Around the city this week there have been sporadic outbursts of violence
between the PAD and government supporters. An anti-government TV station
and a pro-government community radio station have suffered attacks.

Naishinawatra Parboonpart is the manager of the community radio station,
run by a taxi radio service. He expects police to move against the PAD
protest later Friday.

He says extra police have been brought in from the provinces and they will
move quickly and once the airports are reopened it will be better for the
nation.

Presidential candidate for tomorrow's Sierra Leone Association of
Journalists executive elections, Umaru Fofana has warned community
authorities in Tombo to desist from arbitrarily closing down community
radio stations, a release from his campaign team says.

On hearing that Radio Tombo had been shut down on the orders of the town
chief, Ibrahim Sesay and the councilor, Billie Kanu, Mr. Fofana dashed to
Tombo, outside Waterloo, where he learnt that the station manager, Sallu
Mongeh was also severely beaten up on Sunday night by attackers who
reportedly used rocks and other missiles.

Mr. Fofana, according to the release, told the chief that there were
proper laid down procedures to seek redress if a community felt aggrieved
about their radio station or any other radio station at that. "Using your
authority to shut down the radio any time you feel aggrieved is bad for
you, bad for your community and bad for free expression,"he told the chief
in Krio. He also urged the police to attach "utmost seriousness" to the
case.

The radio manager, who sustained some bodily injuries, said he could
identify his attackers, some of whom were arrested by police but were
later released. Sallu expressed dissatisfaction that the men were
released, which he said posed a threat to his safety and security. He had
earlier planned to leave the town because of alleged threatening remarks
against him and his family. However, following a series of meetings
yesterday with the Independent Media Commission and the Independent Radio
Network whose delegation included Mr. Fofana, Sallu said he could now stay
in the township. He thanked the IRN coordinator, Ransford Wright and Mr.
Fofana for their visit, saying it would go a long way towards restoring
their dignity.

The cause of the attack on the radio station and its manager is still
unknown. But one possibility, some say, was a press release aired by a
local authority which some took exception to. Others believe it has to do
with settling old scores by some former staff of the station, who are
receiving backing from some local authorities. Police say they are
investigating the matter.

Meanwhile, the authorities are finding ways of ensuring the radio resume
operation shortly.

In a move that could hit the introduction of news on private FM radio,
TRAI has accepted the views of the Government on limiting the sources
of news and current affairs for FM radio and has recommended that a
review for expansion of sources may be considered after three years.

TRAI has also accepted the Information and Broadcasting Ministry's
categorisation of content to be treated as non-news and current
affairs broadcast and has said that the scope of such content might be
enlarged after a period of three years after reviewing the experience.

Meanwhile, the regulator has strongly reiterated its earlier
recommendation for removal of ceiling limit of ownership of 15 per
cent of total permitted FM radio stations in the country by any
permission holder.

TRAI has made these comments on the letter received from the I&B
Ministry on November 18 in response to the recommendations sent by the
regulator on February 22, 2008 on the Phase III of private FM radio
expansion.

While accepting the Government's views on allowing restructuring
before start of FM radio broadcasting, TRAI has reiterated its views
on restrictions on change in ownership after start of FM radio
broadcasting.

TRAI has also accepted the views of the Government for continuing with
the current level of floor price of the bids. Automatic renewal of
permission with higher of the future value of the one time entry fee
paid by a bidder or the latest one time entry fee paid by any bidder
for a similar category city in the same state has been recommended
with the existing permission holder having the first right of refusal.

3 injured in bomb, gun attacks against taxi community radio station

Bangkok, Thailand -

Two men were injured by bomb shrapnel and one was shot when a group of men
hurled two bombs and fired at the 92.75 community radio station for taxi
drivers.

Police said the attack happened at 4:30 am.

The station was located inside Vibhavadi Rangsit Soi 3 where dozens of
guards of the People's Alliance for Democracy attacked taxi drivers
Tuesday evening.

A taxi driver, who identified himself as Watcharin, said he and friends
were standing at the mouth of the soi and suddenly heard two explosions
and the assailants also opened fire at them.

The injured were rushed to the Rajvithi Hospital.

The Lesotho chapter of the Media Institute of Southern Africa (MISA) is
working towards the launch of a community radio station, writes Mzimkhulu

According to MISA-Lesotho's Information & Communication officer, Thabang
Matjama, the community radio station will be set up in the area of
Mafeteng. It will belong to the people of the area, and broadcast their
issues such as stock theft, local government and others that pertain to
that particular community.

Matjama says residents will have to craft a constitution and elect a
management board for the station.

According to MISA, the station will have to work laterally and
horizontally by engaging people in the area, shifting from the commercial
radio stations' normal way of reporting that focuses on ministers and top
government officials as news sources.

According to MISA, the grassroots people hardly have their vices heard in
the mainstream media, but there are issues that pertain to them that
warrant media attention.

The new radio will be an alternative voice that will ensure equitable
information dissemination to a large section of society.

Matjama says MISA will pass on the station to the people after it has
stabilized both managerially and financially. It is a pilot project, he
says: "Then other community radio stations must emerge that will ensure
that people get their voices heard right from their communities."

The initiative is financially sponsored by the United Nations Scientific
and Cultural Organization in Lesotho – (UNESCO Commission).

MISA provides technical support for the establishment of the radio
station, fulfilling one of its key functions, that of ensuring a
pluralistic and diverse media in the country.

Licensing of the station is currently under way and the launch is expected
next year once all processes leading to the station's formation are
completed.

On November 03-07, 2008, MISA trained various groups within the Mafeteng
region where the radio station will be located.

Lesotho has registered rapid growth of the broadcast media with ten radio
stations being set up since 1997. Some are church-owned, others commercial
and two are the state-run Radio Lesotho and Ultimate FM.

This years' international theme of the campaign is "Media and Violence
Against Women". The campaign seeks to denounce gender violence in the
media and will cover 3 dimensions:
(a) Media as an instrument in combating violence against women.

The 16 days campaign starts on November 25th with the International Day
for the Elimination of Violence Against Women; it continues on November
29th with the International Women's Human Rights Defenders Day; followed
by December 1: World AIDS Day; December 6: Commemoration day of the
Montreal (Canada) Massacre in 1989 and ends with the December 10th:
International Human rights Day. The campaign will be broadcast at

Community radio producers from Asia-Pacific, Middle East, Africa, Europe,
North America and Latin America and the Caribbean will dedicate these 16
days to highlight the effort of women and men working to put an end to
gender violence. The programs featured will include documentaries,
interviews, debates, poetry, music and much more. This multilingual
broadcast campaign mobilizes community radios around a global issue and
encourages them to use new communication technologies such as the Internet
to extend the reach of their voices. Radio stations around the globe are
invited to download the audio files from the AMARC-WIN 16 days website and
broadcast them in their radio stations.

EDC's Sudan Radio Service project has an opening for a Chief of Party
in Juba, southern Sudan.

Sudan Radio Service (SRS) is a USAID-supported project that aims to
deliver accurate, balanced news and information to the people of
Sudan—via shortwave broadcasts heard nationally and an FM broadcast
heard in Juba, southern Sudan—in an effort to promote peace and
development. SRS has a team of nearly 40 journalists/producers based
in Sudan and Nairobi, Kenya who report news and develop informational
programming based on the journalistic principles of fairness and
accuracy.

The Chief of Party (COP) is EDC's senior project representative in-
country and is responsible for all aspects of the project. The COP
will report to the Project Director, who assists in establishing the
vision and direction of the project within the bounds of the
agreement with USAID.

ESSENTIAL FUNCTIONS - All staff are expected to communicate clearly
and courteously; to develop and maintain positive relationships with
clients, consultants, collaborators, co-workers, field sites, and
funders; and to work respectfully with EDC colleagues. All jobs
require adherence to EDC policies & procedures.

The Chief of Party (I) has overall responsibility for leading and
managing an international project's administrative, programmatic,
technical, and operational aspects in the field — in collaboration
with Project Director and in accordance with EDC, funder, and host
country requirements — to achieve project success. The Chief of Party
will

· Provide an overall vision and direction for the project, which
requires strategizing and setting priorities;

· Manage the professionally and socially diverse implementing team
on the ground as a cohesive and collaborative group, monitoring
technical progress;

· Selects, hires, and supervises staff and subcontractors; assigns
roles & responsibilities; manages performance

· Develop and enforce management practices that promote good
communication, a task-oriented work ethic, and compliance with USAID
and EDC rules and regulations, as well as host country laws;

· Establish, maintain, and be responsible for the ongoing
administrative and financial operation of project offices with
accountability to the home office;

· Ensure that project planning is detailed, timely, and occurs
within the context of the overall vision of the project;

· Take the lead in communicating with donors, implementing partners
and stakeholders, and in establishing and sustaining good relations
with them, while balancing the need to maintain SRS' position as an
independent news provider;

· Prepare and monitor budgets and ensure that accounting systems are
adequately staffed and efficient so that reports are accurate, timely
and complete;

· Ensure that all legal, contractual, human resource and
communication functions are complete, timely and effective, drawing
on resources from the home office as needed;

· Supervise all local and international staff working on the
project;

· Strive to maintain SRS' reputation as the leading independent
broadcast news outlet in Sudan;

· Conveys organizational philosophy and values;

· May perform other duties, as needed.

The Chief of Party (I)
• Is responsible for partnering successfully with Project Director,
Center, Business Services, expatriate and local staff
• Is a representative of EDC and the project in the host country,
interfacing with the ministry, or other government leaders, the
funder, and others; builds positive client, vendor, and funder
relations
• Demonstrates diplomacy and leadership to foster an atmosphere of
teamwork, productivity, creativity, fairness, equity, and innovation,
in support of EDC's commitment to diversity
• Negotiates and mediates effectively
• Interacts with large numbers of program participants or team
members, guiding feedback exchanges, facilitating problem-solving,
and providing expertise
• Oversees administrative and logistical coordination; secures
consensus about priorities and competing workload demands
• Supervises technical, management, and administrative staff; directs
and coordinates work of team leaders &/or project managers
• Organizes and coaches teams
• Fosters excellent communications among all parties, including with
EDC home offices
• Oversees training programs, workshops, conferences, or other
collaborations
• Travels
• Manages and coordinates activities of subcontractors and all
partners to create synergy

QUALIFICATIONS - All jobs require educational achievement; excellent
writing skills; demonstrable initiative, creativity, and flexibility;
ability to work independently and effectively in groups; strong
interpersonal & organizational skills. This position requires:

· Outstanding leadership skills;

· Excellent analytical skills and aptitude for details;

· Experience working with people of widely varying skills, cultural
backgrounds, and professional qualifications;

· Ability to train and mentor others in management and technical
work;

· Proven track record in a media organization as producer,
journalist, etc.; media leadership experience as program director,
news director, managing editor, editor-in-chief, etc. would be added
advantage;

· Strong budget management skills;

· Ability to delegate tasks and supervise teams of people;

· Detail-oriented, particularly regarding procurement and other
sensitive administrative and management-related issues;

· Basic technical broadcasting knowledge and/or experience
essential;

· At least a bachelor's degree in a media-related field;

· With Bachelor's degree, 7–10 years related experience

· With Master's degree, 5–8 years related experience, including a
minimum of 5 years supervisory/project management or program
development experience

· Strong understanding of the role that media and communications can
play in a developing and/or post-conflict society;

· Experience in monitoring and evaluating media-related education
activities a plus;

· Experience working in or running a USAID-sponsored program;

· Capacity to work in difficult conditions and function well under
pressure;

· Strong English verbal and written communication skills;

· Arabic language skills desirable;

· Significant international experience and experience in a
developing country required;

Kursus Jurnalisme Sastrawi XVI
Jakarta, 7-16 Januari 2009

Hari ini
hampir tak ada warga yang mendapatkan breaking news dari suratkabar.
Mereka mendapatkannya dari televisi, radio, SMS, telepon atau internet.
Tantangan baru muncul: bagaimana cara menulis panjang? Bukankah
relevansi suratkabar makin terletak pada kemampuannya menyajikan
analisis?


Tawaran ini di New York dijawab Tom Wolfe pada 1973. Wolfe mengenalkan sebuah genre baru saat itu: New Journalism.
Ia mengawinkan disiplin keras dalam jurnalisme dengan daya pikat
sastra. Ibarat novel tapi faktual. Genre ini mensyaratkan liputan
dalam, namun memikat. Genre ini kemudian dikenal dengan nama narative
reporting atau literary journalism. Menurut Nieman Reports, sejak
1980an, suratkabar-suratkabar di Amerika banyak memakai elemennya
ketika kecepatan televisi memaksa tampil dengan laporan mendalam.


Di Jakarta, genre ini diperkenalkan lewat sebuah
kursus pada Juli 2001. Mula-mula hanya dua kali namun permintaan tetap
datang. Angkatan-angkatan baru pun dibuat setiap satu semester. Peserta
datang dari berbagai kota, dari Banda Aceh hingga Jayapura, dari Pontianak
hingga Kuching, dari Ende hingga Kupang. Alumninya, kini mulai
bermunculan. Ada yang menulis buku. Ada yang jadi pemimpin redaksi. Ada
yang sekolah lanjut.


Kursus ini dibuat dua minggu. Peserta adalah orang
yang biasa menulis untuk media. Setidaknya berpengalaman sekitar lima
tahun. Peserta maksimal 16 orang agar pengampu punya perhatian memadai
buat semua peserta. Calon peserta diharapkan mengirim biodata dan
contoh tulisan agar pengampu mengetahui kemampuan dasar peserta lebih
awal. Biaya pendaftaran Rp 3 juta. Biaya tersebut sudah termasuk buku
dan materi kursus non buku sekitar 200 halaman serta coffe break dan
makan siang.

- Many years successful experience as a successful media professional
- Experience as a Project manager and / or manager of development
activities in Africa a plus,
- Strong interpersonal and communication skills, a certain sense of
diplomacy and negotiation
- Experience in organisation and supervision of personnel
- English fluency, Arabic and other Sudanese languages a plus.

Salary range: 9,000 to 10,000 USD a month

Detienen a agresores de Radio Calenda

El viernes 14 de noviembre fueron aprehendidos algunos de los agresores de
los integrantes de la emisora comunitaria Radio Calenda de Oaxaca, quienes
en 2006 fueron agredidos por autoridades locales tal como lo registra el
Informe "Libertad de Prensa en México: la sombra de la impunidad y la
violencia", elaborado por la Misión Internacional de Documentación sobre
Ataques en Contra de Periodistas y Medios de Comunicación:

"Radio Calenda es un ejemplo claro de la impunidad que tienen que
enfrentar las radios comunitarias cuando son objeto de una agresión. Radio
Calenda está ubicada en el municipio de San Antonino Castillo de Velasco,
y debido a la cobertura que dio al proceso de destitución del presidente
municipal, varios de los colaboradores fueron golpeados fuertemente y
agredidos con armas de fuego. Una de las víctimas fue detenida de manera
arbitraria por un grupo identificado con las autoridades locales. A pesar
de que se han presentado diversas pruebas ante las autoridades
--incluyendo un video de la agresión--no se ha logrado someter a juicio a
los responsables materiales e intelectuales de los hechos."[1]

La Asociación Mundial de Radios Comunitarias en México considera justa la
ejecución de estas órdenes de aprehensión, consecuencia de las demandas
penales interpuestas por el colectivo ante las autoridades locales por los
delitos de tortura, privación de la libertad e intento de homicidio
cometidos contra los integrantes de Radio Calenda, pero resulta lamentable
que se haya hecho una excepción con la orden de aprehensión concerniente
al ahora expresidente municipal, responsable y ejecutor de las agresiones,
quien permanece impune sin asumir ninguna responsabilidad.

Aunque estos hechos forman parte del proceso de justicia y de la
reparación del daño a las víctimas, AMARC-México manifiesta su
preocupación por las posibles represalias que estas aprehensiones puedan
generar como venganza contra Radio Calenda y sus integrantes. Por tal
motivo, demanda a las autoridades del Estado de Oaxaca (Subsecretaría de
Derechos Humanos, Procuraduría de Justicia y Comisión Estatal de Derechos
Humanos) que tomen las medidas pertinentes para garantizar la seguridad de
los integrantes de Radio Calenda, misma que cuenta con medidas cautelares
de la Comisión Interamericana de Derechos Humanos, razón por la que el
Estado Mexicano, incluidos el presidente municipal y a las autoridades
locales del municipio de San Antonino Castillo de Velasco, tienen la
obligación de proteger a los periodistas comunitarios.

Editor's note: Bill Forry's lively and engaging story of a black pirate
radio station in Massachusetts was the winner in this year's New England
Ethnic News Awards in the News Feature category. It was orginally
published in the Dorchester News, a Boston-area newspaper that serves a
community it calls "Boston's largest & most diverse neighborhood."

It's five minutes after 6 a.m. on a Tuesday morning and the loyal
listeners of TOUCH 106.1FM - those who are awake, at least - have to
settle for the crackle and puff of static from their speakers.

No James Brown, no New Edition, no Amiri Baraka. Just static.

Over in Grove Hall, someone - probably the station's do-everything morning
talk show host MC Spice - is running late. Either that, or the feds have
slipped in overnight and cut the power cords or ripped down the antenna
that pumps TOUCH FM into the ether above [the Boston areas of] Dorchester,
Roxbury, Mattapan and J.P. [Jamaica Plain] each day.

It's damn near 6:10 a.m. and the panic starts to set in. Is it over? Have
the radio rebels at TOUCH FM finally caved under the pressure from the
dreaded FCC?

Nahhh.

WDFH 90.3 has been broadcasting since 1995 from a transmitter and
broadcast facilities in locations all over northern Westchester, bouncing
around from one studio to another.

AMARC 10 2010 Global Conference to be held in Argentina


The International Board of Directors of AMARC is pleased to announce that
Argentina will be the host country for the tenth World Assembly of
Community Radio Broadcasters to be held in the second half of 2010.

The decision of Argentina follows an open selection procedure that took
into account, among other considerations, that it will be the first time
that South America, where community radios were born 60 years ago, will be
hosting the global conference of community radios. Furthermore, Argentina
and the Latin America & Caribbean region are undergoing dynamic social
changes and have rich experiences to share with the world movement of
community radio. AMARC 10 will be a weeklong event in the second half of
2010. It is expected to bring together more than 400 community
broadcasters and stakeholders from over 110 countries and all regions of
the world.

Through service to members, networking and project implementation, the
World Association of Community Radio Broadcasters AMARC, brings together a
network of more than 4,000 community radios, Federations and community
media stakeholders in more than 115 countries.

PIRATE radio stations have been wiped off the air in a crackdown in
East London by broadcasting regulators in a joint operation with the
local authority.

The pirates were using three council tower blocks in Tower Hamlets to
broadcast illegally.

Now the Town Hall is warning of further raids against illegal
operators after the crackdown at Sivill House, Anglia House and
Brodick House tower blocks in Bethnal Green.

War was declared on the pirates two years ago with a special joint
task force of council officers and Ofcom, the broadcasting regulators.

Its first success led to six pirate stations being raided in
Whitechapel and Wapping where high-rise blocks of flats were being
used as clandestine aerial sites.

The pirate stations are said to be "highly profitable operations"
which damage buildings when they put aerials on roofs and wire into
electric supplies.

Service workers have been refusing to go on some of the roofs because
of the dangers caused by the wiring.

Some properties were even flooded because of damage to the roofs.

Officials also received complaints from tenants who had been
threatened by people putting in the pirate installations.

The council installed 24-hour CCTV security to monitor roof hatches
in the three blocks to outflank the pirates. The system is now being
extended to three more tower blocks.

Illegal broadcasters can cause interference to emergency service
frequencies, such as fire and ambulance, as well as air traffic
control, says Ofcom. They also interfere with signals from legal
radio stations.

The Davis community got a peek inside the world of local radio
through the Davis People's Free School course, pirate radio. Taught
by Davis resident and radio enthusiast Mark Chang, the class will
meet again to set up an antenna and broadcast a radio show throughout

The term pirate radio, which refers to unlicensed radio
transmissions, comes from the first broadcasts of music in England in
the '60s. According to Chang, a group of people boarded a ship and
broadcasted music from just off shore.

"Maybe that's where the word 'pirate' first comes from," Chang said.
"They were broadcasting from a boat."

The class overviews the fundamentals of radio, including the theory
of making radio waves and an explanation of the parts that go into
making a radio. By the end of the course, Chang will teach his
students how to set up a full time radio show and broadcast a short
signal from anywhere - even a bicycle.

"People [may] have specific questions about how to make a
transmitter, so they can ride a bicycle around have other bicycles
play the same music," he said.

Radio has always been an interest to Chang, a UC Davis graduate. He
set up and hosted his own pirate radio show in Davis from 1993 to
1999 called Davis Live Radio. In addition to playing music, Chang
would broadcast roving reports, speaking to locals such as a drunken
woman at a laundromat to people at the Jack-in-the-Box drive through,
all from the confines of his living room.

"It was almost like I was cruising around town meeting people, but I
was just sitting in my living room just talking," he said. "I wanted
to have a sense that people out there were participating and get
people excited about it."

The pirate radio class draws on Chang's experiences and goes into the
details of setting up a mini studio. He will explain how to use parts
like antennas, transmitters and amplifiers - equipment that can be
bought online.

While creating a broadcast signal has become increasingly
straightforward, staying on the air is a more difficult task. With
the Federal Communications Commission giving preference to commercial
stations, there is "not much more room left on the radio dial" for a
pirate radio show, according to Chang.

"The airwaves are controlled by the corporations," he said. "The FCC
isn't really protecting the low power radio stations."

KDRT, a volunteer-driven radio station in Davis, recently won a bout
with the FCC to avoid being pushed off the air, which shifted their
broadcast from 101.5 FM to 95.7 FM. According to production manager
and radio host Autumn Labbe-Renault, the Davis community "stepped up"
to protect local radio.

"It would not have happened without the support of the community and
our elected officials," she said. "We are here to fill a void in
local content."

The Davis People's Free School, a non-hierarchical learning project
established in the 2007, contacted Chang about teaching a pirate
radio class. Marguerite Wilson, a fourth-year Ph.D. student in the
School of Education and one of the founders of the free school,
believes the pirate radio course falls in line with their values.

"I think that pirate radio, among many other things, is a great
example of people learning how to do and know things themselves
rather than relying on institutions," she said in an e-mail
interview. "I think Mark's class is a great way to make something
that is normally inaccessible to most people - i.e. radio technology
- accessible to wide group of people."
