Comunica Denounces Murder of Community Radio Director in Paraguay
Asuncion, Paraguay, 13 January 2009.

The "Asociación Paraguaya de
Comunicación Comunitaria, COMUNICA", and the Coordinadora de Derechos
Humanos del Paraguay, denounce the murder of Martín Ocampos Paez
director of the Community Radio Hugua Ñandú FM, member of COMUNICA, and
member of a farmers union producers. The Hugua Community Radio works
with the community of same name denouncing the impunity of ranchers,
drug trafickersealers and the security forces that protect them and
persecute the peasants under the excuse of fighting organise crime.
The murder of Martin Ocampo, coincides with militar and police
operations ordered by the government under the presure of economic
groups that are willing to create confusion by arguing the supposed
existence of guerrila groups, that have not been proved. The area has
become a "free zone" for narcotraffic under the contrôle of local
government authorities.
We denounce the disinformation campaign by some media, trying to present
the murder of Martin Ocampo as killed in the burning of a military post,
that the communicator was a member of a guerrilla army and that he was
connected to narcotrafic. All this in ordre to discredit him and the
Community Radio Hugua Ñandú FM aa well as all community radios in Paraguay.
We also denounce the repression against the Organización de Lucha por la
Tierra (OLT) whose members are being detained for defending the health
clinic for the Tava`i community that was closed by the government. For
this case there is more than fifty detainees, among them communicators
and community leaders supporting this organisation and expressing those
ideas through the community radio Joaju FM that belongs to the OLT. The
local authorities are trying to silence the radio and the military are
repressing the peasant resistence.
We demand that the Paraguay government clarifies this violent attacks
against freedom of expression, so they are punished. We call national
and international public opinion, to the social organisations to remain
alert and we call for solidarity to denounce the situation.
COMUNICA and its member organisations are in permanent alert todo defend
and organise by all means necessary our hard earned rights and warns the
government that we will not tolerate the repression and the impunity as
a contition for governance

persiguen a campesinos.
gobernabilidad.

Press Release

Tunisia: Stop violence against jounalists

AMARC Europe is deeply concerned by the harassment of Tunisian Independent journalists suffered by the new Independent Radio project, Radio Kalima.
Yesterday the coordinator of the project, Dhafer Otay, was held for the entire day by the Tunisian police, which prevented him from entering the radio studios. He was threatened of deeper consequences and prison, if he should continue working within the radio project. This morning, the police have doubled the staff and prevented the secretary of CNLT (Conseil National Pour Les Libertés en Tunisie) from entering the office of CNLT which is in the same building.
A human rights activist, Makhlouf Zouhayr, who came to express solidarity, was severely beaten by the police; Omar Mestiri, managing editor of the Kalima platform, was copiously insulted while he was trying to stop them. At present the Radio Kalima editorial staff is still under siege.

«We ask Tunisian authorities to cease immediately those odious intimidations», said Mariano Sanchez, President of the European branch of the World Association of Community Radio Broadcasters. «We firmly condemn the dictatorship methods put in place by the Tunisian Government, and we ask the EU to block immediately all the commercial relations with Tunisia, until the basic human rights will be guaranteed».

Since Monday the 26^th of January, Radio Kalima can also be listened to through Med Info Radio satellite channel, the first all info radio channel based on community radios and independent production centres in the Mediterranean basin, a project led by the italian radio agency AMISnet.

Plug to be pulled on CKRZ

Debt takes toll on Six Nations radio station

By SUSAN GAMBLE, EXPOSITOR STAFF

CKRZ, the Six Nations radio station, will go off the air on Sunday
night unless it receives a reprieve.

The board that governs the station voted to pull the plug because of
a $100,000 debt, chairman Ward Laforme Jr. said Wednesday.

"The last year has been a slippery slope and this news almost comes
as a relief to some people after the uncertainty of the past several
months," Laforme said.

He added that band council or one of several other interested parties
might offer to step in and assume the debt and the assets of the
station, but the membership of the station would have to vote on such
a deal.

There are currently 75 members of the Southern Onkwehon:we Nishinabec
Indigenous Communications Society, known as SONICS.

"Any party that wants to take us over would have to be an
organization that shares similar objectives, as per our licence,"
said Laforme.

The station ended up deeply in debt several years ago. Over the last
two years, that debt has been reduced by $200,000, but it has begun
to creep back up.

"Over the last year we laid off staff and cut corners but our bingo
revenue and advertising have tanked and they were the mainstays for us."

The station played information spots by Laforme through the day on
Wednesday, informing listeners of the board vote Tuesday. The
station's six employees will be released as of Sunday at 6 p. m. when
CKRZ goes off the air.

"I think the community will really miss the information we provide,
especially on a day like today when we tell people what's closed,"
Laforme said. "It's an essential service that people rely on."

Laforme commended staff for trying to reduce the debt by contributing
time and cutting their own hours.

CKRZ went on the air 22 years ago with a small, 10-watt transmitter
and donated equipment. It went on to become the "Voice of the Rez"
and was dubbed the "CNN of Rez Radio" for its role in spreading news
during the Caledonia land protests almost three years ago.

"We are like the CBC is to Canada -- an essential service," said
Laforme.

1. World Community Arts Day (Feb 17): Looking for Radio-Audio Collabor
Posted by: "Janet Feldman" kaippg@earthlink.net frida02806

Dear Friends,

I'm working to sign up events for World Community Arts Day, being held "live" and on the Internet on February 17, 2009. A number of groups and individuals from around the world have signed up to participate, and you can see more at the url below.

http://www.communiversity.org.uk/worldcommunityartsday.htm

The organizers would love to sign up radio events, so hopefully a number of Creative Radio members will respond!

I recently received this letter from an Internet radio station based in Northern Ireland, which describes what they are looking for:

"I manage an organisation called Beyond Skin (www.beyondskin.net) using the arts to address racism and sectarian issues in Northern Ireland. We run an internet radio station, Homely Planet (www.homelyplanet.org) and will be developing a special broadcast for the day.

Any ideas for a audio collaboration for radio might be interesting. Something simple would be fine: for example, someone from Northern Ireland could email their own poem to someone in Kenya, who could record themselves reading it out for us to broadcast. And other way around.

People can email MP3's to this gmail address: homelyplanet@gmail.com

We don't podcast--amongst other reasons to support other groups linked to radio programs--so we can send recordings to other websites.

It would be great for people to know their words were being spoken and recorded by someone across the world!"

Best wishes,

Darren Ferguson

One such event WCAD has organized in the past can be seen and heard at MySpace. This involved a gathering of primary school students and their teachers, who all sang in unison: "when the people play their part". http://www.myspace.com/worldcommunityartsday

On this February 17th, a live podcast is planned, on the theme: "All You Need Is Love". This is being organized by Peopleprint Community Media, and will feature Beatles tribute band, "The Cheatles", who will be performing the song of the same title with an orchestra, local volunteers, and young people.

Provisional broadcast time will be 7pm GMT. For more, see http://www.peopleprint.org.uk and
http://www.beatlestribute.co.uk. Contact Dawn at Peopleprint Community Media for more details:
peopleprints@btconnect.com.

Any other radio ideas, especially interchanges among people in different countries, are most welcome!
Please contact Andrew Crummy (WCAD head organizer) at andrewcrummy@phonecoop.coop or
andrew@smallandcrummy.co.uk, Darren Ferguson (homelyplanet@gmail.com), or Janet Feldman kaippg@earthlink.net)

Thanks, and hope to "hear" from you for WCAD 2009! All best wishes, Janet Feldman

3. Ardour digital audio workstation.
Posted by: "George Lessard" media@web.net themediamentor
Date: Thu Jan 29, 2009 8:18 pm ((PST))

Ardour is a digital audio workstation. You can use it to record, edit and
mix multi-track audio. You can produce your own CDs, mix video
soundtracks, or just experiment with new ideas about music and sound.

Ardour capabilities include: multichannel recording, non-destructive
editing with unlimited undo/redo, full automation support, a powerful
mixer, unlimited tracks/busses/plugins, timecode synchronization, and
hardware control from surfaces like the Mackie Control Universal. If
you've been looking for a tool similar to ProTools, Nuendo, Pyramix, or
Sequoia, you might have found it.

Above all, Ardour strives to meet the needs of professional users. This
means implementing all the "hard stuff" that other DAWs ( even some
leading commercial apps ) handle incorrectly or not at all. Ardour has a
completely flexible "anything to anywhere" routing system, and will allow
as many physical I/O ports as your system allows. Ardour supports a wide
range of audio-for-video features such as video-synced playback and
pullup/pulldown sample rates. You will also find powerful features such as
"persistent undo", multi-language support, and destructive track punching
modes that aren't available on other platforms.

Hey All,

I thought I'd pipe in to let you know what CKDU in Halifax has been up to.
We've been operating on almost %100 open source software since 2003.
This is
documented here:
http://ckdu.dal.ca/ckdu-os

The site is a little bit outdated but I think its a good overview of the
stations computer structure. It would be interesting to have other folks
contribute their cc radio-related open source solutions to the site...

To sum things up in relation to your questions:

a. logging / live streaming
We also use Tom Cleggs fantastic software mp3cat. As an example, you
can access
our web interface here:
http://ckdu.dal.ca

b. podcasting
We use bashpodder (http://www.lincgeek.org/bashpodder/) for "podcatching",
automatically downloading syndicated programming. Currently we're
modifying the script a bit to better accommodate our needs. I can
recommend this version:
http://podracer.sourceforge.net/
As for podcasting our own programming, we provide a bit of web space
for each individual show (in-house freebsd web server) and let them manage
their own podcast if they want... only about 4 or 5 shows actually
maintain a podcast.

c. recording / playback
We primarily use Audacity and Ardour http://ardour.org/ for recording and
editing. Most people use Audacity because its so simple, especially new
volunteers. However, more and more people are starting to learn Ardour
because its a much more powerful and
user-friendly tool.
We use xmms for on-air playback of all digital audio because of its
simplicity and because inertia rules.. this is what we've been using for
years and its fine aside from a few annoying quirks. This will probably
change in the near future to either a full-fledged automation system like
Campcaster
(http://www.campware.org/en/camp/campcaster_news/) or a music management
program like Amarok.

Hope this helps.

New Delhi

To impart practical knowledge to its students of certificate programme in
community radio, IGNOU has entered into an understanding with the
Commonwealth Educational Media Centre for Asia (CEMCA)
http://www.cemca.org/ and 10 broadcasters across the country.

The broadcasters are mostly based in the Southern states and in Jharkhand,
West Bengal and Orissa. They will impart on-the-job-training to the
enrolled students of the certificate programme at their centres and
hands-on training to the pass-outs in the initial stage, said an IGNOU
spokesperson.

" Half of the course component is thoroughly practical and will be learnt
through apprenticeship," he said.

The broadcasters would, in turn, be financially supported by IGNOU and
CEMCA. CEMCA has also announced 150 scholarships for students willing to
set up community radios, the spokesperson said.

Importantly, he said, IGNOU's School of Journalism and New Media Studies
has also decided to utilise the Gyan Vani facility in selective charts of
time-slots to run community radio broadcasting schedule. These efforts are
likely to generate jobs and boost extension services in agriculture,
fisheries, floriculture, horticulture, among others.

Govt to tackle illegal radio stations
Bangkok Post - Thailand
Prime Minister's Office Minister Sathit Wongnongtoey on Wednesday said the
government will take action against community radio stations that have been
found violating the law....
<http://www.bangkokpost.com/breakingnews/136042/govt-to-tackle-illegal-radio-stations>

Mr Sathit said the government has received many complaints about community
radio stations violating the rights of others and trying to gain political
benefits. He said many of the stations are in the northern provinces, and
about five of them are in Chiang Mai and Lamphun.

The Government Public Relations Department (PRD) and the National
Telecommunication Commission of Thailand (NTC) will take care of those
stations, and the NTC will call a meeting to draft regulations to deal
with this problem seriously, he said.

The minister also called on relevant units to use the existing regulations
to penalise the stations committing illegal activities because social
problems could arise if they are left unpunished.

The government will not be biased in dealing with community radio
stations, whether they are on the yellow-clad People's Alliance for
Democracy (PAD) side or the red-shirt United Front for Democracy against
Dictatorship (UDD) side.

the themes that support the poor and marginalized members of the local
community in improving social conditions & quality of their cultural life.

Mannvikas Samajik Sanstha, Mhaswad, Distt Satara, Maharashtra is a

MUMBAI: The Ministry of Information and Broadcasting has announced that
Community Radio has been flagged off in Mhaswad, Satara district in
Maharashtra. The Mannvikas Samajik Sanstha (MVSS) Community Radio station
started beaming programmes from 26 January, Republic Day. The organisaton
backing the community radio effort focuses on empowering rural women.

The MVSS station, named Mann Deshi Tarang, will carry radio shows covering
education, information and entertainment.

Says the organisation's project document: "Mann Deshi Tarang aims to
educate and inform the people of this remote area of the issues that
concern them, such as health, financial literacy, and market prices."

While launching the station, the ministry said, "The Community Radio

Earlier on 20 June 2008, The MIB had signed a Grant of Permission
Agreement for establishing, maintaining and operating the Community Radio
station with MVSS.

Experimental transmission from the station operating at 90.4 MHz FM
commenced from 16 December 2008.

5. Who Invented Radio?
Posted by: "George Lessard" media@web.net themediamentor
Date: Wed Jan 28, 2009 11:52 am ((PST))

Who Invented Radio?
Historical accounts of discovery and invention sometimes sidestep the
truth. The development of radio provides a case in point.
http://www.ccrane.com/library/who-invented-radio.aspx

— Who Invented Radio? —
With his newly created Tesla coils, the inventor soon discovered that he
could transmit and receive powerful radio signals when they were tuned to
resonate at the same frequency. When a coil is tuned to a signal of a
particular frequency, it literally magnifies the incoming electrical
energy through resonant action. By early 1895, Tesla was ready to transmit
a signal 50 miles to West Point, New York... But in that same year,
disaster struck. A building fire consumed Tesla's lab, destroying his
work.
http://www.pbs.org/tesla/ll/ll_whoradio.html

Who Invented Radio?
Radio was not invented by any single person, but instead was a culmination
of several scientists' research, each of whom pioneered a different area
of electromagnetic radiation and radio waves during the late 1800s and
early 1900s. Among these men are well known researchers such as Heinrich
Rudolf Hertz, James Clerk Maxwell, David E. Hughes, Thomas Edison, and
Nikola Tesla.
http://www.tech-faq.com/who-invented-radio.shtml

Who invented radio?
The answer lies in how you define "radio" or "wireless." It has something
to do with whether you prefer an elite or populist view of historical
causation.
http://www.davidsarnoff.org/rcatechradio.html

Just Who Invented Radio
And
Which Was The First Station?
If you ask most people who invented Radio, the name Marconi comes to mind.
Usually KDKA Pittsburgh is the response when you ask about the first Radio
station. But are these really Radio's firsts? In the interest of curiosity
and good journalism, we set out to determine if these were in fact Radio's
firsts.

Radio project--Media for Africa Women's Rights

http://www.allbusiness.com/africa/4497591-1.html

[excerpt]

FEMNET is collaborating with FAHAMU (Networks for Social Justice) to carry
out the Media for Women's Rights (MEWOR) Project to be implemented in 2
pilot regions of Africa--Eastern and Western Africa. The project aims to
develop a series of radio programmes to create widespread awareness on the
Africa.

Union Protocol to the African Charter on Human and People's Rights on the
Rights of Women in Africa. The Protocol has been recognised as a
continental legal framework for the protection of women's rights in
Africa. The campaign for its ratification and domestication is spearheaded
by a coalition of more than twenty organisations known as Solidarity for
African Women's Rights (SOAWR) Coalition, in which FEMNET and FAHAMU are
members. So far, the Protocol has been ratified in about 19 African
countries and there is urgent need to encourage and mobilise the remaining
34 countries to not only ratify but also domesticate the Protocol.

Through this 3-year MEWOR project, FEMNET and FAHAMU propose to use
communication as a key strategy, by developing two types of radio
programmes. Firstly, a series of radio drama programmes, which will target
local communities through community radio stations as well as cartoon
strips targeting younger audiences will be developed. Secondly, a series
of current affairs radio programmes will be produced, which will target a
separate audience of policy makers and opinion leaders and will be
available for download from the Internet and shall be broadcast on radio
stations.

A regional consultative and planning meeting will be held in May 2007. The
meeting will bring together media professionals in both community radio
and select media houses as key partners for the project. The key objective
is to forge a partnership, common understanding and commitment to the
project goals.

Five 'rogue' radio stations face closure

PM's Office Minister Satit Wongnongtaey yesterday instructed officials to
consider taking legal action against five community radio stations
allegedly violating laws, human rights' principles and being used as
political tools to instigate unrest.

Satit said he received many complaints so he decided to meet with the
Public Relations Department's broadcasting sub-committee to consider
action against at least five community radio stations in Chiang Mai,
Lamphun, Udon Thani, plus the Taxi Lovers Club station in Bangkok.

"If we let them continue to instigate unrest, the country will not be in
peace. We must draw up moves to take action. There will not be
discrimination [against rivals]," he said.

Asked if the stations would be closed down, Satit said the sub-committee
would decide what action to take within the rele-vant laws and rules.

"Some stations use very aggressive language. The sub-committee must take
quick action against them," he said.

Satit dismissed fear that supporters of the radio stations would oppose
such action. He said no one was above the law.

He said local radio stations across the country would be restructured in
April. But the plan to crack down on "rogue" community stations had
nothing to do with a planned major rally by red-shirt protesters on
Saturday.

He said the government would under-take the restructuring without
discrimina-tion or political bias.

seeks to develop the capacity of the media in information and
communication technologies (ICTs) as a tool for election coverage and the
provision of election information for elections planned in Ghana, Cote
d'lvoire, and Guinea from 2008 to 2009. A key component of the project is
the African Election Portal which is designed to provide comprehensive
election related information on the various countries covered by the

3. Angola Solta a Tua Voz! (Angola Lift Up Your Voice) - Angola
This music project by Search for Common Ground (SFCG) in Angola, supported
by UK Department for International Development (DFID) and the European
Commission, involves the production and distribution of a compact disc
(CD) featuring songs with messages of peace and unity by popular Angolan
musicians from diverse parts of the country. It was produced for the
run-up to the September 2008 elections, with the aim of motivating
Angolans to participate peacefully in the newly emerging democracy. The
organisation also used radio and television media to help promote the CD
and its messages.

4. Ushahidi - Democratic Republic of the Congo (DRC), Kenya, South Africa
Ushahidi, which means "testimony" in Swahili, is an online platform for
collating information during emergency situations. Individuals are able to
submit crisis information through text messaging using a mobile phone,
email, or web form, which is then displayed on a map or timeline, to
assist with identifying problem areas. Ushahidi was first developed to map
reports of violence in Kenya after the post-election period at the
beginning of 2008. The Ushahidi Engine used the lessons learned from Kenya
to develop a platform designed to allow anyone around the world to use the
tool to gather reports and map them.

building capacity and establishing local structures that support
sustaining peace and building citizen participation in governance. This
included an initiative to help support a credible and free outcome in the
2007 presidential and parliamentary elections, and the 2008 local
government elections. In addition to supporting an extensive national
voter education campaign, which included the use of television and live
constituency debates with parliamentary candidates in strategic locations
and on the radio, SFCG focused its efforts on leading the development of
the Independent Radio Network (IRN) and National Election Watch (NEW), a
coalition of civil society organisations dedicated to elections

STRATEGIC THINKING
http://www.comminit.com/en/africa/strategicthinking.html

7. Election Campaigns, Balance, and the Mass Media
by Holli A. Semetko
This document describes and analyses the role of media in elections in
four democracies and societies in transition: Mexico, Turkey, Russia, and
Kenya. Because mass media are the most common source for information about
election campaigns in democracies and societies in transition around the
world, the author argues that concerns about political bias in the mass
media are at the heart of debates about the roles and responsibilities of
the media at election time, due to the possibility that the media will,
intentionally or unintentionally, influence the electorate. Moreover,
where voting is not mandatory, the press may be used by political parties
to either stimulate turnout or to repress turnout to accomplish their
goals.

8. How Far to Go? Kenya's Media Caught in the Turmoil of a Failed Election
This report documents the findings of a fact-finding mission conducted by
Reporters without Borders, International Media Support (IMS), and Article
19 to investigate the successes and failures of the country's media during
the post-election crisis in Kenya. According to the report, when violence
erupted and spread, all the media joined together (sometimes in chorus)
and printed long editorials, commentaries, and articles and even joint
front pages calling for national harmony. But this switch to being
peacemakers shocked some Kenyans and foreign observers, especially
journalists and media experts. They said it was not only dishonest but
that the media had become involved in role-playing that diverted it from
its job of seeking out the truth in the public interest.
http://www.comminit.com/en/node/282223/38

9. Media and Elections/Governance
by Deborah Walter (ed.)
This section of the fourth edition of the Gender and Media Diversity
Journal, published by the Gender and Media Diversity Centre, explores
elections and governance including: paradoxical images of women in the
post-election media coverage in Kenya; the relationship of women,
politics, and the media; and gender balance in the Russian media.
http://www.comminit.com/en/node/270562/38

10. Design for Democracy African Style
by Wendy MacNaughton
This article discusses the challenges, lessons, and impact of a national
civic sensitisation campaign for the first democratic local elections in
Rwanda which were held in 2001. The purpose of the campaign, which
involved the design and distribution of a series of posters, fliers, and
graffiti images, was to educate citizens about the purpose and importance
of voting, teach people to use a secret ballot, and motivate people to
participate. The author discusses the challenges of creating designs that
communicated equally to literate and non-literate voters; were sensitive
to ethnicity and ethnic, political, and economic division; and were
culturally appropriate.

(Responsible Election Coverage in Angola - Manual for Journalists)
Search for Common Ground (SFCG) in Angola, in partnership with IFES
(International Foundation for Electoral Systems) and with funding from the
US Department of State's Bureau of Democracy, Human Rights and Labor, were
involved in a campaign to prepare the Angolan Media for the parliamentary
elections. As part of this initiative, SFCG and IFES developed this
handbook on responsible election reporting for media practitioners.

12. Outside the Ballot Box: Preconditions for Elections in Southern Africa
2005/6
by Jeanette Minnie
This is the second edition of Outside the Ballot Box, an initiative of the
Netherlands Institute for Southern Africa (NiZA), the Media Institute of
Southern Africa (MISA), the Open Society Initiative for Southern Africa
(OSISA), and the Humanist Institute for Development Co-operation (HiVOS).
In this edition, 14 authors write about the state of affairs related to
elections, democracy, and civil society in Southern Africa. Some of the
questions the authors of this book are attempting to answer are: What role
do elections play in strengthening democracy, observance of human rights,
and in providing capacity to poor and marginalised people to express their
demands and needs? Do women participate on an equal basis? Can elections
in a one-party state be free and fair?
http://www.comminit.com/en/node/278921/38

13. Women and Elections: Guide to Promoting the Participation of Women in
Elections
This handbook is intended as a quick reference guide for organisations
working to promote the participation of women in the electoral process in
post-conflict countries. The handbook describes the opportunities for
expanding women's involvement at each of the key stages of the electoral
process, and includes a set of general recommendations. Recommendations
for each stage of the election process are also covered.
http://www.comminit.com/en/node/185978/38

14. Media + Elections: An Elections Reporting Handbook
by Ross Howard
This handbook is designed to offer journalists basic preparation for
meeting the challenges of covering elections, particularly for countries
where democracy is fragile or a new idea. According to the publication,
every country has different election rules and campaign issues, but there
are some worldwide standards for an election to be considered free and
fair. The handbook highlights some of the rights and responsibilities of
professional journalists as well as some of the skills journalists require
to help voters become better informed.

15. Producão de Programas "Educacão Cívica Eleitoral" (Election Coverage
in a Community Radio)
This publication is part of a series of Portuguese-language training
materials produced during "Strengthening Democracy and Governance through
Development of the Media in Mozambique", a United Nations Educational,
Scientific and Cultural Organization (UNESCO)/United Nations Development
Programme (UNDP) media development project that ran from 1998 to 2006 in
Mozambique. Part of the project included a process to identify and define
how community radios can best play their role as community promoters of
social change and to define the role of community radio in the electoral
process. A national consultative process was initiated in 2002. The result
of these seminars was a set of clear recommendations, condensed into "Ten
Rules of Conduct for Community Radios during the Election Period".

16. MobileActive Strategy Guide #1: Using Mobile Phones in Elections and
Voter Registration Campaigns
by Michael Stein
This series of Strategy Guides is designed to equip organisations around
the world with the know-how to deploy effective mobile campaigns for a
variety of types of activism and advocacy. Guide #1 covers the use of
mobile phones in elections, both as voter registration and monitoring
tools. They can also be used to educate citizens on candidates and their
stances on issues and for fund raising in support of candidates. According
to this guide, mobile phones have been used for systematic election
monitoring in Nigeria, Macedonia, Sierra Leone, and Kenya, among women
voters in Saudi Arabia, and in popular uprisings in the Ukraine and South
Korea.

17. A Campaign Manual for Women Candidates in the Sierra Leone Local
Government Elections
This training manual, developed by the National Democratic Institute
(NDI), is designed to train women candidates in campaigning for local
elections. According to the NDI, they train women candidates because women
generally face more challenges than men in running for office, but, once
elected, work hard to serve and improve their communities. The guide has 4
key sections that cover everything from the role of local government to
planning a campaign, speaking in public, and fundraising.
