Dear All,
members of the list might be interested in article from Peter Lewis, who
has recently published 'Finding and funding Voices: the London
experience', a comparative study of community media in London, Cardiff,
Budapest and Stockholm, on the journal Information, Society and Justice
(ISJ).
In the article, that can be downloaded free of charge from
http://www.londonmet.ac.uk/londonmet/library/s16011_3.pdf , Peter
tackles the question of how are the voices of marginalised and
disadvantaged communities to be heard in a large conurbation and argues
the importance of community media, and particularly community radio, in
providing such communities with opportunities to express their cultures
and concerns.
Even though its main focus is the city of London, whose size and
geography pose special problems for broadcast coverage, comparisons are
made with other European capital cities – Budapest, Cardiff and
Stockholm - and the historical legacy of London's problems, which has
defeated other attempts in the past to use radio to meet the needs of
London communities, is also briefly summarised.
The study is a follow-up to the Finding and Funding Voices international
colloquim held at the Graduate Centre, London Metropolitan University,

Menyongsong ranah 2009 yang sarat dengan pesta politik, Efek Rumah Kaca didaulat oleh harian umum Kompas untuk mengasuh kolom rubrik Obrolan Politis setiap hari sabtu dimulai Hari ini Sabtu, 10 Januari 2009 sampai menjelang pemilu nanti di halaman 3 Mandat Rakyat 2009. Di sadari maupun tidak politik sudah menjadi bagian dari hidup kita sehari-hari mulai mengantri di lampu merah sampai industri musik yang tengah kita jalani. Merupakan suatu kehormatan Efek Rumah Kaca dipercaya oleh Kompas untuk bisa sharing dengan para pembaca. Menjelma menjadi sebuah band yang memotret zaman Efek Rumah Kaca membuat yang beku menjadi cair dan yang cair menjadi beku, seperti tema album kedua " Kamar Gelap" yang baru saja rilis pada 19 Desember 2008. Internews is broadcasting special humanitarian programming into Gaza from
two radio stations in the West Bank city of Hebron and sending over 500
hand crank, solar-powered radios to the people in Gaza. With additional
support, Internews will be able to send enough radios to provide one to
every family that needs one.
Internews staff in Ramallah and Gaza City are mobilizing the stations,
whose signals reach all of Gaza, to broadcast accurate and timely
information about distribution of food and blankets, safe havens, road
closures and other humanitarian news. The radios that are being
distributed can also be used as flashlights and cell phone chargers.
Internews is coordinating closely with the relief agency CHF International
to bring the radios into Gaza. The United Nations Relief and Works Agency
(UNRWA) is distributing the radios at its food distribution points around
Gaza.
Internews has worked with the two stations in Hebron, Minbar Al Huriya and
Dream Radio, as part of its ongoing project to support independent media
in the West Bank and Gaza. The stations are part of the United Palestine
News Network (UPNN), a network of local radio and TV outlets that
Internews helped establish last year.

Community radio is the real voice of the people, it is a communication
service that caters to the interests and needs of a certain area, its
culture, craft, cuisine and above all social and development issues," said
Mridul Srivastava, the station director of 'Lalit Lokvani'.
'Lalit Lokvani', is a village community radio planned to be operational in
Lalitpur region of Uttar Pradesh state (India). It is a joint initiative
of a Sai Jyoti Gramudyog Seva Sansthan (a non-governmental organization)
and the United Nations Children's Fund (UNICEF), situated just 22 km from
Lalitpur in Alapur village of Birdha block.
The 15 km transmission range will take in its fold 60 villages comprising
around 100,000 population. While dry run has been initiated the actual
transmission will start after getting the license from the Ministry of
Information and Broadcasting, Government of India. For now, the community
radio station has been granted 90.4 megahertz frequency.

The Government of India made a policy of issuing private community radio
licenses for 5000 stations in November 2007. This made it possible for
registered non-government organizations to enter the field, said Augustine
Veliath from UNICEF.
"UNICEF saw the potential of this communication medium and selected
Lalitpur, one of its integrated project districts for setting up the
maiden community radio station," informed Augustine.
"Such interactive sessions with the real people help broaden vision of the
media. The idea is to sensitize the press, give them in-depth information
on issues which they can then translate into reports and features," said
Kulsum Talha, Secretary General, Media Nest.
