El proyecto de normativa de radiodifusión elaborado por el Gobierno Canario
excluye a las emisoras comunitarias.

El pasado 19 de diciembre el Gobierno Canario hacía público el contenido del
Proyecto de Decreto de Radiodifusión, y lo ha sometido a trámite de
audiencia pública antes de su aprobación definitiva. El texto elaborado no
recoge la existencia de emisoras comunitarias ni cita la posibilidad de que
entidades sin ánimo de lucro accedan a frecuencias viniendo a indicar que el
decreto se destina a emisoras comerciales. El propio texto de decreto recoge
lo siguiente:
"…Es objeto del presente decreto la regulación del servicio de radiodifusión
sonora en ondas métricas con modulación de frecuencia para su gestión
indirecta por personas físicas o jurídicas privadas con la finalidad de
difundir cualquier tipo de programa con emisión de publicidad o empleando
fórmulas de patrocinio comercial…"

El Gobierno Canario no ha tenido en consideración las propuestas y
sugerencias realizadas desde AMARC-Europa y por las radios comunitarias
canarias a la hora de elaborar este Decreto.
Tampoco se ha tenido en consideración la recomendaciones del Parlamento
Europeo que en su resolución del 25 de septiembre pedía el ""…reconocimiento
legal a los medios comunitarios (TSC) como grupo definido, junto a los
medios de comunicación comerciales y públicos, cuando
no exista este reconocimiento legal…".

Cararias dispone de 156 frecuencias pendientes de adjudicar. En la
actualidad operan más de 400 emisoras privadas pero sólo 44 de ellas cuentan
con licencia ya que desde 1990 no se otorgan concesiones.
En Canarias hay una importante trayectoria de emisoras comunitarias, la más
antigua es Radio Guiniguada en Las Palmas de Gran Canaria, que emite desde
hace 25 años, sin haber podido tener posibilidad de contar con un
reconocimiento legal.

Marino Sanchez, presidente de AMARC-Europa, al conocer el contenido del
Proyecto de Decreto ha mostrado su preocupación ante el desinterés del
Gobierno Canario de renonocer a las emisoras comunitarias.

Dopo più di un anno di lavoro, il 1° dicembre, l'antenna di *Radio
Shabab*<http://shababfm.org/en/>ha iniziato a trasmettere i propri
programmi a Birzeit, nella zona di
Ramallah – Territori Occupati Palestinesi. Con questo si concretizza
l'obiettivo di *Radio Giovani*, questo vuol dire *Radio Shabab *in
palestinese, di avviare un percorso di democratizzazione dal basso mediante
l'utilizzo del mezzo di comunicazione, nello specifico la radio, da parte
della stessa società civile palestinese. Il progetto, che ha la durata di
tre anni, è nato nel novembre del 2006 su iniziativa del COSPE di
Firenze,del Palestinian Youth Union e di
*AMISnet,*<http://mediascape.amisnet.org/2007/10/09/community-radio-a-birzeit-palestina/>con
il supporto dell'Unione Europea ("Community Radio Station in Birzeit
area" - MED 124 456-COSPE).

Al progetto lavorano circa 1500 giovani uomini e donne, membri di dodici
organizzazioni ed associazioni, che in Radio Shabab hanno così finalmente
una cassa di risonanza per far conoscere le proprie campagne ed operare al
servizio della democratizzazione della società palestinese.

1-Strengthen social cohesion and democracy processes in Palestinian
Territories
Palestinian territories are affected by a conflict and a military occupation
that have dramatic effects on all the population, such as poverty, violence
and psychological traumas. The persisting and the increasing of the Middle
East conflict, with the intensification of the military occupation in West
Bank, produces a continuous worsening in the daily life of people. In such a
framework, the social disgregation is the most dramatic consequence, that
denies a democratic evolution and an effective participation of people in
social life.

This action is an attempt to contribute to strengthen social cohesion, with
a new tool: a community radio station, totally led by the civil society, in
which community has the responsibility to decide what and how to
communicate. Starting from Birzeit area, this kind of approach can be an
interesting instrument for democratic participation of people in all
Palestinian Territories.

2-Contribute to empower the social role of women and youth in Palestinian
Territories
For a part of Palestinian society, most of all women and youth, there is
lack of tools and spaces in order to meet, aggregate, exchange experiences,
self-represent and communicate ideas, points of view, proposals. They have
great potential innovative capabilities, but they can't express themselves,
because a threatened society is always authoritarian, and because of some
traditional customs in Plaestinian society, such as in most of the world
societies.
Giving voice to women and youth, this action aims to contribute to their
empowerment, in order to make women and youth two more powerful segments in
Palestinian society.

3-Contribute to induce inside the Palestinian society a participatory
process in order to build conflict transformation in Middle East by
communication tools
The promotion of a process of democratisation, focused on women and youth
empowerment, is very important in the Palestinian society. In fact, women
and youth have interesting creative potentialities to present new proposal
and points of view in conflict transformation processes, that is very
important in the Palestinian society and in the Middle East scenario. Social
communication is one of the best effective tools in order to achieve this
goal.
