More drivers, cars and (media-)activists needed: Call for support of
refugee network in Thüringen

We are currently building up broader and stronger networks of refugees in
Thüringen. For this, we frequently visit lagers, organize info-events and
conferences. Besides the lack of money, we urgently need drivers who can
take the activists from Jena, Zella-Mehlis, Apolda, Erfurt, Weimar,
Waltershausen and Felchta to the different lagers or events. If you need
more information from Thueringen, please get in touch with us:

If you have free time for some days or weeks in summer and you want to
take part and to join in supporting our daily struggles in Thueringen:
From our growing spirit of resistance against isolation in refugee lagers
we are calling on activists and supporters to feel free to come over here
and to drive with the activists to refugee lagers. Media activists are
welcome as part of our documentation program. If you are from outside
Jena/Thüringen, we can provide a free apartment (flat) from middle of
August until October in Jena.

We are organised with refugees in the lagers for public events and
community exchange. We have continued our visits to lagers for exchange
program and documentation of the refugee communities here on regular
basis, these will be highlighted during the meetings of all the refugee
lager delegates in Thueringen in the month of September this year before
the refugee demonstration on the 22nd of October, in Erfurt.

Gender, media freedom and access to information

The Gender and Media Diversity Centre (GMDC) seeks proposals for
contributions to its tenth journal that will enhance the development and
sharing of knowledge, best practices and debate around media diversity, as
well as promote probing, analytical and contextual journalism. The Gender
and Media Diversity Journal (GMDJ) is the biennial journal of the GMDC, a
physical and virtual resource centre based in Southern Africa, managed by
Gender Links with linkages in Africa and across the globe.

The tenth edition of the GMDJ will focus on the topic of "Gender, media
freedom and access to information." The theme is mainly informed by the 2011
Windhoek +20 celebrations of the Windhoek Declaration on Promoting
Independent and Pluralistic Media that was adopted in 1991 to improve media
freedom in Africa. The May 2011 celebrations acknowledged the significance
of the declaration in improving media freedom in Africa. Media activists are
now turning their attention to another freedom of expression issue, access
to information.

Issue ten will explore various aspects of media freedom and access to
information. These include:
. How can gender be integrated into freedom of expression discourse
. The laws that are in place to enhance media freedom and access to
information
. what research has been done to bring to measure the gender disparities in
media content as well as access to information
. what interventions have been made to ensure that the media is accessible
to both women and men
. how can gender be mainstreamed in media and journalism training's media
law module and media freedom concepts
. can ICTs enhance access to information and provide an alternative platform
for women to be heard .
It will also raise some complex questions around gender, climate change and
media. As with all editions of the GMDJ, contributors are encouraged to
explore the gender and diversity dimensions of media freedom and access to
information.

Contributions are sought in the following broad categories, but are not
limited to:

. What's New - briefs on new research, initiatives in training and
education, policy initiatives, and IT developments relevant to gender, media
and diversity, and activism. (500 words each)
. Media watch - review of media programmes from a gender and diversity
perspective, reports on recent monitoring projects by gender and media
networks (750 words each)
. Talk back - opinion (750 words) and letters (250 words).
. Submissions relating to the theme for this issue (see below).

In focus Topic
Overview and in-depth articles are between 3000-3500 words including
references.

Deadlines:
Submission of abstract: 27 July
Deadline for submission of commissioned articles: 16 August
Deadline for revisions: 22 August

[creative-radio] Gates Foundation Funds Community Radio in Ghana, Senegal, Uganda, and Zambia Africa

The Bill and Melinda Gates Foundation is funding a community radio network
in Africa that is aimed at breaking down linguistic barriers between rural
communities while improving their communication with decision makers.

The Pan African Radio Platform

broadcasters in Ghana, Senegal, Uganda, and Zambia to
give local communities a stronger voice in national development.

The Gates Foundation <http://www.gatesfoundation.org/Pages/home.aspx> is
funding the program through the PANOS Institute of West Africa. At its
launch Friday, the institute's director general, Diana Senghor, said the
project aims to improve communication between decision makers and their
constituents. "I think the community radio are the only means for the
ordinary people to have their say, especially in the local governments
without radio stations," she said.

The project links community radio at local and national levels to produce
and exchange programs on development issues. Senghor says those stations
have a unique ability to empower local communities.

"Community radio stations can denounce corruption, for instance. They can
have groups of people [who are] generally excluded, included for instance
women or the young people you have here. So the role of the community radio
is really crucial for democracy," Senghor states.

DC Correspondent Position

Free Speech Radio News is looking for a creative, passionate and experienced
broadcast news reporter to join our worker-run collective.

Free Speech Radio News is the only collectively run daily news program in
the United States, and is broadcast on more than 110 stations across the
country. FSRN has reporters in 40 states and 50 countries and covers
national and international stories that aren't being told elsewhere,
highlighting how the actions of elected officials and decision-makers affect
real people.

The DC Staff Correspondent plays a crucial role in determining and carrying
out our coverage from Capitol Hill, and is a familiar and trusted voice for
our audience. Our ideal candidate is a news junkie, who eats and sleeps
current events and is constantly on the look-out for new and under-reported
stories and voices.

Responsibilities:

-File a 3-4 minute long feature story each day on breaking news and current
events emanating from Washington and the US Capitol.

-Gather additional sound from events, press conferences, speeches and
interviews.

-Follow closely news and developments in Congress, the White House,
government departments and agencies and the US Supreme Court. Have a good
understanding of Washington, DC community news, which FSRN also covers.

-Plan and execute FSRN's 2012 Election coverage.

-Participate in daily editorial meetings.

-Prepare multimedia elements for FSRN's website, including video.

-Recruit, train and oversee DC freelance reporters.

-Participate as a guest on radio shows throughout the Pacifica Network and
on stations airing FSRN.

-Participate in staff collective that helps to run FSRN, including attending
staff meetings and annual meeting, and serving on committees.

-As a collective, decisions at FSRN are made in a decentralized manner.
Consequently, the ideal candidate must be comfortable with this kind of
process and be able to work effectively with it. Also due to the collective
nature of the organization, the candidate must be able to function with a
high level of autonomy.

-Other duties as required

Qualifications:

-Proven track record filing feature stories covering government on daily
deadline
-Solid understanding of Congress and legislative process
-Excellent writing, communication and organizational skills
-Ability to find appropriate and diverse sources on short turn-around
-Ability to write accurate, compelling radio stories on tight daily
deadlines
-Ability to find new, under-reported angles and break news of interest to
the FSRN audience
-Knowledge of and dedication to grassroots radio/independent journalism

Preferred experience:

-2 years daily deadline reporting experience in Washington, DC
-Experience shooting and editing video
-Fluency in languages other than English
-Journalism training and mentoring background
-Investigative reporting experience

Location: Washington, DC office. Candidates must have their own
broadcast-quality radio recording equipment.

Hours: This is a full-time, 40-hour per week position, Monday through Friday
with occasional weekend work. We provide paid holidays, two weeks of
vacation and the opportunity to participate in an egalitarian worker-run
structure. Currently, FSRN does not provide health care.

Pay: $18.75/hour

CRTC Approves CRFC Structural and Operational Plan
The CRFC is pleased to announce that the CRTC has approved the Structural
and Operational Plan and the "CRFC CCD Program: Developing Canadian Local

In addition to describing the fund's governance and operations, the plan
proposed an outcomes-based approach for funding distribution.

Nearly one year ago to the day, the CRTC announced that the campus and
community radio sector would begin receiving mandatory Canadian Content
Development (CCD) Contributions. It was the first decision of its kind for
the sector, as, until then, there had been no dedicated funding for stations
from coast-to-coast-to-coast. In order for the CRFC to manage these
contributions for the sector, we were asked to submit a detailed structural
and operational plan that described our governance, operations, and plan for
distribution.

For the last year, the CRFC has been receiving 0.5% of tangible benefits
when there is a transfer of ownership or control of commercial radio
undertakings. A complete list of Current

be found on our website. Since the 2010 decision, Canada's private
radio
broadcasters have committed $2.9 million over seven years in mandatory and
voluntary CCD contributions.

Now that the CRTC has approved the CRFC's plan, we will begin receiving 15%
of commercial radio licensees' basic annual contributions to CCD. This will
mean at least $700,000 each year for the CRFC and the campus and community
radio sector.

The CRFC thanks the CRTC, our members, and everyone who participated in this
process.

"It has been a long year, full of planning, research, and learning," said
CRFC President John Harris Stevenson. "The CRFC has distributed $480,000 to
47 recipients in the last three years. With this decision, we will be
distributing twice that amount every year. Today's decision is an important
step for us in reaching our vision of being a meaningful financial tool for
the development and sustainability of campus and community radio in Canada."


Next Steps
There are a few changes to be made to the Structural and Operational Plan.
As requested by the CRTC, we will submit the final version by August 22,
2011.

Additionally, as reported in May, the CRFC Board has been in strategic
planning and development mode. And now that the CRTC has approved our plan,
we can move forward in many ways. Over the next two to three months, the
CRFC will publish a three-year strategic plan, finalize a development plan
and constitute a development committee, and finalize its outcomes-based
approach.

En plus de décrire les modalités de gouvernance et de fonctionnement du

2010, les radiodiffuseurs privés du Canada se sont engagés à verser 2,9
millions de dollars sur sept ans en contributions obligatoires et
volontaires au titre du DCC.

À la suite de l'approbation du plan du FCRC, le Fonds commencera à recevoir
15 % des contributions annuelles de base au titre du DCC versées par les
titulaires de licence de radio commerciale. Le Fonds et le secteur de la
radio de campus et communautaire recevront ainsi au moins 700 000 $ par
année.

Le FCRC tient à remercier ses membres, le CRTC, ainsi que toutes les
personnes qui ont participé à l'élaboration du plan.

« Nous avons connu une année chargée sous le signe de la planification, de
la recherche et de l'apprentissage, » a souligné le président du FCRC, John
Harris Stevenson. « Le Fonds a distribué 480 000 $ à 47 récipiendaires au
cours des trois dernières années. La décision rendue par le CRTC aujourd'hui
nous permettra de distribuer le double de ce montant chaque année. Il s'agit
d'une étape importante vers la concrétisation de notre vision, qui est

Prochaines étapes
Le CRTC a demandé quelques modifications au Plan relatif à la structure et à
l'exploitation du FCRC. Nous lui soumettrons la version définitive du plan
au plus tard le 22 août 2011.

Par ailleurs, dans l'édition de mai du bulletin InfoFonds, nous indiquions
que le conseil d'administration du FCRC se penche sur la planification
stratégique et le développement du Fonds. L'approbation du plan par le CRTC
nous permettra de faire plusieurs progrès au cours des deux à trois
prochains mois. Nous publierons un plan stratégique triennal, finaliserons
un plan de développement et mettrons sur pied un comité responsable du
développement, et mettrons les dernières touches à l'approche axée sur les
résultats.

AMARC - Asia Pacific Community Radio Training Forum 2011:

17 to 19 November 2011, Bangkok, Thailand

The 1st AMARC Asia Pacific Community Radio Training Forum for "Enhancing Impact of Community Broadcasting" will be held in Bangkok, Thailand from 17 to 19 November 2011.

The capacity building mega event will provide opportunity to community radio broadcasters of Asia Pacific to network with and learn from international trainers and experts about setting up community radio stations, promoting community participation, program production, production technology, and advocacy strategies for improving conditions for the development of community broadcasting.

The Training Forum will resemble a people's university where the participants can take different subjects. Outcomes of the Training Forum will have concrete productions that the participants will take home, and broadcast in their radio stations, such as radio jingles, dramas, features, interviews etc.

Announcing the Training Forum, President of AMARC Asia Pacific Ashish Sen has said that the Forum is a direct response to the capacity building needs of AMARC members in the Asia Pacific region as outlined in the AMARC Asia Pacific Regional Conference in Bangalore, India and the AMARC10 Global Conference in La Plata, Argentina. It directly addresses the key objectives of the development priorities and activity plans of community broadcasters and their partners in the region.

The AMARC Asia Pacific Community Radio Training Forum will promote gender sensitivity, strengthen community broadcasting for poverty reduction, and enhance the capacity of community broadcasters to address climate change and disaster preparedness. Sharing of ideas and learning of skills will be based on specific thematic streams so that broadcasters can directly apply their learning to address the concerns of the communities in the Asia Pacific region such as food security, right to information, good governance, empowering women, improving literacy, generating employment opportunities, improving local governance, and promoting the rights of the marginalised.

In addition to explaining concepts and principles, the Training Forum will include practical subjects such as research techniques, script writing, interviewing, editing, and using digital recording and computer based editing.

The 1st AMARC Asia Pacific Community Radio Training Forum for Enhancing Impact of Community Broadcasting will be participated by community radio leaders who will be given the opportunity to enhance their skills and be able to go back to their community and pass on the knowledge and skills acquired to their colleagues. 3. Radio Biso na Biso ("Between Us")
Launched in March 2009, Radio Biso na Biso (BNB) is a community radio
station created to help bridge communication gaps between people living
throughout the forest area of Congolaise Industrielle des Bois (CIB) and the
company that manages it. The station, located in Congo-Brazzaville, is a
collaborative effort between The Forest Trust (TFT), CIB, and partners, with
additional financial support from the Foundation Chirac and World Bank
Development Marketplace. The station broadcasts to the forest region of
northern Congo, on 88FM, and works to raise awareness concerning the
conservation of resources and also inform people about their rights, health

4. Rural Radio Debates
Initiated by Panos East Africa in July 2009, with support from the Deepening
Democracy Programme, Rural Radio Debates is a two-year project working to
support rural radio stations to engage with communities by providing them

democracy and development. The project is working with 20 radio stations
across Uganda to build their capacity related to content development on
relevant local issues and to equip and facilitate radio stations to promote

details the results of the second year of an assessment carried out in June
2009 to study the impact of the IRFJ project on audiences in the Democratic
Republic of Congo (DRC) and the Central African Republic (CAR), as well as
at the international level. This report outlines lessons learned,
recommendations made during the first year, the interactive process of
implementing recommendations, and an analysis of the results of that

The toolkit explains that 98% of Uganda's population listens to radio as
