He welcomes the requirements as set-out by the regulator but worried about
one aspect of it - that is proof of funding to sustain the station.
"Funding is very difficult for a community radio and you cannot guarantee
funding for a long term, because organisations like that survives on donor
funding and the good gesture of the communities they live in."
Lubombo Community Radio's Ambrose Zwane says they have been applying for a
licence for the past 10 years without success despite having all the
capacity to do so. "Government has been intimating to issue a licence and
we have and had solicited funding from donor agencies, but when we thought
now we are about to be issued with one, the process fell-apart.
"Such a scenario has created a bad image for us and the country and those
willing partners are no longer keen to fund us because of the broken
promises.
" So to prove that you will have funding is no longer an easiest part, but
we will still continue to apply and hope this time we will be successful."
Zwane says the conditions set for the radio licences are akin to a country
that is not free and gives them the outlook of a state owned organisation.
"This is not a problem though because we know where we come from as a
country and all we have to strive for is neutrality in dealing with issues
affecting our society.
"As a developing country, we are looking up to Parliament to undo many of
those pieces of legislations that makes us not free. We have confidence on
them and we hope when times come for it they will address it. For now, we
just have to accept the conditions and carry on with our work." Zwane
agrees that the problem of having SPTC under a different ministry other
than information has created a lot of tensions for them. "For the only
three broadcasts that we did, you could tell that the ministry and SPTC
were not working on the same page. The first two one-day provisional
licences were issued by the ministry and SPTC gave us the spectrum in 2000
and 2002.
"Our third licence for broadcasting the King's Birthday in 2007, which was
our last was issued by SPTC after the realisation that they were the
authority on such issues."
Zwane says Lubombo Community Radio has demonstrated its capacity to do
community broadcasting and have been in this game for over 10 years.
"We are disturbed when it comes to the licencing issue, we are treated as
people who don't know what they are doing, yet we have been the first to
apply for a licence even before the flood gates for applications were
open. We have done it in the past and we can do it now given the
permission to do so."

Swaziland / Regulator sets deadline for radio licence applications
MBABANE, Swaziland, February 20, 2009/African Press Organization (APO)/ —
Applicants for the three community and one commercial radio licences
availed by the Swazi government have been given until 16 March 2009 to
file their applications with the Managing Director of the Swaziland Posts
and Telecommunications Corporation (SPTC) who is the radio broadcast
regulator.
In a statement published in the local media, the SPTC MD, Nathi Dlamini,
has said he expects the process to be completed by mid April 2009 and the
licences issued to deserving applicants. But this, he said, will be
dependent on the completeness of the information the applicants will
provide.
Among the rules of entry, each applicant will be required to furnish proof
that funds are readily available to enable commencement of operation of
the radio station for at least three months after its first transmission
and also furnish further evidence showing that other funds are anticipated
after the three months period to enable the radio station to survive
another six months.
Among the conditions of licence, the successful stations shall not be used
for political purpose against Swaziland or any other state, nor shall they
be used to promote any political ideology, agenda, organization or message
without the authority of the Minister responsible for information. The
stations shall commence operations within three months from date of
licence issuance.
Operational conditions include prohibition to broadcast in any offensive
manner any material impersonating the King, that tend to ridicule Swazi
culture and which is in any way prejudicial to peace, order or good
governance of Swaziland.
Applications fees are E250 (approx. US $25) in respect for community radio
stations and E1 000 (approx. US $100) in respect of commercial stations.
Annual fees payable are E2 500 (approx. US $250) for community radio
stations and E10 000 (approx. US $1 000) for commercial radio stations.
The licences shall initially be valid for two years or any other period
the regulator may stipulate and may be renewable subject to satisfactory
compliance with licence conditions and content requirements.
The Media Institute of Southern Africa (MISA) Swaziland is currently
working with the community and commercial radio stations to file their
applications.

The 2009 Radio Voices Without Frontiers is a month away!
March 21st was declared International Day for the Elimination of All Forms
of Racial Discrimination by the General Assembly of the United Nations as
a reaction to the murder of 69 anti-apartheid demonstrators in
Sharpeville, South-Africa, in 1960.
Radio Voices Without Frontiers (RVSF) 2009 is an international broadcast
campaign of AMARC co-produced in collaboration with community radio
stations around the world. One of our goals is to reinforce the socially
inclusive ethos of the community radio sector, and promote access to the
media by minority and disadvantaged groups. Multilingual broadcast
exploring issues of racism, discrimination and gender issue will be
transmitted via Internet and satellite by radio stations in five
continents.
We call upon all community radios to take part in RVSF 2009 campaign. Here
is what you can do to participate in the March 21st 2009 edition of Radio
Voices Without Frontiers (RVSF).
Send us already produced or original audio material related to racism and
discrimination (submissions deadline is March 13th).
Re-broadcast programs on your radio station via satellite or the Internet.
Link-up with the radio voices without frontiers team live!
Dedicate March 21st as your focus day against racism.
Promote the International Day for the Elimination of Racial Discrimination.
Produce a public service announcement for March 21st.
Help organize the event in your region: translate, phone, fax, design...
Contribute anti-racism resource material for the RVSF Web site.
Conduct training at a local level for newcomers to your radio.
Please send us your audio programs and/or your written info regarding this

In accordance with the provisions established by AMARC Africa
Constitution, and on behalf of AMARC Africa Board, I am pleased to
announce that the 4th Panafrican Conference of AMARC Africa will be held
in Abidjan, Côte d'Ivoire April 27-30 . Please find attached draft
agenda of the Panafrican Conference and of the General Assembly of AMARC
Africa.
The General Assembly will complete the reconstruction of the AMARC
Africa network according to the members needs, by adopting the new
Constitution; defining the AMARC Africa strategic plan 2009-2012 and by
electing the members of the board of directors. Furthermore, the 4th
Panafrican Conference will permit through training for trainers and
knowledge sharing to increase the social impact of community radio in
achieving development and good governance objectives in Africa.
