For decades, radio waves have been the primary vehicle to disseminate
information in Sudan, as in many places where literacy is low, electricity
is inconsistent or uneven, and media options are few. But until eight years
ago, most people in South Sudan did not have access to radio or any type of
independent media.

n 2003, when Sudan was still embroiled in civil war, Sudan Radio Service,
the country's first independent broadcaster of news and information, was
launched with USAID assistance. In the early days, broadcasts took place on
shortwave from Nairobi for just one hour per day.

Since then, the Agency's support for the platform has helped educate and
inform millions of people. In addition to Sudan Radio Service, USAID also
supported the establishment of six community radio stations between 2005
and 2011 in southern Sudan and in northern Sudan's Blue Nile and Southern
Kordofan states. The Agency also supplied over 200,000 solar and
crank-powered radios throughout the south and the Three Areas (Blue Nile,
Southern Kordofan, and Abyei), increasing access to the broadcasts.

When the 22-year civil war ended with the landmark Comprehensive Peace
Agreement (CPA) in 2005, radio was the most efficient and effective way to
inform citizens about the agreement and their rights and responsibilities
under it. These rights and responsibilities included participating in a
nationwide census, voting in nationwide elections in 2010—the first voting
opportunity for many Sudanese—and the referendum on self-determination for
southern Sudan, which led to the creation of the new nation of the Republic
of South Sudan in July 2011.

"USAID recognized that it was important to support radio that provided an
independent source of reliable information in Sudan, to support the peace
process and help mitigate conflicts that could undermine the CPA," said
Donna Kerner, a USAID democracy specialist who helped establish the
community radio network in South Sudan in the years before the country's
independence. "Community radio is particularly important in ethnically
diverse, multilingual areas that are vulnerable to conflict to provide an
accessible community forum for diverse views," she added.

Particularly in remote areas of South Sudan outside the capital of Juba,
radio is often the only source of information available. Due to the legacy
of war, there is a lack of electricity except in a few major towns, a
dearth of print media, exceedingly low rates of Internet access, and high
levels of illiteracy. Approximately 73 percent of South Sudanese adults
cannot read.

all over the world using instruments made of ice. Isungset, who is playing
concerts in the northern Finnish city of Oulu this weekend, is a
world-renowned percussionist.

Although he has more than twenty years' experience of jazz and music across
the Nordic countries, Isungset now regards himself as more of a sound
artist and shaman, using ice to produce warm sounds and clear notes.

The best ice he has found for musical instruments was at JukkasjÀrvi in
northern Sweden. Weather conditions are crucial when making instruments

[creative-radio] Phone journalism gives a voice to India's rural poor

Choudhary, a former BBC journalist, saw a link between the rural poor's
exclusion and the violence wracking the region. "It is natural when your
concerns are not heard you find another avenue -- that avenue has happened
to be a violent ideology called Maoism."

And so with support from the International Center for Journalists, with
whom he is a Knight International Journalism Fellow, Choudhary began an
experiment in citizen journalism.

"We understood it would have to be cheap and that voice would be key --
because people are not comfortable with reading and writing," he said. The
initial phase of the experiment, which revolved around the internet and
community radio stations, "failed completely," he admitted. But then he
took a different tack, focusing on mobile phones, which have a 74%
penetration rate in India.

"Mobile is the most democratic tool in India today," said Choudhary.
Although the mobile penetration rate in rural areas was about half the
national level (36%), phones were still a common sight even in the most
remote villages. "When we started working in 2004-5 in the villages, we did
not see mobile phones. But there has been a sea-change. Mobile phone use
has exploded."

The result, CGNet Swara (roughly, the "voice of Chhattisgarh") is a voice
portal that allows anyone with a mobile phone to record or listen to news
and items of interest. The operation is simple: on dialing the service's
number, users press "1" to record a report, or "2" to listen to one. Once a
report is recorded, it is verified and edited by a team of moderators
before being made accessible on the service.

The service "did better than we ever expected," said Choudhary. He added
that in the two years since it began, Swara has had 9,000 users, logged
more than 30,000 phone calls and published 750 news stories, including a
number which have had a big impact. [...]

Community Radio Helps Revive Forests

*JAKARTA, Feb 21, 2012 (IPS) - Irman Meilandi unhesitatingly attributes the
return of birds, wildlife and the forests around his hilly village of
Mandalamekar in West Java province to conservation advice streaming in over
community radio. *

"Thanks to Radio Ruyuk (meaning scrubland), the people of Mandalamekar have
adopted a campaign to replant deforested areas and conserve forests around
the village," says Meilandi, referring to the yet to be licensed community
radio station that specialises on environmental issues.

Broadcasting on FM 107.8 megahertz, Radio Ruyuk goes on air at 6 p.m. and
signs off at 11 p.m. Its programmes discuss organic farming, herbal plants
and medicines and village infrastructure, all in the local Sundanese
dialect.

"Radio Ruyuk was designed to encourage local people to pay attention to the
condition of the village's forests and wildlife," says Meilandi, co-founder
of the Mitra Alam Munggaran (Nature's First Partner) or MAM, a social
movement concerned with shrinking water supply in Mandalamekar, a
seven-hour drive from Jakarta.

Established in 2002 by a dozen local residents, the MAM movement started
out by organising public discussions, distributing leaflets and putting up
posters, urging people to protect the forests around the village.

While MAM was able to get local officials to ban the harvesting of rattan,
hunting, and cutting down trees in protected forests, cooperation from
local people was initially missing. Many were involved in tree felling and
cultivation on lands designated as water-catchment areas.

Radio Ruyuk has been organising, on Sunday evenings, a live talk show from
7 p.m. to 9 p.m. on various environmental issues confronting the
718-hectare village. The hosts and participants are mostly farmers and
small traders, working voluntarily.

The issues discussed include tree-planting activities, with MAM activists
occasionally joining in to explain local policies or provide updates on the
status of Indonesia's forests.

Indonesia, one of the world's most densely forested countries along with
Brazil and the Democratic Republic of Congro, saw extensive deforestation
through the last century. Its estimated forest cover of 170 million
hectares in 1900 was halved by the beginning of this century.

"The MAM programme aims to raise local people's awareness and stimulate a
sense of responsibility toward the environment," says village chief Yana
Noviadi. "We wanted more people to be aware of the dangers of deforestation
and to participate in replanting."

Radio Ruyuk, which hit the airwaves for the first time in October 2008, is
run by the Mandalamekar Community Broadcasting Council, which manages the
radio station with Meilandi serving as its secretary.

"In the beginning, Radio Ruyuk focused on environmental issues, the link
between the shrinking of river waters and deforestation in the area and
also local forest-related policies," says Noviadi.

In 2008, a year after he was elected village chief, Noviadi declared forest
conservation as one of his official programmes, further boosting people's
participation in tree-planting activities.

By 2011, Mandalamekar had replanted a total of 118 hectares of deforested
area, including some 40 hectares located around water sources, and before
long the volume of water flowing into the village's rivers had increased.

"Paddy fields that once lay fallow are now irrigated and farmers grow paddy
all year round," says Meilandi, adding that Mandalamekar has 34 hectares of
irrigated paddy fields.

"More importantly, stories of local residents picketing water irrigation
structures or quarrelling over water resources are unheard off now,"
Meilandi says.

Noviadi concurs with Meilandi, saying that he had heard stories of farmers
setting up traps to discourage people trying to divert water. "While these
are now told in a joking manner, they were disturbing," Noviadi says.

Since 2008, local officials have made it a policy to ask every visitor to
the village to plant trees in designated areas. "We want their support for
our programme. The idea is to instill environment awareness among visitors
so they can do the same in their villages," Noviadi says.

By law, community radio is limited to a radius of two-and-a-half km, but
Radio Ruyuk is received in six districts with a combined population of more
than 10,000 people.

"A neighbouring district head once phoned in with a request for a talk on
steps that can be taken at the grassroots level to conserve forests. When
we asked where he was calling from, he replied that he was at a gathering
of village heads in his district who were waiting to hear us over the
radio," Noviadi said.

Mandalamekar's conservation efforts have not gone unnoticed. For two
consecutive years, in 2009 and 2010, it won the prize for the best
self-financed village forest management programme at the regional level. It
was also runner-up at the provincial level in 2010.

"To the best of our knowledge, the regional government never made any
assessment of our forest management, but I guess they listen to Radio
Ruyuk," Meilandi says.

Meilandi himself claimed the 2011 Seacology Prize for his efforts to
preserve the environment and culture of Mandalamekar. "They told me that I
was chosen from among candidates in 46 countries," Meilandi says.

Seacology, a non-profit with headquarters in Berkeley, California, focuses
on preserving island ecosystems and cultures around the world.

"Winning awards has never been our goal," Meilandi said. "We take pride in
the fact that we were able to replant deforested areas with our own
resources, without external help," he says.

Notice of NCRA/ANREC BY-ELECTION

Released: Feb 14, 2012

The NCRA/ANREC Board of Directors is conducting a By-Election in order to
fill TWO vacant positions on our board. This notice is intended to fulfill
bylaw 1.25(a)(i)., which requires that the board notify NCRA members within
30 days of a board seat becoming vacant, and that a by-election is held at
least 60 days after publication of this notice. This By-Election will be
held because two board members have resigned. All eligible member stations
are encouraged to consider nominating suitable persons. The seats will
expire at NCRC 2013.

Participation in the by-election as a candidate:

To participate as a candidate in this by-election, you must complete the
Board Nomination Form below and submit as outlined in this notice by
Tuesday, March 6th, 2012. At that time, all nominations will be
redistributed by email to all NCRA Member stations, along with voting
details. The election will be held by email on Monday, April 16th, 2012.

2011/2012 term Board Composition requirements:

1. Our bylaws state that no one station can have more than one
representative on the NCRA/ANREC Board, although these provisions may be
waived to fulfill the requirement that at least 1 director be selected from
the Native peoples of Canada. This basic requirement has already been met
on our board, but *we welcome additional candidates who self-identify as
being from the Native peoples of Canada to come forward as candidates in
this by-election.*

Stations currently represented on the NCRA Board of Directors are:

CFRO, Vancouver BC
CJLY, Nelson BC
CiTR, Vancouver BC
CKUW, Winnipeg MB
CKDU, Halifax, NS
CIVL, Abbotsford, BC
Independent, Toronto, ON

2. Regional Representation: The existing board represents four of our six
regions of Canada, fulfilling the Association's regional requirements as
outlined in section 1.17 of our by-laws. Even though our minimum
requirements for regional representation have been met, we particularly
encourage candidates from the two remaining regions to consider candidacy
for the vacant seats. Regions currently represented on our board are
Pacific, Prairie, Ontario, and Atlantic . Regions not currently represented
are Quebec and Northern Canada ( Nunavut , NWT, and Yukon ).

3. Gender Representation: The requirements outlined in section 1.17 of the
NCRA by-laws is that the Board of Directors be composed of at least 50%
(self-identified) women. This requirement will be met regardless of the
gender of the person elected in this by-election.

NCRA/ANREC Equity Statement (Resolution 2009-F2)
Whereas there has been a systemic problem of equity and diversity on the
NCRA board and whereas the values of anti-oppression and equity are not
apparent at NCRA plenaries, be it resolved that that the following equity
statement be read at the beginning of every election process of the NCRA:
The NCRA Statement of Principles mandates the NCRA to commit to providing
alternative radio to an audience that is recognized as being diverse in
ethnicity, culture, gender, sexual orientation, age, and physical and
mental ability. The Board of Directors should reflect this diversity in its
composition and it is the responsibility of members of the association to
implement these principles through the election process.

About board meetings: The board meets about once a month by telephone. At
the moment board members or their stations are required to pay the long
distance charges for these meetings. Phone cards make this much more
economical and are commonly used. It is usual for board meetings to last
about two hours. At the moment, board meetings are scheduled by doodle
poll. Agendas and reports are sent out a few days prior to the board
meeting.

Aboriginal Caucus: Bylaw 1.17.iii. mandates that at least one director be
selected from the Native peoples of Canada, including but not limited to
status and non-status First Nations, Métis, and Inuit people. Resolution
2007-F7 resolved that an Aboriginal caucus be re-created, led by the NCRA
Board member holding the Native seat, and that the caucus be empowered to
conduct its own outreach to grow its membership in all regions and examine
methods of increasing Aboriginal representation in the association; and
that the caucus organize at its own discretion, to complement the work of
the board.

Board executive: NCRA/ANREC board executive consists of treasurer,
secretary, president and vice-president. The president is elected each year
by the assembly at NCRC, the other executive positions are filled at the
new board's first meeting. Since Adam Fox was board secretary at the time
of his resignation, the position of secretary is open, and we will be
seeking to fill that in the upcoming weeks. Detail about the executive
positions in 1.22 of the bylaws:

Equity Officer/HR Officer: Every year the board selects an Equity Officer
and a Human Resources Officer.

NCRA/ANREC staff: The National Office in Ottawa is currently staffed by the
NCRA/ANREC executive director and the NCRA Membership Coordinator. The
Executive Director attends board meetings and many committee meetings.

Standing committees: The board supports six standing committees, equity,
fundraising, supervisory, external policy, music, internal policy. Board
members are required to contribute actively to the work of at least one of
these committees.

Ad hoc committees: The board also regularly strikes ad hoc committees, to
take care of specific projects. Some of these include: conference planning
liason, membership, travel subsidy fundraising, board recruitment,
GroundWire steering. Board members are expected to contribute to some of
these as required.

In-person meetings: The board meets in person several times at NCRC, and at
the moment we schedule one other in-person meeting in the summer/fall of
the new board year. These meetings, which include some orientation,
organizational history, and strategic planning, as well as a business
meeting, usually take place in Ottawa. This series of meetings generally
spans Friday evening to Sunday afternoon.

Travel to conferences/meetings: The NCRA/ANREC currently pays travel,
accommodations and conference fees, as well as a small per diem to board
members traveling to conferences, and to the in person meeting. Board
members are expected to make the most economic choices possible when
incurring these expenses, pre-authorize them, and must retain receipts and
submit them promptly.

Among its activities to mark World Radio Day 2012, UNESCO has launched a new
good practice handbook with case studies of community media from around the
world. The publication draws on a diversity of experiences to provide
inspiration and support for those engaged in community media practice and
advocacy and to raise awareness and understanding of community media among
policy makers and other stakeholders.

13 February has been proclaimed by UNESCO as a date to celebrate radio
broadcast, improve international cooperation among radio broadcasters and
encourage decision-makers to create and provide access to information
through radio. Community Media: A Good Practice Handbook is a compilation of
30 community radio and other community media examples demonstrating
successful approaches to strengthening public voice.

"The value of this publication lies in the fact that it highlights problems
while at the same time offering possible solutions. It presents a useful
empirical basis for replicating time-tested decisions about how community
media can become an even more effective element of a free, independent and
pluralistic media system of any democratic society. This book will be a
useful reference to community media practitioners, policy-makers,
researchers, community organizers, and other media development
stakeholders."
