately. The letter goes on to say the
Federal Government is committed to
"prioritizing expenditures". It does, however, suggest that youth
employment money may be available for
internet access sites that continue to exist after the cuts. How a CAP site
can hire and supervise youth when it
has no funding to operate is not explained in the letter.

Asks Eric Stackhouse, Nova Scotia CAP Association Chair, "How can we have
accomplished the objective of
connecting Canadians to the Internet when all our usage numbers are the
same as they always were, or
increasing? We send these numbers to them yearly, so they know that".
Stackhouse explains that officials at
Industry Canada don't seem to understand what the objectives were. "I know,
I was there when the Program
was first started. It was to connect Canadians to the Internet and
technology but also to train them in its use so
they could benefit from it. The access is still needed, the numbers show
that, and as anyone knows, technology
is constantly changing and you need new skills each and every day." He
points to such groups as seniors and
older workers as particularly vulnerable and who need skills to do
everything from day to day banking,
contacting the Federal Government, finding the right tax forms, or learning
how to connect with their families.

"As far as prioritizing expenditures" Stackhouse continues, "the Federal
Government saved billions in civil
service salaries when it transferred almost all of its services from
in-person to online; this was successful due in
no small part to the minor amount of money provided to CAP. We act as the
local access point where people
can get help. Government web sites still say, if you need access or
assistance, go to a CAP site. Now
Government want others to cover that cost." $650,000 is received from
Industry Canada each year, far less than
was originally received back in the 1990's.

The Association is particularly disappointed in the way the Federal
Government chose to make this
announcement. Volunteers, community members, and staff, who have worked
hard over 17 years to help fellow
citizens were informed by form letter, late in the evening before Good
Friday, their efforts were not needed. The
Association has asked numerous times in the past two years to speak with
Industry Canada representatives
about the future of CAP but no replies were received.

The Nova Scotia CAP Association encourages all people who make use of CAP,
and those who understand that
community places to learn about technology are still needed, contact their

This seems to me to be a reasonable set of first steps but the problem is
when this is combined with the elimination of the Community Access Program
(see [above]) a significant proportion of the population (those without
personal access to the Internet) will be excluded from having easy low cost
access to this data/information.

A Consultation for Policy review on Community Radio Installation, Operation
and Broadcasting Policy 2008 entitled:"Proposed Inclusion, Revision and
Change "has been taken place 7 May 2012 at 10 a.m. at JATRI Training Hall
Karwan Bazar, Dhaka. Bangladesh.

The consultation was organized by Bangladesh NGOs Network for Radio and
Communication (BNNRC).Representatives of different Community Radio
stations, veteran media experts, academics and UNICEF officials
participated in the program. Mr. Syed Tamjidur Rahman, Chief Executive
Officer of Change Maker facilitated the session.

After a brief introduction by the participants, Mr.AHM Bazlur Rahman-
S21BR, Chief Executive Officer of BNNRC welcomed the participants. He
mentioned that after a long term policy advocacy govt.has announced the
Community Radio Policy 2008 and approved license for 14 Community Radio
stations. Out of these 10 stations are already on-air and the rest are
coming on-air by this month. This is a good time to reflect on the policy
and govt.has rightly chosen the time to review the document. The inputs of
the in initiators will enrich the initiative of the govt.

In the consultation, as regards to inclusion, revision and change(proposed)
in the policy document; valuable suggestions and inputs have been provided
by Mr. S.M. Shameem Reza, Associate Professor, Department of Mass
Communication and Journalism, University of Dhaka, Nance Weber, C4D Unit
Chief, UNICEF-Bangladesh, other officials of the unit Ms.Anu Kapur and
Sayedul Haque Milky, reputed development expert Faruq Faisal, Jamil Ahmed,
Executive Director, JATRI and Shamima Akhtar, Executive Director, ESO
Foundation and Focal person for WIN-Bangladesh.

From among the Community Radio Stations/initiators Md.Hasib Hossain
Community Radio Mahananda 98.8, Mr. Azizur Rahman, Community Pallikantha
99.2, Sultan Mahmud, Community Radio Bikrampur 99.2, Dr.AKM Shahidul Islam

The speakers shared their experiences and lessons learned and provided some
valuable suggestions so that these would be considered during the review
process of the CR Policy by the govt.

BNNRC will now compile the recommendations and place those to the Ministry
of Information as part of the inputs from the civil society and grassroots
level initiators to policy review process.

*Santiago de Chile, April 2nd, 2012*. AMARC Chile realized an observer
mission on Mapuche community media and radios' freedom of expression,
realized in Araucania and Los Rios regions, Chile, from January 25 to 27
2012.****

As a result of this mission, the network published a report asking for an
urgent intervention of the Freedom of expression and Indigenous peoples
rapporteurs in defense of those radios. The request is included in the
results report.****

Among the requests done to the UN Rapporteurs for the freedom of expression
and opinion and for Indigenous peoples' rights, as well as to the
Rapporteur of the Organization of American States (OAS), there is to take
care of the situation in which are living the Mapuche women communicators
as a result of the exercise of the right to communicate.****

Furthermore, we ask to the Chilean government to repeal the article 36B(a)
of the Telecommunications Law that penalizes the community radio
broadcasting without concession. This affected directly the Kimche Mapu
Radio, a community radio in the Puquiñe Valley in the district of Lanco,
which has been visited during the mission where the risky situation of this
radio was noticed as an outcome of this legislation that penalizes freedom
of expression.****

The mission also allowed the observation of the fact that there are no
public policies in place to stop the monolingualism are promoting,
protecting and revitalizing the Mapudungun language through media. Mapuche
media are facing severe economical conditions for their functioning. There
is no public funding to develop specifically those media.****

The organizations part of the mission learnt, in November 2011, the
existence of two cases affecting seriously the functioning of Mapuche
community radios through the application of the general Telecommunications
Law in force, which penalizes the broadcast without authorization and that
allows the radio licence's revocation. On this occasion, a Mapuche woman
communicator has been accused and, even if the legal action has been
suspended following a decision of the public department, the accusation
could reappear if another denunciation happens. ****

It is the first time that organizations dedicated to the defense of the
right to communicate and to the freedom of expression offer to raise and
disseminate information on the ground about the violation of Mapuche media
rand radios rights. Their aim is to answer to the need to complete the
reports and denunciations regarding the human rights violations in
Indigenous communities.****

This mission was the initiative of the World Association of Community Radio
Broadcasters (AMARC) and Mapuexpress Editorial Collective Pro Bono
Foundation, South American Union of Correspondents' Associations
participated, in collaboration with the Observatory of the Right to
Communicate and Indigenous People and the Latin-American Coordination on
Cinema and Communication of Indigenous Peoples (CLACPI) and the Public
Policies Center on Indigenous Rights (CEPPDI).****

Montreal, April 3rd, 2012. As a starting point on the road to Rio+20, the
World Association of Community Radios (AMARC) network, in collaboration
with the Food and Agriculture Organization (FAO) and the One Drop
Foundation, organized its first international broadcast campaign for the
World Water Day, on March 22nd. You can download and listen to the programs

Nearly 50 community radios from more than 30 countries from Asia-Pacific,
Middle East, Africa, Europe, North America, Latin America and the Caribbean
participated in this broadcast campaign, which permitted simultaneously to
improve the relevance and quality of the content of the participating
radios and to give a global exposure through the webcast. The campaign
archives include 90 programs and spots totalizing nearly 15 hours of
programming available in 15 languages and reach more than 5 million
listeners in communities throughout the world via direct broadcast or via
our archives.****

The campaign for the World Water Day 2012, coordinated by FAO, intended to
draw the international attention on the relationships between water & food
security. The special partnership between AMARC and FAO targeted nine West
African countries, among which Sierra Leone, Niger and Mali. ****

AMARC also collaborated with One Drop Foundation in order to raise
awareness and to mobilize populations in all continents to salubrious water
access for all challenges. "Teaming up with such a broad network allows us
to benefit of the world radio broadcasting potential and to reach millions
of citizens. Water challenges affect all the citizens of the world and this
partnership will allow to One Drop to pursue its awareness efforts for the
water cause", explains Lili-Anna Pereša, One Drop executive director. ****

DUEBA, Fiji (*Pacific Scoop/Pacific Media Watch*): Radio Djiido – the
"voice of the Kanak people" that was founded as a station supporting
independence for Kanaky – is branching out into the English-speaking region
with a training focus at the University of the South Pacific.

The radio was established by Jean-Marie Tjibaou, the late leader of the
Kanak independence movement (FLNKS), on September 24, 1985. September 24
is the date France formally colonised New Caledonia in 1853.

The objective behind the creation of the radio station was to
"counterbalance" biased information spread by the anti-independence
political groups in New Caledonia.

For two years, the announcers and the journalists of Radio Djiido were not
paid. This early period, when the FLNKS supporters were struggling in the
mid-1980s for independence from France, was called the "les Evenements".

RDK (Radio De Kanaky, which is another name for Radio Djiido) was guarded
24 hours a day by volunteer militants to prevent attacks from the
pro-France opponents or the police.

Later, when the political situation had calmed, the FLNKS structured RDK
more formally. Many of the activists stayed on and became "professional"
broadcasters by gaining field experience.

RDK struggled to stay afloat, first because of its political beginnings and
objective but also because running a radio station is just expensive.

*Leading station*
However, Radio Djiido has grown to become the leading radio station in New
Caledonia.

Following continuous restructuring, Radio Djiido now has a new station in
the heart of Noumea, three offices in the North, one in Lifou and it has
launched the Mare office earlier this month.

While we are growing well with improved technical capabilities, we have a
new struggle.

For any media company, upskilling workers is important. We have had
journalists going to France for further studies.

But upon their return, they either stayed for a short time or left for
greener pastures offered by the state broadcaster RFO or French television.

If all journalists trained by RDK had remained with the company, the radio
station would have had the largest pool of trained journalists in our
newsrooms and give an effective voice for indigenous people.

Today we are able to broadcast live from all over the country, as long as
we have an internet connection.

*Radio passion*
Several villages only have Radio Djiido in their homes and this is an area
that seriously needs to be addressed.

For us remaining workers, the passion to keep the station alive is the sole
motivating factor of why we continue to work for the company.

To counter the brain drain, our board has decided to change our training
policy, where the University of the South Pacific in Fiji has been chosen
as the training ground.

I am a product of that policy.

RDK has decided to train its staff here in the Pacific region simply
because we are all colleagues, brothers and sisters.

We face similar issues and challenges. We also envisage having a greater
presence in the region.

This is not the last time you will hear of Radio Djiido.
