3rd Penplusbytes Global Online Course
in ICT Journalism (April 20 to  July 20 2010)
After successfully pioneering an online
course in ICT Journalism in 2006, The International Institute for Information
and Communication Technologies (ICT) Journalism Penplusbytes second
online course took place in 2007. Participants from Africa, Asia, North
America Europe and Australia have taken advantage of this unique learning
opportunity to grow their knowledge of ICT Journalism. We are pleased
to announce the 3rd Global Online Course in ICT Journalism (April 20
to July 20 2010). 

 

Course details are provided below :  

 

Course Objective: Participants will be exposed to the wider context
of ICTs assisted journalism including its history, how these technologies
are impacting on the world of journalism, how ICT can be used in producing
stories and how to manage change process in using innovative ICT tools. 

Course Description and Goals: This course teaches the theory and concept
of ICTs journalism; the impact of ICTs on Journalism and how to increase
excellence in journalism using ICTs as a tool. 

 

At the end of the course, the participants will learn four main set
of skills:  

You will learn and understand broad spectrum of ICTs tools available
for journalism 

You will learn how to research and publish content online 

You will learn that despite that the proliferation of technology for
journalism the fundamental principles of journalism still apply. 

You will learn how to use a selection of ICT tools for journalism  

 

Prerequisites: This course does not have any special prerequisites
though participants will need to have basic computer skills such sending
and receiving mails, managing files and browsing the Internet. The course
assumes participants are practicing journalists who have mastered journalism
skills. 

 

Class Meeting: Participants are expected to meet online via group
discussion weekly, it is expected that a participants must devote at
least five hours per week online.

Introduction to ICT Journalism – concept, theory and definition 

ICT tools for Journalism – web 2.0/3.0, wikis, blogs, podcasting,
online collaborative tools, newsroom content management system and publishing
platforms 

The role of information and knowledge management in the newsroom 

Specialization in ICT Journalism  

Online Research 

Business Models of Online Journalism 

Future of ICT Journalism 

 

 

Materials : Participants will be provided with regular resources
during the duration of the course, these resources will available mostly
online or via CD ROM. 

 

 

Grading: Participants are expected to undertake weekly assignment,
participate in online discussion, make use of ICT tools and produce
a final project work to be published on Penplusbytes website. 

 

 

Certificates :  

All participants who fully successfully complete the course and would
be awarded a certificate.

The right to know is essential to every person's humanity. So we believe,
so we struggle, so we live, so we celebrate.

We, the champions and supporters of community broadcasting in the
Asia-Pacific region, shall safeguard, uphold and promote Freedom of
Opinion and Expression. This right goes hand-in-hand with the freedom to
communicate and be informed. This is guaranteed by Article 19 of the
Universal Declaration of Human Rights.

We affirm that everyone has a right to life, with dignity. All people have
the undeniable right to be informed about decisions affecting the quality
of their lives such as right to health, right to education, right to work,
the right to free expression, and the right to information.

In cognizance of these principles, we declare:

• Our reaffirmation of AMARC's principles on Democratic Regulation in
Community Broadcasting (May 2008) and the Montreal Declaration (November
2008).
• Our recognition of the increasing concentration and corporatization of
commercial, private and state media.
• Our recognition of the need for forging alliances and building networks
at local, national, regional and international levels for solidarity,
advocacy and sharing of information, experiences and technologies.
• Our recognition that access to clean water and the right to food are
universal human rights.
• Our recognition of the diversity in our communities.
• Our affirmation of the immediate need for oppressed and marginalized
communities to take control over their own means of communication.
• Our affirmation, in conjunction with the Indigenous Statement of the
Bangalore Declaration, of the immediate need for Indigenous people's right
to vote, the right to self determination, rights to land, resources,
livelihoods, cultures, and their right to live with dignity.
• Our affirmation of our solidarity with those discriminated against on
the basis of their sexual orientation including the lesbian, gay, bisexual
and transgendered community and assert their right to live with dignity
and without fear of persecution.
• Our affirmation of gender equality and the rights of women to own and
control their means of communication.
• Our recognition of the special needs of migrant communities, internally
displaced persons, guest workers and refugees and their right to live free
from discrimination, harassment and violence.
• Our recognition of the disproportionate and disastrous impact of Climate
Change (natural and human created) especially on Indigenous Peoples, the
poor, the marginalized, women, and children.
• Our recognition of the need for community radio broadcasters to report
issues in a manner that promotes non violent responses to conflict based
on the values of respect, dignity and diversity and which seeks to break
down barriers and stereotypes.
• Our affirmation of our condemnation of all forms of violence and
legislation that restrict citizen's rights, spreads an atmosphere of fear
and serve sectarian interests or extremist views.

Having recognized these challenges and affirmed our commitment to
solidarity with those who are confronted by these challenges we reaffirm
the Jakarta Declaration of AMARC Asia-Pacific, December 2005, and we
continue our struggle to democratize the media.

It is against this backdrop that we commit ourselves and our community
radios to:

• Place people's communications rights at the centre of development and
support initiatives for access to digital and other technological
opportunities that enable community broadcasting in an ever-widening
scale;
• Create spaces on the airwaves for diverse and marginalized voices,
irrespective of caste, creed, race, colour, gender, sexuality, faith, and
differently-abled or other differences;
• Challenge the hegemony of commercial, private and state media by
promoting community-owned and operated media as an essential tool to the
preservation of the diversity of voices, cultures, languages and
ecosystems;
• Lobby governments to institute adequate mechanisms promoting media
freedom, protection of community media, and protection of journalists;
• Work towards ensuring food security and food sovereignty with those
whose lives and livelihoods are threatened by denial of these basic human
rights;
• Develop collaborations with educators in order to develop participatory
tools that will provide formal and non-formal educational opportunities,
especially for non-literate communities;
• Include the voices of all migrant, internally displaced peoples and
refugee communities in our community radios and support their
establishment, ownership and management of their own community radios;
• Provide localized information about disaster risk reduction;
• Provide localized emergency news, disaster recovery, relief,
rehabilitation, and sustainable alternatives as well as create a space for
trauma healing and reaffirming faith in the face of adversity;
• Build alliances with grassroots and human rights movements for
strengthening communities and the community radio movement;
• Endorse and implement Article 16 of the United Nations Declaration on
the Rights of Indigenous Peoples which reaffirms the right of Indigenous
peoples to establish their own community radios in their own languages and
have access to non-indigenous CRs without discrimination;
• Promote and encourage gender equality in our communities with programs
that are fully integrative and supportive of women;
• Endorse and implement the AMARC gender policy drafted by AMARC-AP WIN
members, and ratified by AMARC International Board and incorporate gender
equality in all areas of community radio activity; and
• Oppose violence against journalists, media practitioners, restrictive
legislation, or sectarian interests, and work for an atmosphere of peace
and progress.

We, the representatives of community radio broadcasters, production groups
and other community media practitioners from Afghanistan, Australia, The
People's Republic of Bangladesh, Cambodia, Canada, Fiji, The Republic of
India, Indonesia, Japan, Jordan, Kyrgyz Republic, Laos PDR, Malaysia,
Mexico, Nepal, Papua New Guinea, Republic of the Philippines, Senegal,
Solomon Islands, Sri Lanka, Thailand, Timor Leste, United Kingdom and the
United States of America agree to uphold this declaration and strive to
implement the values and aspirations it states.

AMARC is an international non-governmental organization serving the
community radio movement, with almost 3 000 members and associates in 110
countries.

Its goal is to support and contribute to the development of community and
participatory radio along the principals of solidarity and international
cooperation.

AMARC-Asia Pacific's 2nd Regional Conference was held in Bagalore, India
last February 20 to 23, 2010. It was attended by more than 300 delegates
from 21 countries.

1. Media Sustainability Index 2008: The Development of Sustainable Media in
Africa

The 2008 Africa Media Sustainability Index (MSI) is the second such study of
the region published by the International Research & Exchanges Board (IREX).
The MSI is designed to provide an analysis of the media environment in 40
countries of Sub-Saharan Africa during 2008, with the hope of allowing
policymakers and implementers to analyse media systems and determine the
areas in which media development assistance can improve citizens' access to
news and information. The MSI also provides information for the media and
media advocates in each country and region, reflecting what the authors
consider expert opinions of media professionals in each country.

2. African Media Barometer (AMB) - Africa
The African Media Barometer (AMB) is designed to be an in-depth and
comprehensive description and measurement system for national media
environments on the African continent. Developed and co-owned by the German
foundation Friedrich-Ebert-Stiftung (FES) and the Media Institute of
Southern Africa (MISA), the AMB uses self-assessment based on African
standards and a guided discussion among African experts to analyse the media
landscape in a given country. The objective of the AMB is to assess the

3. Media Development Indicators: A Framework for Assessing Media Development
2008
This paper has been prepared in order to define indicators of media
development in line with the priority areas of the United Nations
Educational, Scientific and Cultural Organization's International Programme
for the Development of Communication (IPDC): promotion of freedom of
expression and media pluralism; development of community media; and human
resource development (capacity building of media professionals and
institutional capacity building). This set of indicators is designed for
analysing the main aspects of the media ecology. It defines a framework
within which media can best contribute to, and benefit from, good governance
and democratic participation. The indicators are intended to enable
stakeholders concerned with media development, and in particular local
actors, to assess the state of the media within a given national context and

6. Glass Ceilings: Women and Men in Southern African Media
Edited by Colleen Lowe Morna and Pat Made
The Glass Ceilings study is an audit of women and men in Southern African
media houses. Spanning 14 countries over a year starting in July 2008,
Gender Links (GL) conducted the study in partnership with a network of
researchers, gender and media activists, and partners in the Gender and
Media Southern Africa (GEMSA) network as well as the Gender and Media
Diversity Centre (GMDC). The study presents findings from 126 media houses.
The study, which was published in 2009, found that, by and large, Southern
African media is still dominated by men.

7. Roadmap to Equality: Voices and Views Radio Programmes
This 10-part series of radio reports, produced in 2009, addresses issues
related to gender equality in Southern Africa, focusing on the SADC Protocol
on Gender and Development. The series covers such issues as governance,
gender budgets, gender violence, media, and education. The SADC Protocol
Alliance produced these radio resources as part of their campaign around the
SADC Protocol on Gender which is designed to encourage local action for
ratification of the Protocol and to advocate for countries who have not
signed to do so. Designed for use by presenters as discussion starters and
launching points for talk show and call in programmes, the series and
accompanying presenter's guide are designed to provide regional perspectives
that can be adapted to local contexts.

PROMOTING DEMOCRACY & ECONOMIC DEVELOPMENT


8. Africa Means Business - Africa
This pan-African media initiative was developed with local and international
partners including Nairobi's African Economic Research Consortium (AERC),
the African Media Initiative (AMI), the Centre for the Study of African
Economies (CSAE) at the University of Oxford, the Financial Times associated
Wincott Foundation, and the Thomson Foundation. According to the organisers,
the project will establish up to four Africa Means Business Hubs located
within media institutions (broadcast or print) or within existing journalism
schools. Each will coordinate the development of finance, economic, and
business coverage across the continent by building the capacity of
economists to communicate information and the capacity of journalists to
report on the economy, finance, and business issues.

9. Independent Voices: Radio's Role in Democracy and Development
According to the Center for International Media Assistance (CIMA), free
media play an integral role in fostering democracy and development and have
the ability to transform a number of critical areas, including government

This report from 2009, commissioned by Diageo, a private drinks company,
explores the link between business, media, and capital investment in Africa.
Thirty-six investors with a total of around US$20 billion under management
in Africa provided their views about African business media and how it
informs their investment decisions. In addition, insight was also collected
from senior business people whose businesses have a large footprint in
Africa, and eight media houses including Reuters, BBC, Al-Jazeera, and the
Economist. The report suggests that during the economic recession, marked by
negative economic news on a global scale, the onus should be on African
business media to report accurately the real changes taking place on the
continent – high growth rates, increased capitalisation, and liquidity. The
study makes the point that African business media both reflects and dictates
investor sentiment and that to neglect the reporting of this news will
greatly impact perception!

democracy and human rights. It recommends participatory, student-centred
training techniques, and proposes a number of exercises aimed at stimulating

Untuk kali pertama Efek Rumah Kaca yang digawangi Cholil (vocal/guitar), Adrian (back voc/bass), Akbar (back voc/drum) melakukan lawatan ke Negara tetangga, Malaysia dan Singapore. Perjalanan ini terasa istimewa karena selain ada konser juga dibumbui dengan sebuah diskusi hangat mengambil tema yang terinspirasi dari syair-syair Efek Rumah Kaca tentang potret zaman seperti social, lingkungan, politik dan musik tentunya. Rangkaian konsep tersebut diberi tajuk Diskutik atau diskusi dan akustik pada tanggal 26 Februari di Annexe Gallery Kuala Lumpur. Sehari berikutnya yaitu tanggal 27 Februari konser performance di One Café Kuala Lumpur. Oxygen media yang menjadi organizer ingin membuat event pertama ERK di Malaysia terasa berkesan. Kolaborasi theatrical akan ditampilkan di TRCC Woodlands Singapore pada tanggal 6 Maret 2010. Lagu-lagu Efek Rumah Kaca akan dimainkan live mengikuti alur cerita bertema Mahabarata. Konsep yang bahkan baru pertama kali juga dilakoni Efek Rumah Kaca menjadikan tantangan tersendiri. Keberadaan di Singapore juga akan dimanfaatkan oleh ERK untuk melakukan serentetan pengobatan Retinitis Pigmentosa yang diderita oleh Adrian sang bassist.
 
Bagi teman-teman yang kebetulan berlibur di kedua Negara tersebut pada tanggal yang bersamaan, Mari bersama teman-teman negara tetangga menjadi bagian sejarah menyimak penampilan perdana ERK di luar negri untuk tetap "Menjadi Indonesia".

[creative-radio] The power of community radio video

 

The head of the Asia-Pacific branch of the World Association of Community
Radio Broadcasters (AMARC), Ashish Sen, says that Feba's FIRST Response
training taking place in Bangalore, India this week is "the first step in
the journey towards introducing mobile broadcasting in India for disaster
management". He was speaking to participants of the workshop which will
culminate in a field trial in Nagapattinam, Tamil Nadu. Ashish, who is
also head of the Community Radio lobby group, VOICES, believes that
community radio will be a powerful force for the development of
communities in India and that they are on the threshold of the first
station being granted a broadcast licence in the next few months.
