A Political Affair

In this edition of Development Dilemmas, we talk to Bishnu Raj Upreti, South Asia Regional Coordinator for National Center for Competency Research North-South, and Anita Bhattarai, a research scholar, on the state of internally displaced people in Nepal. After a popular people's movement in April 2006, the Communist Party of Nepal (Maoist) that had been waging a violent civil war for the last decade signed a Comprehensive Peace Accord with the Nepal Government and decided to seek a peaceful end to their revolution. The Peace Treaty also promises to help settle those who were displaced by the conflict. The Maoists are now running the government after winning the Constituent Assembly Elections held in April 2008. But our panelists note that the issue of resettlement has become a political affair not only among the political parties but also among international donor agencies. Sanjay Barbora, Programme Manager-Conflict at Panos South Asia moderates this discussion.
