USING MEDIA TO EMPOWER PEOPLE

Radio La Benevolencija / Humanitarian Tools Foundation (Radio
Benevolencija) is a Dutch humanitarian multi-media production NGO that
uses broadcast campaigns, events and grassroots activities to encourage
people to become active bystanders in the face of incitement to violence.
Its campaigns endeavor to use the accumulated experience of victims of
ethnocentric violence who have empowered themselves and reached a peace
with their former tormentors. Using academically researched methodologies,
the organization strives to develop knowledge tools - guides on how to
deal with an array of manipulative pressures that move individuals and
whole societies to commit physical and mental harm. These tools are
presented in media campaigns that use entertainment and education methods
to reach audiences that have experienced , or are in danger of
experiencing violence. A prototype of such a campaign is its African
operation, "Great Lakes Reconciliation Radio" , a regional project that
has been in operation in Rwanda , the Democratic Republic of Congo, and
Burundi since 2003.

To Give Life and Live - Côte d'Ivoire
This reproductive health initiative was developed by a group of 20 women
journalists in the Ivory Coast who are part of La Cellule Féminine des
Média contre le SIDA en Côte d'Ivoire (CFMS-CI). These women are using
their skills - and their connections within the media in the country - to
disseminate reproductive health and HIV/AIDS messages to other women, and
to explore new ways to reach out to their intended audience. Using what
they intend to be frank, simple language that can be easily understood,
they write articles and broadcast radio spots on various issues related to
HIV/AIDS. They then meet in smaller groups with local women to foster
dialogue on, and the raising of questions about, the articles they have
written or reports they have given.

Rural Women Reporting
According to this report, rural women are rarely heard in the media; even
more
rarely do they actually have the opportunity to create media. The Rural Women
Reporting project was developed to both produce programmes that speak to
the issues
rural women face, and to empower those who participated through skills and
confidence-building to support ways to make their voices heard. For instance,
participants (7 women, 1 man) in South Africa decided to create individual
features
following workshops that covered not only how to make audio programmes,
but also how
to interview and conduct research. In addition, a reporter from a national
newspaper
came to speak with the participants about rural women's issues. This process
resulted in 8 programmes of varying lengths in both English and isiZulu
covering
topics such as young women and employment, teenage pregnancy, child-headed
households, women and inheritance rights, polygamy, grandmother and
grandchildren,
forced/arranged marriages!
, and evictions from the marital home. The programmes were made available
to local
radio stations and places where people gather, and were distributed over the
internet as podcasts.

Community Radio Initiators Ready to Run the Stations Soon in Bangladesh

The Bangladesh NGOs Network for Radio and Communication (BNNRC) organised
a daylong
training workshop on "Community Radio: How to Get Started and Keep Going in
Bangladesh" on August 27 2008. The fourth working session focused on a
paper on
"Gender Relations and Development in Community Radio Operation". Participants
discussed the paper's proposed gender policy in community radio, which
centres
around women's access to the airwaves, women's representation on air,
special needs
of minority women, women's representation at all levels of station
management, use
of appropriate technology and funding, and capacity building for women's
radio.
Among the recommendations of the policy: training for women, use of free
and open
source software, a quota of at least 30% for women's leadership and
representation,
and special radio programmes for women. The policy also suggested more
practical
measures such as space allotment for childcare, flexible working hours,
women-friendly equipment s!
et-up and broadcast schedules, adequate lighting and security at the
station, and
transportation arrangements for women who live in remote areas.

The purpose of the Seminar which lasted from Thursday, October 30 to
Friday, October 31, 2008, was to assess the national communication policy
formulation process, especially the radio component. It concluded by
defining the way forward with concrete action plans.

A two-day National Media Policy Seminar on the Legal Framework of Radio
Broadcasting and the National Media Policy Formulation Process in Sierra
Leone has been successfully concluded by the Sierra Leone Association of
Journalists (SLAJ), in partnership with Panos Institute West Africa (PIWA)
and the European Commission (EC) at the Archbishop Brosnahan Memorial
Hall, Santano House, Howe Street, Freetown.

The purpose of the Seminar which lasted from Thursday, October 30 to
Friday, October 31, 2008, was to assess the national communication policy
formulation process, especially the radio component.

It concluded by defining the way forward with concrete action plans. It
brought together about 30 participants from across the country as well as
representatives from PIWA, comprising civil society organizations, public
servants and decision makers in charge of national communication policies,
managers of radio stations, leaders of media and media advocacy
institutions/organizations and coordinators of regulatory and
self-regulatory bodies.

According to the Assistant Secretary General of SLAJ, Mustapha Sesay who
coordinated the process, the two-day activities of the seminar implemented
by SLAJ, form part of a PIWA project funded by the European Commission,
entitled "Support to Community Radio Broadcasting in West Africa:
Legislative and Capacity-Building".

Radio Stations represented at the Seminar included Radio Moa (Kailahun),
Radio Gbafth (Tonkolili), Galaxy Radio (Port Loko), Radio Maria
(Bombali), Radio Mount Aureole (Freetown), Radio Democracy
(Freetown),Voice of Islam -VOI (Freetown), Sierra Leone Broadcasting
Service –SLBS (Freetown), KISS 104 FM (Bo), West Africa Democracy Radio
–WADR and UN Radio. Other media or media related institutions that
participated in the Seminar included the Independent Media Commission
(IMC), Ministry of Information & Communication (MIC), Sierra Leone
Reporters Union (SLRU), Women in the Media Sierra Leone (WIMSAL), Talking
Drum Studio (Search for Common Grounds), Society for Democratic
Initiatives (SDI), Community Radio Network (CORNET) and Initiative For
Mobile Training Of Community Radio (INFORMOTRAC).

[creative-radio] Radio 1812 is back - with interviews from Manila and a new site!

Radio 1812 is Back!

This year, Radio1812 does not wait until International Migrants Day to get
started. We just launched our new site where you will find exciting content
which you can use in your programming.

A team from December 18 is in Manila where the second edition of the Global
Forum on Migration and Development is taking place. Two journalists from
Germany and Italy will prepare interviews and reports from this
international event. These audio reports are available from the new Radio
1812 site and can be downloaded and used for re-broadcasting.
