Comunica Denounces Murder of Community Radio Director in Paraguay
Asuncion, Paraguay, 13 January 2009.
The "Asociación Paraguaya de
Comunicación Comunitaria, COMUNICA", and the Coordinadora de Derechos
Humanos del Paraguay, denounce the murder of Martín Ocampos Paez
director of the Community Radio Hugua Ñandú FM, member of COMUNICA, and
member of a farmers union producers. The Hugua Community Radio works
with the community of same name denouncing the impunity of ranchers,
drug trafickersealers and the security forces that protect them and
persecute the peasants under the excuse of fighting organise crime.
The murder of Martin Ocampo, coincides with militar and police
operations ordered by the government under the presure of economic
groups that are willing to create confusion by arguing the supposed
existence of guerrila groups, that have not been proved. The area has
become a "free zone" for narcotraffic under the contrôle of local
government authorities.
We denounce the disinformation campaign by some media, trying to present
the murder of Martin Ocampo as killed in the burning of a military post,
that the communicator was a member of a guerrilla army and that he was
connected to narcotrafic. All this in ordre to discredit him and the
Community Radio Hugua Ñandú FM aa well as all community radios in Paraguay.
We also denounce the repression against the Organización de Lucha por la
Tierra (OLT) whose members are being detained for defending the health
clinic for the Tava`i community that was closed by the government. For
this case there is more than fifty detainees, among them communicators
and community leaders supporting this organisation and expressing those
ideas through the community radio Joaju FM that belongs to the OLT. The
local authorities are trying to silence the radio and the military are
repressing the peasant resistence.
We demand that the Paraguay government clarifies this violent attacks
against freedom of expression, so they are punished. We call national
and international public opinion, to the social organisations to remain
alert and we call for solidarity to denounce the situation.
COMUNICA and its member organisations are in permanent alert todo defend
and organise by all means necessary our hard earned rights and warns the
government that we will not tolerate the repression and the impunity as
a contition for governance

COMUNICA dénonce l'assassinat de directeur de radio communautaire au
Paraguay
Asunción, Paraguay, le 13 janvier 2009. L'Association paraguayenne de
communication communautaire, COMUNICA, et la Coordinadora de Derechos
Humanos de Paraguay, dénoncent l'assassinat de Martin Ocampos Paez,
directeur de la radio communautaire Hugua Ñandú FM, membre de COMUNICA,
et d'une association des producteurs agricoles. La radio communautaire
Hugua, travaille avec la communauté de la région du même nom, dans le
département de Concepción, en dénonçant l'impunité dont jouissent les
éleveurs et les narcotrafiquants, de même que les forces de sécurité du
gouvernement qui couvrent les activités illicites de ces groupes et
poursuivent les paysans.
L'assassinat de Martín Ocampos coïncide avec un opérative militaire et
policier dans la région par instigation des groupes de pouvoir
économique qui veulent confondre à l'opinion publique en affirmant
l'existence des guérilleros, dont l'existence n'a pas pu être confirmée
et moins encore son incidence. La zone est devenue une zone « libérée »
pour le narcotrafic sous contrôle des autorités du gouvernement.
Nous répudions la campagne de désinformation de certains médias qui ont
voulu présenter le cas comme une incendie, que le communicateur était
membre d'une armée guérilla et qu'il serait lié aux groupes des
narcotrafiquants, le tout pour discréditer la radio communautaire Hugua
Ñandú FM et toutes les radios communautaires au Paraguay.
Nous dénonçons la répression des collègues de l'Organisation de Lucha
por la Tierra qui sont emprisonnés pour défendre la clinique de santé de
la communauté de Tava`i, fermée par le gouvernement. Dans ce cas, il y a
plus d'une cinquantaine de détenus, entre eux, des communicateurs et des
dirigeants, qui appuient la lutte de l'organisation et expriment ces
idées à travers de la radio communautaire Joaju FM qui appartient à
l'OLT. Ils sont poursuivis pour les autorités locales qui ont fait une
descente et essaient de faire taire la radio. La zone est occupée par
des militaires prêts à réprimer la résistance paysanne.
Pour toutes ces raisons, nous exigeons du gouvernement paraguayenne la
clarification de ces violents nouveaux attaques contre la liberté
d'expression, contre l'impunité. Nous encourageons à l'opinion publique
national et international et les organisations populaires à rester
alertes. Nous appelons à la solidarité pour dénoncer cette situation.
COMUNICA et ses organisations membres sont en état d'alerte permanente
pour défendre par tous les moyens nécessaires les droits et
l'organisation durement acquise et nous avertissons le gouvernement que
nous n'accepterons pas la répression et l'impunité comme condition de la
gouvernance.

COMUNICA Repudia el Asesinato de Director de Radio Comunitaria en Paraguay

Comunicación Comunitaria, COMUNICA, repudia el asesinato del Compañero
Martín Ocampos Paez director de la Radio Comunitaria Hugua Ñandú FM,
asociada a COMUNICA, y miembro de un asociación de productores agrícola,
en formación, Esta emisora que en la Colonia del mismo nombre ubicada en
el departamento de Concepción, trabaja con la comunidad denunciando la
impunidad, que gozan ganaderos, narcotraficantes y las fuerzas de
seguridad del gobierno que apañan los ilícitos de estos grupos y
persiguen a campesinos.
El asesinato de Martín coincide con un operativo militar y policial
emprendido por el gobierno presionado por grupos de poder económico que
quieren confundir a la opinión publica alegando la existencia de
supuestos grupos guerrilleros, cuya existencia no han podido demostrar y
menos aun su incidencia. La zona es una zona "liberada" para el
narcotráfico que esta apañado por autoridades del gobierno.
Repudiamos la campaña de desinformación que varios medios de
comunicación emprendieron queriendo presentar el caso como una quema de
archivo, que el comunicador es miembro de un ejército guerrillero y esta
vinculado grupos de narcos, para desacreditar a la radio comunitaria
Hugua Ñandú FM y por ende a las radios comunitarias en el Paraguay.
También repudiamos la represión del cual son objeto los compañeros de la
Organización de Lucha por la Tierra que están siendo apresados por
defender la existencia de un puesto de salud para la comunidad de Tava`i
cerrado por desidia del gobierno y cuya propiedad fue vendida.
Por este caso existen casi medio centenar de imputados y encarcelados
entre ellos comunicadores y dirigentes, por el solo hecho de apoyar la
lucha de la organización y expresar esas ideas a través de la
radioemiosora comunitaria Joaju FM que es de la OLT son perseguidos por
la Fiscalia local que allano la radio y busca silenciarla. En la zona ya
se encuentran militares dispuestos a reprimir la resistencia campesina.
Por todo eso exigimos al gobierno paraguayo el esclarecimiento de estos
nuevos ataques violentos a la libertad de expresión, para que no quede
impune. Instamos a la opinión pública nacional e internacional y
organizaciones populares a estar alerta y llamamos a la solidaridad para
repudiar este hecho.
COMUNICA con sus organizaciones miembros a partir de ahora se encuentra
en estado de alerta permanente para defender por todos los medios
necesarios nuestro derechos conquistados a organizarnos y advierte al
gobierno que no aceptara la represión e impunidad como condición para la
gobernabilidad.

Tunisia: Stop violence against jounalists
AMARC Europe is deeply concerned by the harassment of Tunisian Independent journalists suffered by the new Independent Radio project, Radio Kalima.
Yesterday the coordinator of the project, Dhafer Otay, was held for the entire day by the Tunisian police, which prevented him from entering the radio studios. He was threatened of deeper consequences and prison, if he should continue working within the radio project. This morning, the police have doubled the staff and prevented the secretary of CNLT (Conseil National Pour Les Libertés en Tunisie) from entering the office of CNLT which is in the same building.
A human rights activist, Makhlouf Zouhayr, who came to express solidarity, was severely beaten by the police; Omar Mestiri, managing editor of the Kalima platform, was copiously insulted while he was trying to stop them. At present the Radio Kalima editorial staff is still under siege.
«We ask Tunisian authorities to cease immediately those odious intimidations», said Mariano Sanchez, President of the European branch of the World Association of Community Radio Broadcasters. «We firmly condemn the dictatorship methods put in place by the Tunisian Government, and we ask the EU to block immediately all the commercial relations with Tunisia, until the basic human rights will be guaranteed».
Since Monday the 26^th of January, Radio Kalima can also be listened to through Med Info Radio satellite channel, the first all info radio channel based on community radios and independent production centres in the Mediterranean basin, a project led by the italian radio agency AMISnet.

Debt takes toll on Six Nations radio station
By SUSAN GAMBLE, EXPOSITOR STAFF
CKRZ, the Six Nations radio station, will go off the air on Sunday
night unless it receives a reprieve.
The board that governs the station voted to pull the plug because of
a $100,000 debt, chairman Ward Laforme Jr. said Wednesday.
"The last year has been a slippery slope and this news almost comes
as a relief to some people after the uncertainty of the past several
months," Laforme said.
He added that band council or one of several other interested parties
might offer to step in and assume the debt and the assets of the
station, but the membership of the station would have to vote on such
a deal.
There are currently 75 members of the Southern Onkwehon:we Nishinabec
Indigenous Communications Society, known as SONICS.
"Any party that wants to take us over would have to be an
organization that shares similar objectives, as per our licence,"
said Laforme.
The station ended up deeply in debt several years ago. Over the last
two years, that debt has been reduced by $200,000, but it has begun
to creep back up.
"Over the last year we laid off staff and cut corners but our bingo
revenue and advertising have tanked and they were the mainstays for us."
The station played information spots by Laforme through the day on
Wednesday, informing listeners of the board vote Tuesday. The
station's six employees will be released as of Sunday at 6 p. m. when
CKRZ goes off the air.
"I think the community will really miss the information we provide,
especially on a day like today when we tell people what's closed,"
Laforme said. "It's an essential service that people rely on."
Laforme commended staff for trying to reduce the debt by contributing
time and cutting their own hours.
CKRZ went on the air 22 years ago with a small, 10-watt transmitter
and donated equipment. It went on to become the "Voice of the Rez"
and was dubbed the "CNN of Rez Radio" for its role in spreading news
during the Caledonia land protests almost three years ago.
"We are like the CBC is to Canada -- an essential service," said
Laforme.
