Déclaration d'Amman

Nous, les participants au 9e congrès mondial de l'Association mondiale des
radiodiffuseurs communautaires (AMARC 9) qui aura lieu à Amman, Jordanie,
du 11 au 17 novembre 2006; Ayant en mémoire l'article 19 de la Déclaration
universelle des droits de l'homme, qui établit que « toute personne
possède le droit à la liberté d'opinion et d'expression; ces droits
incluent la liberté de défendre des opinions sans interférence et de
rechercher, recevoir et partager informations et idées à travers tout
média et sans aucune frontière ...

LES RADIODIFFUSEURS COMMUNAUTAIRES OBTIENNENT LA RECONNAISSANCE JURIDIQUE

Le président de la Bolivie, Carlos D. Mesa Gisbert, a ratifié un décret
sur la radiodiffusion qui ouvre la voie à la reconnaissance juridique des
stations de radio communautaires, rapporte l'Association mondiale des
radiodiffuseurs communautaires (AMARC). Le geste a été salué comme un
précédent en Amérique latine.

Aux termes du « Décret sur la radiodiffusion communautaire », les stations
de radio communautaires de Bolivie ont l'entier accès aux ondes du pays,
de même que la possibilité de diffuser de la publicité.

De bonnes émissions, il y en a dans les radios communautaires des villages
de l'intérieur. Mais, très peu de monde les écoute. Pour désenclaver les
bonnes productions qu'elles diffusent, des acteurs de la sous-région de
ces médias se sont retrouvés en atelier à Dakar, grâce à Institut Panos
Afrique de l'Ouest (Ipao).

La radio n'est plus un luxe. Les notes suaves de musique ou les voix des
animateurs arrivent jusque dans les cases, grâce notamment aux radios
communautaires. 'La radio communautaire est très appréciée. Car elle est
centrée sur des communautés qui ont la possibilité d'exprimer leurs points
de vue', explique le coordinateur de l'Unité éditoriale multimédia de
l'Institut Panos Afrique de l'Ouest (Ipao), George Fominyen. Par contre,
les émissions de radio, elles, ne 'voyagent' pas. Elles sont, le plus
souvent, juste destinées à une communauté très limitée.

The indigenous peoples of Guatemala have kept their culture through 500
years of colonization, brutal repression, and, most recently, 36 years of
genocide that killed 200,000 Maya. But where brute force failed,
globalization is succeeding. Mainstream Western entertainment is now
flooding Guatemala's airwaves, hammering home the 24-hour-a-day message
that Mayans should abandon their languages, their clothing, their
spirituality, and their identities. And the only thing holding back this
tidal wave of homogeneity is a network of tiny 500-watt radio stations.
