Radio drama breaks silence on violence and HIV/AIDS

Hitting the airwaves just in time for 16 Days of Activism and World AIDS
Day, Mahlabathe Speaks is a 13-part serial radio drama highlighting how
HIV/AIDS and Gender Based Violence (GBV) are linked, in a way that is
entertaining and understandable to the mostly rural target audiences. The
drama is being aired across South Africa, with listening groups in four
provinces - Eastern Cape; Northern Cape; KwaZulu-Natal; and Free State –
though the drama is free to air to any station.

Produced by CMFD (Community Media for Development) Productions, for People
Opposing Women Abuse (POWA) Mahlabathe Speaks uses edutainment to talk about
the importance of eliminating gender based violence and the spread of HIV.
The drama follows the story of Lerato, a young woman who is scared and
running. A city girl through and through, she finds herself in the middle of
a rural village confronting new situations and ideas.

While at first she just wants to finish her work and go home, she finds
herself remembering and celebrating her culture, and falling for the local
community radio station presenter. But what is she running from? Her
newfound friends Ntom'entle and Busisiwe have their own problems. Living
with HIV, Ntom'entle's disclosure results in violence from her husband and
family, while Busisiwe finds her voice to speak out on what she thinks is
right.

Drama promotes dialogue

In South Africa violence against women has reached epidemic proportions, one
of the highest rates in the world of countries collecting such data. It
exists in millions of households, in every community, in every institution,
in both public and private spaces.

"Sexual and Gender Based Violence (SGBV) cuts across race, class, ethnicity,
religion and geographic location," says Nonhlanhla Sibanda of POWA. "This
radio drama, supported by listening groups, community-based activities, and
media engagement, is being produced to encourage a deeper awareness and
understanding of the intersections between GBV and HIV, get people talking,
and encourage people to change their attitudes and actions."

The drama package also includes a guide for radio presenters to help them
create stories and reports around the issues, host discussions, ask
questions, and present accurate facts. As part of 16 days of activism
activities, community radio stations will be broadcasting the drama, as well
as inviting guests and listeners to discuss the rights issues it raises.

According to Cindy Dzanya, project coordinator from CMFD Productions, "The
drama is entertaining and easy to comprehend, local languages were used to
ensure the message reaches audiences in each of the target provinces."

Silence erodes protections

However, South Africa has solid legal protections for women, at least on
paper. This includes both national legislation and being signatory to
international and regional commitments protecting women's rights. South
Africa was one of the first to sign the 2003 African Union (AU) Protocol on
Women's Rights, a continent-wide legal framework that came into force in
2005, which commits all signatories to protecting a whole range of women's
rights - including reproductive health, property and inheritance rights, and
freedom from gender violence, to name just a few.

However, like in most of Africa, the reality on the ground is much
different. Along with high rates of domestic and sexual violence, women also
experience higher rates of HIV and AIDS; culture and society continue to
undermine women's progress; and gender inequalities affect everyday life and
opportunities. Asked following the voicing of the drama whether it reflect
real issues and problems in South Africa, one actor responded "Yes it does
because it's relevant and its issues that people go through every day. It's
mostly things that people are afraid to talk about."

Raising Women's Voices

There are problems with availability and access to services, of poor
implementation, and of traditions of inequality that are hard to break.
However, even in this era of multi-media overload, Facebook, Twitter, and
the internet, there still is a lack of awareness and dialogue about women's
rights, and where to go for help. The drama's core theme is about speaking
out, and talking about issues of gender violence and HIV, to come up with
solution and ideas for prevention and care.

At the heart of the drama is encouraging especially women to speak out. The
drama's original theme music, produced by Daniel Walter for Sigauque
Project, is also a call to women and girls to speak out. As the Mahlabathe
Speaks tag line says, when women's voices are raised, things will never be
the same again

Caring for Children's Emotional Health

As the world celebrates Universal Children's Day on 20 November, Africa's children have a lot to look forward to. Yet, many children and youth continue to have a lot on their plates. High HIV prevalence rates, legacies of conflict and crime, and extreme poverty plague much of the continent. As a result, a growing number of children suffer emotional trauma, depression, neglect, abuse, overwhelming grief, upheaval, discrimination and social exclusion affecting their social, emotional and mental health. "All children have material needs such as food, shelter, health care and education. But children also have the right to be cared for, loved, and protected," explains Noreen Huni, Executive Director at REPSSI. "Care and support is not just about finding means, but about changing attitudes about children's rights and roles in society."

Developing girls' belief in themselves

The year is about to come to an abrupt end, and with it, a flurry of social justice and human rights activity. Kicking off with Universal Children's Day on 20 November, then moving into 16 Days of Activism, running from 25 November to 10 December, and in between, December 1, World AIDS Day. During 16 Days of Activism, there's a chance to celebrate girls, their immense potential, and initiatives that bring attention to the challenges faced by girl children. For Precious Kakusa*, this kind of support was life changing.
Raped at the age of 13, she contracted the HIV virus. Living in an orphanage after her parents died, the now 15-year old faced discrimination and stigma.
After writing her own Hero Book to talk about her experience with stigma, as part of a CARE International Zambia project, the courageous teen took it upon herself to disclose her status to the other girls. She told them that that the shame belongs not with her, but with the man who raped her and infected her.

Ending stigma key to "Getting to zero"

From 2011 to 2015, the global community will celebrate 1 December, World AIDS Day, under the theme "Getting to Zero," echoing the UNAIDS vision of achieving "Zero new HIV infections. Zero discrimination. Zero AIDS-related deaths." According to REPSSI, along with all of the physical resources, Getting to Zero requires new approaches and changes to social environments,
especially when it comes to countering stigma and discrimination. "There is a need to scale up work with communities and families to transform attitudes. This starts with helping them deal with the emotional and social challenges they are facing," says Noreen Huni, Executive Director of REPSSI.
"Supporting people living with HIV, reducing stigma and discrimination, and caring for affected families is key to achieving Getting to Zero."

The Struggles of Refugees against the borders here and beyond in Africa

Oranienplatz in Berlin

In the last years one could read many reports about migration control,
refugee detention camps in the deserts or deportations. Indeed, since 2006
more than 10 000 refugees became victims of the war against migration at
the outer borders of the EU.
Less frequently we hear about the situation of those refugees and migrants
who were deported from Europe. „Association of deportees in Mali"(AME) is
one of the few grassroots organisations that supports deported refugees
practically and politically.
There members take care of deported people who arrive at the airport in
Bamako or at the border between Mali and Algeria and who need medical
help, a place to stay or legal support. Another focus of AME's activities
is publicity, political campaigns and street actions – also in cooperation
with regional and European initiatives and groups.

Alassane Dicko from AME is presently in Germany for a tour. On 11th
November he will present his organisation and analyse the politics of
Europe and Frontex against migrants and migration from Subsaharan Africa
and their influences and encroachment in these states.

Rex Osa, activist of the The VOICE Refugee Forum, will talk about methods
and practics of the German-European war against migrants and migration
from inside Germany: deprivation of basic rights from the beginning of the
asylum case,
Systematic social exclusion and isolation not only by the obligatory
residential restriction but also by a elaborate system of control of every
asylum seeker in the lagers, deportation at any means and any costs. The
aim of these politics: „To destroy our lives and to show us that we are
not wanted here."

Rex Osa will also speak about his personal experiences as a refugee and a
political activist and show us the only way to counter this systematic
destruction: Refugees have to come together, share their experiences,
empower themselves and organize themselves – and make a political change.

(Nicosia, 31/10/12) The Cyprus Radio and Television Authority (CyRTA) has
announced its intention to proceed with a reform of existing media
legislation to incorporate provisions for licensing of not-for-profit media
organisations.

Speaking in the presence of the UNESCO Chair on Community Media Professor
Vinod Pavarala at an event in Nicosia earlier this month, the Director of
CyRTA Mr Neophytos Epaminondas outlined the start of a process that will
see a change in the legislative framework as this relates to the operation
of community media in Cyprus. "The (Cyprus Radio and Television) Authority
is prepared to make a recommendation for reform of the legislation with the
aim of including "community radio and television" in the categories of
licenses that it grants to electronic media", said Epaminondas. "In pursuit
of this aim we expect to cooperate with the Ministry of Communications and
Works, and in particular the Department of Electronic Communications", he
added.

The event, organised by the Cyprus Community Media Centre (CCMC) under the
auspices of the Cyprus Presidency of the European Union, featured a keynote
lecture by Professor Pavarala who was on a week-long visit to Cyprus
participating in a series of civil society events. "I am greatly encouraged
by what I have heard from the Director (Mr Epaminondas) this evening, as
well as during my meeting with the President Mr Petrides this morning",
said Prof Pavarala. "The more I hear about the situation here (in Cyprus)
the more I am convinced of the relevance of community media to your present
and future", he added. Representatives from the Cyprus National Commission
for UNESCO and the Nicosia Municipality also highlighted the importance of
community media for empowering citizens to participate actively in a modern
democratic society.

These public pronouncements have offered hope for community media advocates
in Cyprus that the sector can finally get off the ground. "This is a
momentous day for Community Media in Cyprus", said Dr Angeliki Gazi,
Assistant Professor of Communications at the Cyprus University of
Technology who attended the event. "For the first time we have a public
commitment that Community Media will be recognised as part of national
legislation. We at the Cyprus University of Technology fully support this
move and are ready to contribute in the best way we can", added Gazi.

International organisations have also expressed their support to the
process. "Back in 2007, a report produced by the European Parliament
indicated that there was no Community Media activity in Cyprus", said
Pieter De Wit, President of the Community Media Forum Europe (CMFE), a body
whose membership spans 25 countries across Europe. "It is very encouraging
that the authorities in Cyprus appreciate the voice of civil society. CMFE
calls on CyRTA to continue to include community media actors in its
consultation process for reforming the existing legislation", added De Wit.

CCMC will be working closely with CyRTA, the Cyprus University of
Technology and representatives from civil society with the aim of
supporting policy change and developing a comprehensive strategy towards
amplifying unheard voices in Cyprus.

New Adventures in Sound Art (NAISA) invites artists of all ages and
nationalities to submit works on the theme SONIC GEOGRAPHY: exploring Space
& Sound for consideration in New Adventures in Sound Art's 2013 programming
in Toronto, Canada.
The NAISA Space is located in a 100 year old building originally
constructed as a repair barns for the city's streetcar trollies. The sound
of these trollies over the past 100 years has become a signature of the
Toronto soundscape. In recognizing this important local milestone NAISA is
asking artists to consider sounds that speak of place and that help
identify communities.
Preference in programming will be given to works that respond in some way
to the theme of SONIC GEOGRAPHY: exploring Space & Sound. Individual
interpretations or variations on the theme are encouraged, but should be
realized with sound as the primary component. NAISA would also like to
encourage artists to submit works for performance, gallery exhibit,
screening, webcast or audio stream, radio broadcast, network or translocal
performance, mobile experiences and any other emerging formats that include
sound as a primary element. Please complete in full the online submission
form and upload your audio by midnight on November 15, 2012. Note: there is
a $5 submission fee in order to defray the cost of processing the
submissions. All works chosen for presentation will receive an artist fee.
