Listen to a beautiful track from the Duets for Abdelrazik album, featuring Sam
Shalabi on oud and Stefan Christoff on piano. Recorded at Hotel 2 Tango studios
in winter 2011, Duets for Abdelrazik is a sonic solidarity project, musical
support for Abdelrazik's ongoing struggle for justice.

Abousfian Abdelrazik, a Sudanese-Canadian living in Montreal, was jailed on the
recommendation of the Canadian Security Intelligence Service (CSIS) in Sudan.
With the direct complicity and involvement of the Canadian government,
Abdelrazik was jailed without trail and tortured in Sudan until Abdelrazik
returned to Canada in 2009 after a long grassroots solidarity campaign.

Duets for Abdelrazik will launch in Montreal on 19/06 at Casa del Popolo during
the Suoni per il Popolo festival. Please post and share this duet from Sam
Shalabi and Stefan Christoff, an excerpt from the album being released by the
Howl! arts collective in Montreal.

WUSC is pleased to launch this year's National Research Seminar and to
celebrate its first decade. Inaugurated by John Ralston Saul in 2003, the
National Research Seminar explores a particular challenge in international
development and provides a tremendous platform for emerging scholars to
share their research findings with university and college students, faculty
members, practitioners and policy makers from across Canada and the world.

The National Research Seminar takes place each year as part of WUSC's
International Forum, which will be held in Ottawa, November 1-3, 2012.

THEME TO BE ADDRESSED
This year WUSC will explore youth and development in relation to innovation
in sustainable development. Are we meeting youth aspirations? Many parts of
the developing world are experiencing a rapidly growing youth population
and facing high levels of unemployment, a problem that has been further
exacerbated by the world economic crisis in 2008. Youth, particularly
girls, are often the most vulnerable to the effects of poverty and a link
has been drawn between lack of access of youth to employment opportunities
and participation in illegal and violent activities. At the same time,
youth have been playing a strong leadership role in social and political
movements around the world, including the "Arab Spring".

WUSC is seeking expressions of interest from emerging researchers from
different disciplines and fields of study whose research touches on the
challenges or opportunities facing youth in terms of development. In
particular, WUSC's International Forum and National Research Seminar will
explore the social and political participation of youth and challenges and
opportunities related to employment and entrepreneurship.

SELECTION CRITERIA AND PROCESS
WUSC welcomes expressions of interest from emerging scholars and
researchers from a cross-section of disciplines, sectors and regions. This
includes Canadians engaged in international issues and southern-based
researchers. We invite applicants to challenge the status quo and examine
emerging ideas that can and do transform development.

This year, up to four scholars will be selected to present.

Eligible applicants include individuals currently enrolled in a PhD
program, who have recently completed a PhD or are new faculty members at a
university or college. WUSC also encourages applications from Masters
students who are conducting original research related to the theme.

The presentation should be based upon research that is well advanced or
completed. Preference will also be given to presentations focused on
countries where WUSC or its partner organizations (CECI, Farm Radio
International, MATCH International) are present and that will inspire and
motivate individuals to share knowledge and take action. Regions include:
The Americas – Bolivia, Guatemala, Peru, Haiti, Canada; Africa – Burkina
Faso, Botswana, Ghana, Guinea, Kenya, Mali, Malawi, Niger, Senegal, South
Sudan; Asia – Sri Lanka, Afghanistan, Nepal, Vietnam.

FORMAT
2-3 page summary of your proposed presentation in which you:

Outline the presentation purpose and intent
Briefly describe your research findings and how they relate to the theme
Address policy implications or other implications in terms of action in
addressing the issue

THÈME À ABORDER
Cette année, l'EUMC explorera la jeunesse et le développement en rapport
avec l'innovation en développement durable. Répondons-nous aux aspirations
des jeunes? De nombreuses régions du monde en développement connaissent une
croissance rapide de leur population de jeunes et font face à des niveaux
élevés de chômage, problème encore aggravé par la crise économique en 2008.
Les jeunes, en particulier les filles, sont souvent les plus vulnérables
aux répercussions de la pauvreté. On a établi un lien entre le manque
d'accès des jeunes aux perspectives d'emploi et la participation à des
activités illégales et violentes. Par ailleurs, les jeunes ont joué un
solide rôle de leadership dans les mouvements sociaux et politiques sur la
planète, y compris dans le « printemps arabe ».

L'EUMC sollicite les déclarations d'intérêt de chercheuses et de chercheurs
émergents de différentes disciplines et de différents domaines d'étude,
dont les recherches abordent les défis ou les débouchés auxquels sont
confrontés les jeunes en termes de développement. En particulier, le Forum
international de l'EUMC et le Séminaire national de recherche exploreront
la participation sociale et politique des jeunes, ainsi que les défis et
les débouchés relatifs à l'emploi et à l'entrepreneuriat.

CRITÈRES ET PROCESSUS DE SÉLECTION
L'EUMC encourage les déclarations d'intérêt d'universitaires et de
chercheuses et chercheurs émergents provenant d'un éventail de disciplines,
de secteurs et de régions, notamment les Canadiens s'intéressant aux enjeux
internationaux et les chercheurs basés dans les pays de l'hémisphère Sud.
Nous invitons les candidat-e-s à contester le statu quo et à examiner les
idées nouvelles qui peuvent transformer le développement et y parviennent.

Cette année, un maximum de quatre projets de recherche seront présentés.

Sont admissibles les étudiants doctorants, les personnes ayant récemment
terminé leur thèse de doctorat ou les nouveaux enseignants des universités
et collèges. L'EUMC encourage aussi les demandes d'étudiants de maîtrise
qui effectuent des recherches originales en rapport avec le thème.

La présentation devrait reposer sur des recherches bien avancées ou
achevées. Une préférence sera également accordée aux travaux portant sur
des pays dans lesquels l'EUMC ou ses organismes partenaires (CECI, Radios
Rurales Internationales, MATCH International) sont présents et qui
inciteront et motiveront les gens à partager des connaissances et à se
tourner vers l'action. Voici les régions prioritaires : Amériques –

Just what we always wanted -- local government bodies to run community
radio. I'm a bit confused as to who has "decided to permit local bodies to
run community radio stations" and why the Ministry of Urban Development
should be encouraging local bodies to apply for CR licences, but there it
is.

On the one hand, Municipal Corporations like the ones in

Nagpur<http://articles.timesofindia.indiatimes.com/2008-01-11/nagpur/27764559_1_nmc-schools-community-radio-radio-station>
have
applied for CR licences with a singular lack of success, but on the other,
the Madhya Pradesh government -- through its
government-run-non-governmental-organization, Vanya -- has managed to
corner ten, possibly eleven, community radio licences. 'Eligibility' is the
watch-word and that's apparently a flexible concept in govt circles.

The central government has decided to encourage local bodies to promote
community radio stations and make them an effective tool of communication
with the local community. According to a spokesman, the ministry of urban
development has decided to encourage local bodies to promote such radio
stations. Every eligible local body would be able to apply to information
and broadcasting ministry for a licence to run these radio stations, he
added.

He said the community radio stations has the potential to bring a very
significant positive social change at the community level by way of
carrying programmes of public interest on health, water and sanitation,
education and empowerment of women. He further said that it has been
decided to permit local bodies to run community radio stations.

The spokesman said the ministry of information and broadcasting has brought
out a compendium on community radio stations in India 2012 in association
with the Commonwealth Educational Media Centre for Asia. He said the
compendium would provide comprehensive information on the signature
programmes of each community radio station and their hours of broadcast.

It could be used as a resource book for tapping the potential of community
radio stations effectively to carry socially relevant messages, he added.

With the help of Punjab government, community radio would be promoted via
local bodies and an awareness campaign would be launched to create
awareness among the municipal bodies and citizens, he added.

Survey Report: Community Participation at Local and Community Radio
Stations

Participation of the community is an important feature of almost all
stations responding to a survey, conducted by the media consultancy
CAMECO to examine and gain a deeper understanding of concrete practices
and challenges of community and local radios.

The explorative survey showed that in all world regions, community
involvement in programming is strongest. Participation in management,
ownership and funding are less common.

Whereas the ranking of the various areas of participation is similar
throughout the regions, differences exist in their importance: Latin
American radios top participation in programming, but they are far below
average in management and ownership. In Africa, the level of
participation in financing and ownership is comparatively high. In Asia,
participation in management plays a crucial role.

The findings of the three explorative surveys, conducted by CAMECO
between September 2011 and January 2012, among radio stations in Africa,
Asia, Latin America and the Pacific, should by no means be considered
representative, but will serve as a basis for further in-depth research,
leading to a practice oriented publication, as part of the CAMECO
"Practice Series".

The moderator is looking for an appropriate NGO to sponsor the list and archives. The sponsor will get a short message and link to their website at the bottom of every posting and on the list's archives.
