AMARC Covers World Food Day Focusing on Food Security In Times Of Crisis

The worldwide community radio network of the World Association of
Community Radio Broadcasters, AMARC will be covering on October 16th
2009 the World Food Day by emphasizing on this year theme "Achieving
Food Security in Times of Crisis". AMARC covers also the Food and
Agricultural Organisation (FAO) activities for the World Food Day as
part of a signed worldwide partnership agreement between the two
organisations, in order to contribute to rural development and natural
resources. The radio programmes will be broadcast through local
community radio stations and live-streamed on the AMARC World Food Day
page at http://www.amarc.org/index.php?p=World_Food_Day_2009

Resource helps radio journalists report on HIV

Internews Neworks' Local Voices has produced a trainer's manual on how to
conduct training courses for radio journalists on HIV reporting.

Approximately 70% of the training exercises teach radio reporting skills
including interviewing, scriptwriting, digital sound editing and sound
recording. The remainder of the manual focuses on language use and
developing HIV knowledge when reporting.

According to the online training manual's introduction, "Local Voices is
convinced that journalists will only be able to use HIV knowledge on radio
effectively if they're given the opportunity to also develop their
storytelling and reporting skills."

The manual is available on the Internews Web site at

War for Homeland

In this edition of Panoscope, we will take you to India to report on the situation of territorial autonomous districts in the Northeast region of India, which has witnessed one of Asia's longest running civil wars. One of them was the Bodoland movement launched in 1987 by a group of youth from All Bodo Students Union. They were demanding for their own homeland for the Bodo speaking ethnic group and separate from the State of Assam. They created their political organization called Bodo People's Action Committee to spearhead the movement with the slogan "Divide Assam 50-50". In 1993, the Bodo leaders signed a Memorandum of Settlement and the Government of Assam constituting a 40-member Bodoland Autonomous Council. But dissatisfied with the council, the students launched another agitation denouncing the accord and demanding for a separate state. A new group Bodo Liberation Tigers, also known as BLT, was formed and launched their armed rebellion, which led to many acts of violence. A peace accord was finally signed in 2003 and led to the formation of autonomous Bodoland Territorial Areas District, now administered by the former members of BLT. The question is, however, will there be lasting peace in Bodoland as hoped?

the Global Network chaired by Oxley found that community participation in
the decision-making process was one of the lowest scoring indicators and
concluded that the emphasis must shift from international and national
policy making to policy execution at local levels if lives are to be
saved.

In Orissa, India, for example, local people are involved in drawing up
maps of vulnerable areas and assessing potential risks, a vital step in
building resilient communities, the report said.

Community radio is being established in Bangladesh so that warnings of
imminent disasters can be circulated in local languages.

The review spanned 48 countries in Africa, Asia and the Americas and
collected the views of over 7000 local government officials, civil society
and community representatives mainly through face-to-face interviews.

"The question is how can we design the technology so that it serves the
people. The problem with the 'last mile' is that it's trying to design the
people to serve the technology," said Ilan Kelman, a senior research
fellow at CICERO, the Centre for International Climate and Environmental
Research in Oslo.

"The starting point should be with the local community, asking them what
they know already and what are their concerns."
