At last!

For years, people have been asking Transom for advice on recording over the
phone. Slowly, we've been acquiring phone interfaces and software tools
for Jeff Towne to review and incorporate in his primer, and it is finally
done. Jeff covers high and low tech options--analog phone couplers and
hybrids, digital hybrids, cell phone taps, computer-based telephony like
Skype, taping little mics to telephones, and instructions on configuring
"mix minus". Various hardware and software options are reviewed, with
audio samples. There are links to other resources. This is a really good
rundown. You can stop asking now. Drop by to tell us about your own tips
or ask questions.

In a highly globalized and digitalized world, sometimes we may forget that
in many regions of the world, not even electricity is available, and the
possibility of using internet as an alternative information source is
still a distant dream. It is in locations like Guatemala, Chad and India
that community radio rises as the alternative for native communities to
speak about their concerns, hear news and stories, receive information and
all this in their native languages.

In Guatemala, Proyecto Suri [es] has been giving a community radio
workshop to the CUC, the Peasant Unity Committee [es], so they can train
different members of indigenous communities in the techniques to produce
radio shows geared specifically to their needs of information. In a
country where there are 54 living languages [en], there are places where
Spanish, the official language in Guatemala, is not spoken, or when it is,
it is spoken as a second language. Proyecto Suri writes about how
community radios have assisted in keeping these languages alive

The Business of Changing Lives
Internews Launches Guide to Making Community Media Sustainable

(February 26, 2009) Internews has launched a wide-ranging new guide
addressing the challenge of how to make community media financially
sustainable in countries around the world. The Community Media
Sustainability Guide: The Business of Changing Lives (direct link:

), is a 81-page publication covering topics such as incorporating new
online platforms and using alternative energy to power radio stations,
all with an eye to keeping the doors open in a sector not known for its
profitability.

"Years ago, the notion of a business model for community media would
have brought responses ranging from dismay to ridicule," lead author and
editor Jean Fairbairn writes in the introduction to the guide.
"Community media's origins in political struggle, its community
ownership structure, and its mission – to give voice to the voiceless,
to provide an alternative to mainstream media, to place control of media
in the hands of ordinary people – seem to contradict the notions of both
'business' and 'model.' Today, however, community media is a valued and
recognized part of the media landscape."

In the guide, case studies of community media outlets and networks
include creative solutions to the perpetual problem of finding enough
funding to stay in business. For instance, Radio Madanpokhara in Nepal
effectively gains community support by asking listeners to donate the
equivalent of a handful of rice, while the Coffee Lifeline project in
Rwanda relies on partnerships with international groups to supply
agricultural news to coffee farmers. Meanwhile, Desi Radio, serving
London's Punjabi community, thrives on a mixed business model that
includes selling advertising, conducting media trainings and hiring out
volunteers to dance at weddings.

"Community media are becoming increasingly recognized for their value in
connecting with hard-to-reach and marginalized populations," Fairbairn
said in a recent interview. "Because they are local and participatory,
they reach people in a way that is sensitive to local cultures, and in
local languages and dialects."

Seventy years since the first community radio stations began
broadcasting to tin miners in Bolivia, community media has come of age.
The Internews guide is being published just as governments around the
world are introducing legislation that enables and protects community
media, and as media outlets are learning to take advantage of the new
online media platforms to extend their reach and services.

The Community Media Sustainability Guide is designed for community media
practitioners and activists, trainers, and the donors and development
agencies that support them. The guide provides different perspectives on
sustainability, practical approaches to achieving it, and a
comprehensive list of resources for practitioners and activists.

The publication was funded by a grant to Internews Network from the US
Agency for International Development via a subgrant from Pact. The
advisory committee, many of whom wrote sections of the guide, includes
community media experts Kate Coyer, Bruce Girard, Franklin Huizies,
Birgitte Jallov, Bill Siemering, and Ivan Sigal.

(February 23, 2009) When Naath FM, the only community radio station in Leer
County, Southern Sudan, was officially launched this week, thousands of
people came to honor and claim the station that has been a part of their
lives for the past year.

"I have never seen anything like this," said Deborah Ensor, Internews Sudan
Program Director. "There were literally thousands of people here, and they
were all trying to get into the studio. If you want to know what community
radio is all about, you simply must come to Leer."

Naath FM is one of four radio stations that Internews has built in the most
remote regions of Southern Sudan. Though the station has been on the air for
more than a year, officials and the community were eager to have it formally
opened and dedicated as a community radio station.

Appropriately enough, the station is called Naath FM – it means "Citizen" in
the local language of Nuer and was chosen after listeners called in and
suggested it.

Gender and Media Diversity Journal No. 6

Gender, Diversity, Elections and the Media

The Gender and Media Diversity Journal is the biennial journal of the Gender
and Media Diversity Centre (GMDC). The GMDC is a physical and virtual
resource centre based in Southern Africa, managed by Gender Links and the
Gender and Media Southern Africa (GEMSA) Network, with linkages in Africa
and across the globe. The journal is an intellectual but not academic
journal. It provides up-to-date and cutting edge information on media
diversity in Southern Africa and the space for the dissemination of research
findings and projects; case studies; campaigns; policy developments; and
opinion and debate on media practice in the region. Each journal covers
latest developments in media and diversity, as well a focuses on a different
thematic area identified in consultation with the GMDC advisory group.

Contributions are sought in the following broad categories:

* What's New - briefs on new research, initiatives in training and
education, policy initiatives, and IT developments relevant to gender, media
and diversity, and activism. (500 words each)
* Media watch - review of media programmes from a gender and diversity
perspective, reports on recent monitoring projects by gender and media
networks (750 words each or in-depth articles 3000 words each)

In focus topic: Gender, Diversity, Elections and the Media
(Articles 3000 - 3500 words each)
The sixth edition of the Gender and Media Diversity Journal will focus on
the topic of "Gender, Diversity, Elections and the Media." This topic is
particularly relevant given the large number of elections happening in the
SADC region in the next few years, the August 2008 signing of the SADC
Gender Protocol (which includes commitments from leaders to 50% women in
decision-making) , and Gender Links' ongoing work with media and politicians
around gender and elections. The recent past and next couple of years will
see elections all around Southern Africa. The complex post-Zimbabwean
election aftermath, last years first Angolan Parliamentary elections since
1992, and Ghana's recent successful handover of power through the polls, all
offer cases for analysing intersections between Gender, Diversity, Elections
and the Media. Malawi, South Africa, Namibia, Botswana, and Mozambique will
all go to the polls in 2009. In 2010, it is Mauritius' turn. The media's
coverage of elections is central to ensuring free and fair elections,
including the representation of diverse voices. Media access is also
essential for women politicians, to work towards successfully achieving the
50% goal.

He welcomes the requirements as set-out by the regulator but worried about
one aspect of it - that is proof of funding to sustain the station.

"Funding is very difficult for a community radio and you cannot guarantee
funding for a long term, because organisations like that survives on donor
funding and the good gesture of the communities they live in."

Lubombo Community Radio's Ambrose Zwane says they have been applying for a
licence for the past 10 years without success despite having all the
capacity to do so. "Government has been intimating to issue a licence and
we have and had solicited funding from donor agencies, but when we thought
now we are about to be issued with one, the process fell-apart.

"Such a scenario has created a bad image for us and the country and those
willing partners are no longer keen to fund us because of the broken
promises.

" So to prove that you will have funding is no longer an easiest part, but
we will still continue to apply and hope this time we will be successful."
Zwane says the conditions set for the radio licences are akin to a country
that is not free and gives them the outlook of a state owned organisation.
"This is not a problem though because we know where we come from as a
country and all we have to strive for is neutrality in dealing with issues
affecting our society.

"As a developing country, we are looking up to Parliament to undo many of
those pieces of legislations that makes us not free. We have confidence on
them and we hope when times come for it they will address it. For now, we
just have to accept the conditions and carry on with our work." Zwane
agrees that the problem of having SPTC under a different ministry other
than information has created a lot of tensions for them. "For the only
three broadcasts that we did, you could tell that the ministry and SPTC
were not working on the same page. The first two one-day provisional
licences were issued by the ministry and SPTC gave us the spectrum in 2000
and 2002.
"Our third licence for broadcasting the King's Birthday in 2007, which was
our last was issued by SPTC after the realisation that they were the
authority on such issues."

Zwane says Lubombo Community Radio has demonstrated its capacity to do
community broadcasting and have been in this game for over 10 years.
"We are disturbed when it comes to the licencing issue, we are treated as
people who don't know what they are doing, yet we have been the first to
apply for a licence even before the flood gates for applications were
open. We have done it in the past and we can do it now given the
permission to do so."

MBABANE, Swaziland, February 20, 2009/African Press Organization (APO)/ —
Applicants for the three community and one commercial radio licences
availed by the Swazi government have been given until 16 March 2009 to
file their applications with the Managing Director of the Swaziland Posts
and Telecommunications Corporation (SPTC) who is the radio broadcast
regulator.

In a statement published in the local media, the SPTC MD, Nathi Dlamini,
has said he expects the process to be completed by mid April 2009 and the
licences issued to deserving applicants. But this, he said, will be
dependent on the completeness of the information the applicants will
provide.

Among the rules of entry, each applicant will be required to furnish proof
that funds are readily available to enable commencement of operation of
the radio station for at least three months after its first transmission
and also furnish further evidence showing that other funds are anticipated
after the three months period to enable the radio station to survive
another six months.

Among the conditions of licence, the successful stations shall not be used
for political purpose against Swaziland or any other state, nor shall they
be used to promote any political ideology, agenda, organization or message
without the authority of the Minister responsible for information. The
stations shall commence operations within three months from date of
licence issuance.

Operational conditions include prohibition to broadcast in any offensive
manner any material impersonating the King, that tend to ridicule Swazi
culture and which is in any way prejudicial to peace, order or good
governance of Swaziland.

Applications fees are E250 (approx. US $25) in respect for community radio
stations and E1 000 (approx. US $100) in respect of commercial stations.
Annual fees payable are E2 500 (approx. US $250) for community radio
stations and E10 000 (approx. US $1 000) for commercial radio stations.

The licences shall initially be valid for two years or any other period
the regulator may stipulate and may be renewable subject to satisfactory
compliance with licence conditions and content requirements.

The Media Institute of Southern Africa (MISA) Swaziland is currently
working with the community and commercial radio stations to file their
applications.

The 2009 Radio Voices Without Frontiers is a month away!

March 21st was declared International Day for the Elimination of All Forms
of Racial Discrimination by the General Assembly of the United Nations as
a reaction to the murder of 69 anti-apartheid demonstrators in
Sharpeville, South-Africa, in 1960.

Radio Voices Without Frontiers (RVSF) 2009 is an international broadcast
campaign of AMARC co-produced in collaboration with community radio
stations around the world. One of our goals is to reinforce the socially
inclusive ethos of the community radio sector, and promote access to the
media by minority and disadvantaged groups. Multilingual broadcast
exploring issues of racism, discrimination and gender issue will be
transmitted via Internet and satellite by radio stations in five
continents.

We call upon all community radios to take part in RVSF 2009 campaign. Here
is what you can do to participate in the March 21st 2009 edition of Radio
Voices Without Frontiers (RVSF).

Send us already produced or original audio material related to racism and
discrimination (submissions deadline is March 13th).

Invitation to the 4th Panafrican Conference of AMARC Africa on April
27-30 2009 in Abidjan, Côte d'Ivoire

Dear colleagues,

In accordance with the provisions established by AMARC Africa
Constitution, and on behalf of AMARC Africa Board, I am pleased to
announce that the 4th Panafrican Conference of AMARC Africa will be held
in Abidjan, Côte d'Ivoire April 27-30 . Please find attached draft
agenda of the Panafrican Conference and of the General Assembly of AMARC
Africa.

The General Assembly will complete the reconstruction of the AMARC
Africa network according to the members needs, by adopting the new
Constitution; defining the AMARC Africa strategic plan 2009-2012 and by
electing the members of the board of directors. Furthermore, the 4th
Panafrican Conference will permit through training for trainers and
knowledge sharing to increase the social impact of community radio in
achieving development and good governance objectives in Africa.

The AMARC Africa Board cordially invites you to register, at

indicate if you require sponsorship to participate. Please note that
only members in good standing can vote or be represented by proxy. We
also invite you to actively contribute by responding to the attached
social impact evaluation of your community radio; as well as to send us
a written presentation on issues of the Conference, so they will be
distributed to the participants, may be the chosen for presentation in
workshops as well as be published with the conference procedures

Le rôle des radios communautaires au centre des débats à Conakry

" Le rôle des radios communautaires dans le développement, la bonne
gouvernance et le processus démocratique". C'est là le thème d'une formation
qui a réuni les journalistes, les partenaires au développement, les cadres
des différents départements ministériels, les représentants de la société
civile et l'association de femmes, les 17 et 18 février à Conakry.

Organisée par la Radio Nederland Training Centre et 4RGUI en collaboration
avec d'autres partenaires au développement, la formation a pour objectif de
découvrir des pistes de réflexion. Pour que les radios communautaires de la
place assurent leur rôle dans le développement, la bonne gouvernance et le
processus démocratique.

Pour la Directrice de la Radio Nederland , madame Tanja Ijzer, l'émergence
des radios communautaires en Guinée renforce le processus démocratique et
instaure la diversité de vues et d'opinion à l'antenne. Ce qui, aux yeux du
Secrétaire Général du ministère de l'Information et de la Culture , Riad
Chaloub, est une occasion de parler et de discuter afin de connaître les
maux dont souffre le peuple.

Ainsi, le formateur Alhassane Guissé a classifié les rôles des radios
communautaires en dix points. Notamment la construction de la paix et la
réconciliation, la promotion du développement et le progrès social. Et de
favoriser un large dialogue et le développement de la démocratie.

Les participants réunis en groupes de travail ont commencé par étudier
minutieusement les concepts " développement, bonne gouvernance et processus
démocratique". Avant de les lier aux activités des radios communautaires
dans l'intérêt du pays.

La première journée a été clôturée par des échanges pour corriger les
faiblesses du passé dans la diffusion de l'information. La deuxième, a été
caractérisée par l'analyse des facteurs positifs, négatifs et opportunités
des radios communautaires dans le contexte actuel. Et de faire un exercice
de projection sur l'avenir de ces radios.

A la fin des travaux, le Ministre de l'Information et de la Culture Justin
Morel Junior a demandé aux hommes de médias de ne rien craindre en allant à
la quête de l'information. Il a invité les journalistes de traiter
l'information pour la rendre crédible et dynamique pour le respect de la
population.

Dear Friends,

I have recently received some terrible news from George Onyango, co-founder of SIDAREC, a dynamic youth-focused nonprofit operating in some of Nairobi's most disadvantaged communities, among them Kibera and Pumwani.

One of their best-known and most-utilized libraries, and a radio station that--during last year's violence-- continually promoted peace and tolerance, have been lost in a raging fire, one that burned everything to the ground.

SIDAREC has pledged to the young people and residents of Pumwani that it will rebuild these invaluable resources. To do it as quickly as possible, they need as much help as they can get. Donations of equipment, books, money, and other kinds of supplies will all be useful, and deeply appreciated.

Dear Friends,

I wanted to bring to your attention the loss we just had here in our organization. The Pumwani Resource Centre got burned to the ground yesternight. We lost everything....our radio station, the library, and classrooms.

What took years to achieve went up in smoke within hours. We cannot speculate yet about the fire, but we did make some enemies last year with our work on civic education, and through the radio programs on peace.

Pumwani has been a reminder to most of us what determination and hard work can achieve. With the help of friends now we hope to rebuild. The radio station can be up in the next two weeks if we get equipment. The library will take another three months, depending on how fast we move with fundraising.

We are asking all friends and well-wishers to do what they can to help. Please contact George Onyango at geogias@yahoo.com for more information, or about donations. Greatest thanks to all!

على أية حال، نود معرفة كيف تؤثر الكوارث والازمات العالمية على النساء في المجتمعات المحلية حول العالم في الجنوب والشمال، ويتوازى بالاهمية معرفة الخطوات والافعال التي تتخذها النساء من اجل مواجهة و تخفيض الحد من أثر هذه الكوارث وكيف يتضامن في عملهن وانشطتهن تجاه المسؤولين عن هذه الكوارث ومسبباتها وما هي شبكات الامان الفاعلة ضمن المجموعات المهمشة والطبقة الدنيا.
